유동과 체류로 본 수변공간 이용에 관한 연구 - 일본 오사카사례를 중심으로 -

  • 현재의 도시는 관계성 희박화, 익명성 등의 문제로 커뮤니티 활성화가 과제로 존재한다. 일본 오사카는 물의 도시를 표방하며, 수변공간의 가치를 재검토하고 재생을 도모하고 있으며, 카모가와를 비롯한 수변공간은 도시 가운데 개방적 공공장소로 존재하면서 매력적인 공간 창출을 도모하려는 움직임이 지속되고 있다. 본 연구에서는 일본의 수변공간 활성화에 착안하여 지금까지 이용되어온 방식과 사람들의 행동을 규명하는 것으로 시사점을 얻는 것을 목적으로 하고 있다.

A Study on the Governance of Urban Regeneration Projects at Waterfront Areas in Korea (한국 수변공간 도시재생사업의 거버넌스 연구)

  • 본 연구는 2016년부터 2017년까지 한국 정부가 선정한 다수의 도시재생사업 중 수변공간 관련 사업을 선별하여 세부내용을 살펴보고 수변공간 도시재생사업의 거버넌스 특성을 분석한다. 도시재생사업에서 거버넌스는 사업의 성패를 가르는 핵심 요소로 대두되고 있다. 특히, 협업을 통한 민간 커뮤니티의 역할과 주민참여는 더욱 중요한 비중을 갖게 되었다. 본 연구는 Tallon(2013)의 도시재생 거버넌스 네 가지 형태-관주도(top-down), 주민주도(bottom-up), 시장주도(market-led), 지주주도(property-led) 재생을 기준으로 도시재생사업 활성화계획의 세부내용을 분석한다. 향후 도시재생사업의 추진 및 시행단계에서 거버넌스의 역할이 제대로 작동할 수 있도록 시사점을 제공하고자 한다. 연구의 공간적 범위를 수변공간을 한정하여 분석한 결과 총 20개의 도시재생사업이 도심 내 하천변과 해안가를 활용하여 추진되고 있었다. 구체적인 사업의 형태로는 (1) 생태하천복원, (2) 역사문화자원을 연계한 수변관광지 개발, (3) 수변네트워크 녹지 산책로 조성 (4) 항구 기반 수변도시개발 및 도심재생, (5) 섬의 이점을 활용한 수변경관사업, (6) 조선업 침체지역재생 등이 있었다. 한국의 수변공간 도시재생사업은 가장 일반적인 도시재생방식인 '관주도'로 진행되고 있었다. 그러나 지역의 권한과 역할을 강화하고자 하는 노력은 우선시되고 있었다. 또한, 관계부처 및 공공기관과의 파트너십 구축을 통한 도시재생사업의 효과성 향상을 도모하고 있었다. 특히, 부산시 영도구와 경상남도 통영시의 도시재생사업에서 협업의 노력이 두드러지게 나타났다. '마을만들기'와 같은 주민주도의 도시재생방식은 '주민참여협의체'를 통하여 일부 반영되고 있었다. 예를 들어, 서울시 도봉 노원구, 인천시 부평구, 경상남도 김해시, 부산시 영도구 등이 해당한다. 그러나 구체적인 실천 방안을 통한 주민주도 도시재생 거버넌스를 구축하는데는 부족함을 보였다. 더불어 민간투자를 유치하는 시장주도의 도시재생 접근은 찾아볼 수 없었다. 도시재생사업의 장기적이고 통합적인 특성을 고려했을 때, 안정적인 도시재생사업 추진을 위한 재원 마련에 대한 지속적인 노력이 요구된다.

지속가능한 항만 수변공간계획에 관한 연구 -부산남항을 중심으로-

  • 항만의 지속적인 성장으로 인해 야기된 문제 해결과 도시의 회복을 위해 주요 항만도시들은 수변공간을 중심으로 항만재개발을 시도하였다. 국내 대표 항만도시인 부산광역시에서는 원도심 활성화와 해양관광 거점 조성, 도시경쟁력 강화 등을 위해 북항재개발 사업을 추진하고 있다. 이러한 상황 속에 북항과 원도심에 접해있는 남항재개발의 필요성도 대두되고 있다. 이에 본 연구는 부산남항의 수변공간을 대상으로 기초조사, 현황조사를 진행하여 현황 및 문제점과 개선방안을 도출하고 항만의 지속가능한 요소를 분석하여 이를 토대로 지속 가능한 수변공간 계획안을 제시하였다.

