A Study on Developing Education and Training System for Informationalization in Governmental Organization (정부조직의 정보화교육훈련 체계구축에 관한 연구)

  • The effective use of IT(information technology) will increasingly become one of the key determinants for successful informationalization in govermental organization And the ability of the public officials in using IT or operating information system is essential to the effective use of IT. This study focuses on constructing a theoretical base of developing the education and training system for enhancing the IT ability of the public officials. In order to achieve this research goal, first this study suggests four categories of IT education and training for (1) the basic capability of IT use (2) the skills of operating information system (3) the management competence of performing strategic use of IT, (4) the expert skills for specific IT, and then derives concrete items for each category. With respect to these items, we empirically investigate the degree of necessity and the effective way of education and training according to tasks, positions and ability of the public officials. The data analyses are based on questionnaires responded by 300 public officials who attend the education and training programs held by the Training Institute of Ministry of Information and Communication. The results of this study can provide the theoretical basis for constructing the IT education and training system which is applicable to most of Korean organizations. Also they can be used as a practical guideline in developing and promoting specific IT education and training programs.

Mesh Simplification for Preservation of Characteristic Features using Surface Orientation (표면의 방향정보를 고려한 메쉬의 특성정보의 보존)

  • There has been proposed many simplification algorithms for effectively decreasing large-volumed polygonal surface data. These algorithms apply their own cost function for collapse to one of fundamental simplification unit, such as vertex, edge and triangle, and minimize the simplification error occurred in each simplification steps. Most of cost functions adopted in existing works use the error estimation method based on distance optimization. Unfortunately, it is hard to define the local characteristics of surface data using distance factor alone, which is basically scalar component. Therefore, the algorithms cannot preserve the characteristic features in surface areas with high curvature and, consequently, loss the detailed shape of original mesh in high simplification ratio. In this paper, we consider the vector component, such as surface orientation, as one of factors for cost function. The surface orientation is independent upon scalar component, distance value. This means that we can reconsider whether or not to preserve them as the amount of vector component, although they are elements with low scalar values. In addition, we develop a simplification algorithm based on half-edge collapse manner, which use the proposed cost function as the criterion for removing elements. In half-edge collapse, using one of endpoints in the edge represents a new vertex after collapse operation. The approach is memory efficient and effectively applicable to the rendering system requiring real-time transmission of large-volumed surface data.

  • An electrical power utility, like an electrical power pole, includes various kinds of sensors for smart services. Temperature data is considered one of the important factors that can influence the smart operations of this utility. This study suggests a method for temperature data analysis for deciding the status of the smart electrical power utilities by using Kalman Filter and Ensemble Model. The suggested approach separates the temperature data according to the different positions of the temperature sensors of a utility, then uses Kalman Filter and Ensemble Model to analyse the characteristics of the temperature variation. With detailed processes, method explains the variation between an external temperature factor like weather temperature data and the sensed temperature data, and then, analysis the temperature data from each position of electrical power utilities. In this process, the suggested method uses Kalman Filter to remove error data and the ensemble model to find out mean value of every hour of electrical data. The result and discussion of temperature analysis were described clearly with the analysed results of electrical data. Finally, we were able to check the working condition of the power devices and the range of the temperature data foe each devices, which may help to indicate any causalities with respect to the devices in the utility pole.

