This study verifies effects of the distribution of fire fighting equipment on the satisfaction of fire fight equipment among fire officers and the mediating effect of the reliability of fire fighting equipment on the relationship between the two variables in order to provide preliminary data on the development of fire fighting equipments. Fire officers from the seven fire stations located in Gyeonggi-do province were selected and surveyed to achieve the purposes of the study. Using AMOS 18.0, structural equation modeling were applied to analyze the data. Major findings are as follows. First, the propriety of the amount of distribution of fire fighting equipment and the timeliness of distribution have positive effects on the reliability of fire fighting equipment. Second, the reliability of fire fighting equipment has a positive effect on the satisfaction of fire fighting equipment. Third, the propriety of the amount of distribution of fire fighting equipment has a positive effect on the satisfaction of fire fighting equipment. It was found that the reliability of fire fighting equipment has a partial mediating effect on the relationship between the propriety of the amount of distribution of fire fighting equipment and the satisfaction of fire fighting equipment.

The field of fire administration has been reinforced and intensified with the manpower and all sorts of equipment, but since the consequence that was mainly given undue value to the quantitative expansion, some problems in the aspect of maintenance and management have been emerged. Characteristically, though, fire equipment should be highly practical, economically efficient and durable, and also have the effectiveness of utilizing them to the right place, maintaining and managing are not as appropriate as they need to have. Therefore, the research provide the effective measures of operating fire equipment by making a comparative study of problems drawn by the analysis of actual conditions on the maintenance and the management of fire equipment.

현재 소방장비에 적용되어지는 소방펌프를 살펴보면 원심펌프가 주류를 이루고 있으며 폼 약제 이송 장치와 같은 특수한 장비에 용적형펌프가 일부 사용되고 있다. 또한 국내 소방펌프의 형식승인 및 검정기술기준 또한 원심펌프 위주로 되어 있어 원심펌프 이외의 펌프를 소방장비에 적용하기에는 현실적으로 많은 어려움이 있는 실정이다. 따라서 본 연구는 고압으로 대유량 방수가 가능하도록 개발된 회전용적형펌프의 방수성능을 기존의 원심펌프와 비교 테스트하고 그 결과를 분석하여 회전용적형펌프의 소방장비에 적용 가능성을 제시하고자 한다.

오늘날 급속한 산업사회 및 환경변화로 인하여 불특정 다수인들이 생활하는 공간들이 고층화 및 대형화가 가속되면서 여러 가지 문제점들이 나타나고 있으며, 그중 특히 소방안전에 있어서 현실을 만족하지 못하는 부분이 적지 않다. 이러한 문제점들을 보완하기 위하여 소방장비에 적용되어지는 소방펌프의 문제점들을 보완하고 이를 적극 활용하여 새로운 소화체계의 개선과 장비 운영의 효율화를 기하고자 하며, 앞서 연구 개발된 회전용적형 펌프에 기동성과 다양성을 접목하여 기존의 소방시스템에 적극 활용하고자 한다. 그간 법적인 문제로 인하여 원심펌프 이외의 펌프를 소방장비에 적용하기에는 현실적으로 적지 않은 어려움이 있었다. 전술한 문제점을 보완하여 기동성과 접근성을 도출하여 초기화재에 보다 효과적으로 대응하는 소방장비의 접목 가능성을 제시하고자 한다.

산업의 발달과 더불어 화재로 인한 재해의 댱상도 과거와 현격한 차이를 보이고 있다. 예컨데 소위 첨단산업 등 신기술에 의한 산업구조의 변화는 새로운 화재위험요소를 내포, 파생시키고 있기 떄문에 이들 재해를 제어하기 위해서는 소방 또한 그 이상의 기술개발, 이를테면 소방기술 첨단화 등을 위한 노력이 뒤따르지 않으면 안될 것이다.이와 관련, 서울 영등포 소방서(서장 배장성)에서는 여러가지의 참신한 아이디어를 기존 장비에 도입하여 소방장비를 개선, 실용화함으로써 소방활동의 효율화에 크게 기여하고 있다. 여기에 그 실례 두 가지를 소개한다.

The aim of the study intends to investigate wearing practice of personal protective equipment for firefighter in gyeongnam province and to provide the base data for the safety and health of firefighter. The results of the study are as follows. The overall reliability of fire personal protection equipment has been investigated by 3.19 and an overall improvement in the personal protective equipment is needed. Firefighter showed such a low satisfaction leather fire boots(2.68), glove(2.67) and rubber fire boots(2.59) in personal protective equipment and rubber fire boots(2.75), glove(2.77) and leather fire boots(2.97) has been investigated by the state of the poor. For personal protective equipment, firefighters have been experiencing many difficulties on the fit and weight. To overcome this problem, it is necessary to be designed ergonomically and to develop high-performance, lightweight materials.

소방보호복은 화재진압현장에서 소방관들을 화상 위험으로부터 보호하기 위해 가장 많이 착용하는 장비이다. 소방보호복의 열보호 특성을 정확히 파악하고 있어야 소방관들의 화재진압작업시 위험요소를 적절히 판단하여 화상 사고 등을 예방할 수 있다. 따라서 본 연구는 복사열 노출에 따른 소방보호복의 열보호 성능을 정확히 측정 및 분석하기 위해 실험 장비를 제작하고 실험을 수행하였다. 소방 보호복의 구성 재료 각각에 대해 복사열 노출을 시켜 시간에 따른 피복 전후면의 온도차와 통과 열유속을 측정하여 소방 보호복의 열보호 성능 특성을 살펴보았다.

This study analyzes the issue of the supply of force of fire in the high-rise buildings, and proposes an efficient method to do so. The results are as follows. First, in terms of Detect fire, it is necessary to shorten force of fire supply time by diversifying fire alarms such as alarms, vibrations, and voices from outside, clarification of fire occurrence points, and marking of fire. Second, with regard to communication signals, strengthening the installation target of wireless communication auxiliary facilities, supplementing the installation of repeaters, and constructing a multicommunications network were proposed. Third, in terms of Decide action, it is necessary to supply firefighter and firefighting equipment with the method of crossing of a river in adjacent buildings. Fourth, in terms of Respond to site, helicopters and emergency elevators are used to assist in the supply of firefighting equipment using drones. Easy-to-break glass windows and identification marks are required in every floor. Finally, in terms of applying fire suppressants, water can be supplied by means of a helicopter adjacent to the structure.

이 논문에서는 한일 의용소방대에 대해 관련법령과 조례, 조직, 보유장비와 시설, 대원확보대책, 의용소방대 존재필요성에 대한 인식 등을 비교하였다. 이 비교분석을 통해 일본은 우리나라보다 관설소방이 잘 발달되어 있음에도 불구하고 의용소방대를 활성화하기 위해 소방청 차원에서도 다양한 정책과 제도를 개발하여 시행하고 있음을 알 수 있고, 관설소방이 잘 발달된 동경(東京)도 서울과 달리 의용소방대를 육성 발전시키고 있음을 알 수 있다.
