  • 최근 전세계적으로 발생하고 있는 이상기후 현상과 각종 개발 사업으로 인한 불투수면적의 증가로 극한 홍수의 발생빈도가 높아가고 있다. 특히 내수배제 불량으로 인한 도시지역의 침수로 매년 많은 인명과 재산상의 손실이 크게 증가하고 있으며, 홍수피해 저감 및 복구대책으로 많은 국비가 지원되고 있으나 아직까지 예방보다는 복구비에 치중하고 있는 실정이다. 국내에는 상습침수 위험지구가 점차적으로 증가하는 추세이며 이를 점진적으로 해소해나가기 위해서는 도시방재성능 목표 설정에서 목표강우량을 상향으로 설정할 필요가 있다고 본다. 이를 위하여 본 연구에서는 목표강우량을 상향 조정하여 침수해석을 실시하고 침수심을 기준으로 실제호우사상에 대한 침수심과 비교 검토하여 적정성을 확인하려고 한다. 또한 확률강우량의 시간분포는 도시별 유역 규모 및 유출특성, 강우강도 특성 등에 따라 상이한 결과를 보일 여지가 다분하여 실제 침수를 일으킨 강우와 가장 유사한 강우분포를 찾고자 한다. 기존 실무에서 주로 사용되는 Huff 분포와 함께 교호 블럭법, Huff와 교호블럭법을 혼합한 시간분포를 서울지역에 적용하여 대상지역에 적합한 시간분포를 선정하였다. 선정된 시간분포를 바탕으로 내수침수해석을 실시하여 그 결과인 침수심을 기준으로 상향된 목표강우량을 제시하고 도시지역의 적합한 설계강우의 시간분포를 도출하였다. 본 연구를 통해 도시지역의 적합한 강우 시간분포와 방재성능 목표를 설정하는데 기초자료를 제공할 수 있을 것으로 판단된다.

Analysis of Ka Band Satellite Link Budgets and Earth Station G/T in Korea Rainfall Environment (국내 강우 환경에서 Ka 밴드 위성 링크 버짓 및 지구국 G/T 분석)

  • In geostationary satellite communications, which are widely used for broadcasting and communication, there is a path loss where the signal power on the path is largely reduced. It is important to consider rain attenuation when calculating link budget because the Ka band frequency is vulnerable to rain attenuation. In this study, rainfall trends were analyzed by using rainfall data from the year 2000 in four regions of Korea (Seoul, Incheon, Busan, Jeju) and the rainfall attenuation was calculated. This was used to analyse the satellite link budget and receiving performance for the down-link of the korea satellite COMS. In this study, the calculated G/T for the rainfall intensity of 0.5% per year using the rainfall data for 18 years increased by approximately $8.5dBK^{-1}$ compared to the ITU's zone-K rain model, and decreased by approximately $1dBK^{-1}$ compared to the precipitation data for 13 years from the TTA(Korea Telecommunications Technology Association). The results of this study can be used for the design of G/T in domestic-installed satellite ground station.

A Case Study in a Rainfall induced Failure of Geosynthetics-Reinforced Segmental Retaining Wall (강우로 인한 보강토옹벽의 붕괴사례 연구)

  • This paper presents a case history of a geosynthetics-reinforced segmental retaining wall, which collapsed during a sever rainfall immediately after the completion of the wall construction. In an attempt to identify possible causes for the collapse, a comprehensive investigation was carried out including physical and strength tests on the backfill, stability analyses on the as-built design based on the current design approaches, and slope stability analyses with pore pressure consideration. The investigation revealed that the inappropriate as-built design and the bad-quality backfill were mainly responsible for the collapse. This paper describes the site condition including wall design, details of the results of investigation and finally, lessons learned. Practical significance of the findings from this study is also discussed.

