The purpose of this study is to derive design factors to provide inclusive information without encouraging the division of region and ideology, and to present the prospects of election result infographics design through evaluation and interpretation of the based design factors. First, the methods and results of the study identify the characteristics of infographics design through theoretical considerations to confirm the importance of visualizing data, and the case study of infographics design as the main flow is cathogram-style design using various forms of digital interaction. Second, the 21 st National Assembly election of Korea resulted in the response to infographics design and evaluated and analyzed the suitability of design factors through surveys and expert interview for five designs selected (suitable for purpose, convenient, aesthetic, easy of understanding, and public concern). In conclusion, it is predicted that the election results infographics design will evolve to offset regional and ideological division by providing inclusive information tailored to consumer needs by providing different types of infographics designs that meet basic objectives and functions.

The March 2022 presidential election held at the peak of the COVID-19 pandemic drew flak for undermining the principle of universal suffrage by failing to guarantee properly the voting rights of confirmed and quarantined persons. Guaranteeing their voting rights requires thinking about e-voting that can fundamentally overcome the temporal and spatial limitations of current paper voting polling stations. The question is how to deal with the increased possibility of contradicting or violating the principles of equality and direct and secret suffrage due to the expansion of universal suffrage. In order to obtain implications for this, we looked at the case of Estonia, which has been holding 11 national elections without any problems since the introduction of e-voting in 2005. Estonia was successfully building trust in the system, government, and society through the institutionalization and routinization of the overall socio-technical system of e-voting, along with political and constitutional agreements on the principles of elections. Therefore, we should not only consider the possibility of e-voting in terms of technological development and level but also discuss the establishment of trust by mediating conflicts between election principles from a normative point of view to reach a social consensus.

지난 6월 2일에는 전국동시지방선거가 있었다. 새롭게 구성되는 지방자치단체가 어떠한 도서관 정책을 추진할 것인지는 도서관계의 큰 관심사가 아닐 수 없다. 이와 관련하여'포럼 문화와 도서관'은 선거일 즈음하여 도서관 관련 공약을 조사 분석하여 그 내용을 발표한 바 있다. 이에 <<도서관문화>> 편집팀은'포럼 문화와 도서관'에 이번 선거 공약의 조사 분석 결과와 그 활용 측면에 대해 서면인터뷰를 진행하였다.

We compared and analyzed the relationship between vote intention, vote expectation, and party approval rate using the 19th Presidential Election and the 7th Nationwide Simultaneous Local Election (Regional Local Government Election) poll data. The case study provides an alternative method of predicting the winner using vote expectation and a party approval rate that can improve the accuracy of election forecasting.

We calculated the predictive interval for the number of seats belonging to major political parties in the case of the 2004 General Election of Korea, using Bayesian frame of inference. Moreover, we proposed the adjustment procedure for correcting the minor group's propensity of refusal or nonresponse due to effect of the spiral of silence.

본 논문은 마그네틱 센서 기반의 오브젝트 추적 기술을 이용한 혼합현실 선거 방송 시스템을 제안한다. 마커 기반의 증강현실 기술은 방송환경에서는 강한 조명으로 인하여 마커의 특징점 추출의 간섭 및 소실로 추적이 끊기는 문제가 있다. 특히, 선거방송와 같은 생방송 중에 그래픽이 튀거나 사라지는 것은 방송 사고와 다름없다. 따라서, 우리는 조명이나 가림의 영향 없이 추적 성능을 강인하게 하기 위해서, 무선의 마그네틱 센서를 내장한 별도로 제작한 투표함 모형을 추적하도록 하였다. 본 논문에서는 마그네틱 센서를 내장한 실물 투표함을 실시간으로 추적하게 하고, 그 정보를 증강현실 방송 시스템과 통합한 시스템 구성 및 그것을 이용한 증강현실 선거 방송 어플리케이션을 보여준다. 그 결과, 연기자가 선거정보그래픽과 연동하는 투표함을 자유롭고 직관적으로 움직일 수 있었으며, 자연스러운 증강현실 합성 결과를 얻을 수 있었다.

