Development of Performance Indicators for Asset Management in Public Facilities (공공시설물 자산관리의 성과지표 개발)

  • In Korea, much effort is being made to introduce asset management for improved efficiency and lower costs. Many researches related to asset management are ongoing, but asset management for public facilities is still in its early development stage in many countries including Korea. It is necessary to continuously improve and complement asset management for its successful execution. Thus, there should be a series of performance measurements and evaluations to perceive the current state of asset management in Korea from which to set future goals. In developed countries including Australia, asset management performance is measured using various methods for diverse purposes. The Korea Institute of Construction Technology has recently launched a study entitled Development of an Asset Management System for Public Facilities (KTAM-40) to change the country’s existing countermeasure-type maintenance system into a preliminary maintenance system and to suggest asset management evaluation parameters. this study aims to develop performance indicators of effective asset management with respect to its utility, which shall include all matters that are important for the efficient measurement of the management of domestic public facilities using the BSC (Balanced Score Card) method, and AHP method.

Development of R&D Performance Management System in Disaster and Safety based on the PMS (프로젝트 관리체계 기반 재난안전 R&D 성과관리 체계 구축)

  • There is insufficient effective management systems to achieve project goalsin disaster and safety R&D. Therefore, to develop an R&D performance management system, this paper develops a R&D performance management matrix based on PMBOK to systematize a process and to enhance efficiency of performance management. Also, this paper identified vulnerable procedures in disaster management by analyzing related laws, work process and performance. Analysis results found that the performance management matrix in disaster management R&D consists of 5 process groups, 7 knowledge areas and 47 processes. Also, the performance of the diffusion knowledge process was evaluated as weak in the present management system. This study defined ITO and developed a data flow diagram for applicationto related work. The suggestions of this study include the related work to enhance R&D performance, contribute to improving diffusion of R&D performance, and enhance the utilization of developed technologies.

  • 사업결과물의 핵심인 연구성과물은 각 부처 혹은 사업수행기관에 분산되어 대다수가 활용되지 못한 채 사장되었다. 이에 정부는 중요 연구성과물에 대한 성과관리전담기관을 지정 운영하여 연구성과물의 수집 및 관리에 대한 법적인 기초를 다지고, 국가과학기술종합정보서비스를 이용하여 연구성과물의 활용을 위한 정책을 수립하였다. 본 논문에서는 이러한 체계를 반영한 국가R&D 연구성과물의 효율적인 수집 연계 활용을 위한 구체적인 운영 및 실행체계를 제시한다. 이러한 체계를 통하여 국가R&D 연구성과물에 대한 공동활용을 극대화할 수 있다.

  • Construction and Transportation R&D budget is increased every year. Therefore, outcome is important issue. Also, we must try for practical use of outcome. And we need strategy for practical use of outcome. This is research for the application of research and development outcome. Specially, this research studies about way for construction standard. And this proposes a institutional improvement. First, it catch a problem point with present condition analysis. Second, It executes a survey and analysis. Finally it presents some policy suggestion. This research solves two problems. This applies to the field of research and development outcome. Another this amend construction standard.

  • 본 연구는 Usability의 투자 성과관리(ROI: Return On Investment)를 위한 균형성과지표(BSC: Balanced ScoreCard) 관점에서의 Framework 개발을 목표로 한다. 2000년 이후 Usability에 대한 투자 규모는 높은 증가세를 유지해 왔으나 대규모 투자가 진전되는 가운데 Usability투자의 수익성을 어떻게 확보하고, 그 효과(Effectiveness)는 어떻게 측정할 것인가 하는 문제는 상대적으로 관심을 끌지 못하고 있다. Usability 투자에 대한 시스템적 성과관리를 위해 개발된 Usability BSC Framework은 BSC의 4가지 관점에서 Usability 투자성과관리에 대한 변형된 관점의 모델을 제안한다.

