대부분의 수출자율규제실시국(輸出自律規制實施國)들은 총(總)쿼타의 일부를 개방(開放)쿼타로 할당하여 수출단가(輸出單價)와 비규제국(非規制國) 수출실적(輸出實績)에 비례하여 배분하는 2단계(二段階)쿼타배분제도(配分制度)를 택하고 있으며 이는 수출자율규제(輸出自律規制)에서 오는 수출소득(輸出所得)과 수출물량(輸出物量)의 감소를 수출시장다변화(輸出市場多邊化)를 통해 줄이려는 정책적(政策的) 노력(努力)으로 해석된다. 본고(本稿)는 부분균형분석(部分均衡分析)을 통해 비규제국(非規制國) 수출실적(輸出實績)을 개방(開放)쿼타의 배분기준(配分基準)으로 하는 2단계(二段階)쿼타배분제도(配分制度)가 기본(基本)쿼타에만 의존하는 단일(單一)쿼타배분제도(配分制度)보다 비규제국(非規制國) 수출물량(輸出物量)을 증가시키고 이에 따른 수출소득(輸出所得)의 변화는 비규제국(非規制國) 수입수요탄력성(輸入需要彈力性)에 의해 결정됨을 보인 반면 개방(開放)쿼타를 얻기 위한 기업의 경쟁행위가 비규제국(非規制國) 수출가격(輸出價格)을 한계생산비(限界生産費) 이하의 수준으로 하락시켜 자원배분(資源配分)의 비효율(非效率)을 초래할 수 있으며 이는 바로 GATT규정(規定)에 위배되는 덤핑사례(事例)를 유도할 수 있음을 보였다. 따라서 수출(輸出)쿼타배분제도(配分制度)를 운용함에 있어서 자원배분(資源配分)의 효율(效率)과 국제무역환경(國際貿易環境)에 미치는 영향 등을 충분히 고려해야 할 것이다.

Busan city implemented 'taxi transfer discount system' since October 2017 in order to create for new demand taxis. However, due to the low transfer discount amount and limited payment method to prepaid cards, it is difficult to attain the aim. In this study, we investigated the usage status of taxi transfer discount system and the intention to use taxi transfer discount system according to the discount amount level. We established a model of intention to estimate demand of taxi transfer discount using ordinal logistic model. The results of analysis are as following. The critical reason for low usage was to limit taxi transfer discount payment methods to prepaid cards other than post-paid cards which is used for most transportation payment. It was found that the discount rate for taxi transfers was affected in order of payment method, the purpose of the travel, major transportation, frequency taxi use, age, transportation costs, and the discount of taxi transfers. Also, the taxi transfer discount could be expected to increase to 1,550 won based on the price elasticity of demand due to changes in taxi transfer discount rate.
Wastepaper recycling has significant implications not only in providing scarce raw material input for the paper industry but in environmental concerns such as reducing solid waste disposal, energy conservation and preservation of forest resources. The objectives of this study was (1) to develop an econometric model of demand for and supply of wastepaper, (2) to forecast wastepaper consumption and price to the year 2000 applying the econometric models estimated and (3) to estimate the elasticity of variables which are included in the wastepaper supply and demand equations. In this study wastepaper was classified into three groups, old newsprint, old corrugated and mixed For each group such as demand and supply equation were estimated. The demand equations were estimated as a function of paper and paper product consumption and wholesale price index and supply equations as a function of wastepaper price, one year lagged paper and paperproduct consumption and transportation price. Applying the econometric models to forcasting results in the future consumption and supply of wastepaper projected as 11.645 million MT and 7.396 million MT in 2000, respectively. The rate of wastepaper self-supply is forcasted about 63.5% in 2000. Especially, the rate of old neswprint self-supply is predicted about 16% which means about 2.2 million MT of old newsprint should be imported from foreign countries. Lastly, some policy measures to promote wastepaper recycling rate based upon economic and physical characteristics of wastepaper and market structure are suggested.

As customers' needs are more diversified, the issue of managing product variety has become more important to manufacturers. It is because an increase in product variety may cause various inefficiencies in operations, while satisfying more diverse needs. Consequently, firms have introduced the concept of modularity to improve operational performance. Yet there are only a few studies which analytically investigate the effect of modularity in new product development (NPD). Therefore, this research develops an analytical model of exploring the effect of modularity on firm profitability when a component built upon new technology is introduced into an existing product, and provides important managerial implications on the NPD and technology management, which can guide the decision making on modularity in practice. The results show that it is necessary to increase modularity level when i) the product is easy to upgrade, ii) the product's price should be high due to external factors, and iii) the effect of new technology investment is uncertain, while it is desirable to increase the investment cost for introducing new products with low demand elasticity for modularity.
This study was analyzed the change of the tariff reduction for the Korea's fishery according to the Non Agricultural Market Access(NAMA) negotiations of the WTO. Four scenarios of tariff liberalization of NAMA are conducted on the basis of a Swiss formula. Using import demand function, we estimated price elasticities of imported fishery. The results of the analysis with mark up 20% show that, in the position of developed member, the value of import increase was between 405 billion won and 439 billion won, and analyzed between 232 billion won and 254 billion won with less than cut 50%. On the other hand, in the position of developing country, the value of import increase was between 311 billion won and 356 billion won, and analyzed between 174 billion won and 201 billion won with less than cut 50%. Also, the results was showed that the highest effects for increasing value of import are a fresh Pollack.

