Measures to Secure Safety according to Gas pipe Hydrogen Mixing(Carbon Neutral) (가스배관 수소혼입(탄소중립)에 따른 안전확보 방안)

  • 본 논문에서는 우리나라 2030년 국가 온실가스 감축목표(NDC*, 291백만톤 감축)달성 및 2050년 탄소중립 목표 달성을 위해 필연적으로 수반되는 천연가스 내 수소 혼입에 따른 안전성확보 방안과 수소혼입에 따른 국민 불안감 해소 및 수용성 제고를 위한 대안을 제시하고, 해외 사례를 연구 하였다. 탄소중립은 온실가스(이산화탄소 등)의 배출량을 최대한 줄이고, 남은 온실가스를 흡수, 제거해서 실질적인 배출량이 "0"이 되는 것을 의미하고, 수소혼입은 도시가스의 주성분인 메탄 연소시 발생하는 CO2를 최소화하기 위해 수소(H2)를 도시가스에 일정비율 혼합하는 것을 말한다. 본 연구에서는 수소 혼입 시 우려되는 수소취성 및 배관내구성 문제와 수소 특성인 작은 입자로 인한 누출 위험성, 고층에서 메탄과 수소가 분리되는 현상 등에 따른 문제를 도출하고 이에 대한 안전관리 방안도 함께 제시하였다. 또한, 도시가스 배관에 수소 혼입시 천연가스 대체를 통한 온실가스 감축 및 기존 배관망 사용을 통한 경제성 분석결과와 국가 온실가스 감축에 어느 정도 기영할 수 있는지도 함께 기술하였다.

Effect of Frictional Resistance Force on a Liquid Pool Spreading Model with Continuous and Instantaneous Release (마찰저항이 연속누출과 순간누출을 가지는 액체 풀의 확산에 미치는 영향에 대한 해석적 연구)

  • In this study, solutions for a liquid pool spreading model with continuous and instantaneous release are discussed based on the model used in the FERC's report. The effects of the release time on the liquid pool volume and radius are investigated for the continuous release. For the continuous release with the frictional resistance force in the liquid pool spreading model, the vaporization time decreases as the release time increases. On the other hand, for the continuous release without the frictional resistance force in the liquid pool spreading model, the vaporization time increases as the release time increases. These phenomena are deeply related to the pool radius. In addition, the effects of the initial pool radius for the instantaneous release in the liquid pool spreading model are discussed. For the case with the frictional resistance force in the liquid pool spreading model, as reducing release time in the model with the frictional resistance force for the continuous release, the solution for a continuous release approaches to that for an instantaneous release. On the contrary to this, the pool volume and radius for the instantaneous release without the frictional resistance force are totally different from those for the continuous release without the frictional resistance force.

A Study of Damage Assessment Caused by Hydrogen Gas Leak in Tube Trailer Storage Facilities (수소 Tube Trailer 저장시설에서의 수소가스 누출에 따른 사고피해예측에 관한 연구)

  • As the using rate of an explosive gas has been increased in the industrial site, the regional residents adjacent to the site as well as the site workers have frequently fallen into a dangerous situation. Damage caused by accident in the process using hydrogen gas is not confined only to the relevant process, but also is linked to a large scale of fire or explosion and it bring about heavy casualties. Therefore, personnel in charge should investigate the kinds and causes of the accident, forecast the scale of damage and also, shall establish and manage safety countermeasures. We, in Anti-Calamity Research Center, forecasted the scope of danger if break out a fire or/and explosion in hydrogen gas facilities of MLCC firing process. We selected piping leak accident, which is the most frequent accident case based on an actual analysis of accident data occurred. We select and apply piping leak accident which is the most frequent case based on an actual accident data as a model of damage forecasting scenario caused by accident. A jet fire breaks out if hydrogen gas leaks through pipe size of 10 mm ${\Phi}$ under pressure of 120 bar, and in case of $4kw/m^2$ of radiation level, the radiation heat can produce an effect on up to distance of maximum 12.45 meter. Herein, we are going to recommend safety security and countermeasures for improvement through forecasting of accident damages.

