본 논문에서는 소방용 비상전원 안전성 확보에 관한 것으로서, 과부하 조건 회피를 위한 인터록 시스템 및 기타 방법의 한계점을 분석하여 최근 제도적으로 도입된 소방전원보존형 발전기의 필요성과 타당성을 확인하고 나아갈 방향을 제시하는데 있다. 소방부하 및 비상부하 겸용의 자가발전설비에서 어느 한쪽의 용량으로만 택일하여 설치할 경우 정전 및 화재 발생 시 발전기 용량 초과로 비상전원 공급 중단과 소화설비의 미작동의 위험이 초래된다. 소방시설에 비상전원의 안전한 공급을 목적으로 하는 소방전원보존형 발전기는 과부하에 도달되면 소방전원보존용 컨트롤러에서 신호를 발신하여 소방부하는 남겨두고 비상부하의 일부 또는 전부를 차단하고, 소방부하에 비상전원이 연속적으로 공급하고 그 작동 상태가 표시되는 표시장치를 특징을 가진 시스템이다. 소방 안전을 확보하는 제도는 안전을 위한 행정적인 절차와 기준을 지킴으로써 기술적인 안전성이 보장되도록 하는 방식으로 운용되고 있다. 이에는 확인 절차가 필수적으로 요구되는 것이다. 임의의 구두 진술로나 이와 다름없는 임의적인 서류로만 인정할 수는 없는 것이며, 그럴 경우 제도에 의한 소방 안전 확보의 보장성이 무너지기 때문이다.

The purpose of this study is to deal with fire fighting safety education primarily among the fields of child safety education. So, first of all, this study considered the theoretical background of fire fighting safety education. And this study analyzed the present state and cases of safety accidents in elementary schools. And by focusing on the fire fighting science class for elementary schools which Gyeonggi-do Goyang fire station is executing now, this study analyzed the educational outline, present state, educational goal, and content of fire fighting science class, and conducted the satisfaction survey through questionnaire over the elementary school students participating in fire fighting science class and the fire fighting officers in charge of fire fighting science class. On basis of this research, by developing the new field of fire fighting education and publicity into the program which can diffuse the fire fighting-related chemical experiment based on the science of chemistry and physics in the future and so provide the pleasure and surprise of experiencing directly not only natural fire fighting education and publicity but also learning and the common sense of fire fighting, this study tried to present the alternatives about the measures for activating the fire fighting safety education in elementary schools.

Recently the systematic change in the fire and disaster prevention administration, which was less studied than other administrative systems, has been in progress. In particular, the fire service demands are increasing and forms are diversified. The first thing you must do is to make up the fire service power according to the fire service demands. Such an allocation results in social welfare satisfaction. The purpose of this study is to investigate the determinants of fire service force. And this study investigates that fire service demand is affected by socioeconomic factor. To do this, this study reviews fire service force, the fire service demand, socioeconomic factor and financial factor. And this study sets up four hypotheses based on the theoretical backgrounds and the past research. The statistical method used for the verification of hypotheses are multiple regression analysis and structural equitation analysis. The analysis showed that fire service demand and financial factor were positive significant variable for fire service power. But socioeconomic factor was a negative significant variable. Also the analysis showed that social factor was a positive significant variable and economic factor was a negative significant variable for fire service demand.

소방보호복은 화재진압현장에서 소방관들을 화상 위험으로부터 보호하기 위해 가장 많이 착용하는 장비이다. 소방보호복의 열보호 특성을 정확히 파악하고 있어야 소방관들의 화재진압작업시 위험요소를 적절히 판단하여 화상 사고 등을 예방할 수 있다. 따라서 본 연구는 복사열 노출에 따른 소방보호복의 열보호 성능을 정확히 측정 및 분석하기 위해 실험 장비를 제작하고 실험을 수행하였다. 소방 보호복의 구성 재료 각각에 대해 복사열 노출을 시켜 시간에 따른 피복 전후면의 온도차와 통과 열유속을 측정하여 소방 보호복의 열보호 성능 특성을 살펴보았다.

일본은 약 200만 명이었던 지역방재의 중핵적 존재인 의용소방대원의 수가 점점 감소하여 현재는 88만 명 수준으로 감소하여 이대로 가면 지역 방재체제에 지장을 초래할 우려까지 있고, 사회경제의 발전에 따라 산업구조와 취업구조가 크게 변화하여 의용소방대원의 약 70%가 피고용자(봉급생활자)인 상황이다. 따라서 의용소방대를 활성화하기 위해서는 봉급생활자가 의용소방대에 들어오기 쉽고 활동하기 쉬운 환경을 만들 필요가 있으며, 사업체의 의용소방대활동에 대한 이해와 협력이 절실히 필요하다. 일본 소방청은 의용소방대원을 고용한 사업체의 의용소방대활동에 대한 이해와 협력을 얻기 위해서 2006년도부터 의용소방대 활동에 협력하고 있는 사업체에 대해 "의용소방대 협력사업체 표시제도"를 도입하여 운영하고 있다. 이 논문에서는 제도 도입배경, 마크(표시증)교부 기준 등 운영실태에 대해 분석하여 소개한다.

본 연구의 목적은 소방공무원에서 빠른 식사속도가 위장관계통을 비롯한 신체질환과 당뇨를 비롯한 대사증후군 질환에 어떤 영향을 주는지 알고자 하는데 있다. 이 연구를 통해 식사시간이 빠르면 당뇨병 발병률이 높아지고, 먹는 양이 많아져 체중이 증가되어 비만으로 이어질 수 있다는 것을 제안한다. 각 소방학교에서 신임 및 전문교육 시 올바른 식습관을 가질 수 있도록 특별교육 등이 필요하며, 긴장상태에서 근무하는 소방공무원의 심신을 이완 시킬 수 있도록 관리부서에서 많은 관심과 대책이 필요하다. 소방공무원의 건강이 국민들의 소방서비스 질 향상에 영향을 주는 것은 분명한 사실이기 때문에 올바른 식습관을 통하여 식사시간을 늦추어 소방공무원의 건강을 지키는 것이 국민들에게 더욱더 질 높은 소방서비스를 제공 할 수 있을 것이다.

The purpose of this study is to analyze an adequate deployment of fire service force to be prepared to respond appropriately and effectively in Korea by settlement pattern. In order to examine the deployment of fire service force by the present standard, we analyzed the logical basis and the deployment of fire service force by city and province. We also classified clusters for settlement pattern through the statistical methods and raised several points for the existing deployment model of fire service force by the classified settlement pattern. As a result, it was confirmed that the deployment of fire service force by the settlement pattern was irrelevant to fire service need.

This research analyzed the operational status of fire protection system managers who execute self inspection of the fire equipment in the specific fire protection facilities and presented the improvement scheme. Being made up inquiry for job environment, institutional environment, and operational environment for the subject of fire protection system managers who execute self inspection to complement the fire equipment inspection by city public fire protection service, the issues of the operational status of the institution of fire protection system managers were positively understood. The research result showed the conflict among building owner, fire equipment inspector, and fire protection system manager was existed due to the legal and institutional inertia to the self inspection, so it is judged that mutual complementary and cooperative relation should be established.
