A Study on IT Network Policy Directions : Focusing on Network Neutrality versus Network Efficiency (IT Network 정책방향에 대한 연구 : 망(網) 중립성과 효율성을 중심으로)

  • The Internet succeeded because of the end-to-end principle which allowed anyone to add functionality to the network. However, as the internet is increasingly becoming the platform for smart IT applications such as VoIP, IPTV, Cloud Computing and Smart Phone, networks are now under increasing strain of traffic congestion and the absence of quality of service insurances. To date, the debate over internet rules has focused on network neutrality rather than network efficiency. This article emphasizes the well-functioning role of market mechanism for the efficient use and further development of the network. To maximize the value of the network, this article proposes a differential treatment to packets based on customer types, and a two-part tariff pricing rule to secure funding to expand and upgrade networks.

  • The fisheries industry is rapidly shifting from a traditional fishery to aquaculture paradigm and it faces various problems such as depletion of fishery resources and aging of fishing villages. We need the establishment of a fisheries big data platform that includes both the data of the central and surrounding industries of the fisheries industry for enhancement of establishment of a fisheries, 6th industrialization of fishing villages, establishment of related technical standards, and discovery of the new industries to overcome this. Data center agencies should collect, link, and pre-processing, and the platform organizer should create a water industry data virtuous circle through the establishment, operation, and data market of big data platforms to help overcome the current crisis, secure smart fisheries hegemony, and use it as a key to value transfer. Through this study, I would like to propose a policy and technical big data platform construction plan to successfully promote it.

  • The introduction, construction, and operation of the safety and health management system of specialized construction companies have a problem incurred in the cost of introducing and operating the safety system. In addition, it is difficult to establish a virtuous cycle system to build a safety system, obtain a certification, and settle in a harsh environment that does not have technical personnel in construction safety. The purpose of this paper is to investigate and review the literature related to the safety and health management system of the construction industry and to analyze various research trends such as the actual situation. Through this, it is to find ways to improve the safety and health management system level of specialized construction companies that want to build and obtain the safety and health management system of the construction industry and specialized construction companies that are carrying out the post-assessment and extension examination after obtaining the certification.

  • Creative economy has been characterized by ideas popularized commercialization. The commercialization of the idea is to develop a creative economy virtuous circle tool, entrepreneurship and start-ups for this serves as a key driver of the creative economy. Convergence, complex thinking and creative planning ability is always a lot from the 20s came a young man. So young age of entrepreneurship and entrepreneurship education, and is easily capable of founding a new culture is created by the right products and services they lead the more outstanding talent in the way of entrepreneurship creates even young and energetic national economy. Such a wide range of system implementation and curriculum development to complete the creative economy with ecology is also a very critical situation. The development of a systematic entrepreneurship curriculum that promote creative thinking and planning ability for creative convergence of economic times is a top priority. The present study considered that the early stages of convergence entrepreneurship program presents a convergence process of entrepreneurship education through a process-oriented research based on statistics.

Development of Sustainable Food Waste Management for Reducing Greenhouse Gases Emissions in Korea (국내 음식물쓰레기 온실가스 저감을 위한 선순환체계 구축)

  • In this study, we analyze the current state of domestic food waste (FW) recycling and propose a management plan for greenhouse gas (GHG) emissions. First, the composting potential of the GW demonstrates considerable promise. In particular, the GW (phytoplankton, periphyton, macrophyte, etc.) as a third-generation biomass shows strong performance as a functional additive that mitigates the disadvantages associated with composting FW and improves the quality of the final composted product. Alternatively, the final product (e.g., soil ameliorant) can be used to produce bio-filters that are effective pollutant buffers, with high applicability for green infrastructure. The proposed ecological approaches create new opportunities for FW as a resource for the reduction of GHG emissions, and are expected to contribute to the establishment of effective net-zero carbon systems in the future.

