Implementation of Responsive Web-based Vessel Auxiliary Equipment and Pipe Condition Diagnosis Monitoring System (반응형 웹 기반 선박 보조기기 및 배관 상태 진단 모니터링 시스템 구현)

  • The alarm monitoring technology applied to existing operating ships manages data items such as temperature and pressure with AMS (Alarm Monitoring System) and provides an alarm to the crew should these sensing data exceed the normal level range. In addition, the maintenance of existing ships follows the Planned Maintenance System (PMS). whereby the sensing data measured from the equipment is monitored and if it surpasses the set range, maintenance is performed through an alarm, or the corresponding part is replaced in advance after being used for a certain period of time regardless of whether the target device has a malfunction or not. To secure the reliability and operational safety of ship engine operation, it is necessary to enable advanced diagnosis and prediction based on real-time condition monitoring data. To do so, comprehensive measurement of actual ship data, creation of a database, and implementation of a condition diagnosis monitoring system for condition-based predictive maintenance of auxiliary equipment and piping must take place. Furthermore, the system should enable management of auxiliary equipment and piping status information based on a responsive web, and be optimized for screen and resolution so that it can be accessed and used by various mobile devices such as smartphones as well as for viewing on a PC on board. This update cost is low, and the management method is easy. In this paper, we propose CBM (Condition Based Management) technology, for autonomous ships. This core technology is used to identify abnormal phenomena through state diagnosis and monitoring of pumps and purifiers among ship auxiliary equipment, and seawater and steam pipes among pipes. It is intended to provide performance diagnosis and failure prediction of ship auxiliary equipment and piping for convergence analysis, and to support preventive maintenance decision-making.

Evaluation of Shielding Performance of 3D Printer Materials for High-energy Electron Radiation Therapy (고 에너지 전자선 치료를 위한 3D 프린터 물질의 차폐 성능평가)

  • To find a 3D printer material that can replace lead used as a shield for high-energy electron beam treatment, the shielding composites were simulated by using MCNP6 programs. The Percent Depth Dose (PDD), Flatness, and Symmetry of linear accelerators emitting high-energy electron beams were measured, and the linear accelerator was compared with MCNP6 after simulation, confirming that the source term between the actual measurement and simulation was consistent. By simulating the lead shield, the appropriate thickness of the lead shield capable of shielding 95% or more of the absorbed dose was selected. Based on the absorption dose data for lead shield with a thickness of 3 mm, the shielding performance was analyzed by simulating 1, 5, 10, and 15 mm thicknesses of ABS+W (10%), ABS+Bi (10%), and PLA+Fe (10%). Each prototype was manufactured with a 3D printer, measured and analyzed under the same conditions as in the simulation, and found that when ABS+W (10%) material was formed to have a thickness of at least 10mm, it had a shielding performance that could replace lead with a thickness of 3mm. The surface morphology and atomic composition of the ABS+W (10%) material were evaluated using a scanning electron microscope (SEM) and an energy dispersive X-ray spectrometer (EDS). From these results, it was confirmed that replacing the commercialized lead shield with ABS+W (10%) material not only produces a shielding effect such as lead, but also can be customized to patients using a 3D printer, which can be very useful for high-energy electron beam treatment.

A Comparative Study of Branching Ratio of 167Yb Radioactive Isotope from Gamma-ray Spectrum Produced by 169Tm(p,3n)167Yb Reaction with 100-MeV Proton Beam (100-MeV 양성자 빔을 이용하여 169Tm(p,3n)167Yb 반응에 의해 생성된 167Yb 방사성동위원소에서 방출되는 감마선 스펙트럼 비교 연구)

  • The measurement of branching ratio of 167Yb radioactive isotopes from gamma-ray spectrum of 169Tm(p,3n)167Yb reaction were performed by using a 100-MeV proton linear accelerator of the Korea Multi-purpose Accelerator Complex (KOMAC). The 167Yb isotope has a half-life of 17.5 minutes and decays to 169Tm. The gamma rays generated from the 167Yb isotope were measured using an HPGe detector gamma ray spectroscopy system. The energy calibration of the detector and the efficiency measurement of the detector were determined using a standard source. The gamma rays of known main energy (62.9, 106.2, 113.3, 143.5 and 176.3 keV) were measured. On the other hand, information about the intensity of the generated gamma rays is very inaccurate. Therefore, in this study, the decay strength of the main gamma rays was accurately measured. Overall, it was different from the previously known results, and in particular, it was found that the intensity of the main decay gamma ray, such as the 113.3 and 106.2 keV gamma ray, was overestimated, and it was found that the gamma ray, such as 62.9, 116.7 and 143.5 keV was underestimated. The present results are considered to be important information in the fields of nuclear fusion, astrophysics and nuclear physics in the future.