Waterfront Development and Cultural Policy in Yokohama City, Japan (일본 요코하마시의 수변공간개발과 문화정책)

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

Analysis of urban riverfront characteristics of major tributary rivers in Seoul City (서울시 주요 지류하천 수변 특성 분석)

  • 도심 속 하천과 그 주변 지역(이하 수변)은 물과 자연환경이 주는 정서적 안정감과 쾌적함, 그리고 건강성을 대표하는 공간으로 도심 속 쉼터이자 힐링의 장소이다. 최근 수변이 도시경관의 질향상, 휴식 및 여가 공간 제공의 기능뿐만 아니라 열섬효과 완화 등 기후변화 대응에 효과가 있다는 사실도 재조명되면서, 수변이 도시의 발전과 활성화를 이끌어낼 새로운 동력이자 대안으로 급부상하고 있다. 본 연구에서는 서울의 4대 권역하천인 중랑천, 탄천, 안양천, 홍제천을 대상으로 하천과 하천 주변 500m 이내 구역을 하천공간과 수변공간으로 구분하고, 그 현황과 특성을 분석하였다. 하천(제방)으로부터 50m 이내 수변공간에 위치한 도로면적의 비율은 탄천이 40%로 가장 높았으며, 그 외에도 중랑천은 31%, 홍제천과 안양천은 28%로 하천변 도로면적비가 매우 높은 것으로 분석되었다. 특히, 중랑천은 하천공간 내 도로면적이 하천변 50m 이내에 위치한 도로의 면적과 비슷한 수준으로 나타났다.안양천, 중랑천, 탄천 대부분의 구간에서는 친수활동을 하기엔 다소 수심이 낮고(0.3m 이하) 유속이 느린 것(0.3m/s 이하)으로 분석되었고, 수질은 대부분의 구간에서 대장균 군수가 기준치를 수십에서 수백 배 초과하고 있어, 최상류 일부 구간을 제외한 전 구간에서 수영·물놀이 등 수상활동이 부적합한 것으로 분석되었다. 서울시민들은 주로 금요일과 토요일, 오후 12시에서 18시 사이에 하천을 가장 많이 방문하며 평균 2시간 정도를 머물렀으며, 대부분 걷기와 산책 활동을 하는 것으로 조사되었다. 도보, 대중교통 등 교통수단에 따른 하천진출입로 인근평균인구 대비 접근 가능 인구비율을 산출하여 접근성을 분석한 결과, 중랑천과 홍제천에서는 수변지역 내 평균인구의 20~30%가 도보 및 대중교통으로 20~30분 이내에 도달 가능한 것으로 분석되어 접근성이 가장 우수하였고, 안양천은 수변지역 내 평균인구의 15~20%가 30분 이내 도달가능하였으며, 탄천은 수변지역 내 평균인구의 10%미만이 30분 내에 도달가능한 것으로 분석되어 탄천의 접근성이 가장 열악한 것으로 나타났다.

A Study on the Characteristics of Spatial Structure of Jiangnan Watertown(水鄕鎭) in China - Focusing on Wuzhen and Nanxun in Zhejiang Province - (중국 강남 수향진의 수변공간 특성 연구 - 절강성 오진과 남심을 사례로 -)

  • The purpose of this study is to identify characteristics of spatial structure of Jiangnan water town in China which has been developed along the water channel. Spatial structural characteristics of the water town, Wuzhen and Nanxun in Zhejiang Province are as follows. First, location of town, spatial framework, lot division, and architectural style get determined by the water channel. The water channel is constructed in cross shape, T-shape, or in combination. Secondly, public space of water town is established along main water channel. Visually and functionally alternating private buildings are established on the water channel side and they are creating unique landscape of Jiangnan water town in overall harmony. Thirdly, residential area is established on the east-west water channel side with southward sunny-faced arrangement and waterside residence is in introvert spatial structure with courtyard but the exterior space is connected with water channel intimately. Fourthly, various spatial components along the water channel enrich the sense of place in water town. The components are corridor with roof, tea house, waterside steps, waterside theater and watergate etc. Uniqueness of place is becoming the core competence in modern townscape. In this aspect, Jiangnan water town with historical and cultural accumulation is suggesting a significant implication. Major implications are as follows. First, promotion of proximity to the water is the basic value that the spatial plan of waterfront needs to pursue. Secondly, mixed use is essential for effective land use and revitalization of waterfront. Thirdly, waterfront plan based on the local uniqueness as the place asset is being required.

  • Historically, humans settled in waterside areas that provided abundant resources and water resources. Afterwards, as industrialization progressed, the city's waterfront contributed to the development of the city through water resources, transportation, and maritime trade. In response to changes in industrial structure, over the past few decades, the city's waterfront has transitioned from an industrial and port-oriented function to a public space function. And from the perspective of urban regeneration, research and design on sustainable waterfront space development are being promoted around the world. However, areas near waterfronts are geographically vulnerable to the direct impact of natural disasters caused by climate change, such as sea levelrise and floods. Therefore, it is essential to establish a systematic management plan to ensure the safety of citizens and publicness. Since the 1990s, New York City in the United States has been establishing a city-level waterfront space management plan to ensure the public nature, safety, and equity of waterfront spaces. On the other hand, in South Korea, there is a lack of research on city-level waterfront management plans. Accordingly, this study sought to find implications and policy improvement measures for domestic waterfront space planning by examining the development process and major policies of New York City's waterfront comprehensive plan.

