The purpose of this article is to evaluate Korea's income-led growth policy that is still in dispute. To do this, I discussed the content, background and implications of the income-led growth theory. Next, I discussed the role of income-led growth as a growth strategy in the Korean economy. The income-led growth theory comes from the Keynesian tradition which emphasizes the role of demand in the economic growth. The basic idea emerged nearly 80 years ago, and the current model emerged about 30 years ago. Some of the Korean researchers began to pay attention to this issue when ILO researchers discussed it in 2010. The recent emphasis on income-led growth theory was due to the tendency of declining labor income, thus forming a consensus that increasing inequality can hamper growth. The effectiveness of the income-led growth strategy, which can lead to economic growth by increasing the share of labor income, is theoretically and empirically controversial. However, it is understandable why income-led growth strategies have emerged. Income-led growth is not a short-term strategy nor a key of growth strategy. However, in current socio economic structures, the prescriptions of income-led growth theory is meaningful in that it enables sustainable growth by making the economic system healthy. In addition, unlike the West, the government's welfare expenditure can play a significant role as part of the income-led growth prescriptions in Korea.
This study is empirically intended to look into the effects of basic income security on poverty elimination and life independence in income security policies. To achieve this, poverty elimination and life independence through the national pension and basic pension as old-age pension for basic income security and the unemployment benefit and livelihood benefit as employment insurance were determined as dependent variables. The 10th data from Korea Welfare Panel Study were used in the statistical package program to analyze these variables. The overall findings showed that the national pension and basic pension as part of the old-age pension had a positive effect on poverty elimination and life independence. The unemployment benefit and livelihood benefit of employment insurance were not significant and they were rejected. And poverty elimination had a significant effect on life independence and it was adopted. Consequently, the old-age pension is a pensionable income security policy given to all the elderly with lower income, which it is very useful for guaranteeing a basic income. Poverty elimination leads to life independence through the guarantee of a certain basic income, suggesting that they are closely related to each other.
The purpose of this study tried theoretical review on the current Transfer Income Tax system, and review on current Korean Transfer Income Tax system, to derive the inherent problems in Korean Transfer Income Tax system. This study presents the improving measures thereto.The transfer income earned by any individual person is taxed as the Transfer Income Tax pursuant to the Income Tax Act, and the transfer income earned by any legal person is taxed as the transfer income on transfer gain on land etc, pursuant to the Corporate Tax Act. In case of the Transfer Income Taxes earned by individual persons, land and buildings comprise most of the taxable items of the Transfer Income Tax. This study limits the scope of study to the Transfer Income Tax on land and building as the major taxable item, rather than all the Transfer Income Tax taxed to individual taxpayers. The outcomes of this are expected to rationly improvement the real estate taxation in accordance with the principle of tax law.
On the basis of the Korea Labor and Income Panel Survey for the 1997 through 2003 period, this paper investigates if the income distribution has become more bi-polarized since the recent financial crisis. The polarization measure developed by Esteban and Ray(l994) and Duclos, Esteban, and Ray(2004) indicates that the distribution of total income has become much more bi-polarized than unequalized for the entire sample period. Second, the rapid increase in the bi-polarization measure is attributed to the enhanced within-group homogeneity among the lower-income group as well as the widening gap between the two groups in the mean income level. Third, no such pattern exists in the distribution of labor income. Overall, the findings in the current study would support the hypothesis of a centrifuging society which is characterized by the slow disappearance of the middle class and the formation of two poles and which is observed in the United States and the United Kingdom among others.
This study evaluates the degree of the inequality of medical care expenditure and private health insurance benefits and the relation with household income inequality in korea health care system. This study used the 2014 korea Health Panel survey, and study method is Gini coefficient. The main results are as follow. First, average household income in 1st income quartile is 6,290,000won and 10st income quartile is 101,930,000won. And Gini coefficient of Korea household income is 0.3756. In other words, family income inequality is quite serious. Second, the Gini coefficient of the public institution supported medical care expenditure, such as health insurance and public assistance, is 0.0761, and the Gini coefficient of the expenditure of transportation fee and medical materials etc that don't supported is 0878. The inequality in medical care expenditure in public health care system and without public support aren't serious all. Third, Gini coefficient in excluding household medical care expenditure from household income slightly increased. That is, the medical care expenditure of our country household is the factor of aggravating the inequality of household income. Fourth, Gini coefficient of private health insurance benefits is 0.0927. Therefore, the ineqality in private insurance benefits is low. In addition, the Gini coefficient of the sum of private insurance benefits and household income is 0.3672. it decrease from Gini coefficient(0.3756) of household's. Private health insurance perform the functions somewhat weaken household income inequality. However, it is very little improvement.