  • 최근 온실가스의 배출량이 급격히 증가하였고, 지구온난화로 인해 전 세계적으로 홍수, 가뭄, 태풍 등 이상기후로 인한 극한 수문 현상들의 변화가 두드러지게 나타나고 있다. 수공구조물의 설계에 있어 적절한 확률강우량의 추정은 매우 중요한 과정 중의 하나이다. 확률강우량의 추정은 일반적으로 확보된 강우자료를 지속시간별로 연최대자료를 추출하여 빈도해석을 통해 산정하게 된다. 그러나 기후변화의 영향으로 집중호우와 잦은 홍수로 인한 피해가 증가함에따라 과거 강우자료를 바탕으로 확률강우강도를 활용하여 확률강우량을 추정하는 것이 매우 어려워졌다. 따라서, 이번 연구에서는 기후변화 시나리오 중 하나인 RCP 시나리오를 활용하며, 우리나라 온실가스 저감정책을 잘 반영하고 있는 것으로 보고되는 RCP 4.5시나리오와 RCP 8.5 시나리오를 선정하여 1975년도부터 2020년도까지의 모의자료와 2021년도부터 2100년도까지의 미래강우량 자료를 통해 강원지역을 대상으로 비정상성 GEV 모형을 활용하여 지역빈도해석을 수행하고 미래 설계강우량 산정을 위한 비정상성 IDF 곡선을 유도하여 분석하고자 한다.

Evaluation of Runoff‧Peak Rate Runoff and Sediment Yield under Various Rainfall Intensities and Patterns Using WEPP Watershed Model (다양한 강우강도 및 패턴에 따른 WEPP 모형의 유출‧첨두유출‧토양유실량 평가)

  • Recently, changes in rainfall intensity and patterns have been causing increasing soil loss worldwide. As a result, the water ecosystem becomes worse and crops yield are reduced with soil loss and nutrient loss with it. Many studies have been proposed to estimate runoff and soil loss to predict or decrease non-point source pollution. Although the USLE has been used for many years in estimating soil losses, the USLE cannot reflect effects on soil loss of changes in rainfall intensity and patterns. The WEPP, physically based model, is capable of predicting soil loss and runoff using various rainfall intensity. In this study, the WEPP model was simulated for sediment yield, runoff and peak runoff using data of 5, 10, 30, 60 minute term rainfall, Huff's method and design rainfall. In case of rainfall interval of 5 minutes and 60 minutes, the sediment and runoff values decreased by 24% and 19%, respectively. The peak rate runoff values decreased by 16% when rainfall interval changed from 5 minutes to 60 minutes, indicating the peak rate runoff values are affected by rainfall intensity to some degrees. As a result of simulating using Huff's method, all values (sediment yield, runoff, peak runoff) were found to be the greatest at third quartile. According to the analysis under various design rainfall conditions (2, 3, 5, 10, 20, 30, 50, 100, 200, 300 years frequency), sediment yield, runoff, and peak runoff of 906.2%, 249.4% and 183.9% were estimated using 2 year to 300 year frequency rainfall data.

Development of a Fixed Radio-Relay Link Design Simulator (M/W 회선설계 시뮬레이터 개발)

  • This paper introduces a fixed radio-relay link design simulator with which we can select the station site and the frequency and can predict the performance of the radio-relay links. The simulator analyzes the path profile, the fading effects, the availability, the rain attenuation and the interference of the cosidered radio path using the digital terrain data and the rain intensity data. The calculation algorithms used in this simulator are mostly from the recommendations of the ITU-R. All the modules of the simulator are performed in full GUI mode and the input and output parameters are displayed interactively. This simulator could be used to the fixed radio-relay link design and the LMDS design.