  • 본 연구에서는 기존의 대중교통 통행배정모형이 고려하지 않거나 미흡하게 반영하였던 차량과 노선의 용량제약을 고려한 모형의 구축을 시도하였다. 일반적으로 대중교통 통행배정에서 수요와 공급의 관계는 수요가 증가하는 것과 무관하다고 받아들여지고 있으나 용량 초과는 통행자들의 경로선택 및 수단선택에 영향을 끼친다고 볼 수 있다. 이러한 용량초과에 의한 혼잡을 반영하기 위해 용량제약식을 포함한 모형을 개발하고 실용운행회수라는 개념을 도입하였다. 또한 기존에 제시된 용량제약을 고려한 모형들이 실제적인 현상을 정확히 모사하는 데에는 한계가 있을 뿐 만 아니라 현실과 다소 거리가 있는 가정이 내재되어 있는 반면 본 연구에서는 가능한 한 최대로 현실 여건을 반영하는 모형을 정립하였다. 본 연구에서 제시한 모형은 동일한 기종점 사이를 운행하는 경쟁노선이 많은 대도시에서 통근·통학을 위한 통행자들이 많은 오전, 오후 첨두시 대중교통 수요를 분석하여 대중교통의 운행관리체계 개선 및 투자계획, 서비스 개선을 위한 수요예측을 하는데 유용하게 사용할 수 있을 것으로 사료된다. 그리고 기존의 대중교통 통행배정의 결과가 현재나 장래의 잠재적인 수요(demand)를 예측하는 방법인데 반하여 본 연구에서 정립된 모형은 주어진 네트워크에서 실제로 통행하고 있는 수요(flow)를 예측함으로써 교통 계획가나 대중교통 운영자의 계획 및 운영정책수립에 합리적인 도움을 줄 수 있다. 또한 현재의 대중교통 시스템 하에서의 통행배정 뿐만 아니라 다른 형태의 용량과 운행특성을 가진 교통 수단이나 노선이 도입되었을 때 공급이 제한적인 경우의 수요 예측에 적합한 모형을 개발하였다.에 대한 규제가 초국가적 차원으로 발전되는 계기를 제공하고 있다. 향후, 담배규제협약안의 세부사안들에 대한 합의과정에서 각 국별로 상당한 이견과 반발이 예상되고 있지만, 협약안의 전체 회원국 투표에서 승인될 경우 각 국가들뿐만 아니라 담배산업과 담배기업들에게 미치는 파급효과가 매우 클 것으로 예상된다. 대부분의 국제협약들이 그러하듯이, 담배규제협약도 그 적용 범위와 수준이 어느 정도로 결정되는지에 따라 각 국가와 기업별 이해관계가 크게 달라지게 되기 때문에 신중한 대응전략이 요구된다고 하겠다.의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군

  • In the case of 'MAEMI', the Typhoon which formed in September, 2003, the largest-scale damage of tidal wave was caused by the co-occurrence of Typhoon surge and full tide. Until now Korea has been focusing on the calculating the amount of damage and its restoration to cope with these sea and harbor disasters. It is essential to establish some systematic counterplans to diminish such damages of large-scale tidal invasion on coastal lowlands considering the recent weather conditions of growing scale of typhoons. Therefore, the purpose of this research is to make the counterplans for prevention against disasters fulfilled effectively based on the data conducted by comparing and analyzing the accuracy between observation values and the results of estimating the greatest overflow area according to abnormal tidal levels centered on Masan area where there was the severest damage from tidal wave at that time. It's necessary utilize data like high-resolution satellite image and LiDAR(etc.) for correct analysis data considering geographical characteristics of dangerous area from the storm surge. And we must make a solution to minimize the damage by making data of dangerous section of flood into GIS Database using those data (as stated above) and drawing correcter damage function.

Analysis of interest in implant using a big data: A web-based study (빅 데이터를 이용한 임플란트에 대한 관심도 분석: 웹 기반 연구)

  • Purpose: The purpose of this study was to analyze the level of interest that common Internet users have in dental implant using a Google Trends, and to compare the level of interest with big data from National Health Insurance Service. Materials and methods: Google Trends provides a relative search volume for search keywords, which is the average data that visualizes the frequency of searches for those keywords over a specific period of time. Implant was selected as the search keyword to evaluate changes in time flows of general Internet users' interest from 2015 to 2019 with trend line and 6 month moving average. Relative search volume for implant was analyzed with the number of patients who received National Health Insurance coverage for implant. Interest in implant and conventional denture was compared and popular related search keywords were analyzed. Results: Relative search volume for implant has increased gradually and showed a significant positive correlation with the total number of patients (P<.01). Interest in implant was higher than denture for most of the time. Keywords related to implant cost were most frequently observed in all years and related search on implant procedure was increasing. Conclusion: Within the limitations of this study, the public interest in dental implant was gradually increasing and specific areas of interest were changing. Web-based Google Trends data was also compared with traditional data and significant correlation was confirmed.

