A Study on the IMO Regulations regarding GHG Emission from Ships and its Implementation (선박기인 온실가스 배출에 대한 IMO의 규제와 이행방향)

  • Traditionally, UNCLOS stipulates that States have the obligation and responsibility to protect and preserve the marine environment and exercise their rights in Principle of Non-Discrimination with respect to foreign ships visiting to port states. UNFCCC and Kyoto protocol established Common but Differentiated Responsibility as the basis which is established on the historic responsibility. The principle in which IMO is presently developing the regulations of Green House Gas emitted from ships is contradict with the principle of UNFCCC regime. In this paper, the development and the principle of UNFCCC and Kyoto protocol is surveyed and it provides the tendency of the IMO activities regarding GHG emission from ships. Also, through consideration of the problems and restrictions drawn from comparison between two principles, the conclusion suggests the fundamental theory and implementation means in order to carry out the purpose of IMO regulations in accordance with the principles of UNCLOS and IMO Convention.

  • 전 세계 국제무역거래의 80%가 해상운송으로 이루어지고 있음에 따라, 연 6%로 세계 컨테이너 물동량의 증가가 전망됨에 따라 선박기인 온실가스의 증가에 대한 관심과 규제가 강화되고 있다. 즉 IMO 제62차 해양환경보호위원회에서 선박기인 온실가스 규제방안으로 EEDI와 SEEMP를 도입, 현재 발효 중에 있으며, 각 국의 항만당국 또한 대기오염 등의 환경규제 정책의 일환으로 그린 또는 에코포트 정책을 수립하여 이행 중에 있다. 이러한 해운환경의 변화로 인하여 해운선사는 글로벌 경쟁력 강화와 환경규제에 대응하기 위하여, 선박의 대형화를 통한 규모의 경제 실현은 물론, 급등하는 유가와 환경규제에 대비하여 고 에너지효율 및 저탄소 선박에 대한 수요가 늘어나고 있다. 이에 일본, 싱가폴, 노르웨이 등 EU 국가 등의 해운 선진국들은 1990년대 후반부터 친환경 선박의 개발에 대한 국가적 프로젝트를 체계적으로 이행해 오고 있으며, 이를 통한 친환경 선박기술의 확보와 친환경 선박시장의 점유율을 높이고 있는 추세이다. 따라서 본 논문은 선진 해운국가들이 수행중인 친환경 선박개발의 현황에 대한 벤치마킹을 통하여 상대적으로 뒤쳐져 있는 우리나라 친환경 선박개발 방안을 위한 여러 정책적 제안을 하고자 한다.

A Optimization of the ORC for Ship's Power Generation System (해수 온도차를 이용한 선박의 ORC 발전 시스템 최적화)

  • In this study, for the purpose of reduction of $CO_2$ gas emission and to increase recovery of waste heat from ships, the ORC (Organic Rankine Cycle) is investigated and offered for the conversion of temperature heat to electricity from waste heat energy from ships. Simulation was performed with waste heat from the exhaust gasse which is relatively high temperature and cooling sea water which is relatively low temperature from ships. Various fluid is used for simulation of the ORC system with variable temperature and flow condition and efficiency of system and output power is compared. Finally, 2,400kW output power is obtained by system optimization of the preheater and reheater utilizing waste heat form sea water cooling system.

지속가능한 울산항 개발 및 운영정책에 관한 연구: AHP를 이용한 Green Port Policy개발

  • 국제무역지수의 증가로 인한 해상운송 및 항만개발수요의 증가는 국제해사기구(IMO)를 중심으로 선박기인 대기오염, 특히 온실가스 배출규제의 강화를 초래하였다. 이러한 국제환경규제에 대응하고 선박 및 항만기인 환경오염 저감을 통한 자국민의 후생증진을 위하여 미국과 유럽을 중심으로 Green Port 정책의 시행이 점점 확대되고 있는 추세이다. 이에 따라 우리나라도 2010년 녹색성장기본법을 재정하고 국가 Green Port 구축 종합계획을 수립하여 각 항만별 그린포트 구축계획의 수립 및 이행을 촉구하고 있는 실정이다. 따라서 본 연구의 목적은 동북아시아 오일허브 항만을 지향하는 울산항의 지속가능한 친환경 항만운영을 위한 울산항의 Green Port 정책방안의 수립에 있다. 이를 위해 울산항의 친환경 항만정책의 현황 및 문제점을 살펴보고, 해외 해양선진국의 그린포트구축 사례분석과 전문가 자문 및 설문조사를 통하여 울산항 그린포트 구축방안을 도출하였다. 그리고 도출된 방안에 대하여 전문가 AHP 설문조사 및 분석을 통해 울산항에 도입해야 할 그린포트 구축방안에 대한 우선순위를 도출하였다. 마지막으로 울산항의 특성에 맞는 지속적인 그린포트 정책의 시행을 위한 여려 정책대안을 제시하였다.

