This study attempts to examine the equity of regulation in advertising. After scrutinizing asymmetric regulation in advertising, this study propose measures to increase the equity of advertising regulation. This study proposed horizontal regulation and unification of regulatory agencies as direction of increasing the equity of regulation in advertising. In order to ensure the equity of advertising regulation in the new types of media that appear in various ways, horizontal regulation that decides advertising regulation policy based on the nature of contents or service is desirable. To increase the equity of regulation in advertising, it is recommended that the advertising regulatory system be operated with integrated regulatory organization.

Objective : The purpose of this study was to investigate the effect of sensory integration therapy and home program intervention on the visual attention of children with Down syndrome. Methods : This study used a single subject design for one child with Down syndrome, Sensory integrated treatment intervention was conducted once a week for 16 weeks, and home programs were conducted four times a week for 16 weeks. Changes in visual attention were measured after intervention in the target child. Results : After the intervention, the average values of object gaze, object horizontal pursuit, and object vertical pursuit time increased compared with the baseline period. In object gaze, object horizontal pursuit, and object vertical pursuit, a section higher than the ±2 standard deviation of the baseline period was observed during the intervention period. Conclusion : This study confirmed that the combination of sensory integrated therapy and home program intervention improved visual attention and visual perception in children with Down syndrome, and it is meaningful that it presented an effective intervention method.

The purpose of this study is to examine the effects of positive psychological, emotional intelligence, and cultural orientation on conflict management in college students majoring in applied music. The research hypotheses were verified by correlation analysis and multivariate regression analysis. A questionnaire survey was conducted on 283 college students majoring in applied music. The findings are as follows. First, respondents with more positive psychological capital have chosen to use integration and compromise in conflict managements. In particular, self-efficacy has been found to have the greatest influence on integration and compromising, optimism on avoiding and obeying, and hope on dominating. Second, respondents with more emotional intelligence have chosen to use more integration and compromising, however they have chosen to use less avoiding and obeying in conflict managements. Particularly, others'emotional appraisal has been found to have the greatest influence on integration, obeying and compromising, self-emotional appraisal on avoiding, and regulation of emotion on dominating. Third, respondents with horizontal/vertical collectivism and horizontal individualism have intended to use integration and compromising in conflict managements, additionally horizontal individualism of cultural orientation has been found to have the greatest influence on integration and compromising, horizontal collectivism on obeying, vertical individualism on dominating, vertical collectivism avoiding.

The integration of environmental and innovation policies is perceived to be essential in order to deal efficiently with environmental and innovation problems. This study analyzed environmental policy integration in Finnish technology policies in view of system transitions and policy integration. Finnish environment-innovation policy integration is assessed empirically by focusing on the policy strategies, implementation, and evaluation processes. Furthermore, this study compared Korea's environment-innovation policy integration with that of the Finnish experience, and drew up policy implications from the comparative study in order to come up with Korean contexts. Moreover, since green growth and eco-innovation are core issues in Korea today, it is important to ensure that system transitions and policy implementations take into account the various forms of policymaking, as well as political, organizational, and procedural activities.

지자체 GIS 정보화가 확산되어감에 따라 구축된 공간정보의 활용확산, 타 정보와의 연계 등의 요구가 증대되고 있으며 지자체 GIS 통합 연계는 지자체 정보화의 핵심으로 부각되고 있다. 그러나 많은 지자체에서는 도로, 상하수도 등 공간정보 수요가 높은 업무 분야를 중심으로 지자체 GIS 통합연계를 추진하고 있으며, 지자체 지리정보 담당부서의 중심으로 추진되고 있어 지자체 전 부서 대상의 공간정보 활용에 대한 한계가 있다. 이러한 한계를 극복하기 위해선 지자체 내 전부서에서의 공간정보 활용을 위한 지자체 GIS 통합연계 고도화 모델이 필요하다. 지자체 GIS 통합연계 고도화 모델은 지자체 지리 정보 담당부서 중심의 통합연계에서 확대하여 지자체 전 부서 및 국가적 차원에서의 협력체계를 고려한 모델로서 지자체의 수평적 수직적 통합연계 모델이다.

