Construction companies have been required high technique and integration of management. Because they not only have got high competition, variation of customer's demands, social and economical changes but also more complex and specialization. Construction companies require performance measurement to exclude inefficiency and be aware of their business performance level, but domestic construction industry does not have adequate performance measurement system like as manufacture industry or business administration. So this paper evaluate of performance measure system alternatives for construction companies.

본 연구에서는 기업의 성과측정시스템을 평가하고 성과측정관행의 성숙도를 진단하는 방법을 제시하고 이를 토대로 우리나라 서비스 기업 두 곳을 선정하여 적용 연구를 수행하였다. 구체적으로 K병원과 A항공사의 경영층과의 면담을 통하여 각 기업에 적합한 성과측정시스템의 틀(framework)을 균형성과표(balanced scorecard)를 기초로 구현하고 다양한 성과차원의 주요성과지표들(KPIs: key performance indicators)을 기업이 추구하는 전략과 부합할 수 있도록 인과관계로 연계하였다. 그리고 구성원들을 대상으로 실시한 구조화된 설문조사를 통하여 각 사례기업의 성과측정시스템의 적합도를 alignment analysis, congruence analysis, consensus analysis, confusion analysis 등 네 가지 차원의 차이분석(gap analyses)을 이용하여 평가하고, 그들의 현행 성과측정관행의 성숙도를 진단하였다.

일반기업에서 성과측정이 매우 중요시되는 것과 마찬가지로 공공환경의 복잡한 변화와 함께 공공기관에서도 성과측정이 중요시 되고 있다. 이에 따라 공공기관에서는 무형자산의 중요성을 인식하면서 성과측정과 관리의 수단으로 균형성과지표(Balanced Scorecard)를 도입하고 있다. 그러나 균형성과지표는 일반기업의 성과측정을 위해 고안된 방법론으로 공공기관의 특성을 반영할 수 있도록 변형되지 않고서는 공공기관에 그대로 도입되어 사용될 수는 없다. 더욱이 기존의 BSC는 '시간지연(time delay)'을 가지고 있는 지표들간의 상호작용 및 상호 의존성을 반영하지 못하고 있으며, 지표들간의 피드백을 유발하는 인과관계를 간과하고 있다. 따라서 본 연구에서는 핵심지표들간의 상호작용 및 관계성의 설정과 새로운 정책이나 입법과정에서 발생할 수 있는 '시간지연'에 의한 영향 등을 반영하고자 시스템다이내믹스(System Dynamics)와 시스템사고를 적용, 공공기관, 성과측정에 적합한 Dynamic BSC 모델을 개발하고자 한다.

eBusiness 환경속에서 기업들의 주요한 관심사는 eSCM 통합을 통한 경쟁력 획득에 있다. 파트너쉽에 기반한 성공적인 eSCM 통합을 이루고, 궁극적으로는 고객 만족을 달성하기 위해서는 eSCM에 대한 참여 기업 간 공동 성과 측정 시스템을 만들고, 이를 통해 공급사슬 통합에 관련된 비용/효과에 대해 명확하게 이해하도록 하는 것이 핵심이다. 이러한 참여 기업들 사이의 공동의 성과 측정시스템을 활용하기 위해서는 재무적 그리고 비재무적 성과 사이의 균형을 성취하기 위한 강력한 도구인 Balanced Scorecard와 eSCM의 연계에 기반한 드릴다운(drill-down) 방식의 성과 측정을 통해 공급사슬의 다른 수준에 대한 성과 측정이 이루어져야 한다. 본 연구에서는 BSC와 eSCM의 연계를 위해 BSC를 eSCM관점에서 재정립하고, 드릴다운(drill-down)방식에 기반한 eSCM 성과 측정 시스템 활용을 위한 기본 틀을 제시하고자 한다.

본 연구는 인터넷 기반의 정보시스템의 활용에 대한 성과 측정의 어려움으로 인한 문제를 성과 측정을 위한 도구로 이용도(Usage), 사용자만족(User Satisfaction)과 그 외 정보시스템 성과측정과 관련된 이론 및 모델을 바탕으로 연구모델을 설정하여 , 이용자의 특성과 조직의 지원이 인터넷 기반의 정보시스템 이용도와 만족도에 어떠한 영향을 미치는지 그 요인을 실증적으로 탐색해보고자했다. 결과로서는 이용자특성과 조직의 지원이 인터넷 정보시스템의 이용도와 만족도에 유의한 영향을 주고, 이용도와 만족도는 업무성과에 유의한 영향을 주는 것으로 나타났다. 이러한 연구결과를 바탕으로 현재 인터넷 기반의 정보시스템을 활용하고 있거나, 향후 도입하려는 조직에게 효과적이고 적극적인 활용에 대한 방향을 제시한다.