Exploring Ways to Operate a Semiconductor Boot Camp Program to Cultivate Practical Talent (실무형 인재 양성을 위한 반도체 부트캠프 프로그램 운영 방안 탐색)

  • This study attempted to present a strategy for operating a university Semiconductor Boot Camp in order to resolve the manpower shortage in semiconductor companies and establish a virtuous cycle of talent development and industrial growth. For this purpose, we conducted a survey and interview with 18 experts in the semi-apprenticeship field and analyzed them. As a result of the analysis, there was a high consensus on the need for boot camps to 'meet the needs of various companies' and 'cultivate talent capable of being deployed in the field', and opinions on the program's goal were 'to provide education to those expected to graduate and graduates majoring in science and engineering through education. The level of agreement was highest for 'strengthening practical capabilities' and 'cultivating professional talent with expert knowledge of each unit process'. The Semiconductor Boot Camp curriculum was found to be most suitable for conducting field practical projects after training in field experience, theory, and practice. This research is expected to be used as a basis for devising a strategy for effectively running the semiconductor field in university education.

On-Line music score recognition by DPmatching (DP매칭에 의한 On-Line 악보인식)

  • 컴퓨터의 기술적 발전은 사회 여러 분야에 막대한 영향을 끼쳤다. 그중 악보인식분야에도 커다란 영향을 주었다. 그러나, On-line 상에서 그린 악보를 실시간으로 정형화된 악보형태로 변환하는 처리에 대한 연구가 미흡하여 이에 대한 연구가 필요하다. 본 논문에서는 실시간으로 악보를 인식하고, 사용자의 편의를 도모하기 위해 DP(Dynamic Programming) 매칭 법을 이용한 On-Line 악보인식에 관한 방법을 제안하였다. 본 연구에서는 실시간으로 입력되는 악상기호를 인식하기 위해, 가장 유효한 정보인 악상 기호내의 방향, x, y 좌표를 이용하여 벡터형태로 추출한 후 음표와 비음 표(쉼표, 기타기호)의 두개의 그룹으로 나누어진 표준패턴과의 DP매칭을 통해 인식한다. 먼저 tablet을 통해 실시간으로 악상 기호를 입력할 때 생기는 x, y좌표를 이용하여, 펜의 움직임에 대한 16방향 부호화를 수행한다. 음표와 비 음표를 구분하기 위한 시간을 줄이고자 16방향 부호화를 적용하지 않고 사사분면부호화를 적용한다. 음표를 약식으로 그릴 경우 음표 머리에 해당하는 부분의 좌표는 삼사분면에 분포하고, 폐곡선의 음표일 경우에는 좌표가 사사분면에 고르게 나타난다. 폐곡선을 제외한 음표의 머리는 폐곡선과 같은 조건이면서 입력받은 y좌표 값들 중에서 최소 값과 최대 값을 구한 다음 2로 나눈 값을 지나는 y좌표의 개수가 임의의 임계값 이상이면 음표로 판단한다. 위 조건을 만족하지 않을 경우 비 음표로 취급한다. 음표와 비 음표를 결정한 다음, 입력패턴과 표준패턴과의 DP매칭을 통하여 벌점을 구한다. 그리고 경로탐색을 통해 벌점에 대한 각각의 합계를 구해 최소 값을 악상기호로 인식하였다. 실험결과, 표준패턴을 음표와 비음표의 두개의 그룹으로 나누어 인식함으로써 DP 매칭의 처리 속도를 개선시켰고, 국소적인 변형이 있는 패턴과 특징의 수가 다른 패턴의 경우에도 좋은 인식률을 얻었다.리되고 이원화된 코드체계와 데이터 형태의 이질화를 통일하는 방법으로 데이터웨어하우스 시스템을 제시하였다. 결국 병원에서 데이터웨어하우스 시스템의 구축은 임상, 연구, 교육의 유기적 순환관계를 정립하여 지식의 순환적 고리인 수집, 공유, 확산, 재창출을 지속적 유지할 수 있는 인프라를 구축해 준다. 반면 상이한 정보들간의 충돌과 이에 따른 해석의 오류로 잘못된 의사결정을 위한 정보를 제공할 수 있고 기초정보의 접근 및 추출의 유용성에 의해서 정보유출에 대한 문제가 한계점으로 나타났다.로세스 개선을 위해서 무엇을 정말로 필요로 하는지를 밝힘으로써, 한국 소프트웨어 산업의 현실적인 특수성을 고려한 소프트웨어 프로세스 평가와 개선 모델의 개발을 위한 기초적인 자료를 제공할 것으로 예상된다. 또한, 본 연구 결과는, 우리나라 소프트웨어 조직들이 실제로 무엇을 필요로 하는지를 밝힘으로써, 우리나라의 소프트웨어 산업을 육성하기 위한 실효성 있는 정책 입안을 위한 기초 자료를 제공할 것으로 예상된다.를 검증하려고 한다. 협력체계 확립, ${\circled}3$ 전문인력 확보 및 인력구성 조정, 그리고 ${\circled}4$ 방문보건사업의 강화 등이다., 대사(代謝)와 관계(關係)있음을 시사(示唆)해 주고 있다.ble nutrient (TDN) was highest in booting stage (59.7%); however no significant difference was found among other stages. The Web-Based Interface Design for University Students' Activity-Oriented Career Education (대학생의 활동중심 진로교육을 위한 웹기반 인터페이스 설계)