An Importance and Satisfaction Analysis for Improvement Efficiency Use of Waterfront - A Focus on the Waterfront Analysis for Domestic and Foreign Dragon Boat Festival - (친수공간 이용효율성 개선을 위한 중요도·만족도 분석 - 국내·외 드래곤 보트 페스티벌을 위한 친수공간 사례로 -)

  • This study was for analyzing the external environment and internal space structure and improving the way of use efficiency in waterfront through the Dragon boat festival to utilize waterfront actively. Through from the four target area, Hongkong, Busan, Incheon and Daejeon, this study was for an importance and satisfaction analysis for users about the element effect on the waterfront use efficiency and the contribution to cultural contents revitalization of waterfront by giving basic data. The result is as follows. First, in the importance analysis about 12 items, modern cultural infra around the waterfront was ranked highest, 8.26 and waterfront landscape, square & openspaces, convenience facilities, transport, green area, quality of viewing space, historic resources, pedestrian, suitability of width, wave, depth, water quality, berth & mooring were ranked in descending order. Second, waterfront landscape was interpreted by rather the external environmental impact according to city size than the matter of spatial structure in target area and judged as an important factor effect on site selection for waterfront. In the analysis of waterfront landscape, the reason of the high satisfaction about domestic target area was that riverside parks were recently made considering their waterfront activities. Viewing space was major infra where people could experience the pleasant waterfront and watch dynamic water leisure sports like Dragon boat three dimensionally and was thought to be improved for the use efficiency. Third, tourism resources were very important element that affect the use efficiency of waterfront, so waterfront users react sensitively to modern tourism resources rather than to historic resources. This meant that tourism infrastructure for shopping and leisure of the young affected the use efficiency of waterfront, so Hongkong and Busan were in a better position in terms of using waterfront that was near the tourism infrastructure. Fourth, in the analysis of traffic accessibility, both Hongkong and Busan were high evaluated in terms of excellent traffic accessibility by subway. Daejeon was low rated in terms of the satisfaction of use efficiency, because of the relative lower place awareness compared with transportation infrastructure. In Hongkong, waterfront was connected with downtown and in Busan, housing complex and shopping centers were located in the place for users in an easily accessible on foot, so the satisfaction was high-pitched. Finally, in the importance of water surface width and the analysis of satisfaction, except Incheon, all the three were over 200m in width of water surface and this meant the surface width above certain level was interpreted to interrupt the concentration of enjoying the water leisure sports. In the analysis of surface condition such as water quality, water depth and wave, through a survey, Busan had a problem with water quality and Gapcheon in Daejeon had a problem with optimal water depth by the festival participants.

Satisfaction Analysis for Green Infrastructure Activation around Dam in Terms of Sustainability (지속가능성 측면에서의 댐 주변 그린인프라 활성화를 위한 만족도 분석)

  • This study analyzed the satisfaction of green infrastructure around 39 dams, including multi-purpose dams, water dams, and flood control reservoir dams, to induce space improvement in terms of sustainability, and the results of the study are as follows. First, the satisfaction level based on the Likert scale of 5 points for the currently created dam green infrastructure was 3.76, and there were differences depending on the respondents' gender, age, residence, number of dam visits, and the need to pursue sustainability, and it was analyzed to be statistically significant. In the case of gender, p<.05, age, residence, number of dam visits, and the need to pursue sustainability were found to be p<.01. Regression analysis was conducted to confirm the effect of these respondents' characteristics on satisfaction, and it was analyzed that only the number of dam visits and the need to pursue sustainability had a statistically significant effect, and other characteristic variables had no significant effect. Second, in terms of satisfaction with the conceptual image of public bridge, view place and play space, which are the main spaces of dam green infrastructure considering sustainability, view place was the highest at 4.43, the play space was 4.35 and public bridge was analyzed as 4.21. The t-test result for the satisfaction of each space was found to be p<.01, and the difference in values was analyzed to be significant. The difference from the current satisfaction with green infrastructure was also analyzed as p<.00, showing a statistically significant difference. Third, as a way to revitalize green infrastructure around the dam through the results of satisfaction analysis, it is necessary to identify needs for major visitors in their 40s and 50s and create a space considering them. It was proposed to derive facilities and programs that can be introduced to other regions through the analysis of green infrastructure status around dams in Chungbuk, Jeonju, and Ulsan, where there are relatively many dams. Furthermore, satisfaction analysis by space showed that green infrastructure around the dam could be activated in terms of sustainability when selecting packaging materials considering the structure and shape of the dam, arranging observation facilities considering lake prospects, and introducing amusement facilities using local environmental resources. This study differs from previous studies in that it presented space improvement measures in consideration of sustainability for green infrastructure around dams for non-urban areas, and space improvement can contribute to improving it connectivity in urban and non-urban areas, which can also contribute to improving the sustainability of green infrastructure in Korea.

  • 전 세계적으로 도시수변공간 개발이 이슈화 되고 있는 요즘. 우리나라에서도 급속한 경제 발전에 따라 회손 되어버린 하천들의 정비사업이 활성화 되고 있다. 이에 본 연구에서는 도시수변공간과 도시재생에 대해 조사하여 이해하고 그 사례를 들어 어떠한 방법들로 개발되었는지 살펴본 뒤, 천안천의 형장조사를 통해 상류, 중류, 하류로 나누어 각각의 구역이 어떠한 방식으로 개발되었으며 현재 이용자들에게 어떻게 활용되는지를 파악하였다.
