연구개발의 성과는 투입 자원의 크기로만 결정되는 것이 아니라, 이를 어떻게 효율적으로 관리하느냐에 보다 크게 의존된다. 따라서 한 국가의 기술혁신능력은 연구 개발의 관리 능력에 의해 좌우되며 이의 요체는 연구기획·평가기능이라 할 수 있다. 최근 첨단 기술의 주도권을 둘러싸고 선진국들 간의 개발 경쟁이 치열해짐에 따라 각국은 국가적 차원에서 대규모의 전략적 연구개발의 대형화·복합화 추세가 가속화되고 있고, 이에 대응하여 연구 기획·평가에 있어서 새로운 체계적인 방법론 및 기법이 요구되고 있다. 본 토에서는 '80년대 이후 선진국을 중심으로 변화·발전하고 있는 연구평가의 새로운 접근 방법을 파악하고, 미국,일본,EC,영국의 연구 평가 추진 현황 및 사례를 분석함으로써 우리 나라의 연구평가 시스템의 구축에 관한 시사점을 찾고자 한다. 중소제조업체들은 원가 절감과 생산성 향상을 위해 생산정보시스템을 도입, 운영하고 있으나 이에 대한 성과평가 연구가 전무하여, 최고경영자는 생산정보 시스템 투자여부 등을 결정하는데 어려움을 겪고 있다. 이에 본 논문에서는 DeLane and McLean(2003)의 연구 모형을 바탕으로, 생산정보 시스템 투자에 대한 성과평가 모형을 제시하고, 모형 검증을 위해 생산정보시스템을 도입한 중소기업을 대상으로 설문조사를 실시하였다. 설문 분석결과 생산정보시스템의 도입을 통해 기업의 순효익(Net Benefjts)이 향상된 것으로 나타났다.

학술연구정보 서비스는 연구자의 연구 개발 과정에서 필수적으로 활용해야 하는 서비스이다. 그렇지만, 그 중요성에 비해 아직까지 학술연구정보 서비스에 대한 심도 깊은 사용성 평가가 제대로 이루어지고 있지 않다. 본 연구는 OntoFrame이라는 시맨틱 웹 기술 기반 학술연구정보 서비스 구현 과정에서 반복적인 사용성 평가를 수행함으로써 어떻게 서비스가 효용성과 사용성을 갖추어가는 지를 실증함으로써 사용성 평가의 중요성을 강조하고자 한다. 특히, 사용성 평가 목표에 따라 서비스 시안(Mock-up)을 대상으로 실시한 사용자 인터뷰 중심의 1차 사용성 평가와 서비스 프로토타입을 대상으로 실시한 학술연구 정보 서비스간 비교 평가 중심의 2차 사용성 평가를 상이하게 구성함으로써 사용성 관련 문제를 다양한 관점에서 도출할 수 있었다. 사용성 평가는 매 구현 단계마다 반복적으로 실시함으로써 본 학술연구정보 서비스의 사용성을 지속적으로 향상시킬 계획이다.

It is hard, but important to evaluate and select a new service model for the public sector, accompanying unexpectable risk. The purpose of this study is to build and develop the evaluation framework of public projects and to present a project evaluation system which is more rational and methodical. The evaluation framework has been developed by calculating the evaluation criteria and weights resulted from an interview with an expert group and Analytic Hierarchy Process(AHP). Moreover, market-oriented characteristics, technology-oriented characteristics, service development capabilities and policy-oriented characteristics were predominantly chosen as the evaluation items. The re-evaluation of the app development support programs was conducted to check the feasibility as an evaluation system influencing the performance of firms. The result of an evaluation system proposed by this study showed better evaluation performance than previous ones, better predicting the actual business performance. Currently, though the policies of the public sectors and support programs focus on the outcome and performance management, the result of this study shows the importance of project selections. Also, implications of the study are discussed.

The purpose of this study is to investigate the types and functions of observations at the stage of child assessment. We can use various methods of evaluation. It includes observation, interview, and standardized tests. Most of occupational therapist using sensory integrative approach usually evaluate their clients based on observations especially in the period of initial assessment. The accurate observation is closely connected with reliability and validity of the assessment. Here present some types of observation and the things we should check in ordinary observing moments. It will be considerable aspect when we study how to improve observation ability of the therapists in the future.

This study evaluated the policy performance of i) Public Notice of Critical Information, ii) Substantiation of Facts in Labeling and Advertising, iii) Temporary Injunctions, and iv) Advertisement Correcting Misrepresented Facts, which were main policies belonged to Fair Labeling and Advertising Act(hereinafter referred to as "FLA Act"). The data was collected by visiting 76 persons personally, who were consumer policy and law experts, labeling and advertising staffs of corporations, and persons in charge of policies including public officials dealing with consumer policies at Korea Fair Trade Commission, while using a structured questionnaire at the same time. The survey was performed to examine the general policy performance and evaluation the results of FLA Act by evaluation methods. The results of the analysis are comprehensively summarized as follows. There were differences in the ranking of policies evaluated by labeling and advertising staffs of corporations and persons in charge of policies according to evaluation methods, and, in Simple Evaluation, higher scores were gained compared to Weighted Evaluation which reflected weighted values or Fuzzy Evaluation. The result shows that evaluation results can vary in policy performance evaluation according to evaluation methods.