Method for Improving the Safety of the Bargemen (부선 승선 선두의 안전성 제고를 위한 제언)

  • More than half of barges have been surveyed and designated as an "unmanned barge". The main advantage of the unmanned barge is that it can carry more cargo equivalent to 25 percent of freeboard compared to that of a manned barge. In contrast, it needs an onboard crew barge because the bargeman is in charge of several tasks during sailing such as mooring or unmooring barges to or from a wharf, dropping and heaving up an anchor and turning on and of navigational lights and shapes. The instant recognition is that a tug assume the responsibility of operating a barge; however, different situations exist in which the shipper, as the operator of the barge, hires a tug. Although a tug might be a carrier of a barge under a specific contract, the master of the tug should fulfill his duty to complete its voyage. Most masters are not provided with the particulars of a barge and the information regarding the bargemen onboard, which is believed not to respect the master's authority and lead to an unintended violation of relevant laws. This paper presents three recommendations for resolving these issues: the policy approach for changing unmanned barges to manned barges, issuing a minimum safe manning certificate, and providing the master of tug information on the barge and the crew onboard. Thus, the proposed approach can be expected to improve the crew's working conditions, diminish the violation of the maximum number of persons onboard the barge, and ensure the authority of the master of tug through such recommendations.

Vehicle Detection and Ship Stability Calculation using Image Processing Technique (영상처리기법을 활용한 차량 검출 및 선박복원성 계산)

  • After the occurrence of several passenger ship accidents in Korea, various systems are being developed for passenger ship safety management. A total of 162 passenger ships operate along the coast of Korea, of which 105 (65 %) are car-ferries with open vehicle decks. The car-ferry has a navigation pattern that passes through 2 to 4 islands. Safety inspections at the departure point(home port) are carried out by the crew, the operation supervisor of the operation management office, and the maritime safety supervisor. In some cases, self-inspections are carried out for safety inspections at layovers. As with any system, there are institutional and practical limitations. To this end, this study was conducted to suggest a method of detecting a vehicle using image processing and linking it to the calculations for ship stability. For vehicle detection, a method using a difference image and one using machine learning were used. However, a limitation was observed in these methods that the vehicle could not be identified due to strong background lighting from the pier and the ship in the cases where the camera was backlit such as during sunset or at night. It appears necessary to secure sufficient image data and upgrade the program for stable image processing.

A Study on the Effect of Ratification of the Cape Town Agreement on Korean Deep-Sea Fishing Vessels (우리나라 원양어선의 케이프 타운 협정 비준 영향에 관한 연구)

  • Deep-sea fisheries in Korea play an essential role in supplying popular seafood and providing food security. Countries, as well as the IMO (International Maritime Organization), have attempted to establish an internationally harmonized safety standard for fishing vessels. However, starting with the adoption of 'The Torremolinos International Convention for the Safety of Fishing Vessel 1977', the '2012 Cape Town Agreement' was adopted, but the requirements for enforcement were not met. However, with the 2019 Torremolinos Declaration, the effect of the agreement became visible. Korea is also about to ratify the agreement, and deep-sea fishing vessels are subject to the agreement. The length of the hull or the gross tonnage can be selected as the criteria for applying the 2012 Cape Town Agreement, and this is also partially applied to the existing vessels. Analyzing 188 deep-sea fishing vessels registered as members of the Korea Overseas Fisheries Association to confirm the effect on the existing vessels showed that the application of gross tonnage had little impact on the ratification of the agreement. In addition, laws must be revised for the compulsorization of GMDSS facilities such as two-way VHF and radar transponders and for the safety familiarization of fishermen. In the industry, the facilities required by the agreement must be provided, and the fishermen must be familiarized with safety.

