제주 강정항 선박조종시뮬레이션 결과 분석 및 평가

  • 제주 강정항 대상선박인 15만톤급 초대형 크루즈선(Queen Mary 2)의 안전 입출항 여부를 판별하기 위하여 항로 중심선 교각을 30도로 변경 풍속을 최대 27노트까지 적용하여 선박조종시뮬레이션을 수행하였다. 시뮬레이션 분석 결과 남방파제 부두는 별다른 문제없이 초대형 크루즈선의 안전한 입출항이 가능하였다. 서방파제 부두는 풍속 20knots까지는 안전성이 확보 되었으나, 풍속 27노트 조건에서는 서측 돌제부두를 축소 조정하거나 가변식으로 변경할 경우 안전성이 더욱 향상되는 것으로 판별되었다. 또한 현행 1.5L 미만에서도 충분하게 180도 선회가 가능함이 검증되었고, 자력으로 안전하게 운항할 수 있는 풍속 범위는 20노트로 판별되었으나 비상사태에 신속하게 대응하고 안전성 향상 차원에서 상시 대마력 예선 2척을 운용할 필요가 있다.

Performance Assessment of Navigation Seakeeping for Coastal Liquified-Natural-Gas Bunkering Ship (연안선박용 LNG 벙커링 전용선박의 내항성능 평가에 대한 연구)

  • Through the Ministry of Trade, Industry, and Energy, South Korea is trying to support the "Building Project for Liquified Natural Gas (LNG) Bunkering Ship," centered on the Korea Gas Corporation, while the Ministry of Maritime Af airs and Fisheries is pushing to construct an LNG bunkering terminal at Busan New Port. LNG bunkering ships are essential for supplying LNG fuel from the terminal to the ships, resulting in the need for safety operation procedures. Therefore, in this study, the stability of a coastal LNG bunkering ship operating from Busan New Port to the anchorage in Busan Port was assessed to investigate the need for operational procedures for coastal LNG bunkering ships. Seakeeping analysis of the LNG bunkering ship was performed for each significant wave height by combining the response amplitude operator from the ship motion analysis under the potential flow theory with the actual observed sea data for five years and Texel, Marsen, and Arsloe (TMA) spectrum suitable for the Busan coast. The results showed that the roll and horizontal acceleration were the main risks that affected the navigation seakeeping performance above a significance wave height of 2 m. The operational periods of the LNG bunkering ship ranged from 83.3% to 99.9% of the total observation period.

Development of Stability Index for Vessel Operators Support System (선박 운항자 지원 시스템용 선박 복원성능 지수 개발)

  • All ships should ensure stability in accordance with IMO regulations. However, GM is only used to determine ship stability because it takes a lot of time to validate all regulations. This is a problem given that the safety of vessels cannot be guaranteed, potentially leading to accidents. There is a need for a more intuitive and comprehensive method of confirming the stability of ships. This study developed a stability index that expresses ship stability in one value. An index equation is defined based on the 6 stability criteria for ships prescribed by IMO and the result of calculating the ship stability of a model ship. A stability index has been derived for each loading condition by applying the index equation to the same ship. It can clearly be seen that this stability index appropriately explains the criteria. In other words, it is possible to assess ship stability with one value and confirm whether the ship stability satisfies IMO regulations. This index will help masters and officers more easily and accurately check ship stability.

  • 자율운항선박(MASS)의 원격제어기술은 원격지에서 MASS를 원격제어자에 의해서 제어하기 위한 기술이다. 2023년도 현재 원격제어시스템의 통합구성이 완료되었고, 하반기부터는 해상실험을 통한 시스템 검증작업을 진행할 예정이다. 이러한 시스템 검증 이후에는 원격제어 시 발생할 수 있는 다양한 문제에 적극 대응할 수 있는 위기관리 기술의 개발이 필요하다. 현재 식별된 위기는 통신 두절에 따른 제어 불능, 간헐적 통신 불능에 따른 데이터 손실, 대용량 데이터 전송에 따른 제어명령과 제어응답 사이의 지연에 의한 선박조종의 어려움, 원격제어자의 인적오류에 의한 예상하지 못한 해양사고발생 가능성 등이다. 본 연구의 목적은 4가지 주요 요소(선박, 통신, 제어시스템, 원격 제어자)로 구성된 원격제어 시스템에서 발생 가능한 다양한 위기를 적극 억제할 수 있는 기법개발을 고찰하여 향후 원격제어기술 연구에 적용하기 위한 것이다. 특히, 통신 두절로 인한 암흑시간(blind time) 동안 원격제어 불능을 해결할 수 있는 위기대응 방법, 과도한 데이터 전송지연에 따른 위험수준 평가와 가시화 방법 등을 논의한다. 본 연구는 자율운항선박의 원격제어를 안전하게 지속가능한 상태에서 운영할 수 있는 기법의 적용할 수 있을 것으로 기대된다.

