This study is aimed to summarize a tense situation of Risk management for Kaesong Industrial Business Enterprise in 2013 and to investigate trade insurance of K-sure. Now we have to find a new way to protect Kaesong Industrial Business Enterprises from uncertain environment and also need to prevent a recurrence of parallel cases in the domain of South-North economic cooperation in Korean peninsula. There are two method to protect Kaesong Industrial Business Enterprises. First they rely on the Korea government for protection. Second they need to effect trade insurance of K-sure. such as Export Credit Guaranty or Short-term Export Insurance. They shall create a wise predictable environment to protect Kaesong Industrial Business Enterprises themselves without resort to Korea government. Of course there are many things left behind to consider I hope it will be helpful to those who prepare South-North economic cooperation especially in Kaesong Industrial Complex.

본 논문은 글로벌금융위기시기 정부의 정책의지에 따라 운영될 수 밖 에 없었던 정책금융지원기관으로서, 공적수출신용보증기관 무보가 중소조선기업 보증지원 시 운영상의 문제점을 개선할 수 있도록 방안을 제시하다. 그러므로 본 연구는 기존연구와는 달리 중소조선사를 대표하는 S조선 지원 사례를 서지(書誌)분석을 통하여, 무보의 선박수출보증보험운영상의 불합리한 규정의 개선 뿐 만아니라 무보의 중소조선사 총괄 보증제도 까지 연구범위를 확대하여, 무보의 선박수출보증제도의 운영상의 문제점 및 시사점 뿐 만 아니라 경제위기상황에서 정부의 정책적 오류 발생 및 이와 연관된 정책집행기구의 역할에 대한 정책적 시사점을 제시하였다.

계란의 효과적인 판매, 생산조절, 시장의 개입을 위해 구성된 UEP는 회원들의 수입을 늘리기 위해 지난 수년간 수출확대, 계란영양에 대한 홍보, 난가조절, 회원들을 위한 보험, 국제업무의 확장 및 정당정치에의 관여 등 활동을 하고 있다.

This paper empirically analyzes the influence of export insurance on export promotion using panel data for the Korean case during the sample period from 2003 to 2006. We use the Korean export's share in trading partners' imports as a weight for the weighted least square (WLS) estimation to measure the effect of export insurance on the export promotion. Our main finding is that export insurance subsidy seems to enhance the export performance when the Korean export takes greater share in other countries' markets. On the other hand, under weaker monopoly power of the Korean export, export risk and trading partners' GDP growth rate has more influence on the export promotion rather than export insurance subsidy. Our finding implies that policy makers and practitioners should discern the Korean exports' monopoly power differential across trading countries for better performing export insuarnce policy.

금융기관이 수출기업에게 수출채권을 상환청구불능 조건으로 매입하여 수출금융을 지원하는 금융기법이 포페이팅이다. 2011년도 이후 한국채택 회계기준(K-IFRS)의 도입으로, 기존의 일반 네고를 단순 차입금으로 계상하게 함으로써 부채비율을 높여 기업의 재무건전성을 악화시키는 요인이 되어, 수출기업들이 차입금을 낮추기 위한 방법으로 장부제거(book-off)가 가능한 포페이팅에 대한 관심이 증대되게 되었다. 국제상업회의소에서의 포페이팅통일규칙 제정시행과 함께 수출기업들의 포페이팅에 대한 관심 증대에 발맞춰, 국내 각 외국환은행들도 포페이팅 관련 상품의 개발로 취급범위를 확대해가고 있는 시점에서, 국내 외국환은행 전체를 대상으로 설문조사를 실시하여, 포페이팅 취급실태를 파악하여 그 문제점과 개선점을 찾고자 하였다.

This study explores how to prevent the fraudulent export financing and its subsequent export insurance fraud in relation to O/A negotiation. Under the traditional letter of credit(L/C) transactions, the banks, as a negotiation bank, can extend trade financing to the exporters through negotiation of draft and/or shipping documents. Under the O/A transaction scheme, however, bank cannot ascertain existence of trade performance and it is much riskier to extend an advance financing to the exporters before the buyer sends confirmation of debt. In O/A negotiation. some exporters tried to fraud banks by falsifying the shipping documents and the size and gravity of this fraudulent export financing were huge. Therefore, this study examines the banking process in O/A-based trade financing, documents examination process, the negotiation of instruments, treatment of trade financing in export credit guarantee, most importantly, explores what could be the criteria for appropriate treatment of account receivable to insure the safe transfer of account receivable. To maximize the benefit for optimum trade financing, the Bank of Korea established several Trade Finance Rules (refers to "BOK Rules") requiring that commercial banks should maintain optimal credit limits(so called, 'the principle of optimal loan') to extend the trade finance. The K-sure post-shipment credit guarantee programs and short-term export insurance program(EFF)can also facilitate 'the principle of optimal loan' principle.

말산업은 우리나라 국가 및 지역경제에서 그 역할이 매우 크고 중요한 산업이다. 이러한 말산업은 관련 농업, 비즈니스, 스포츠, 게임, 엔터테인먼트 및 레크리에이션 등의 복합산업으로서 최근 국내에서 관심이 증가하고 있을 뿐만 아니라, 고부가가치 산업으로서 사회 및 경제적인 효과의 극대화를 기대할 수 있다. 그러나 현실은 전체 농업에서 차지하는 비중이 매우 작고, 말산업에 대한 낮은 인지도와 약한 경쟁력 등과 같은 저해요소 때문에 활성화가 저조한 실정이다. 이러한 상황 하에서, 본 연구는 우리나라 말산업의 수출실태를 살펴본 후, 이를 바탕으로 말산업의 수출활성화 방안을 모색하였으며, 그 결과는 다음과 같다. 우리나라 말산업의 수출을 활성화하기 위해서 정부는 수출확대를 위한 관련법의 정비, 말관련 HS 품목분류의 명확화, 수출품목 및 시장의 확대, 수출지원정책의 마련, 선진국과의 기술제휴 등이 필요하다.

Korean Government has provided special support to Korean export industry during past 40 years. However, due to the agreement on UR and appearance of WTO, the Government can't provide most of the subsidies which were allowed before WTO era. Hence, export insurance system became more useful tool since it's one of the few allowed subsidies under WTO. This study tries to find the impacts of export insurance systems on the exports in Korea, the United States, and Japan. Firstly, this study surveyed the export insurance systems of Korea, the United States, and Japan. Then, using a regression analysis it analysed the effects of export insurance systems upon the exports in Korea, the United States, and Japan respectively. The period of data is from 1980 to 1999. The results of the regression analysis for export insurance showed significant and positive effects of both Korean and Japanese but the United States showed insignificant and positive upon the exports.
