사회발전으로 도시화가 진행됨에 따라 화재발생 및 피해 특성은 물론 소방 환경도 같은 지자체 내에서 지역적 차이가 발생하고 있다. 따라서 한정된 소방자원을 활용하여 화재에 효율적으로 대응하기 위해서는 소방 환경에 대한 면밀한 분석을 통해 정책적으로 접근할 필요가 있다. 본 연구에서는 서울을 대상으로 다양한 소방 환경을 종합적으로 비교분석할 수 있는 소방안전지수를 개발한다. 개발된 소방안전지수는 소방환경의 취약지역을 효율적로 파악하고 대책마련을 위한 정책결정에 활용될 수 있다.

기념일이란 축하하거나 기릴만한 일이 있을 때 해마다 그 일이 있었던 날을 기억하는 날로써 정부가 '각종 기념일등에 관한 규정'에 의거하여 제정, 주관하는 어떤 특정한 날을 기념하는 날을 말한다. 그러나 지난 2012년 11월 9일 제50주년 소방의 날의 역사를 되돌아보면 11월 9일이 과연 소방의 날로서 유의미한 기념일이 될 수 있는가 하는 의문을 제기하면서 소방의 날을 진정 기념일다운 기념일이 될 수 있는 방안을 모색하여 소방공무원과 소방관계자들의 긍지와 보람을 되찾을 수 있는 소방기념일로 재조정하고자 제언하였다. 본 연구에서는 소방기념일 재조정을 위한 의미있는 날들을 살펴보고 소방기념일에 부합되는 기념일을 제시하여 향후 소방관계자들이 기념일로서 타당한 날을 소방기념일로 제정될 수 있도록 제언하는데 그 목적이 있다.

본 연구의 목적은 우리나라의 소방력을 효율적으로 배치하기 위해 전문가를 중심으로 설문조사를 실시하여 우리나라의 환경과 수요에 부합하는 소방력 배치기준의 핵심요소를 파악하기 위함이다. 설문조사는 소방력 배치기준 핵심요소들의 객관적인 비교결과를 제시하기 위하여 델파이 기법을 활용하였다. 연구결과를 종합해 볼 때, 우리나라의 소방력배치는 관할면적과 관할인구에 기초한 단순배치에 머물고 있다. 국내 소방력 배치의 문제점을 개선하기 위해서는 소방환경과 소방수요, 소방력과 관련된 다양한 변수들을 반영할 수 있는 새로운 소방력 배치기준을 마련해야 하며, 시 도별 지자체의 환경에 따른 소방력 배치가 이루어져야 할 것으로 사료된다.

2012년 2월 5일을 기점으로 하여 소방검정 시스템에 대하여 전반적인 변화가 있었다. "소방시설 설치 유지 및 안전관리에 관한 법률" 개정시행과 동시에 행정안전부령인 "소방용 기계 기구의 형식승인 등에 관한 규칙"이 "소방용품의 품질관리에 관한 규칙"으로 명칭이 변경되었다. 이에 따라 제품검사방법에 제조업체에서 유통 전에 생산시마다 검사하는 생산제품검사와 제조업체의 품질관리에 따라 검사하는 품질제품검사를 도입하는 등 소방검정시스템이 크게 바뀌었으며 이에 따른 주요 변경사항과 소방검정시스템에 대하여 소개하고자 한다.

전체적으로 소방관의 현장대응활동 중 매년 안전사고가 급증하고 있는 현실을 고려할 때 국립방재연구소가 안행부 소속의 독립연구기관로 운영되듯 소방관의 실질적인 화재안전활동과 현장 초기진화를 위한 소방전문연구기관의 설립이 필요하고, 소속 또한 중앙소방학교내 센터가 아닌 소방방재청 산하 국립소방과학연구원의 독립기관으로 설립이 필요함과 동시 그 타당성을 실증해주었다.

This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

과거 소방공무원의 선발시 운전요원과 화재진안요원을 구분하여 선발하였으나 2005년 이후부터 소방공무원 선발시 멀티소방관 육성이라는 목적하에 통합소방공무원 제도를 도입하였다. 이러한 멀티소방관제도를 통하여 3교대 근무로 인한 소방공무원 인력의 운영에 효율성은 증진되었으나 실제 대형소방차를 운전경험이 없는 소방관의 현장 배치로 그 심적 부담을 소방관에게 지우는 등 문제점이 노출되었다. 본 연구에서는 멀티소방관제도의 운용이 현실에 있어서 그 실효성에 관한 의문을 제기하면서 멀티소방관 제도의 현 운영 실태와 문제점을 지적하고자 한다.

The duty of fire officials are very complicated and various that a subject replacement for the fire officials' public examination for service is being required. The purpose of this study is to investigate the actual conditions of the fire officials' public employment system and find out current problems of it, to reconsider the speciality of the examination based on them, and to suggest a subject replacement for the examination to evaluate the duty accomplishment ability. This study presents not only assuring the speciality of fire officials but also the desirable plans to execute the Fire Relating Act effectively by replacing introduction of political science with fire service administration and adding the Fire Relation Law which is more connected on the local fire officials public written examination for service with duty.

Fire industry has been an important role in from the fire and disaster to protect life and property of citizens. In recent years the national fire industry in Japan and the United States Fire industrialized countries with respect to the fire industry in quality and technology challenges facing the competition, and fire Industry for China and other poor countries and vulnerable to the price competition in the fire industry's difficulties with this study is necessary. The purpose of this study was to analyze the characteristics of the fire industry, the development is aimed to provide direction. The proposed development direction for the future industrial development of the fire, setting goals, fostering the promotion of industrial development direction, running through the fire in the actual application will be available.