  • 등부표는 선박이 운항할 때 경제적이고 안전한 항로를 선택할 수 있도록 유도하는 항행 원조 시설로 안전 항해에 매우 중요한 요소이다. 그러나 통항 선박의 추돌사고로 인하여 등부표의 파손 및 유실이 발생하고 있다. 따라서 본 연구에서는 해상교통평가모델을 활용하여 등부표 접촉사고 발생 위험성을 평가하고자 한다. 먼저 항만물동량이 높고, 항로에 등부표가 다수 설치된 부산항을 대상항만으로 선정하고, 부산항의 등부표 접촉사고 현황에 대하여 조사 분석했다. 그리고 부산항의 해상교통량을 기반으로 해상교통평가모델인 IWRAP, PARK Model을 활용하여 등부표 접촉사고 발생의 위험성을 평가했다. 추후에 다양한 해역의 접촉사고 위험성을 평가하고, 미래교통량을 추정 적용하여 등부표 신설 시 안전한 등부표 설치 해역 선정의 기초자료로 활용할 수 있을 것이다.

A Study on the Development of a Curriculum for Shore Remote Control Officer in Maritime Autonomous Surface Ship (MASS) (자율운항선박 육상원격제어사 교육과정 개발에 관한 연구)

  • As the fourth industrial revolution (Industry 4.0) evolves, studies on autonomous ships have been conducting in the shipping industry. Currently, two or three degrees of autonomous ships is in operation, and a shore remote control of icer (SRCO) monitors vessel operations and intervenes remotely where necessary in the service. However, as the curriculum for an SRCO has not been established internationally, the risk of an accident by an unqualified SRCO is increasing. In this study, specifies the curriculum required for SRCO that consists of suitable existing training and new training under remote control circumstances. This includes Non-technical skill training to enhance the effectiveness of an SRCO. This curriculum can be used for a new SRCO to evaluate training and competency specific safety standards, and to enable existing seafarers to become SRCOs through the necessary training.

해사안전 전문인력 양성 지원방안에 관한 연구 동향

  • 최근 자율운항선박, 무인선박 등 해사분야의 4차 산업혁명이 가속화되고 있으나 이에 대비한 해사안전분야 전문인력 양성체계는 없었다. 선장, 안전관리자, 선박소유자의 안전관련 책임 및 의무를 강화하고, 안전관리의 전문성 및 책임성 제고를 위해 선박안전관리사 자격제도가 신설되었다. 법률개정에 따라 안전관리자의 교육과정, 기존 안전관리자의 자격취득 교육 및 평가과정 등을 마련하기 위한 연구가 수행되고 있다. 이에 본 연구에서는 해사안전분야 전문인력 양성 지원을 위한 전문연구용역 진행 및 추진상황을 소개하였다.

  • This paper proposes the ship-handling simulator framework using web technology to solve the complexity and non-scalability problems of a common simulator system. We analyze the essential functions of the existing simulator system, and selects web technologies to replace them. Based on this framework, we implemented core technologies for server and client system, and integrated a prototype of a ship-handling simulator system that can be accessed from a web browser. The prototype has verified that the simulation service can be used by multiple users at the same time without being restricted by time and place through the evaluation test, and it is hoped that it can be applied to various simulation fields in the future.

  • Remote control is used for operating maritime autonomous surface ships. The operator controls the ship using control data generated by the remote control system. To ensure successful remote control, three principles must be followed: safety, reliability, and availability. To achieve this, the suitability of both the control data and operators for remote control must be established. Currently, there are no international regulations in place for evaluating remote control suitability through experiments on actual ships. Conducting such experiments is dangerous, costly, and time-consuming. The goal of this study is to develop a suitability evaluation method using the output values of control devices used in actual ship operation. The proposed method involves evaluating the suitability of data by analyzing the output values and evaluating the suitability of operators by examining their tracking of these output values. The experiment was conducted using a shore-based remote control system to operate the training ship 'Hannara' of Korea National Maritime and Ocean University. The experiment involved an iterative process of obtaining the operator's tracking value for the output value of the ship's control devices and transmitting and receiving tracking data between the ship and the shore. The evaluation results showed that the transmission and reception performance of control data was suitable for remote operation. However, the operator's tracking performance revealed a need for further education and training. Therefore, the proposed evaluation method can be applied to assess the suitability and analyze both the control data and the operator's compliance with the three principles of remote control.

  • This paper treats optimal route safety assessment system at seaway based on weather forecasting data through INMARSAT. Since early times, captain have been sailing to select the optimum route considering the weather, ship loading status condition and operational scheduling empirically. However, it is rare to find digitalized onboard route support system whereas weather facsimile or wave and swell chart are utilized for the officer, based on captain's experience. In this paper, optimal route safety assessment system which is composed of voyage efficiency and safety component is introduced. Optimum route minimized ETA(estimated time of arrival) and fuel consumption that shipping company. and captain are requiring to evaluate for efficient voyage considering speed loss and power increase based on wave added resistance of ship. In the view point of safety, seakeeping prediction is performed based on 3 dimensional panel method Basically, the weather forecast is assumed to be prepared previously in order to operate this system.
