Development of Vessel Communication System for Integrated Management and Inter-exchange of Maritime Data (해상 데이터 통합 관리 및 상호교환을 위한 선박 통신 시스템 개발)

  • In this study, for integrated management and inter-exchange of operational data generated by ships and land-side information on safe and business, a vessel communication system with modular functions was designed that applied high efficiency compression, least-cost algorithms and Inmarsat FBB connection automation system. Performance test at the KTsat Kumsan satellite earth station; system was found to delivered an average transfer speed of 7 kB/S, which was significant improvement from the existing commercial product's average speed of 5 kB/S. It also delivered twice the efficiency of the existing product in terms of compression rate and transfer of the most widely used office files in maritime businesses.

  • Outlier(이상치) 분석을 통한 등부표 선회안전반경 정보 제공에 관한 연구는 AIS 또는 RTU가 설치된 등부표에 대한 이탈 위험 인지, 항해안전 사고 예방 등 안전대책을 강화하기 위한 연구이다. 등부표는 조류, 바람 등 외력에 의해 이출거리가 발생하여 일정한 패턴으로 선회반경이 형성되나 외력으로 인하여 정상범위에서 벗어나 유실, 위치이동 등이 발생할 수 있고 이는 선박추돌 등 항해안전 사고로도 이어질 수 있다. 이러한 등부표 사고는 물적 피해비용과 이용자의 안전운항에 대한 심리적 부담감 또는 위험감수 등의 추가적인 행정소요 비용이 발생할 수 있다. Outlier(이상치)란 외력 등으로 인해 최대 이출거리 이내 정상범위에서 벗어나거나 존재할 수 없는 극단적인 위치 값으로써 21년도 등부표 위치 데이터를 일정 단위 방위별로 분석해 본 결과 Outlier(이상치)가 식별되었다. 따라서 등부표의 안전한 위치 상태를 시스템적으로 모니터링 하기 위해 Outlier(이상치) 분석을 통한 등부표 선회안전반경 정보 제공에 관한 연구를 하였다.

  • As around 100 hazardous substance loaded ships go in and come out of Yeo-su Port, Southern Coast, they cause and may probably cause small and large ship accidents in coming alongside the pier every year, so this study would research into a safety management system in case of ships coming alongside the pier.

  • The International Maritime Organization (IMO) adopted the Circular 101 (MSC / Circ. 1604) as an interim guidelines for MASS trials at the 101st Maritime Safety Committee. This guideline will be used as a guideline for the sea trials of Maritime Autonomous Surface Ships(MASS) in the future and will be used by government authorities and stake-holders to secure infrastructure for MASS safety, environmental protection and remote operation. The purpose of this study is to analyze the Interim Guidelines for MASS Trials adopted by IMO and to clearly classify the responsibilities and obligations of governments of stake-holders, and to present the main points of risk management necessary for maritime test operation from the perspective of human factors.

  • Vessel traffic service(VTS) centers are equipped with RADAR, AIS(Automatic Identification System), weather sensors, and VHF(Very High Frequency). VTS operators use this equipment to observe the movement of ships operating in the VTS area and provide information. The VTS data generated by these various devices is highly valuable for analyzing maritime traffic situation. However, owing to a lack of compatibility between system manufacturers or policy issues, they are often not systematically managed. Therefore, we developed the VTS Bigdata Platform that could efficiently collect, store, and manage control data collected by the VTS, and this paper describes its design and implementation. A microservice architecture was applied to secure operational stability that was one of the important issues in the development of the platform. In addition, the performance of the platform could be improved by dualizing the storage for real-time navigation information. The implemented system was tested using real maritime data to check its performance, identify additional improvements, and consider its feasibility in a real VTS environment.

  • 선석배정문제는 항만운영 및 관리의 첫단계이며, 각 항만의 지리적, 자연적 특성에 따라 매우 독특하면서 복잡한 성향을 띠고 있다. 특히, 인천항은 그 지리적 특성상 갑문이라는 특수한 시스템과 많은 종류의 화물을 취급하기 때문에 만성적인 체선·체화 현상을 보이고 있으며 많은 물류비의 상승 등 경쟁력을 상실하고 있는 실정이다. 본 연구에서는 인천항의 갑문이용과 선석의 배정문제에 있어서 실제 인천항을 운영하는 전문가 집단의 지식을 규칙화하고, 실제자료를 토대로 갑문의 영향을 분석하여 보다 효율적으로 운영할 수 있는 시스템과 예기치 못한 상황에 대한 대처를 원활히 할 수 있는 선석운영 의사결정지원시스템을 구축하였다. 특히 본 연구에서는 기존 연구에서 고려하지 못한 갑문을 중심으로 교차제한사항과 선석운영의 효율을 높일 수 있는 이안을 예상한 입항선박을 고려하였으며, 더 나아가 사용자로 하여금 쉽고 빠르게 선석을 운용할 수 있도록 개선된 그래픽 사용자 인터페이스(Graphic user Interface)를 갖는 대화식 접근법(User interactive approach)체제의 실시간 선석운영 의사결정지원시스템을 개발하였다.

