An Analysis of Demand and Seating Capacity for Maritime Safety Training in Accordance with the Seafarers Act Revision (선원법 개정에 따른 선원안전교육 수요분석 및 수용능력에 관한 연구)

  • This study estimates the demands for safety training courses with reference to research on safety training records, seafarer statistics, target groups for safety training, expiry dates of existing safety courses, seafarer employment rates, the retirement age, etc. These results are compared with the seating capacity of the maritime training institute to analyze the anticipated increase in and convergence of demand can be accommodated. The average annual safety training needs for the next five years according to the Seafarers Act include approximately 10,444 people, and the proper annual seating capacity of the maritime training institute is approximately 7,280 people at present. Thus, in order to respond to an increasing demand for safety training, it is necessary to expand the capacity of the safety training facility.

A Study on Effective Operation Methods for Seafarer Safety Refresher Training Courses (선원안전(재)교육과정의 효율적 운영방안에 관한 고찰)

  • This study suggests improvements for the effective operation of refresher courses by reviewing the target groups for each refresher course, the contents of these courses, the estimated number of delegates for each refresher course and the operation methods of training institutes overseas. Approximately 37,000 people need to complete the maritime safety refresher courses every 5 years. For the convenience of seafarers, it is necessary to reduce the land training by activating and standardizing on-board training recognized by the STCW Convention and promote investment in the training sector to continuously improve the seafarer safety training. It is also necessary to examine ways to improve the difference between the curriculums of the domestic refresher courses and the one of the STCW Convention. In addition, investments in the development of safety training facilities and virtual reality training programs are required in order to provide an environment where seafarers can take safety refresher courses in a timely manner.

  • 선원의 다국적화가 이루어짐에 따라서 해기사들의 외국인 선원관리에 대한 리더십이 날로 중요시 되고 있다. 효과적인 리더와 리더십은 교육을 통해 양성되고 향상될 수 있다. 본 연구는 선원의 다국적화가 증가되고 있는 현실을 감안하여 해기사 양성 대학의 리더십 교육체계 정립을 위한 기초연구로서, 학생들이 실습시 경험한 자료를 토대로 설문 분석을 하였다. 향후 확대된 자료의 수집과 심층분석을 통해 지속적으로 심층 연구를 하고자 한다.

A Survey of Safety Consciousness relate to Casuality Occurrence of Seafares (선원들의 상해발생 관련 안전의식 실태 조사)

  • The purpose of this study is to investigate seafarers' attitude to casualty related safety onboard the ship. The subjects were 437 seafares' who took a safety education course in Korea Institute of Maritime and Fisheries Technology. This questionnaire was focused on finding the basic data for prevention of industrial accidents, and getting the public opinions and proposals of seafares'. The results obtained by this study are as follows : The average score of safety level for seafares' were 68.82. Current position, level of education, navigation area, classification of ships, ship size, ship age showed significant difference in statistics(p<0.01). Based on these results, this research pointed out the need to review the training manual, development of educational programs, improvement of facilities to improve safety education of ship, etc.

  • Seafarer sea survival training, such as basic safety refresher training and advanced safety refresher training, in accordance with the STCW Convention, is an indispensable program that can increase the crew survival rate during emergency situations at sea. It is important for crew members to carry out theoretical and practical training with various safety equipment in order to effectively train according to IMO model courses. Therefore, this study suggests the following measures to improve safety training facilities for seafarers by reviewing survival training requirements based on the IMO model course and comparing and analyzing related facilities based on operating cases from domestic and overseas training institutes. First, it is necessary to establish a training environment where seafarers can practice utilizing various, updated safety equipment such as marine evacuation equipment (slides, chutes, etc.). Second, it is necessary to construct an educational environment in which learners can directly or indirectly experience realistic emergency situations by installing marine environment simulation facilities with such equipment as a wave generator, rain fall device, wind generating device, etc. Third, it is also necessary to develop and expand customized training using virtual reality equipment in addition to experiential training, audiovisual training and simulation training.

인적요인 향상을 위한 IMO 선원교육지침 개발에 관한 연구

  • 국제해사기구(International Maritime Organization, IMO)에서 해양안전과 환경보호를 위해 국제규범들을 도입 및 시행 중에 있다. 그러나, 크고 작은 해양사고는 지속적으로 발생하고 있으며, 인명사상, 환경오염을 유발하는 심각한 선박사고는 꾸준히 발생하고 있다. 이에, 인적요인 역할 강화를 위해 IMO에서는 선원교육훈련 지침의 개발을 결정하였다. 본 연구에서는 동 지침의 개발을 위한 주요 고려사항들과 해양사고사례에 얻은 교훈의 효과적인 활용을 위해 IMO의 다양한 인적요인관련 국제지침들과 교육 요령 등을 분석하여, 적절한 교육기법 및 프레임워크를 제시하였다.

Development of VR-Based Safety Education Content for Sailors (VR 기반 선원 안전교육용 콘텐츠 개발)

  • Every year, many shipping companies provide seaman safety education programs periodically to reduce ocean-traffic accidents. However, undertaking the regular safety training for seaman has been difficult because of litimation of space and time. Recently, VR technolgy is received attentions to overcome previous problems. It can provide users educational interactions between a user and virtual environment and fulfill sustainable teaching. In this paper, VR-based safety education content for sailors has been developed, and it includes four programs. Also, survey was conducted with four questionnaires such as immersiveness, easy to experience, satisfaction of education contents, comparative evaluation between traditional education program and VR education contents. As the result, immersiveness questionnaire could be gain 53.83% positive assessment, and easy to experience could be gain 65.38% positive assessment, and satisfaction could be gain 69.23% positive assessment. Lastly, comparative evaluation between traditional education program and VR education contents could be gain about 46% positive and 34% neutral assessments.

A Study on the Marine Accidents' Prevention of Korean Fishing Vessel which Foreign Seafarers are on board (외국인선원 승선 한국어선의 해양사고 예방에 관한 고찰)

  • Foreign seafarers have embarked on the fishing vessels as industrial trainees since 1990s and the total number of foreign seafarers on merchant ships and fishing vessels marked 21,327 as of the end of 2013. Especially, in case of deep-sea fishing vessels and coastal/inshore fishing vessels, although the number of fishing vessels decreased, the number of foreign seafarers nearly doubled during recent 5 years. Looking at the marine accidents occurred to fishing vessels, after multinational seafarers are joining on board fishing vessels, difficulties in communication among seafarers has become a major issue. And the safety rules which could be understandable by foreign seafarers are not provided and the education and training for foreign seafarers are not properly conducted either. Consequently, the risk of marine accidents during fishing operation on fishing vessels has increased and emergency response under the captain's control was not effective enough to cope with such emergency situation. Several forced labour issues were also reported resulting from abusive words and assault committed by Korean seafarers. Therefore, This study aims first to review the cases of marine accidents on board fishing vessels which foreign seafarers are working and, the problems concerning employment and education for those foreign seafarers, and then to point out the necessity of conducting training on the safety rules and regular emergency drills for the foreign seafarers in order to prevent marine accidents.