  • 수공구조물을 설계하기 위해서는 다양한 지속기간에 대한 설계수문량을 추정해야 한다. 국내의 경우도 기후변화로 인한 이상기후의 발생으로 1~2시간 동안 강우강도가 큰 집중호우가 발생하여 도시홍수를 발생시키며 직접 또는 간접적으로 피해를 주고 있다. 특히 북한 지역은 강우관측소가 존재하지 않은 지역이 많아 수공구조물 설계에 필요한 설계수문량을 추정하기에 많은 어려움이 있다. 본 연구에서는 하향스케일링(down-scaling)을 이용하여 북한 지역의 24시간 이내의 확률강우량을 추정하고자 한다. 이를 위하여 미계측 유역인 화천댐 상류유역의 지역빈도해석과 군집분석을 수행하여 수문학적 동질성을 확보하였고, 한강유역을 4개의 동질지역으로 구분하였다. 스케일 성질은 동일한 분포형을 가정하므로 수문학적 동질성이 확보된 기준 지속기간의 자료로부터 임의이 지속기간에 대한 확률강우량 추정이 가능하다. 따라서 북한지역의 짧은 지속기간에 대한 확률 강우량 추정을 위하여 동일한 지역 내의 지역 스케일 지수와 스케일 인자를 이용하여 하향스케일링을 적용할 수 있으며, 단기 혹은 장기에 해당하는 지속기간에 대한 확률강우량을 추정할 수 있다.

A Study on the Difference of Rainfall Intensity According to the Omission of Short-Term (20, 30, 40, 50 Minutes) Rainfall Data in Inducing I-D-F Curves (I-D-F곡선 유도 시 짧은 지속기간(20분, 30분, 40분, 50분) 강우자료 누락에 따른 강우강도 차이 고찰)

  • I-D-F curves were induced by Box-Cox transformation using rainfall data from five major cities in Korea: Seoul, Busan, Daegu, Daejeon, and Gwangju, as well as from Sancheong (South Gyeongsang province) and Yeongcheon (North Gyeongsang province) stations. The practicality of the Box-Cox transformation is more scalable than the traditional method of frequency analysis in terms of applicability because it is available even if the analysis data are insufficient to perform general frequency analysis and do not produce an appropriate probability density function. For the case in which rainfall data for the entire period (10-1440 minutes) and short-term period (20, 30, 40, 50 minutes) at the foregoing 7 stations are omitted, there was a relative error of -23.0 % to 14.7 % at a duration of 10 to 60 minutes below the 100-year frequency. Accordingly, rainfall analysis requires inducing I-D-F curves, including for the short term (20, 30, 40, 50 minutes), and if rainfall data are omitted for the short term (20, 30, 40, 50 minutes), it is necessary to increase the existing margin rate depending on the point in order to ensure the safe design of small-scale hydraulic structures.

Comparison of Annual Maximum Rainfall Series and Annual Maximum Independent Rainfall Event Series (연최대치 계열과 연최대치 독립 호우사상 계열의 비교)

  • This study investigated the differences between annual maximum series and annual maximum independent rainfall event series with relatively short and long rainfall durations. Annual maximum independent rainfall events were selected by applying various IETDs and thresholds to the hourly rainfall data in Seoul for the duration from 1961 to 2010. Annual maximum independent rainfall event series decided were then compared with the conventional annual maximum series. Summarizing the results is as follows. First, the effect of IETD and threshold was not beyond the expected level. For example, as the IETD increases, the frequencies of independent rainfall events decreased similarly in their rate for both with short and long durations. However, as the threshold increases, the frequency of those with rather long durations decreased much higher. Second, The mean rainfall intensity of the independent rainfall events was found to remain constant regardless of their duration. This indicates that the annual maximum rainfall intensity could be found in a rainfall event with longer durations. Lastly, the difference between the annual maximum rainfall series and the annual maximum independent rainfall event series with rather short rainfall durations was found significantly large, which decreases with longer durations. This result indicates that the conventional data analysis method, especially for small basins with short concentration time, could lead an unrealistic design rainfall with little possibility of occurrence.

  • Interevent Time Definition(IETD) is essential in CSOs(Combined Sewer Overflows) tank design for the treatment of non-point source pollution. However, existent rainfall analysis can not calculate total amout of non-point source pollution. For deviding continuous rainfall events, therre are several IETD calculating methods. In this research, After calculate IETD by existents methods, problem of results is identified as existents method. To supplement these problems, new method using exponential decay function is suggested. The confidence range of ${\lambda}$ is estimated.
