Monitoring Method Using Moving CCTV in Common Duct (이동형 CCTV 장치를 이용한 공동구 모니터링 방법)

  • There has been the increasing concern with the safety of seven major urban infrastructure such as road, electricity, water supply, sewerage and so on due to urban expansion and new town development. However, high technology development for the common duct which can be an alternative for the safety issue has not been completed due to the law of the national security area. Existing management method of the common duct by people could not respond to the urgent accidents adequately and immediately since it is impossible for us to get access to that in case of fire or gas leak. This study suggests to the method of installing monitoring devices and processing CCTV images with a water supply in a TestLab(a variety of the USN(Ubiquitous Sensor Network) equipment was tested in the TestLab in KICT). The suggested management method of common duct facilities make it possible to do real-time monitoring and prompt access and response to an accident inside the common duct.

  • The Ministry of Land, Transport and Maritime Affairs has promulgated the mandatory design of BIM for road projects of more than 50 billion won by 2020 under the Basic Plan for the Sixth Construction Technology Promotion. As a result, major public clients are attempting to implement BIMs that are appropriate to the situation of each institution. On the other hand, it is difficult to design and construct a proper BIM and accumulate BIM information of the ordering organization because the technical guidelines and standard classification system that can perform BIM effectively have not been presented sufficiently. The characteristics of the road should be managed systematically, e.g., atypical objects, such as earthworks, which are constantly changing along a line; large objects, such as bridges and tunnels; and facilities, such as signs and soundproof walls. To achieve this, a multitude of standard systems should be developed and disseminated, but there have been insufficient studies on practical methods. To solve this problem, this study developed a BIM standard object classification system in the road sector to meet the international standard, accommodate a multi-dimensional information system, and provide a more effective BIM standard information environment that can be utilized easily by practitioners.

A Comparative Study on the Legal System of Building a Rooftop Gardening between Korea and China (한국과 중국의 옥상녹화 제도 비교연구)

  • This study focused on the regulations and support system of green rooftop landscaping between Korea and China. Our research found out regulations and support system to review the supplement point to understand the present state of green rooftop landscaping in the two countries. We aimed to provide basic legal information for the development of green rooftop landscaping regulations. Also, a management plan guide and after-evaluation guide were suggested. First, roof load safety is the foremost factor for the structure of green rooftop landscaping. It includes not only considering the weight of construction materials, but also accurately calculating weight of rain, snow and the rooftop's capacity for people when the rooftop is designed. Second, the appropriate waterproof and root material should be selected basing on climatic conditions. Third, a maintenance and management plan needs to be established to regularly check the plant, facilities, soil and to maintain them. Fourth, the criteria of quality inspection are waterproof and root resistant material, and the growth and development of plants. Waterproof and root resistant materials are a very important part of rooftop greening, so they must be strictly inspected after construction. Fifth, the support system of rooftop greening should be continuously improved. The choice of the object and the amount of support should be strictly stipulated so that the construction of rooftop is promoted when volunteers do rooftop greening.

Safe Driving Inducement Effect Analysis of Smart Delineator through Driving Simulation Evaluation (도로 주행 시뮬레이션 평가를 통한 스마트 델리네이터의 안전운전 유도 효과분석)

  • Assuming a completed Smart Highway road & communication environment that allows real-time information collection and transmission of road traffic condition ahead, the purpose of this study is to develop a plan for inducing a network-level safe driving pattern by providing road traffic condition and safety information to multiple drivers through a road information provision device. In this study, the device with a function that displays different colors according to the hazard level to the existing delineator has been named 'Smart Delineator'. Smart Delineator is a device that provides not only alignment information but also safety information for drivers to receive real-time warning information and intuitively recognize road traffic condition ahead so that drivers can respond. To examine the effects of safety driving inducement level on drivers, a simulation test was conducted using driving simulator as well as a satisfaction survey. The result showed that the Smart Delineator was able to identify the location of occurrence and affecting driving according pattern, either adhering to recommended speed or reducing speed according to the pre-defined hazard level.

The Development Study on the Integrated Management System for Water Information based on ICT (ICT기반의 물정보 통합관리시스템 개발 연구)

  • As the development of ICT technology, in order to solve the problem of scattered water information's availability, WINS(Water management Information Networking System) by the Ministry of Land, Infrastructure and Transport was established and has been operated since 2004. However, there has been a disadvantage of providing specialized and limited information to the water resources sector mainly and a lack of active sharing of information because of no compulsory provision of information sharing between participants. In order to solve these problems, this paper carried out system development study, to do this, the status of domestic water information was surveyed and domestic and overseas related systems were compared and analyzed. The latest ICT technology was used to realize the contents as screen, and the user interface definition was created to present a role model of integrated water management through maximizing visualization by combining GIS and realtime data and providing space-time integrated information. These prior studies reached to actual construction of the ICT-based integrated management system for water information by K-water. This system is in service to the public installed in the water information portal, "MyWater".

