A Study on Implementation of SVG for ENC Applications (전자해도 활용을 위한 SVG 변환 연구)

  • Electronic Navigational Charts(ENCs) are official nautical charts which are equivalent to paper charts with supplementary information. Although their main purpose is to be used for the safe navigation of ships, they also contain much information on coasts and seas which may be interesting to ordinary people. However, there is no easy way to access them because of their specialized data format, access method and visualization. This paper proposes m implementation of SVG for the access and services of ENCs. SVG(Scalable Vector Graphic) makes it possible to make use of Vector graphics for map services in basic internet browsing environment. Implementation of SVG for ENC applications by this research is free of special server side GIS mapping system and client side extra technology. The Implementation of SVG for ENC Applications can be summarized as follows: Firstly, SVG provides spatial information to possess searching engine to embody SVG map. Secondly SVG can provide high-quality vector map graphics and interactive facility without special Internet GIS system. It makes it possible to use services with very low cost. Thirdly, SVG information service targeting on maritime transportation can be used as template, so it can be used dynamically any other purpose such as traffic management and vessel monitoring. Many good characteristics of SVG in mapping at computer screen and reusability of SVG document provide new era of visualization of marine geographic information.

A Study on the Shapes of Twin Curvy Sail for Unmanned Sail Drone (무인세일드론의 트윈커브세일 형상에 관한 연구)

  • In Korea, the importance of marine activities is great, and automatic weather observation facilities are operating on land to investigate abnormal weather phenomena caused by industrialization; however, the number of facilities at sea is insufficient. Marine survey ships are operated to establish marine safety information, but there are many places where marine survey ships are difficult to access and operating costs are high. Therefore, a small, unmanned vessel capable of marine surveys must be developed. The sail has a significant impact on the sailing performance, so much research has been conducted. In this study, the camber effect, which is a design variable of the twin curvy sail known to have higher aerodynamic performance than existing airfoil shapes, was investigated. Flow analysis results for five cases with different camber sizes show that the lift coefficient is highest when the camber size is 9%. Curvy twin sails had the highest lift coefficient at an angle of attack of 23° because of the interaction of the port and starboard sails. The port sail had the highest lift coef icient at an angle of attack of 20°, and the starboard sail had the lowest lift coef icient at an angle of attack of 15°. In addition, the curvy twin sail had a higher lift coefficient than NACA 0018 at all angles of attack.

A Study on the Advancement Structure Model of Maritime Safety Information System(GICOMS) using FSM (FSM을 이용한 해양안전정보시스템의 고도화 구조모델 연구)

  • This paper is aims to build the advancement structural model of GICOMS through identification of required system and improvement for implementation of e-Navigation. We derived nine improvement subject for model of advanced GICOMS through the analysis of problems for GICOMS and brainstorming with expert in the maritime safety. And we analyzed the structure of nine improvement subject using by FSM(Fuzzy Structural Modeling) method, and proposed a structural model that to grasp the correlation between elements. As a result, we found out that "advancement of GICOMS" is the final goal, and "improvement a system of information production", "improvement a scheme of information providing", "linkage between GICOMS and VTS" and "building global networks for safety cooperation" are located lowest level. Especially, "advancement of GICOMS" is influenced by "advancement function of VMS" and "Activation of usage" on middle level. We suggested that utilizing state-of-the-art IT facilities, equipment and expertise to improve and enhance the user-centered transition such as maritime workers for advancement of GICOMS based on proposed structure model.

Sea Fog Level Estimation based on Maritime Digital Image for Protection of Aids to Navigation (항로표지 보호를 위한 디지털 영상기반 해무 강도 측정 알고리즘)

  • In line with future changes in the marine environment, Aids to Navigation has been used in various fields and their use is increasing. The term "Aids to Navigation" means an aid to navigation prescribed by Ordinance of the Ministry of Oceans and Fisheries which shows navigating ships the position and direction of the ships, position of obstacles, etc. through lights, shapes, colors, sound, radio waves, etc. Also now the use of Aids to Navigation is transforming into a means of identifying and recording the marine weather environment by mounting various sensors and cameras. However, Aids to Navigation are mainly lost due to collisions with ships, and in particular, safety accidents occur because of poor observation visibility due to sea fog. The inflow of sea fog poses risks to ports and sea transportation, and it is not easy to predict sea fog because of the large difference in the possibility of occurrence depending on time and region. In addition, it is difficult to manage individually due to the features of Aids to Navigation distributed throughout the sea. To solve this problem, this paper aims to identify the marine weather environment by estimating sea fog level approximately with images taken by cameras mounted on Aids to Navigation and to resolve safety accidents caused by weather. Instead of optical and temperature sensors that are difficult to install and expensive to measure sea fog level, sea fog level is measured through the use of general images of cameras mounted on Aids to Navigation. Furthermore, as a prior study for real-time sea fog level estimation in various seas, the sea fog level criteria are presented using the Haze Model and Dark Channel Prior. A specific threshold value is set in the image through Dark Channel Prior(DCP), and based on this, the number of pixels without sea fog is found in the entire image to estimate the sea fog level. Experimental results demonstrate the possibility of estimating the sea fog level using synthetic haze image dataset and real haze image dataset.