선거를 전자적으로 구성하기 위해서는 비밀성(privacy), 선거권(eligibility) 등과 함께 전체검증(universal verifiability)과 매표방지(receipt-freeness) 속성을 반드시 제공해야 한다. 지금까지 제안된 전자선거 기법은 매표방지와 전체검증을 제공하기 위해 도청 불가능한 채널이라는 물리적인 가정 하에 이루어지거나 하드웨어 장치를 이용하더라도 장치에 대한 신뢰가 가정되었다. 본 논문에서는 믹스 서버나 랜덤마이저의 역할을 스마트카드와 같은 안전한 하드웨어 장치가 하므로 물리적 가정 없이 효율적으로 구현한다. 제안한 시스템은 표를 섞는 과정에서 permutation matrix를 사용하여 증명하므로 증명의 회수가 적고 간단하여 효율적이다. 또한, 지금까지 제안된 대부분의 선거 기법은 ElGamal 암호시스템의 준동형 특성을 이용하여 모든 표를 결합한 다음 해독하여 집계를 계산하는데 이는 이산대수 문제를 효율적으로 해결할 수 있어야 가능했다. 이 논문에서는 ElGamal 암호시스템과 다차잉여 기반 암호알고리즘인 Naccacne 암호알고리즘을 결합하여 표를 인코딩 함으로써 유권자의 수가 많은 선거에 대해서도 다항 시간 내에 집계가 가능하다.

지난 6.13 지방선거에 총 10명의 인쇄인이 당선됐다. 총 24명이 의회 진출을 시도한 가운데 광역의원 선거에선 6명이 도전해 3명이 당선됐으며, 기초의원선거에선 총 18명이 나서서 7명이 당선의 기쁨을 누렸다. 시, 도의원 당선자는 인천 중구 제1선거구의 안병배(진문사인쇄소.45세), 충남 연기군 제1선거구 유환준(일신인쇄사.56세), 전북 무주군 무주제1선거구 윤완병(현대인쇄광고.46세) 의원등 이다. 구, 시, 군의원 당선자는 서울 도봉구 창제5동 목충균(세로와상사.62세), 서울 송파구 거여제1동 장경선(이레문화사.61세), 부산 중구 중앙동 영주1동 김만택(한일인쇄.58세), 부산 동래구 사직제1동 강신두(영남종합인쇄.48세), 대구 북구 침산3동 김형구(경원인쇄소.60세), 충남 보령 대천1동 임대식(명문당인쇄소.52세), 경북 경주시 동천동 김병태(경주인쇄소.44세) 의원 등이다. 새로이 의회에 발을 들여놓은 이들은 이구동성으로 인쇄업 경영이 선거에서 크나큰 도움이 됐다고 말했다. 당선자 모두는 인쇄업을 직접 경영한 경우였으며, 후보자 가운데는 광역의회와 기초의회 각각 1명씩 2명의 인쇄 현장 근로자들도 있었으나 탈락의 고배를 마셨다. 6.13 지방선거에 출마해 당선돼 인쇄업의 위상을 한층 드높인 대표 당선자 인터뷰와 10명 당선자들의 인적 사항을 정리했다.

The 2018 midterm elections were considered a referendum for Trump Presidency, especially because Latino community has been feeling that the anti-immigration, anti-Latino policies of Trump administration are harmful to the community. News Media and pundits predicted the boost of the Latino turnout and its positive effects on Democratic candidates at all levels. The purpose of this paper is to provide an overview of Latino demographics and Latino public opinion and to analyze the election results with exit poll data and actual aggregate data. The data analysis shows that, compared to 2014 midterm elections, Latino turnout and the support for Democratic candidates actually increased in most counties and precincts, which is more salient in the areas with heavy Latino concentration.

