This study has started from the political process of local community power structure to elaborate the reason why both a majority of cultural artists and cultural artist organizations want to be against establishing the local Foundation for Arts and Culture. The cultural artists and cultural artist organizations believe that the establishment of the local Foundation for Arts and Culture might threaten not only their monopolistic status or their livelihood in the local market relying on public supports, but also make them being marginalized from the potential supports. Therefore many of them have somewhat unfavourable opinions about its establishment. Drawing from the Jellabuk-do case, their concern of being isolated from the monopoly by the local Foundation for Arts and Culture are reduced to publicized discourses such as powerization, the lack of expertise, the loss of independence, and the fall of business. When constructing the Foundation for Arts and Culture, the major values are 'Pluralism' and 'Fairness'. On one hand, the terms of Fairness means that it should be fair in operations, support and executive composition. On the other hand, Pluralism means that policy-making rights should be distributed to various groups, not owned by some specific groups. Some plans for building Foundation for Arts and Culture are needed to make diverse classes and groups to expect the pluralistic interests emerged eventually.

The purpose of this study is to explore the necessity and possibility of establishing a research institute for local educational autonomy where the importance and necessity of institution establishment and operation are increasing with the decentralization and educational autonomy. The necessity of establishing a local educational autonomous research institute was examined in terms of both external and internal necessities, and the possibility of establishment in terms of the form of establishment, financial resources, and legal basis. In order to effectively cope with common issues by leading the nation's educational autonomy policy and legal agenda, and to support regional policy research and development by linking and cooperating with regional educational policy research institutes, local educational autonomous research institutes are established. This is an urgent point. Considering the publicity, professionalism, economic feasibility, and stability of specialized research institutes, the form of foundation corporation seems to be appropriate, and, like the case of specialized research institutes in general local autonomy, legal grounds for the establishment of special law should be prepared. In the future, it is necessary to conduct collaborative discussions and academic discussions with the Ministry of Education and the National Council for Superintendents of Education.

The goal of this study is to review the importance and to prove the feasibility of establishment and operation of the academic collaborative repositories in Korea. To that end, its importance was analyzed from the sides of collection space of libraries, national management of academic information resources, cases of collaborative repository. And its feasibility was logically proved in terms of the global production and distribution of knowledge and information, library relevant laws, national policies of academic information resources, and actual collection space of academic libraries. As a result, the importances and feasibilities of establishment of the academic collaborative repository were revealed by enough. Accordingly, there is a need to develop immediately the establishment and operation model of the collaborative repository for academic libraries.

Throughout the nation, each local Agricultural Cooperative (AC) has built its own agri-products processing factory in order to provide the steady demand source for the locally produced agri-products. However, each factory of AC has performed poorly with no competitive advantages against the national brands of private companies. Thus, from the perspective of the National Agricultural Cooperative Federation (NACF), the current situation of unorganized and inefficient management of the factories under the control of each local AC needs to be improved. In this case analysis, we introduce the problems of the AC factories and discuss the NACF's approach to solve the problems. In particular, given that AC as well as NACF are the non-profit organizations, it is worthwhile to fay special attention to the process of restructuring the system of distribution channels for the processed agri-products with the concept of marketing.

Recently mobile Stream Control Transmission Protocol (mSCTP) has been proposed as a transport layer approach for supporting mobility. When a mobile terminal (MT) is not located in the home network. a terminal that wishes to communicate with the MT is not able to establish mSCTP association to the MT, since mSCTP does not include the location management mechanism. In order to solve this problem. an interworking approach using the Session Initiation Protocol (SIP) INVITE method has been proposed. However, this approach has shown subsequent delay in acquiring the current location information of the MT when initiating mSCTP association establishment. In this paper, we propose new SIP methods and an approach that minimizes the address acquisition delay (AAD) by utilizing those SIP methods. Mathematical analysis and simulation results show that the proposed approach is more efficient than the previous approach in terms of AAD in all kinds of SIP environments.

As a private school and a library in the Enlightenment Period of Korea, Woo-Hyun Seoru(友弦書樓) was established between 1904 - March 1905 by Lee, Dong Jin who had a will and provided a economic support for it and his son Lee, Il Woo had founded and operated it and it seemed to be closed in 1911. By this time, Woo-Hyun Seoru has been underestimated or ignored in the history of libraries in Korea. This study tried to investigate 8 aspects of Woo-Hyun Seoru as a modern library including the subject and purpose of establishment, the date of establishment, the location and buildings, the collection development and the acquisition methods, the user group and the important users, the library activities, the process of closure, and the moving path of the collections after the closure of Woo-Hyun Seoru. To do this, the articles of newspaper, periodicals, and academic journals, the relating documents and Sung Nam Se Go(城南世稿) written by Dong Jin Lee, Il Woo Lee and their descendants and colleagues were analyzed.