This paper estimates the intergenerational income mobility of Korea by applying the new errors-in-variable correction methods to recent waves of the Korea Labor and Income Panel Study. The intergenerational income elasticity estimates ranged from 0.24 to 0.34 show a substantial intergenerational income association in Korea and an upward trend over time.
This study aimed to examine the effect of the income change and income level during the COVID-19 pandemic on individuals' depression, and to test how those associations may differ by gender. Participants consisted of 634 adults(Mage=44.18, SDage=13.88, 313 females) recruited through an online research company. Participants completed a set of questionnaires that measured income change, average monthly income for the past six months, and the Korean version of CES-D. The results indicated that decreases in income, but not levels of income, significantly predicted levels of depression. Furthermore, both income change and income level interacted with gender to predict depression. Specifically, income change predicted depression only for males, while income level predicted depression only for females. These findings suggest that the effects of income-related indicators on depression during the pandemic may differ by gender. The study also offers practical implications by proposing gender as a potential factor to consider in early identification and intervention to prevent depression during the pandemic.

Debate on basic income expanded worldwide as well as in South Korea. However, the expansion of these discussion has led to vigorous arguments for and against the various claims of basic income. In order to introduce basic income in Korea, discussing on the picture of Korean welfare state which includes basic income is important. In this study, 'Ideal Model of Korean Basic Income (and Welfare State)'is discussed and theoretically constructed using fuzzy-set ideal type approach, and feasible paths in realizing Korean basic income are suggested. This study attempts to contribute to a practical discussion on taking feasible and reasonable path to realize full basic income in Korean welfare state.
This article critically reviews the arguments that deny the financial feasbility and effectiveness of universal basic income as an alternative to existing social security systems and makes some suggestions to design effective and efficient basic income schemes. Regarding the financial feasibility of universal basic income, I argue that replacement of the existing regressive tax expenditures with universal basic income without raising tax rates can effectively reduce tax burden or provide income support to a majority of people except the rich. Addition of basic income to the tax base and reduction of the number of beneficiaries of public assistance and the amount of cash payment for them can further help save money. Regarding the redistributive effect, I note that the targeting ability of the existing social security systems is not good and that "the paradox of redistribution" that universal-type programs tend to be more redistributive than selective programs applies to universal basic income as well. I demonstrate significant redistributive effect of a hypothetical revenue-neutral basic income scheme and reviews several empirical studies done in Korea and abroad to show that basic income can be more effective in redistribution than social insurances or public assistance programs. Lastly, I emphasize the need to construct a reliable tax-benefit microsimulation model to help researchers to study redistributive effects of basic income schemes and other taxes and social policies.
The purpose of this analysis is to examine the effects of health expenditure on income inequality on household income after the financial crisis by using the household income survey form 1996 to 2016. The main results are as follows. First, after the financial crisis, the gross income inequality of households has been changing steadily, though there has been a slight change in each year. Second, high-income earners spend more on health care expenditure by income level. Therefore, unequal levels are maintained. Third, the Gini coefficient of income excluding health care expenditure was calculated. The results of the analysis are larger than the Gini coefficient of total income. Income inequality is intensified by the expenditure of health care expenditure of households. The inequality of household income due to health care expenditure has been increasing steadily since the financial crisis. Efforts such as strengthening the protection of health insurance have been continuously carried out for the purpose of reducing the burden of the national medical expenses. However, it does not contribute to resolving income inequality. In the future, it will be necessary to provide a more selective medical support system to reduce the medical expenditure of the low income class.