항로표지를 이용한 한국형 e-Navigation 발전 전략

  • 최근 해양 분야에서는 해상과 육상의 다양한 데이터를 통합, 활용하여 해상에서의 선박의 안전 운항, 해양 환경 및 자원의 보호 등의 활동에 필요한 정보를 적시에 제공하는 정보 서비스 체계로 e-Navigation에 대한 관심이 높아지고 있다. 국제해사기구(IMO)를 비롯한 해양 분야 국제기구 등은 e-Navigation을 위한 정책, 표준, 관련 기술 및 시스템 개발 등 e-Navigation을 주도하기 위한 많은 노력을 기울이고 있다. UN산하 해사안전 분야 전문기구인 국제해사기구(IMO)는 인적과실에 의한 해양사고를 줄이기 위해 2006년 e-Navigation 도입을 결정, 2018년부터 시행하기 위해 국제협약 제 개정 등을 추진하고 있다. 해양수산부는 국제해상안전 규제동향에 선제적으로 대응함으로써 해양안전을 강화하는 한편, 관련 분야 신산업 육성과 일자리 창출 등을 목표로 하는 "한국형 e-Navigation 대응전략"을 발표하였다. 항로표지는 해상에서의 안전한 활동을 지원하는 필수 시설로써 e-Navigation 시스템의 중요한 운영자원으로 활용될 예정이며 이에 국내에서도 e-Navigation 시스템 운영을 위한 항로표지시설에 대한 기술 개발이 절실한 실정이다. 이러한 항로표지를 이용한 한국형 e-Navigation 운영을 위한 발전 방안에 대하여 기술하였다.

Conceptual Design of a Portal System for International Shipping's Greenhouse Gas Monitoring, Reporting, and Verification (MRV 규제 대응을 위한 국제해운 에너지 효율 포탈 시스템 개념 설계)

  • In this paper, a portal system compatible with MRV regulation was designed to monitoring, reporting and verifying $CO_2$ emission and fuel consumption data from an international ship. A portal system supports monitoring and reporting task of international shipping companies and calculates national greenhouse gas inventory. EU MRV law, MRV discussions of IMO, responses of international shipping companies to ship energy efficiency and greenhouse gas regulation, and greenhouse gas statistics on international shipping were analyzed to drive portal system requirements. For ship energy efficiency and $CO_2$ emitted monitoring, a data collection module was designed based on on-board equipment, energy efficiency measuring device and navigation report. Data transfer module with easy management and minimized usage to transfer ship data to shore was designed. A portal system was designed to convert the collected data into the standard reporting format, perform monitoring, statical analysis, verification and auto report generation, and support national greenhouse gas inventory.

A Study on the Designation of MIPO Emergency Ancho (미포항 비상정박지 지정에 관한 연구)

  • In the port of Ulsan with the area of harbor limit of $83km^2$, 25,432 vessels have been entering annually and only 35 vessels can anchor simultaneously at the anchorage. The area of harbor limit of Ulsan constitutes just 65 percent compared to $127.5km^2$ which is an average of main ports in Korea. In this regard, the port of Ulsan needs to expand the area of anchorages inevitably for enhancing the efficiency of port operation. To select the best anchorage area in Mipo harbor with the introduction of a concept of emergency anchorage, this study analyzed the safety of navigation and anchorage, and safety management, etc. in the prospected anchorage on the basis of the marine traffic survey observing traffic density. Furthermore, after drawing preliminary and final schemes through gathering the opinions from maritime users, safety management organizations and academic experts group, the best arrangement of emergency anchorage has been selected through the conference of interested parties. Then, the final scheme was also verified through figuring out the marine traffic system and carrying out the ship handling simulation.

Analysis of the Legal Blind Sectors of the Large-Scale Offshore Wind Farms of Korea and Proposal to Improve Safety Management (대규모 해상풍력발전단지의 안전관리를 위한 법적 사각지대 분석 및 개선 제안)

  • A variety of decarbonized energy sources are being developed globally to realize carbon neutrality (Net Zero) by 2050 as a measure to address the global climate crisis. As the Korean government has also established a Renewable Energy 3020 policy and promoted energy development plans using solar or wind power, large-scale offshore development projects not present before in coastal waters, such as offshore wind farms, are being promoted. From ships' point of view, offshore facilities present obstacles to safe navigation, and with the installation of marine facilities, ship collisions or contact accidents between ships and marine facilities may occur in the narrowed water areas. In addition, there are concerns about environmental pollution and human casualties caused by marine accidents. Accordingly, we review overseas and domestic offshore wind farm development plans, analyze whether institutional devices are in place to ensure the safe passage of ships in wind farm areas, and study the safe operation of large-scale offshore wind farms and safe passage of ships along the Korean coast by comparing overseas legislative cases with domestic laws and presenting a proposal to illuminate the legal blind sectors.