Design of Integrated Process-Based Model for Large Assembly Blocks Considering Resource Constraints in Shipbuilding (자원제약을 고려한 조선 대조립 공정의 통합 프로세스 기반 모델 설계)

  • Because shipbuilding is single-product production with limited resources, production management technology is essential to manage the resources effectively and maximize the productivity of ship-process. Therefore, many shipbuilding companies are conducting research on ship production plan and process considering various constraints in the field by applying modeling and simulation. However, it is difficult to provide accurate production plan on sudden schedule and process changes, and to understand the interconnectivity between the processes that produce blocks in existing research. In addition, there are many differences between the production planning and field planning because detailed processes and quantity of blocks can not be considered. In this research, we propose the integrated process-based modeling method considering process-operation sequences, BOM(Bill of materials) and resource constraints of all the scheduled blocks in the indoor system. Through the integrated process-based model, it is easy for the user to grasp the assembly relationship, workspace and preliminary relationship of assembly process between the blocks in indoor system. Also, it is possible to obtain the overall production plan that maximizes resource efficiency without the separate simulation and resource modeling procedures because resource balancing that considers the amount of resource quantity shared in the indoor system is carried out.

A Study on the Development of a Module-specific Design Platform for a Bathroom Using Universal Design (유니버설디자인을 적용한 욕실의 모듈별 디자인 플랫폼 개발에 관한 연구)

  • This study suggested a way to compose a flexible environment capable of meeting the needs of various users from the aged people to challenged people, and ordinary people by applying the concept of universal design. The purpose of this study was to develop a more convenient environment by deriving the best size and color for each subject and constructing a detailed design platform for each module. For this, the concept of universal design as well as the current bathroom designs were examined and various users were analyzed prior to developing the design. A virtual environment was prepared based on the results and its usability was evaluated in two phases with various users including the aged people, challenged people, and ordinary people. As a result, it received quite a favorable evaluation from users, over 90 out of 100 in average, which can be regarded as a proof that it is differentiated from existing bathrooms. This study may lead to the change in the paradigm of bathroom in residential space, development of safer and comfortable domestic environment, and the enhancement of the quality of healthy life through the development of a design platform for each module that provides new experiences to various users. It is hoped that these modular systems are continuously studied not only for bathrooms but also for various residential spaces where people can stay.

  • Numerical analysis was done to evaluate the chemical reaction and the reduction rate inside of selective non-catalytic reduction to denitrification in combustion process. The $NO_X$ reduction in selective non-catalytic reduction is converted to not only nitrogen but also nitrous oxide. Simultaneous $NO_X$ reduction and nitrous oxide generation suppressing is required in selective non-catalytic reduction because nitrous oxide influences the global warming as a greenhouse gas. The current study was performed compare the computational analysis in the same temperature and amount of NaOH, and in comparison with the previous research experiments and confirmed the reliability of the computational fluid dynamics. Additionally, controlling the addition amount of NaOH to predict the $NO_X$ reduction efficiency and nitrous oxide production. Numerical analysis was done to check the mass fraction of each material in the measurement point at the end of selective non-catalytic reduction. Experimental Value and simulation value by numerical analysis showed an error of up to 18.9% was confirmed that a generally well predicted. and it was confirmed that the widened temperature range of more than 70% $NO_X$ removal rate is increased when the addition amount of NaOH. So, large and frequent changes of the reaction temperature waste incineration facilities are expected to be effective.

A Study on the Establishment of Quantitative Standards of Landslides Vulnerability by Climate Change (기후변화에 따른 산사태 취약성의 정량적 평가기준 설정 연구)

  • Average cumulative precipitation in summer have increased by 350 mm compared with 1980s. As precipitation is expected to increase, the risk of landslides by heavy rainfall also is expected to rise. Therefore, establishment of adaptation plan for landslides is urgently needed. In 2011, Korea Ministry of Environment(KME) conducted vulnerability assessment to support establishment of adaptation plan for local governments. However, the result of vulnerability assessment had three limitations. First, KME didn't use standard scenario of Korea Meteorological Administration(KMA). Second, They conducted same standardization method for all variables. Third, They derived relative vulnerability which is not quantitative. The purpose of this study is to improve the limitations of existing vulnerability assessment and identify quantitative criteria to ensure scientific reliability. To achieve this purpose, we carried out three ways of advancement. First, application of new climate scenario, which is RCP 8.5 from KMA. Second, improvement of variables of vulnerability assessment. Third, derivation of quantitative criteria of vulnerability. The findings can support establishment of adaptation plan for local governments more effectively.