1997년 하수종말처리장의 민간위탁을 시작으로 국내 수도산업의 효율화에 대한 논의는 정부부처와 전문기관, 학계 등을 중심으로 제시되어 왔다. 수도산업 구조개편 논의는 지방상수도와 하수도산업의 규모의 영세성을 극복하기 위한 수직적 수평적 통합, 지방자치단체의 직영으로 인한 비효율성 제거를 위한 경영형태의 변화 등 크게 두 가지 흐름으로 정리할 수 있다. 상 하수도 사업의 수직적 수평적 통합은 주로 164개 수도사업자를 대략 9개 또는 12개 대규모 권역, 26개 또는 31개 중규모 권역으로 통합하는 방안들이 논의되고 있는데, 이와 같은 광역화 방안에 대해서는 정부부처, 연구기관, 전문가그룹 등에서 전반적인 합의가 형성되고 있다. 하지만 경영형태의 변화는 공사화와 민영화가 가장 큰 논의의 흐름으로, 이에 대해서는 집단과 지역 등 이해관계자간 상이한 견해들로 사회적인 합의를 이루지 못하고 있다. 한편 선진 수도사업을 구축하고 있는 프랑스, 네덜란드, 이스라엘 등지 에서는 수도산업의 효율성뿐만 아니라 공공성 제고 관점에서 구조적인 변화를 꾀하고 있다. 프랑스 파리시는 과거 150여 년 동안 유지되어 오던 수도사업의 민간운영을 전문공기업에 의한 위탁운영 방식으로 전환하는가 하면, 이스라엘은 정부와 민간기업간의 역할 분리를 통하여 물산업 수출국가로 발전하였다. 또한 네덜란드에서는 민영화 도입을 둘러싼 사회적 역량을 보다 발전적인 방향으로 유도하고자 법률로써 민영화를 금지하였다. 이에 본 연구는 글로벌 수도산업의 구조적인 변화 등을 살펴봄으로써 국내 수도산업이 효율성과 공공성을 제고하기 위한 경영 개선에 앞서 고려되어야 할 선결과제를 다음과 같이 제시한다. 첫째, 본 연구에서 살펴본 글로벌 수도산업의 구조적 변화(민영화에서 전문공기업화)는 수도사업의 정보의 비대칭성 및 투자저하가 효율적인 규제 메커니즘 부재에서 비롯되었다는 인식에서 추진되었다. 반면 국내시장은 산업 경제 전반이 정부주도로 이루어짐에 따라 적절한 규제의 틀과 문화가 정착되어 있지 않을 뿐만아니라 규제를 위한 전문인력도 상당히 부록한 실정이다. 따라서 효과적인 민영화의 도입을 위해서는 인적 제도적 인프라 형성이 선결과제이다. 둘째, 신규 또는 개량 투자에 대한 수요 발생, 생산원가에 미달하는 요금회수율 등은 민영화 도입 이후요금인상의 압박요인으로 작용할 것이다. 따라서 생산원가를 저감시키기 위한 광역화, 통합관리체계 등에 의한 원가절감 노력을 통하여 수도산업을 효율화하고 요금회수율을 현실화 등의 과제가 선결되어야 할 것이다.

It needs an Integration Management Center in u-City to mange all events for an efficiency of city function, to enhance an installed infrastructure of information, and to provide u-Service like residence, administration, and culture in real time. Integration Management Center is a place to provide a city information from gathering data of communication network, traffic network, and facilities. The u-Services in Integration Management Center need an Integrated Platform to integrate verticality and horizontality between service layer. This paper study an infrastructure of Integration Operation Center and Integrated Platform. Lastly the topics are suggested how to make it a success in u-City.

유무선 통합서비스가 물리적인 네트워크 자체의 통합을 의미하는 것이 아니라, 각 사업자별 서비스, 마케팅 접속, 인터페이스, 콘텐츠 등의 통합을 의미한다. 즉 소비자의 입장에서는 기존 유선과 무선으로 나뉘어 있던 서비스들을 유무선 관계없이 동일한 콘텐츠를 다양한 인터페이스를 통해 이용할 수 있게 되는 것이다. 이를 위해서는 특정 통신 사업자들이 대부분의 유선 네트워크를 포설 운영되고 있기 때문에, 유무선통합 및 방송통신융합의 진정한 실현과 IP-TV를 통한 콘텐츠 활성화를 위해서는 현재의 수직적 규제체계를 수평적 규제체제로 전환함과 동시에 사업자 분류체계를 물리적 네트워크, 플랫폼, 콘텐츠 영역으로 분리해야 한다. 이와 같이 본 고에서는 방송통신융합에서 발생하고 있는 여러 문제점들 중에서 IP-TV 도입 환경에서 발생하는 네트워크와 관련한 진입규제 및 네트워크 중립성 문제에 대한 방안을 모색하기 위해 국내 유선통신시장 환경을 분석하고, 이를 통해 국내 네트워크 정책의 바람직한 방향을 제시하였다.

이 연구는 완전통합교육을 효과적으로 지원하기 위한 전자멘토링 시스템을 구축 및 사용성을 평가하는데 목적이 있다. 시스템 설계를 위하여 현재 운영되고 있는 국내 외 시스템과 연구들을 분석한 후, 완전통합교육 지원에 적절한 전자멘토링 수행모형을 도출했다. 특히, 설계와 구현에 있어서는 온라인의 수평적 멘토링 구현과 다양한 멘토링 형태의 지원, 상호보완적 관계형성, 그리고 활동에 대한 피드백 제공 등에 역점을 두고 시스템을 구축했다. 개발된 전자멘토링 시스템의 사용성 평가를 위해 운영자 2명, 멘토 5명, 멘티 5명을 선정한 후, '멘토링 지원(인지적 지원, 정서적 지원, 적용가능성)'과 '기술 지원(편의성, 정확성, 심미성)' 등 2가지 영역, 총 10개의 문항을 통해 심층면담을 실시했다. 통합학급 담당교사와 특수학급 담당교사의 사용성 평가 결과, 완전통합교육 지원을 위해 개발된 전자멘토링 시스템은 모든 영역에 걸쳐 상당히 효과적인 것으로 판단할 수 있었다. 향후에는 이 연구결과를 바탕으로 현장에서 장기간 지속적인 적용을 통해 개발된 전자멘토링 시스템의 실질적 효과성을 검증해 보는 연구가 요청된다.