  • 최근 급속한 도시의 팽창과 산업의 발전으로 인하여 가스시설은 급속히 확대되고 있는 실정이다. 이러한 가스시설물의 중요성을 인식하고 많은 도시가스업체에서는 가스관망 시설정보를 전산화하여 항상 최신의 현황을 유지할 수 있는 가스시설물관리시스템을 개발하여 사용하고 있다. 그러나 이러한 시스템은 가스시설물의 현황파악 및 유지관리를 위한 기본적인 기능만을 제공하는 관계로, 가스 누출사고 발생시 정확한 사태의 파악과 함께 신속한 대책 마련을 위한 의사결정 지원이 어려운 실정이다. 따라서 체계적인 가스사고관리를 수행할 수 있는 응용시스템의 필요성이 증대되고 있다. 이러한 시점에서 본 연구에서는 가스사고분석을 신속하고 체계적으로 수행할 수 있는 가스사고관리 적용알고리즘 분석 및 최적의 알고리즘을 정립하여 가스사고관리시스템을 구현하였다. 본 연구를 통한 결과는 1ㆍ2차 차단밸브의 산정이 가능해짐으로써 빈번한 가스 누출사고 발생시 실시간으로 적정대처방안의 제시가 가능하게 되었다. 또한, 누출 최대가스량을 제시함으로써 누출에 대한 피해예상 분석을 위한 정보 제공 및 가스의 신속한 재공급을 위해 필요한 의사결정 지원 정보의 제공이 가능하게 되었다. 아울러, 가스누출사고에 의한 가스공급중단 관로 및 수용가에 대한 속성현황의 파악은 물론 시각적인 도식을 통한 전체적 현황파악이 가능하였다. 이러한 가스사고관리시스템의 개발을 통하여 사고 발생시 신속한 사고방안 제시 및 사고피해의 최소화를 위해 필요한 의사결정 지원 정보의 제공이 가능하게 됨으로써 국민의 안전 및 복지와 도시가스업체의 업무 효율화로 인한 예산절감 효과를 기대할 수 있다. 가시권 분석기능을 이용하여 실제 지형공간상에서 전파경로 손실치를 도시화함으로써 전파관리자가 무선서비스지역 설계, 전파음영지역 판단, 최적 중계기와 기지국 위치 선정에 기여할 것으로 판단된다.하지 않은 지역과 서로 다른 분광특성을 나타내므로 별도의 Segment를 형성하게 된다. 따라서 임상도의 경계선으로부터 획득된 Super-Object의 분광반사 값과 그 안에서 형성된 Sub-Object의 분광반사값의 차이를 이용하여 임상도의 갱신을 위한 변화지역을 탐지하였다.라서 획득한 시추코아에 대해서도 각 연구기관이 전 구간에 대해 동일하게 25%의 소유권을 가지고 있다. ?스굴 시추사업은 2008년까지 수행될 계획이며, 시추작업은 2005년까지 완료될 계획이다. 연구 진행과 관련하여, 공동연구의 명분을 높이고 분석의 효율성을 높이기 위해서 시료채취 및 기초자료 획득은 4개국의 연구원이 모여 공동으로 수행한 후의 결과물을 서로 공유하고, 자세한 전문분야 연구는 각 국의 대표기관이 독립적으로 수행하는 방식을 택하였다 ?스굴에 대한 제1차 시추작업은 2004년 3월 말에 실시하였다. 시추작업 결과, 약 80m의 시추 코아가 성공적으로 회수되어 현재 러시아 이르쿠츠크 지구화학연구소에 보관중이다. 이 시추코아는 2004년 8월 중순경에 4개국 연구팀원들에 의해 공동으로 기재된 후에 분할될 계획이다. 분할된 시료는 국내로 운반되어 다양한 전문분야별 연구에 이용될 것이다. 한편, 제2차 시추작업은 2004년 12월에서 2005년 2월 사이에 실시될 계획이다. 수백만년에 이르는 장기간에 걸쳐 지구환경변화 기록이 보존되어 있는 ?스굴호에 대한

A study on damage prediction analysis for styrene monomer fire explosion accidents (스티렌 모노머 화재폭발사고 피해예측 분석에 관한 연구)