  • BSC(Balanced Scordcard : 균형성과표)는 조직의 새로운 성과관리 도구로서, 영리조직을 비롯한 비영리조직에서도 널리 도입, 활용되고 있다. BSC는 단기적인 재무적 지표를 중시한 과거의 성과관리를 벗어나 비재무적 지표를 동시에 고려하여 조직의 본래 목적과 비전을 달성하는데 도움을 주는 균형잡힌 성과관리 시스템이다. 비재무적 지표에 의한 성과관리 시스템이라는 점에서 그간의 다른 시스템과는 달리 공익의 추구를 근본 목적으로 하는 비영리조직에 대한 적용 가능성은 보다 높다고 평가되고 있다(김철회 외, 2006). 그러나 BSC의 선구자인 Kaplan과 Norton(1996)이 지적한 것처럼 비영리조직에 대한 BSC 적용은 영리조직과는 다른 형태로 유연하게 이루어져야 할 것이다. 즉, 영리조직에서 활용되기 시작한 BSC를 조직의 특성과 목적, 비전이 전혀 다른 비영리조직에 도입하고자 할 때에는 반드시 그에 대한 고려 및 차별화된 접근방법이 필요하다는 것이다. 이에 본 연구를 통해 비영리조직에서의 BSC 시스템 도입에 있어서 고려사항을 살펴보고 개선방안을 제시하는 것은 향후 비영리조직에서의 바람직한 BSC 구현을 위해 의미가 있다고 할 수 있다.

  • 기업들은 ITIL 기반의 IT 서비스 관리체계 도입으로 IT 서비스에 대한 객관적인 가치 평가를 기대하고 도입한다. 하지만 기업들의 IT 서비스 관리체계의 성과지표들은 관리 중심적인 성과모델로써 가치 평가보다는 IT 운영 관리 중심으로 활용되고 있으며, IT 거버넌스의 전략적 의사결정을 위한 가치 연계와 책임 추적성, 성과 측정 및 위험 관리를 지원하지 못하고 있다. 가치 중심의 성과지표 모델을 통해 IT 거버넌스를 지원하고, 기업의 지속적이고 체계적인 투자관리를 통해 기업 가치 향상과 투명한 IT 투자에 기여하길 기대한다.

  • Offset is a peculiar trade form, the compensation of importing the weapon system, accompanied by the international weapon system contract. Korea has been applying offset to defense acquisition program for fostering the domestic defense industry and improving defense R&D ability since Korean offset policy was built up in 1983. However, there are not enough evidences for benefits of offset and it is rather believed that the performance management system of offset is not thoroughgoing enough because of lack of the systematic policy. It is essential to develop the well-organized performance management system in order to maximize outcomes from application of technology obtained by offset. The main objective of this paper is to propose key performance index that is practically useful to manage offset performance systematically and maximize outcomes of offset.

  • Enterprises should set up realizable goals and continually control the goals from apprehending whether they can be realized or not so that the enterprises grow consistently. Furthermore, from supplementing parts to be improved, goals are reset and the result should be controlled in order to fit to them. Lately, a lot of discussions about the results of organizations, projects, and companies are being realized in construction field. Particularly, in construction management, effective and professional control activities throughout the life cycle of facilities as well as the stage of business implementation of construction work are needed. About the result measurement of the construction management, lots of most domestic researches stay in the level of establishing basic concepts. Also, since characteristics of the construction field and the construction management were not reflected properly, it is in a situation that the result control system is not applied to on-site real works. Hence, this study intends to suggest fundamental data for measuring objective results from extracting result areas and key performance indicators of the construction management using Balanced Score Card.

  • These days construction management is executed in an information technology environment, which creates a large volume of digital data. At the completion of a project, the contractor is required to transfer to the owner the digital data as project deliverables usually in a form of CD's. From an enterprise-wide view point, this traditional way makes the management of project deliverables ineffective as the data accumulated from different projects could be enormous. The objective of this paper is to propose a structured way to utilize a XML database for better management of project deliverables. The XML database provides an environment which users can access through a project deliverable management system (PDMS). A pilot of the PDMS has been developed to test the effectiveness of document control. The result of the test demonstrates that the effectiveness of project deliverable management can be increased by providing a high transportability and usability of data in the construction life cycle.
