Review and Proposal for Seismic Safety Assessment of Nuclear Power Plants against Beyond Design Basis Earthquake (설계초과 지진에 대한 원전 지진안전성 평가기술 고찰 및 제언)

  • After Kyeongju earthquake occurred in September 12, 2016, the seismic safety of nuclear power plants became important issue in our country. The seismic safety of nuclear power plant against beyond design basis earthquake became very important to secure the public safety. In this paper, the current status of the seismic safety assessment methodology is reviewed and some aspects for the reliability improvement of the seismic safety assessment results are proposed. Seismic margin analysis and probabilistic seismic safety assessment have been used for the seismic safety evaluation of a nuclear power pant. The basic procedure and the related issues and proposals for the probabilistic seismic safety assessment are investigated.

Overstrength Factors of Buckling Restrained Braced Frames (좌굴방지가새가 설치된 철골건물의 초과강도계수)

  • In this study the overstrength factors of medium to low-rise bucking restrained braced frames (BRBF) were evaluated. Various design variables, such as number of stories, span length, yield strength of the brace, level of earthquake load, and the response modification factors. The overstrength factors were obtained using the nonlinear static analysis following the procedure proposed by ATC-19. According to the analysis results, the overstrength factors obtained from this study were generally larger than those proposed in 'AISC/SEAOC Recommended Provisions for BRBF'.

Flexural Overstrength of Reinforced Concrete Bridge Columns for Capacity Design (철근콘크리트 교각의 성능보장설계를 위한 휨 초과강도)

  • Capacity design is to guarantee ductile failure of whole bridge system by preventing brittle failure of columns and any other structural elements until the columns develope fully enough plastic deformation capacity. This concept has been explicitly regulated in most bridge design specifications of foreign countries except the current Korea Bridge Design Specifications. In the capacity design, the transformed shear force from flexural overstrength of reinforced concrete column is used as the design lateral shear force for shear design of columns and design of footings and piles. Different calculating methods are adopted by the design specifications, since the variability of material strength and construction circumstances of the local regions should be considered. This paper proposed material overstrength factors by investigating 3,407 reinforcing bar data and 5,405 concrete compressive strength data collected in Korean construction sites. It also proposed calculating procedures for flexural overstrength of reinforced concrete columns using the material overstrength. Finally, overstrength factor was proposed as 1.5 by investigating 1,500 column section data from moment-curvature analysis using the material overstrength.

An Experimental Study on Seismic Damage Indicator Considering Cumulative Absolute Velocity Concept (누적절대속도 개념을 고려한 지진손상표시기의 실험적 연구)

  • The nuclear power plant(NPP) should be shut down for inspection and tests prior to a return to power if the earthquake exceeds the operating basis earthquake(OBE). The OBE at the plant is considered to have been exceeded if the computed cumulative absolute velocity(CAV) from the earthquake record is greater than 0.16g-sec. However, the CAV criterion should be determined considering the seismic and structural characteristics of the plant. An experimental study using shaking table is conducted in this study to evaluate intensity of CAV criterion. Appropriate level of CAV is evaluated based on the test results using the developed seismic damage indicator(SDI) model. The model consists of stacked acrylic cylinders and is developed to behave consistently for each directional seismic load. The result of the experimental study in dicates that the CAV criterion of 0.16g-sec is conservative enough to be applied to Korean NPPs since the CAV value of the seismic input motion of the Korean standard NPPs ranges from 0.3 to 0.5 g-sec. The developed SDI is expected to be useful not only in easily determining OBE exceedance but also in evaluating earthquake damage quantitatively to provide guidelines for better post-shutdown inspection and test.

Review of Evaluation Method for Nuclear Power Plant Pipings under Beyond Design Basis Earthquake Condition (설계기준초과지진에 대한 원전 배관 평가 방법 검토)

  • After Japanese Fukushima nuclear power plant accident caused by the beyond design basis earthquake and tsunami, it has turned to be a major challenge for nuclear safety. IAEA, US NRC and EU have provided new safety design standards for beyond design basis event, Domestic regulatory bodies have also enacted guidances for licensees and applicants on additional methods related to beyond design basis events. This paper describes several evaluation methods for applying to nuclear power plants piping for beyond design basis earthquake. As a results, energy method based on the absorbed energy on nuclear power plant, deterministic method following design code and theory, experience method considering past earthquake data and information and probabilistic methods similar to probabilistic risk assessment were reviewed.

Response Modification Factors of Inverted V-type Ordinary Concentrically Braced Frames (역V형 보통가새골조의 반응수정계수)

  • In this paper the overstrength factors, ductility factors, and response modification factors of ordinary concentric braced frames designed in accordance with a current seismic design code are determined by performing pushover analysis. According to the analysis results, the overstrength and the response modification factors turn out to be larger than the values regulated in the codes in most model structures. However if the braces are reinforced by BRB or zipper columns, the overstrength factors and response modification factors turn out to increase significantly.

  • Probabilistic seismic risk analysis was performed. Exceeding probabilities of combined stress and maximum horizontal displacement of steel piled pier due to surface ground motion which was transferred from base rock motion was expressed as seismic fragility curves. Occurrence probability of peak ground motion was calculated by using the seismic hazard map on design code for harbor and fishery structures of Korea. Finally seismic risk of pier structure was found by combining the fragility and the hazard and those were presented through numerical analysis.

Over-Strength of Low-Rise RC Frame in Low Seismic Zone (약지진동 지역의 저층 RC 골조의 초과강도)

  • The seismic over-strength factor Ω is evaluated for 4-story reinforced concrete buildings in Korea, which has low seismic intensity. For this study, the seismic load suggested in' Aseismic guideline research- phase ll' (in Korea) is used. When 3D study-models are designed, span length and bay number are varied and accidental torsional moment is considered. And the models are analyzed by push-over analysis, in which external and internal frame are connected by rigid-link. As a result of numerical experiments, Ω is increased as the bay number or span length is increased. Because, by the including of accidental torsional moment in designing process, the increased ratio of strength of external columns is larger than the increased ratio of span length or bay number. And this makes the failure mode of model closer or strong-column and weak-beam mechanism.

Analysis of Characteristics of Horizontal Response Spectrum of Ground Motions from Fukuoka Earthquakes Series (Fukuoka 연속 지진의 관측자료를 이용한 수평 응답스펙트럼 특성 분석)

  • The horizontal response spectra using the observed ground motions from 15 Fukuoka earthquake series, including main earthquake (2005/03/20; Mw=6.5), were analysed and then were compared to both the seismic design response spectra (Regulatory Guide 1.60), applied to the domestic nuclear power plants, and the Korean Standard Design Response Spectrum for general structures and buildings (1997). 178 horizontal ground motions, without considering soil types, were used for normalization with respect to the peak acceleration value of each ground motion. The results showed that response spectrum have strong dependency on epicentral distance. The results also showed that the horizontal response spectra revealed higher values for frequency bands at two frequency bands (about 8 - 10 and 16- 20 Hz) than Regulatory Guide 1.60. The results were also compared to the Korean Standard Building Design Spectrum for the 3 different soil types and showed that thehorizontal response spectra revealed higher values for almost all period bands than the Korean Standard Response Spectrum (500 yrs; Return Period; Seismic province 1; SE soil conditions). Through the qualitative improvements and quantitative enhancement of the observed ground motions, the diversity of the observed ground motions should be considered more significantly to improve the certainty of response spectrum.