과거의 대학교육이 교수 중심의 공급자 중심이었다고 한다면 미래의 교육은 수요자 중심의 교육, 즉 학생 중심의 교육이 되어야 한다는 논의가 무성하다. 또한 교육과정을 이수하고 졸업한 학생을 채용하는 기업이 바라는 교육의 내용이 무엇인지를 아는 것은 매우 중요하며 공학인증제도의 도입노력과 연관된다. 즉 회사가 채용한 대학 졸업생의 실력을 통하여 대학의 교육성과를 최종수요자인 회사가 평가하여 그 결과를 대학의 교육과정에 피드백하는 것이 공-학인증제도의 취지이다. 그러므로 회사가 원하는 졸업생의 능력을 갖추도록 대학교육의 커리큘럼을 구성하는 것이 바람직하고 그렇지 못한 대학은 채용에 있어서 불이익을 받을 것이다. 이 연구에서는 "민간기업의 정보화에 소요되는 자원을 제공하여 수혜기업의 경영성과와 이를 통한 연관산업의 경쟁력 증대를 도모하는 정보화 분야의 정책적인 기업지원서비스"를 "기업지원 정보 서비스"로 정의하고, 기존 공급자 중심의 사업목표 달성여부의 평가를 위한 평가지표 개발연구에서 벗어나, 중장기적 관점에서 기업지원 정보서비스 활용요인과 성과에 대해 연구하고자 한다. 이를 위해 서비스 활용요인을 기업지원서비스 품질(정보, 서비스, 시스템)과 조직특성(정보기술자원의 성숙도, 조직문화)차원으로, 기업성과 차원을 정보 지향성(Information Orientation)개념과 경영성과 요인으로 구성하여 기업지원 정보서비스의 활용과 기업 성과의 영향관계 살펴보고자 하였다. 실증연구는 산업정보지원센터의 서비스를 활용하고 있는 186개의 기업체 표본을 수집하여, 구조방정식 모형을 통해 분석한 결과 설정한 모든 경로가 통계적으로 유의하게 나타났다. 특히 서비스 품질과 조직문화가 활용수준에 큰 효과를 보이고 있으며, 정보지향성이 경영성과를 매개하는 것으로 나타났다. 연구결과는 정보화 분야의 기업지원 서비스 정책 수립 방향과 개별기업의 전략적 정보 기술 활용을 위한 주요한 시사점을 주고 있다.

This research aims to empirically explore the link between evaluation management and performance of indefinite-term contract workers in local governments, perceived by public officials who are responsible for managing indefinite-term contract workers in local governments. In addition, this study examines the moderating effect of training for the relationship between evaluation management and performance. The results show the positive relationship between evaluation management and performance with the moderating effect of training for the link. This research contributes to expand the scope and level of the literature on indefinite-term contract workers through suggesting the empirical evidence among evaluation management, performance and training. Furthermore, the empirical results of this study have useful implications for local governments and public officials to construct management guidelines for indefinite-term contract workers.

최근 국제 금융시장은 컴퓨터 및 통신분야의 기술진보로 비 은행금융기관에서도 상업은행에 의해서만 독점적으로 제공되었던 거래서비스를 결합한 새로운 금융서비스를 제공할 수 있게 되었고, 이는 곧 은행과 비 은행금융기관의 벽을 무너뜨리는 양자 간 동질화 현상을 유도하였으며 활발한 금융 겸업화 현상으로 금융혁신이라고 부를 만한 서비스분야의 기술혁신 성과를 거두게 되었다. 본 연구는 금융권간 판매채널 통합의 시작이라 평가되는 방카슈랑스를 중심으로 금융기관 간 겸업의 활성화를 통해 산업 간 동질화를 이루는 시점에서 금융혁신이 이루어진다고 설정, 금융서비스의 기술혁신 성과를 예측해 보았다 이를 위해 먼저 우리나라 대표 금융기관 격인 은행과 보험, 증권회사가 금융겸업을 이루는 경우 각 겸업 주체 기관의 혁신적인 성과를 실증 분석하도록 한다. 분석대상은 표본기간 중 국내 주식시장에 연속으로 상장되어 있는 모든 은행, 증권, 손해보험 49개를 대상으로 수행하였으며, 표본자료는 KIS-LINE이 제공하는 재무제표자료와 한국증권거래소에서 제공하는 주가데이터에서 추출하였다. 본 연구의 금융혁신 성과 분석은 두 단계로 이루어진다. 먼저 금융기관 간 가상 합병을 이용, 시뮬레이션 분석을 하고 그 결과 각 금융기관의 ROA와 자기자본비율 및 안전성(위험성지표)을 분석한다 다음 단계로 안전성이 보장되지 않는 경우 적정하게 추정된 안전성 내에서 경영 성과를 이루는 최적 기간에 대해 실물옵션평가(Real Option Valuation) 분석을 한다. 그 결과 금융겸업을 통한 혁신 성과는 은행 주체로 비 은행금융기관과 겸영하는 경우 이상적으로 잘 보여지며, 증권 주체로 보험업을 겸업하는 경우는 ROA 와 자기자본비율 면에서는 혁신적이나 안전성 면에서는 저해된다는 결과를 알아내었다. 그리고 이 같은 안전성의 위험은 증권업을 실행하는데 요구되는 수준의 안전성을 유지하는 경우 3 년간의 투자기간 후에는 혁신사업으로 발전할 수 있는 발판을 마련하게 된다고 추정하였다.