The purpose of this study is to build outcomes evaluation system for measuring outcomes of programs provided by a public library. For the study, we constructed outcomes evaluation system(LibOutcomes system) that applied library outcome measurement framework based on the logic model and this system made librarians to measure outcome directly import data from the KOLAS and upload it. As a result, LibOutcomes system was useful for verifying outcomes as visual result. In addition, since the system was built a web-based system, it is possible to secure accessibility and ease of use. Finally, we suggested possibility to expand the system as a function of KOLAS in the future.

국내 수문자료의 경우 지금까지 자료의 정확성과 관련하여 많은 지적이 있어왔다. 이와 관련하여 정부에서는 유량자료의 정확도를 높이고 전국의 수자원 정보를 파악하기 위하여 유량측정 정확도 향상을 위한 연구에 지원하였으며, 수문관측 매뉴얼을 작성하였고, 각 홍수통제소의 유량측정 과제지시어의 측정 기준 강화를 통해 유량측정의 정확도를 높이기 위해 많은 노력을 하였다. 2003년부터 2006년까지 자료를 바탕으로 유량측정 검증시스템의 적용 결과에 따른 유량측정성과, 수위-유량관계곡선 및 유량자료의 개선된 결과를 소개하고자 한다. 유량측정 검증시스템은 유량측정 기준 강화에 따른 유량측정 성과 개선 파악 및 각각 유량측정성과의 기본특성 검토, 이상치 여부 판별 및 평가 등 유량측정성과의 검증, 개선된 방법론에 따른 수위-유량관계곡선의 작성, 환산된 유량자료의 평가 및 평가 결과 개선이 필요한 경우 수위-유량관계곡선을 반복 재작성하는 과정으로 이루어진다. 또한 해당지점의 향후 유량측정시 보완 사항을 파악함으로써 장기 수문관측의 정확도를 높이는 시스템을 구축하는 것이 기본이다.

최근 들어서 병원에서도 일반 기업에서와 같이 CRM시스템의 구축 및 운용 사례가 늘고 있다. 이런 환경에서 병원의 CRM 시스템의 구축 및 운용 현황에 관심을 갖는 것은 당연하다 할 것이다. 본 논문에서는 이와 같이 구축 운영 중인 병원 CRM 시스템의 성과를 측정하기 위한 분석 방법에 대해서 연구하였다. 이를 위해 선행 연구를 통한 CRM의 성공 요인을 도출하고, 실증분석을 통해 요인 분석의 타당성을 분석하였다. 요인 분석 결과 도출된 요인의 중요성의 측정을 위해서는 요인 간 중요도를 측정할 수 있는 AHP 기법을 적용하였다. 이는 요인의 분류 외에는 측정변수의 가중치 등의 주요 정보를 제공하지 못한다는 요인 분석방법론의 단점을 보완하기 위함이다. 결과적으로 본 연구를 통해서 병원의 CRM시스템의 운용 성과를 측정하기 위한 주요요인 도출과 가중치 분석을 통해 병원의 고객관리시스템의 운용 성과를 합리적으로 측정할 수 있는 지표를 제공하였다.

In this study, questionnaires and field interviews in practice the use of PMS, in assessing companies' usage and employee's perceived importance of performance measures for the characteristics of PMS was investigated. The results of this study can be summarized as follows: First, the companies in the respective business environment and strategies to improve the performance measures reflect, but was using a lot of financial measures. Second, discrepancy-between employee's perceived importance and companies' usage of non-financial measures was showed. Thus, there is a need to develop a variety of performance measures and increase the use of non-financial measures. Third, the company has to consider design and use of PMS to induce the awareness of employees and behavioral changes in order to improve organizational performance.

The construction industry has mainly relied on financially focused performance measurements, and studies on performance measurement systems (PMSs) have been carried out at the project level. However, recently, the demand for performance evaluation and management at the company level has increased. A few previous efforts have aimed to develop a conceptual model for company performance, but there have been few follow-up studies. From this perspective, we have developed a web-based performance and informatization measurement system to measure and compare the business performance and the level of informatization of construction companies. Then, we carried out a performance evaluation and system test using the data set of 78 Korean construction companies and identified practical issues for the implementation of our PMS.