Study on Effective Operational Plan of Maritime Safety Enforcement Task : Focus on Vessel Safety Management (해양안전 집행업무의 효율적 운영방안 연구 -선박안전 관리를 중심으로-)

  • This study examines an effective operational plan of a maritime safety enforcement task that is distributed in the Ministry of Oceans and Fisheries and the Korea Coast Guard for maritime safety. Considering the sinking of the MV Sewol and Seohae vessels and the MV Hebei Spirit oil spill, normally marine safety accidents tend to not only damage human life, property, and marine environment but can also expand to disasters; therefore, precautionary measures are required. However, the Korean government takes superficial efforts in case of large-scale accidents. In case of the MV Sewol ferry, the government only focused on punishing the officials involved as a follow up and never mentioned any effective plan, such as "unification of maritime safety enforcement," in contrast to an advanced country. As a result, there are endless major and minor backward accidents. The probability of large-scale maritime accidents and backwardness accidents is increasing owing to vessels becoming large sized, high speed, and aged; sailors being unqualified; port traffic increase, development of marine leisure; and inefficiency dual marine safety systems. Therefore, based on the review of previous studies related to maritime safety, major advanced country's cases, and unified case of the vessel traffic service, this study suggests effective methods such as coastal vessel safety management, port state control and aid to navigation management, which are directly connected with maritime safety.

A Study on the Maritime Law According to the Occurrence of Marine Accidents of MASS(Maritime Autonomous Surface Ship) (자율운항선박의 해양사고 발생에 따른 해상법적 고찰)

  • Recently, with the rapid development of ICT(Information and Communication Technology) and AI(Artificial Intelligence) technology industries, the emergence of MASS(Maritime Autonomous Surface Ship), which were thought only in the distant future, is approaching a reality. Along with the development of these amazing technologies, changes in the private law sector, such as liability, compensation for damages, and maritime insurance, as well as in the public law sector, such as maritime safety, marine environment protection, and maintenance of maritime order, have become necessary in the field of maritime law. In particular, with the advent of a new type of ship called MASS that does not have a crew on board, the kind and type of liability, compensation for damages, and insurance contracts in the event of a marine accident will also change. In this paper, the general theory about concept, classification, effectiveness and future of MASS and the general theory about concept and various obligations and responsibilities under the maritime law for discussion of MASS are reviewed. Next, in addition, regarding the problems that may occur in the event of a marine accident from MASS, the status as a ship, the legal relationship of the chartering contract, obligation to exercise due diligence in making the vessel seaworthiness, subject of responsibility, and liability for damages and immunity are reviewed from the perspective of maritime law. In addition, in the degree four of MASS, the necessities of further research to clarify the attributable subjects and standards of responsibility in the event of a marine accident, as well as the necessities of institutional improvement such as technology development, enactment and amendment of law and funding are presented.

A Study on Forecasting Manpower Demand for Smart Shipping and Port Logistics (스마트 해운항만물류 인력 수요 예측에 관한 연구)

  • Trend analysis and time series analysis were conducted to predict the demand of manpower under the smartization of shipping and port logistics with transportation survey data of Statistic Korea during the period from 2000 to 2020 and Statistical Yearbook data of Korean Seafarers from 2004 to 2021. A linear regression model was adopted since the validity of the model was evaluated as the highest in forecasting manpower demand in the shipping and port logistics industry. As a result of forecasting the demand of manpower in autonomous ship, remote ship management, smart shipping business, smart port, smart warehouse, and port logistics service from 2021 to 2035, the demand for smart shipping and port logistics personnel was predicted to increase to 8,953 in 2023, 20,688 in 2030, and 26,557 in 2035. This study aimed to increase the predictability of manpower demand through objective estimation analysis, which has been rarely conducted in the smart shipping and port logistics industry. Finally, the result of this research may help establish future strategies for human resource development for professionals in smart shipping and port logistics by utilizing the demand forecasting model described in this paper.

Autonomous Ship's Remote Operation Situation Occurrence Probability Estimation Model based on Navigation Areas (운항 해역별 자율운항선박 원격운항 상황 발생 확률 추산 시뮬레이션 모델)

  • With the technological innovation owing to the 4th industrial revolution, the maritime transportation is rapidly being developed with autonomous ships and systems. Particularly, autonomous ships will partially replace the manned ships and navigation among them remotely upon the degree of autonomy suggested by IMO. Accordingly, the remote operator and related research have increased as well. However, the data on the minimum required manpower for remote operators are lacking such as considering engage required situations and their co-occurrence probability. Therefore, this study proposes a simulation model that calculates the number of remote engage required situations by defining restricted water area and remote engage required situation as close-quarter situations based on accumulated trajectory data of actual ships. The findings are expected to be used as background materials to establish the appropriate manpower distribution of remote operators in remote operation centers.