Prediction of Damages and Evacuation Strategies for Gas Leaks from Chlorine Transport Vehicles (염소 운송차량 가스누출시 피해예측 및 대피방안)

  • The objective of this study is to predict and reduce potential damage caused by chlorine gas leaks, a hazardous material, when vehicles transporting it overturn due to accidents or other incidents. The goal is to forecast the anticipated damages caused by chlorine toxicity levels (ppm) and to design effective response strategies for mitigating them. To predict potential damages, we conducted quantitative assessments using the ALOHA program to calculate the toxic effects (ppm) and damage distances resulting from chlorine leaks, taking into account potential negligence of drivers during transportation. The extent of damage from toxic gas leaks is influenced by various factors, including the amount of the leaked hazardous material and the meteorological conditions at the time of the leak. Therefore, a comprehensive analysis of damage distances was conducted by examining various scenarios that involved variations in the amount of leakage and weather conditions. Under intermediate conditions (leakage quantity: 5 tons, wind speed: 3 m/s, atmospheric stability: D), the estimated distance for exceeding the AEGL-2 level of 2 ppm was calculated to be 9 km. This concentration poses a high risk of respiratory disturbance and potential human casualties, comparable to the toxicity of hydrogen chloride. In particular, leaks in urban areas can lead to significant loss of life. In the event of a leakage incident, we proposed a plan to minimize damage by implementing appropriate response strategies based on the location and amount of the leak when an accident occurs.

  • Consequence analysis using an ALOHA program is conducted to calculate the accidental impact ranges in the cases of hydrogen leakage, explosion, and jet fire in a hydrogen fueled combined cycle power plant. To evaluate the effect of weather conditions and topographic features on the damage range, ALOHA is executed for the power plants located in the inland and coastal regions. The damage range of hydrogen leaked in coastal areas is wider than that of inland areas in all risk factors. The obtained results are expected to be used when designing safety system and establishing safety plans.

A Study on the Impact Scope from Hazardous Chemicals Leakage in Jeju Area - Focused on hydrogen fluoride - (제주지역 유해화학물질 누출사고 시 영향범위에 관한 연구 - 불화수소 중심으로 -)

  • In this study, the AERMOD air diffusing model was used to estimate the range of influence of Hazardous chemicals (hydrogen fluoride) in case of small accidents in Jeju area. The impact scope were in the order of Seogwipo Fire Station, Dongbu Fire Station, Jeju Fire Station, and Seobu Fire Station. Seasonal orders were summer, spring, autumn and winter. The correlation between the meteorological factors shows a strong positive correlation with the wind speed of 0.998 and has a negative correlation with the temperature of -0.463. Through the linear regression analysis, we could estimate the equation of Impact scope = 13.922WS (Wind Speed) - 5.195 and the reliability ($R^2$) was as high as 0.995.

  • A complete spectrum of risk assessment including qualitative and quantitative approaches were performed for the POSCO's Batch Annealing Furnace (BAF) gas systems. The purpose of BAF is to enhance the quality of steel by annealing it with either hydrogen/nitrogen mixture gas or pure hydrogen gas. Number of gas leak scenarios were identified to generate frequency of their occurrences. With the hypothetical accident scenarios given, fire/explosion impact studies were performed to estimate magnitude of significant consequences. Several different indices were also presented from which practical safety improvement action items could be established.

Consequence Analysis of Hydrogen Filling Stations based on Cascade Compressing Systems (케스케이드 방식 압축시스템 기반의 수소충전소에 대한 정성적 위험성평가)

  • Because of the recent expansion of hydrogen vehicle supply, the installation of hydrogen filling station is expected to gradually expand. This study attempts to predict the damage scale and propose a safer design form based on the scenario that assumes the worst case of a hydrogen station. A Flacs solver using computational fluid dynamics (CFD) was used to predict the damage scale, and the accuracy was verified by comparing it with the experimental results of previous researchers. The damage scale prediction was conducted for hydrogen leakage and explosion, and the prediction target was the KR model based on the measured values. And as a comparative review model, a roofless model was selected without a ceiling. As a result of analyzing the two models, it was possible to confirm the accumulation and retention of hydrogen gas up to 60 vol% or more in the KR model, whereas in the case of the Roofless model, the phenomenon of discharge and diffusion to the outside of the charging station by riding the wall after leakage. I was able to check. In conclusion, it was reviewed that the type of hydrogen charging station without ceiling is more advantageous for safety than the hydrogen filling station model.

An Investigation of Hazard Distance in a Series of Hydrogen Jet Fire with the Hyram Tools (수소 누출 시 제트화재 피해 범위에 대한 분석)

  • For commercialization of hydrogen refuelling station (HRS), we need to reduce the clearance distance for jet fire in the real entities in the HRS. Thus, we revisited the current regulations of clearance distance for jet fire in the law. The law in korea has been set up by replica of japan, not by our own scientific basis. Recently, sandia lab developed Hydrogen Risk Assessment Model (HyRAM) tools and we simulated a series of circumstances such as 10 to 850 bar with several leak hole sizes. In 850 bar with 10 mm diameter hole leak cases, it shows $4,981kW/m^2$ at 12 m separation from leak source and $1,774kW/m^2$ at 17 m separation from leak source. In 850 bar with 1 mm diameter leak hole, it shows $0.102kW/m^2$ at 12 m separation and $0.044kW/m^2$ at 17 m separation. Current law may be acceptable with 1 mm hole size with 850 bar.