  • This study selected the worst-case scenario for fireball and vapor cloud explosion (VCE) of a styrene monomer storage tank installed in a petrochemical production plant and performed damage prediction and accident impact analysis. The range of influence of radiant heat and overpressure due to fireball and vapor VCE during the abnormal polymerization reaction of styrene monomer, the main component of the mixed residue oil storage tank, was quantitatively analyzed by applying the e-CA accident damage prediction program. The damage impact areas of radiant heat and explosion overpressure are analyzed to have a maximum radius of 1,150m and 626m, respectively. People within 1,150m of radiant heat of 4kW/m2 may have their skin swell when exposed to it for 20 seconds. In buildings within 626m, where an explosion overpressure of 21kPa is applied, steel structures may be damaged and separated from the foundation, and people may suffer physical injuries. In the event of a fire, explosion or leak, determine the risk standards such as the degree of risk and acceptability to workers in the work place, nearby residents, or surrounding facilities due to radiant heat or overpressure, identify the hazards and risks of the materials handled, and establish an emergency response system. It is expected that it will be helpful in establishing measures to minimize damage to workplaces through improvement and investment activities.

A Study of Detainees' Perceptions of the Detention Facilities of the Police Station and their Operation (경찰서 유치장 시설 및 운영에 관한 유치인의 인식연구)

  • This research is to investigate the detention facilities of police stations and their real operations through the perceptions of detainees at police station cells and to present the policy suggestions for them. To fulfill the research, a questionnaire was made out on the basis of 'the Regulation on Detention and Escort for Suspects'. 'the Regulation on a Standard Plan for Detention Facilities' and 'the Regulation on the Lowest Standard to Treat Detainees' ; and detainees at 23 police station cells under the jurisdiction of Kyungbuk Local Police Agency were asked to answer it. Policy suggestions following from the result of the investigation of detainees' perceptions of the detention facilities of the police stations are as follows; Firstly, the structure of police station cells should be arranged in straight lines in order to take their human rights into consideration and more detention facilities are needed to be built in order to separate male, female, handicapped and juvenile inmates. Secondly, shower rooms and washrooms outside the cells should always be open to detainees whenever they need to be used. Thirdly, any detention facilities deficient in fire fighting equipment should have exit doors installed as soon as possible in case of an emergency and provide sufficient fire extinguishers considering the number of detainees and the size of the facilities. Fourthly, the detention facilities should have sufficient windows for ventilation and take necessary measures to obtain natural lighting instead of electric lighting. Fifthly, air conditioners should be equipped properly taking account of the number of detainees and the dimensions of the facilities. Policy suggestions according to the result of the investigation of detainees' perceptions of the operation of detention facilities of police stations are as follows; Firstly, the problem of operating the detention facilities must deal with worn-out facilities and measures to secure the budget should be taken as soon as possible. Secondly, considering that most detained suspects have difficulties in livelihood, daily necessaries must be issued to them. Thirdly, personal belongings deposited by inmates must be properly managed with the same documentation throughout the police station detention facilities. The number of female guards to take exclusive charge of the physical checkups and processing of female detainees should be increased. Also the facilities for handicapped detainees must be expanded, improved and managed properly. Fourthly, except for handcuffs and ropes to bind detainees in the detention facilities, helmets to prevent self-harm must be withdrawn. The budget to improve the quality of meal issued by the government must be urgently secured and the price of private food sent to detainees must be readjusted to be in line with the consumer price. Health and medical care and sanitation for detainees must be substantial, and also sunbathing and outdoor exercises should be allowed to detainees.

Estimating the Dimension of a Crosswalk in Urban Area - Focusing on Width and Stop Line - (도시부 횡단보도 제원 산정에 관한 연구 - 폭과 정지선을 중심으로 -)

  • Recently, with a high level of economic growth, rapid urbanization, population, environment and housing problems were accompanied in Korea. In particular, the traffic problem has become a serious social problem. As the current transportation policy has been carried out, concentrating on traffic flow, in 2015, death rate for pedestrians while walking (1,795 persons) is 38.8% compared to entire death rate in car accident (4,621 persons), so there is need to solve it. Although, crosswalk should make pedestrian cross it safely, it has been made on the basis of the width of road without exact standard for current width of the crosswalk and the location of stop line. Moreover, in the area around many campuses or commercial facilities, crosswalks are set with not considering pedestrian passage, but designed uniformly. Therefore, the purpose of this study is to estimate reasonable dimension of crosswalk considering pedestrian traffic and walking speed and it makes the accident rate lower in the crosswalk, which has a lot of problems including decisions of vehicle traffic signal time, lack of pedestrian's signal timing, pedestrian's crossing of long-distance. The following are the methodology of the study. Firstly, for crosswalk calculation of specifications, examination relating existing regulations and researches dealing with crosswalk, pedestrians and stop line is needed. After analyzing problems of current width of crosswalk and stop line, present the methodology to calculation of specifications and basing on these things, calculation of specifications for crosswalk will be decided. In conclusion, the calculation of specification and improvement of stop line for crosswalk laid out in this study are expected to be utilized as base data in case of establishing relevant safety facilities and standards.