  • This study was designed to implement Activity-Orientated Career Education for college students, using the web-based interface. A draft web interface was designed by Rapid Prototyping and was thereafter taken to experts to review and determine the designs, in order to achieve the purpose of the study. Firstly, the sequence of activities of career education was run in accordance with the systematic order of Action Learning, in order to understand the overall design direction. Secondly, the design of the study may result in virtuous cycle-to-cycle. According to two major design directions, on the learning environment platform, the interface consisted of, knowing who I am; knowing who others think I am, knowing the job world; career decisions; career action plans; action planning; individual and co-evaluation; reflection; etc. These steps were designed to be implemented in accordance with strong interactivity of Wiki and Web 2.0 designs. This study was able to implement career education experiences centered around the activities of students at university, as well as experts, in order to increase the accessibility of Career Based Education on the web.

Government Support for Animation as Audiovisual Policy (방송영상 콘텐츠로서의 애니메이션 지원제도 연구)

  • The crisis in profit and funding for animation is in evidence around the world. The change in media environment has forced broadcasting advertising revenue down and animation viewers spread out. Now, animation players in the strongest position are either the US major studios, or producers benefiting from domestic support schemes. Government support is available in many countries because many governments believe that support for domestic animation carries both economic and cultural benefits. This paper is designed to suggest new policy schemes for Korean animation industry. The new paradigm of animation policy needs a new perspective on content industry as a whole, not centered on the animation itself. The researchers on public policy for culture, audiovisual and content industry argued that the government should, (i) play the role of facilitator for virtuous cycle of industry value chain, (ii) provide fiscal support through automatic and selective schemes, (iii) provide tax benefit to strengthen the competitiveness of industry, and (iv) enforce the broadcasters to contribute to domestic programming and financing. Comparative analysis on French and Canadian audiovisual policy supports such arguments, and animation industry of two countries are enjoying the high audience ratings and sustainable production volume. From the analysis, this paper suggests the new government schemes for Korean animation industry, which are, (i) securing the public funding for fiscal support, (ii) introduction of automatic production support, (iii) modification of broadcasting quota, (iv) broadcaster's performance envelope and production quota, and (v) tax benefit as indirect support.

A study on ecosystem model of the magazines for smart devices Focusing on the case of magazine business in foreign countries (스마트 디바이스 잡지 생태계 모델 연구 - 외국 잡지의 비즈니스 사례를 중심으로)

  • In the smart media environment, magazine industry has been experiencing a transition to ecosystem of value network, which includes high complexity and ambiguity. Using case study method, this article conducts research on digital convergence, the model of magazine ecosystem and adaptation strategy of global magazine companies. Research findings have it that the way of contents production of global magazines has been based on collaborative production system within communities, expert communities, creative users, media contents companies and magazine platform. The system shows different patterns and characteristics depending on magazine-driven platform, Platform-driven platform or user-driven platform. Collaboration system has been confirmed in various cases: Huffington Post and Zinio which collaborate with media contents companies, Amazon magazines and Bookish with magazine companies, Huffington Post and Wired with expert communities, and Flipboard with creative users and communities. Foreign magazine contents diverge into (paper, electronic, app and web magazine) as they start the lively trades of their contents on the magazine platform. In the area of contents uses, readers employ smart media technology effectively such as cloud computing, artificial intelligence and module individualization, making it possible for the virtuous cycle to remain in the relationship within communities, expert communities and creative users.