A Study on the Reduction of $CO_2$ Emissions and Operating Costs of the Ship in Port by Shore Electric Power (육상전력 사용에 따른 정박중인 선박의 $CO_2$ 배출 및 운항비용 절감에 관한 연구)

  • Recently, nations around the world are putting various efforts in many aspects to decrease greenhouse gases and international cooperation is urgently required. As part of these efforts, the shipping industry is working towords establishing "green parts" that reduce the carbon content of the greenhouse gases emitted in ports and can also decrease the operating costs. This study has tried to look for how to supply shore power instead of suppling ship's own generated power as a basic researches for reduction of carbon emissions and construction of "green parts" system. And in this paper, the training ship 'SAENURI' of Mokpo Maritime University under actual operation was selected to investigate for environmental and expense effects. The results of this study showed that $CO_2$ emissions Mere reduced 34% and operating costs Mere reduced approximately 31% in case of using the shore paper.

  • In this study, many researches have been carried out against Energy Efficiency Operational Indicator(EEOI) of existing ships under discussion by IMO. This research is examined the method for the polices about IMO's greenhouse gas reducing emissions among them, we were analyzed the EEOI for existing ships. we have analyzed the result about applying EEOI using the calculation method of the rate of fuel consumption for cargo quantities to the actual existing ships and raised the problem. Based on this research, we were presented the improved EEOI about the engine load using fuel consumption and applied the existing ships. As a result, we concluded that the improved EEOI can define a resonable rate of $CO_2$ emissions.

  • The International Maritime Organization has conducted SEEMP for reducing $CO_2$ emission from ships. The study was carried out by comparing the real application of three shipping companies with IMO guideline about SEEMP on the same category. This paper suggests a method to improve implementation of SEEMP more efficiently through a grasp of the problem from its real application. Improvements are error correction of Company EEOI, unification of EEOI data acquisition period, compliance of measurements for fuel-efficient operation, suggestion of $CO_2$ mass conversion factors for various fuel and EEOI goal setting through formal standards of the International Maritime Organization.

Study on establishing Green Port Policy in Korea to meet Ports' Characteristics: Development of Ulsan Green Port Policy by using AHP (우리나라 항만특성에 맞는 그린포트정책 수립에 관한 연구 - AHP를 이용한 울산항 그린포트 정책 우선순위 개발)

  • The increasing demand of maritime transportation and port development especially due to increased international trade resulted in a strengthening of regulating the greenhouse gas emissions mainly from ships by International Maritime Organization (IMO). Responding to these international environmental regulation and enforcement, the United States and the European seaports have expanded their Green Port Policy, which can promote the public welfare by reducing pollution caused by ships and ports. Accordingly, in 2010, Korean government enacted "The Framework Act on Low Carbon, Green Growth" and had pushed for all Korean ports to establish and implement their own green port policies. Therefore, the objective of this study is to establish the Green Port Policy Plan for sustainable and environmental friendly operations and developments of Ulsan port, which plans to be the oil hub port of Northeast Asia. To this end, we studied the current status of the environmental policy issues in Ulsan Port and international-&-domestic case studies on establishment of green port policy. With these studies, Ulsan green policy alternatives were identified that through the experts advice, and then were prioritized by adopting AHP survey analysis. As the result of this study, it was notified that LED lights replacement and AMP establishment as the hardware policy and the port environmental management department as the software policy were equally important policy options for the implementation of sustainable Ulsan Green Port Policy to meet port's characteristics.

Modeling and Simulation of Small and Medium-sized Ships for Fuel Reduction Rate Verification (연료 감소율 검증을 위한 중소형 선박의 모델링 및 시뮬레이션)

  • The International Maritime Organization (IMO) has set a goal of reducing ship's carbon dioxide emissions by 70% and greenhouse gas emissions by 50% by 2050 compared to 2008. Shipowners and shipyards are promoting various R&D activities such as LNG propulsion, ammonia propulsion, electric propulsion, CO2 capture, and shaft generators as a way to satisfy this problem. The dual shaft generator has the advantage that it can be directly applied to an existing ship through remodeling. In this paper, the total fuel reduction rate that can be obtained by applying the shaft generator to the existing ship was verified through simulation. For this purpose, the size of the medium-sized ship was defined, and the governor, diesel engine, propeller, torque switch, generator for shaft generator, propulsion motor for shaft generator, and ship model were modeled and simulated.