본 연구는 최근의 사회조사와 선거자료를 이용하여 한국사회의 지역주의의 특징을 살펴보고자 한다. 첫째, 최근의 선거결과에 보이는 지역주의적 투표는 지역간 사회적 거리를 잘 보여주고 있다. 둘째, 이러한 사회적 거리는 '편견과 차별'의 형태로 다양한 일상생활에서 존재하고 있다. 많은 사람들은 이러한 편견을 믿고 있으며, 편견에 의한 지역적 차별을 경험하고 있다. 특히 이러한 경험은 특정지역(호남)과 관련되어 있다. 셋째, 이러한 정치적 측면(지역주의적 투표)과 사회적 측면(지역간 편견)을 선거제도와 연결하여 살펴봄으로써, 앞으로 한국사회의 정치제도의 변화에 대한 전망을 할 수 있다. 연구의 잠재적인 가정은 선거에 있어서 지역적인 투표가 무조건 '나쁜' 것만은 아니라는 것이다. 한국 정치에서 나타나는 지도자나 이데올로기의 편향은 많은 사람들로 하여금 투표나 선거에서 출신지를 중요한 요소로 삼게 하였다. 이러한 요소는 쉽게 사라지지는 않을 것이며, 앞으로 선거제도의 변화에 중요한 역할을 할 것이다. 이러한 예측은 세 가지 중요한 요소에 근거하고 있다. 첫째, 유권자들의 지역주의에 대한 믿음과 예측은 쉽게 사라지지 않을 것이다. 둘째, 정치지도자들은 지역주의를 선거와 관련한 자신의 이익을 위해서 최대한 이용할 것이다. 셋째, 지역주의에 근거한 유권자들의 성향은 최근 선거와 투표에서 더욱 강화되고 있다. 정치엘리트들이 지역적인 기반을 중심으로 결합하려는 경향이 강해지고 있다. 이러한 경향은 이들 정치엘리트 사이의 내각중심제에 대한 선호도와 지역당의 출현 가능성을 증가시킬 것이다.도 설치행위의 처분성과 관련하여 횡단보도의 설치행위와 같은 일반적인 명령을 항고소송의 대상으로 할 필요성이 존재한다면 이른바 독일에서의 일반처분이라는 개념을 무리하게 받아들여 이를 행정행위의 한 유형으로 한다거나 우리 판례와 같이 "직접적이고 구체적인 법적 효과"를 미치는 명령이라는 명확치 않은 기준에 의하여 처분성을 인정하기보다는 일반적인 명령과 개별적인 행정행위를 구분하고 명령에 대하여도 취소소송의 대상으로 삼도록 하는 보다 명확하고 일관성 있는 논의전개를 제안하였다.수 있었다.로 첨가하여 48시간 배양한 후 암항원 유전자 발현성을 측정한 결과 세포주에 따라 다소 차이는 있으나 대개 0.2 uM농도에서도 유전자 발현이 유도되었으며 1, 5 uM농도에서 매우 강하게 유도되었다. ADC 처리가 페암세포주의 MHC와 B7 발현을 증가시키는가를 알아보기 위해 1 uM 농도의 ADC를 72시간 처치한 후 FACS 분석을 실시한 결과 4개의 페암세포주에서 MHC 및 B7분자의 발현은 유도되지 않았다. 또 ADC농도가 세포성장에 미치는 영향을 알아보기 위하여 ADC를 0.2, 1, 5 uM농도로 96시간 처치 후 세포수를 측정하여 상대성장지수를 알아본 결과 ADC 처치 농도가 증가함에 따라 세포의 성장은 매우 감소하였다. 결론: 폐암세포주에서 ADC처치는 MAGE, GAGE 및 NY-ESO-1과 같은 세포독성 T 림프구 반응을 유도할 수 있는 암항원의 발현을 증가시킬 수 있으며, ADC의 세포독성과 항원 발현 유발시간을 분석할 때 1 uM 농도에서 48시간 처치한 후 ADC가 없는 배지에서