This study analyses the macroeconomic effects of the direct payment system (DPS) for environment-friendly agriculture in Korea. We utilized the applied general equilibrium model (AGE model) for the general agricultural sector as well as the environmentally-friendly agricultural sector. We considered several scenarios based on various direct payment amounts to measure and analyze economic impacts. Scenario 1 considers the current direct payment system. Scenario 2 examines an additional 5% increase from the direct payment amount in scenario 1. Scenario 3 reviews an increase of 10% in direct payment amount while Scenario 4 considers an additional increase of 15% compared with Scenario 1. Lastly, scenario 5 examines a 20% increase in direct payment amounts compared with scenario 1. In addition, the baseline considers conditions prior to the introduction of the direct payment system. The simulation analysis results show that capital formation, production volume, and labor productivity increased in the environment-friendly agricultural sector. In contrast, employment in the environment-friendly agricultural sector decreased. The price of environment-friendly agricultural products following the introduction of the DPS remain consistent with the price of environment-friendly agricultural product before introducing the DPS. This results from price elasticity of supply and demand are inelastic, and there is no change in the income of consumers during the analysis period. However, additional research is necessary for improvement of the model using complementary statistical data for the environmental-friendly agriculture sector.
This paper estimates the effects of imaginary repeated increases in excise duties on fuel oil consumption and on their income redistribution according to changes in consumer price index, if the inflation indexation system was introduced right after the second Energy Tax Reform ended in July, 2007 in Korea. In fact, nominal excise rates have not been adjusted since 2007. As a result, the real excise rates on fuel oils have been diminished inversely proportional to the consumer price index. Own- and cross-price elasticities of fuel oils such as gasoline and diesel oil are estimated under the general equilibrium framework based on the linear expenditure system. Counterfactual analyses through microsimulation in a static model are adopted to estimate the effects of introducing inflation indexation into the fuel tax in 2007 when the second Energy Tax reform ended on the fuel consumption and income redistribution in 2014. Microsimulations suggest that its introduction could have reduced the consumption of gasoline and diesel oil by 8.8% and 5.4%, respectively, ending up with increased excise revenue by 11.9%. The revenue increase in spite of decreased consumption is mainly because their demands are price inelastic. It could also have increased positive income redistributive effect by 0.01%p (from 0.12% to 0.13%), which is measured in terms of percentage decrease in Gini coefficient. In other words, the fuel excise on the two fuel oils decreased by 0.13% the Gini coefficient of before and after fuel tax income in 2014. This implies that the inflation indexation could have enlarged the income redistributive effect up to 0.13% in 2014, if it is introduced in 2007.
Although National Health Insurance(NHI) in the South Korea has guaranteed access to health insurance coverage to virtually all the people, a significant portion of out-of-pocket spending can create substantial financial burdens for some beneficiaries, particularly those with low incomes. Previous studies have estimated the magnitude of out-of-pocket spending by types of chronic illness or in- and out-patients. Prior estimates, however, have not given a complete picture of the impact of health care costs on lower-income populations. The result from this study shows that 20 percent of beneficiaries in the lowest-income quintile spent more than twelve percent of their household equivalent income out-of-pocket health services, whether they were enrolled in a Health care services or not. In comparison, the beneficiaries in the highest-income quintile level spent only 2 percent of their income out-of-pocket on health care. Also, the regression analysis suggests that age, household income, number of chronic illness, type of hospital in addition to the number of usage may affect the size of out-of-pocket spending.
In order for the users (shipping firms and shippers) and suppliers (stevedoring firms) in the container terminal industry to win-win, it is necessary to have some appropriate diverse market conditions for the industry. This study analyses the basic conditions and demand and supply characteristics of the industry and investigates the market performance of Busan container ports. First, this article analyses the basic characteristics of demand and supply. As the demand characteristics, there are five ones such as 1) exogeneity of demand, 2) function as export/import transportation and hub for transshipment, 3) increase of users' bargaining power, 4) high substituting elasticity, 5) reduction of volume growth. As the supply characteristics, there are seven ones such as 1) inelasticity of supply, 2) homogeneity of stevedoring services, 3) over-supply, 4) adoption of cutting-edge stevedoring technology, 5) scale economy and impossibility of storage, 6) labor market rigidity, 7) enhancing port's role in SCM. In addition, this study conducts the so-called structure-conduct-performance analysis. For the structure analysis, 1) lacks of scale economy in stevedoring companies, 2) high entry barrier, 3) strengthening of shipping firms' bargaining power, 4) transitory permission scheme for tariff are analyzed. For the conduct analysis, 1) price discrimination between export/import and transshipment, 2) mid-term length of terminal use contract, 3) continuous investment in equipment, 4) low level of cooperation among terminal operating firms are derived. For the performance analysis, 1) inequality in profitability, 2) reduction of export/import cost, 3) delay in adopting cutting-edge technology, 4) idle equipment are analyzed. Following this logical flow, the hypothesis that the market structure influences the market conduct is tested based on the actual dataset. As a future agenda in the conclusion, this article recommends the so-called port industrial policy.