  • The conventional methods of container forecasting is done through regression methods based on GNP growth trends and by other forecasting methods proposed by several authors. However these efforts prove to be inadequate with visible weakness and a more reasonable approach need to be determined. The succeeding sections elaborate the methodology and approach adopted. The results are then compared through a case study involving the forecast figures derived by the Pusan Port Authority and the values obtained by MRCS model introduced in this paper.

A Study on a Method to Reduce Marine Pollution Accidents through Tugboat Grounding - Focusing on an Experiment of Indicating the Location of Stranded Accidents on GPS Plotters - (예인선 좌초에 의한 해양오염사고 감소방안에 관한 연구 - GPS 플로터에 좌초사고 위치표시 실험을 중점으로 -)

  • In the event of a marine pollution accident, Korea, which is bordered by the sea on three sides, would suffer tremendous damage. According to an analysis of marine pollution accidents in Korea, most pollutants were small fishing boats and tugboats. In particular, urgent safety measures are required due to the high incidence of marine pollution accidents caused by stranded tugboats. This study aims to decrease secondary marine pollution accidents by preparing measures to prevent accidents by stranded tugboats, the main source of pollution accidents. To this end an experiment was conducted to mark 63 locations where stranded accidents have occurred on the GPS plotters of 61 tugboats operating in Boryeong sea area. Its effectiveness was then investigated. The result showed that there was no stranded accident by the subject ship during the 20-month experiment period. As a result of survey of the captains, 36 out of 40 respondents (90%) stated that the experiment was significantly helpful in ensuring safe navigation, thus confirming its effectiveness. Various measures were proposed to prevent stranded accidents, including providing information to manufacturers and users by marking the location of grounded accidents on GPS plotters and posting the location information of unknown reefs on the official website of institution Korea Hydrographic and Oceanographic Agency.

Estimation of Maximum Outward Heel Angle During Turning of Pure Car and Truck Carriers (자동차운반선 선회 중 최대 횡경사각 추정에 관한 연구)

  • The height of large car and truck carriers from the keel to the wheel house is 44 ~ 46 m, and as the car-carriers increases in size, it exhibits the 'top heavy' characteristic, where the upper section is heavier than the lower section. This study aims to estimate the maximum outward heel angle of the Golden Ray car-carrier (G-ship) during turning maneuvers for accident investigation and the prevention of similar accidents. The theoretically calculated maximum outward heel is 7.5° (at 19 kn, rudder angle 35°) with a GM of +3.0 m or higher, and 16.7° with a GM of +1.85 m. Meanwhile the experimentally modified maximum outward heel is 10.5° (at 19 kn, rudder angle 35°) with a GM of +3.0 m or higher, and 23.3° with a GM of +1.85 m. The G-ship is maneuvered during an accident at a speed of 13 kn, at starboard rudder angle of 10° to 20°, it changes course from 038°(T) to 105°(T) based on the instructions of the on-board pilot. At this time, the maximum outward heel is estimated to be between 7.8° and 10.9° at the port side, which is 2.2 times higher than the normal outward heel. In the IS code, cargo ships are required to exhibit a minimum GoM of +0.15 m or more. The maneuvered G-ship exhibits a GoM of +1.72 m. It is not maneuvered because it fails to satisfy the international GoM criteria and because its GoM is insufficient to counteract the heeling moment during the maneuver. This study is performed based on accident-investigation results from the Korea Maritime Safety Tribunal and the USCG.

A Study on the Evaluation Indicators for the Establishment of Marine Fisheries Safety Education Facilities (해양수산안전 교육시설 설립을 위한 입지평가요인 도출에 관한 연구)

  • In this study, an expert survey was conducted using the Delphi technique to select items and indicators for evaluation before installing educational facilities in the marine fisheries safety field, in which the educational infrastructure gap between regions is wide. Seven indicators were selected as geographic, social, and administrative factors. In order to objectively evaluate each indicator, evaluation indicators that could be evaluated using public data such as the "Comprehensive National Balanced Development Information System" and "National Statistical Portal" were developed. The Analytic Hierarchy Process (AHP) method was applied to select the weight for each indicator, resulting in 10 most important influencing factors on the selection of the location of educational facilities of the Marine Fisheries Safety Education Facilities: the distribution of marine officers, access to high-speed railways, the number of small ships less than 5 tons, access to highways interchange, the distribution of fishing boats, the close relationship of related industries, the planned new port, the distribution of commercial ports, the number of marine leisure riders, and the availability of long-term land leases in local government councils. The location evaluation index of marine and fishery safety education facilities developed in this study can be used to evaluate each region using national public data, and has the advantage of enabling objective evaluation. Therefore, it is judged that this evaluation index can be used to verify the feasibility of installing marine fisheries safety education facilities as well as other marine-related facilities.