The endeavors enhancing the grain quality of high-yielding japonica rice were steadily continued during 1980s-1990s along with the self-sufficiency of rice production and the increasing demands of high-quality rices. During this time, considerably great progress and success was obtained in development of high-quality japonica cultivars and quality evaluation techniques including the elucidation of interrelationship between the physicochemical properties of rice grain and the physical or palatability components of cooked rice. In 1990s, some high-quality japonica rice cultivars and special rices adaptable for food processing such as large kernel, chalky endosperm, aromatic and colored rices were developed and its objective preference and utility was also examined by a palatability meter, rapid-visco analyzer and texture analyzer, Recently, new special rices such as extremely low-amylose dull or opaque non-glutinous endosperm mutants were developed. Also, a high-lysine rice variety was developed for higher nutritional utility. The water uptake rate and the maximum water absorption ratio showed significantly negative correlations with the K/Mg ratio and alkali digestion value(ADV) of milled rice. The rice materials showing the higher amount of hot water absorption exhibited the larger volume expansion of cooked rice. The harder rices with lower moisture content revealed the higher rate of water uptake at twenty minutes after soaking and the higher ratio of maximum water uptake under the room temperature condition. These water uptake characteristics were not associated with the protein and amylose contents of milled rice and the palatability of cooked rice. The water/rice ratio (in w/w basis) for optimum cooking was averaged to 1.52 in dry milled rices (12% wet basis) with varietal range from 1.45 to 1.61 and the expansion ratio of milled rice after proper boiling was average to 2.63(in v/v basis). The major physicochemical components of rice grain associated with the palatability of cooked rice were examined using japonica rice materials showing narrow varietal variation in grain size and shape, alkali digestibility, gel consistency, amylose and protein contents, but considerable difference in appearance and texture of cooked rice. The glossiness or gross palatability score of cooked rice were closely associated with the peak, hot paste and consistency viscosities of viscosities with year difference. The high-quality rice variety "IIpumbyeo" showed less portion of amylose on the outer layer of milled rice grain and less and slower change in iodine blue value of extracted paste during twenty minutes of boiling. This highly palatable rice also exhibited very fine net structure in outer layer and fine-spongy and well-swollen shape of gelatinized starch granules in inner layer and core of cooked rice kernel compared with the poor palatable rice through image of scanning electronic microscope. Gross sensory score of cooked rice could be estimated by multiple linear regression formula, deduced from relationship between rice quality components mentioned above and eating quality of cooked rice, with high probability of determination. The $\alpha$-amylose-iodine method was adopted for checking the varietal difference in retrogradation of cooked rice. The rice cultivars revealing the relatively slow retrogradation in aged cooked rice were IIpumbyeo, Chucheongyeo, Sasanishiki, Jinbubyeo and Koshihikari. A Tonsil-type rice, Taebaegbyeo, and a japonica cultivar, Seomjinbyeo, showed the relatively fast deterioration of cooked rice. Generally, the better rice cultivars in eating quality of cooked rice showed less retrogradation and much sponginess in cooled cooked rice. Also, the rice varieties exhibiting less retrogradation in cooled cooked rice revealed higher hot viscosity and lower cool viscosity of rice flour in amylogram. The sponginess of cooled cooked rice was closely associated with magnesium content and volume expansion of cooked rice. The hardness-changed ratio of cooked rice by cooling was negatively correlated with solids amount extracted during boiling and volume expansion of cooked rice. The major physicochemical properties of rice grain closely related to the palatability of cooked rice may be directly or indirectly associated with the retrogradation characteristics of cooked rice. The softer gel consistency and lower amylose content in milled rice revealed the higher ratio of popped rice and larger bulk density of popping. The stronger hardness of rice grain showed relatively higher ratio of popping and the more chalky or less translucent rice exhibited the lower ratio of intact popped brown rice. The potassium and magnesium contents of milled rice were negatively associated with gross score of noodle making mixed with wheat flour in half and the better rice for noodle making revealed relatively less amount of solid extraction during boiling. The more volume expansion of batters for making brown rice bread resulted the better loaf formation and more springiness in rice breed. The higher protein rices produced relatively the more moist white rice bread. The springiness of rice bread was also significantly correlated with high amylose content and hard gel consistency. The completely chalky and large grain rices showed better suitability far fermentation and brewing. The glutinous rice were classified into nine different varietal groups based on various physicochemical and structural characteristics of endosperm. There was some close associations among these grain properties and large varietal difference in suitability to various traditional food processing. Our breeding efforts on improvement of rice quality for high palatability and processing utility or value-adding products in the future should focus on not only continuous enhancement of marketing and eating qualities but also the diversification in morphological, physicochemical and nutritional characteristics of rice grain suitable for processing various value-added rice foods.ice foods.
