연구기획 단계부터 사업화에 대한 고려를 위해서 기존의 연구 성과에 대한 조사 분석을 포함하는 해당 연구 주제에 대하여 기술동향, 시장분석, 정책 등 다양한 정보를 종합적이고 전략적으로 활용할 수 있는 정보 서비스 환경에 대한 필요가 급증하고 있으며, 국가연구 생산성 제고를 위해 후속심화 연구를 위한 연구 성과의 효율적인 공유 및 재사용을 지원하는 표준화 기반의 정보공유인프라 구축 및 운영이 필요하다. 이를 위해 국가R&D정보와 NDSL 정보를 연계하고, 이를 활용하여 연구자의 R&D활동관련 문제해결을 지원하는 서비스 체계를 구축할 필요가 있다. 이를 위해, NDSL-NTIS 연계 및 융 복합 서비스를 개발하고 이를 뒷받침하기 위해 연계체계 구축, 분석기반 개선, 개념기반 체계 구축, 연계활용을 지원하는 메타데이터 관리기능 개선을 수행하는 것을 목표로 국가R&D정보 네비게이션 서비스를 개발하였다.

많은 국가에서 중소기업의 기술혁신을 지원하기 위해서 다양한 직 간접적 지원 프로그램을 기획하고 운영한다. 이 연구는 R&D 투자 효율성을 제고하기 위한 간접 지원의 대표적인 사례 중에서 지식서비스, 특히 그중에서도 R&D 기획, 기술가치평가, 정보 지원 사업에 주목했다. 이 연구에서는 지식서비스의 일환으로 공공과 민간에서 다양하게 제공되고 있는 3가지 지원 사업을 대상으로 R&D 중소기업 중에서 수요 집단의 특징을 프로파일링 했다. 이런 프로파일링을 통해 기업의 해당 지식서비스 지원 적합성을 진단할 수 있는 계량적인 방법을 제안하고 나아가 이를 통한 처방 방법을 논의한다. 구체적인 연구 방법으로는 데이터 마이닝을 통한 분석 방법으로 수요 집단을 프로파일링 했으며, 전통적인 통계 방법인 판별분석 방법을 활용해서 구체적인 지식서비스 적합성 진단 모형을 제시했다. 본 연구에서는 특정 지식서비스 수요에 대한 중소기업의 특징을 프로파일링하기 위해서 설문정보를 활용했으며, 모형의 적정성을 검증하기 위해서 새로운 설문을 활용하는 등 총 6,600 기업에 대한 대규모 설문을 활용했다는데도 차별적 의의가 있다. 본 연구의 결과는 대규모 데이터를 바탕으로 한 중소기업에 대한 지식서비스 또는 R&D 진단과 처방 서비스를 제시해 중소기업과 정부 R&D 투자 효율성을 개선시키는데 기여할 것으로 기대된다.

본 논문에서는 SOA(Service Oriented Architecture) 기반으로 국가 R&D 정보의 종합 조회 기능을 제공하는 국가 R&D 정보시스템(RnDIS: R&D Information System)을 설계 및 구현하였다. 물리적으로 분산되고 각각 별도의 DB를 구성하여 활용하는 이질적인 4개의 응용시스템의 기능을 효과적으로 연계 및 활용하기 위해 유연하며 확장이 용이한 SOA를 채택하였다. 서비스의 식별, 정의, 분석 등의 개발을 위해 CBD 방법론을 확장한 새로운 서비스 개발방법론을 정의 및 활용하였으며, RnDIS를 위해 4개의 어플리케이션 서비스와 4개의 비즈니스 프로세스 서비스를 정의 및 설계하였다. 어플리케이션 서비스는 기존의 자바코드로부터 WSDL(Web Service Description Language)을 생성하는 래핑(wrapping) 방식을 사용하여 구현하였며, 비즈니스 프로세스 서비스는 BPEL(Business Process Execution Language) 엔진을 이용하여 어플리케이션 서비스를 조합하는 방식을 이용하여 구현하였다. RnDIS는 NTIS(National Science and Technology Information System) 공식 홈페이지(http://www.ntis.go.kr)의 종합검색 메뉴로 시범서비스 되고 있으며, 향후 서비스 대상 데이터의 확장과 기능 추가를 통해 정식 서비스를 오픈 할 예정이다.

Reference linking based on a identification system is being widely used both domestically and overseas. National R&D information contains all information related to the R&D programs such as the output and equipment information resulting from the participant and project information. The reference linking service enables the user to freely look up output of a certain program, participant of a project, equipment information from the project or participant and all other information that originates from a R&D project without having to search for it. The reference linking service in the area of national R&D will enable the linking of heterogeneous information produced at different sources.

In this study, to verify the effectiveness of the persona-type consumer analysis data service, a study was conducted focusing on the consumer analysis service use case of www.ethno-mining.com. The case was targeted at the 'Small Business Design Difficulty Resolving Support Project' of the Gangwon Institute of Design Promotion. The progress of this study was to develop a questionnaire to measure the user satisfaction and effectiveness of the service, study the consumer analysis data of the persona method of the www.ethno-mining.com system, study related theories, compare similar services, and conduct questionnaires; The results were analyzed and tested. In the result of testing the participants in the 'Small Business Design Difficulty Resolving Support Project' of the Gangwon Design Promotion Institute, the persona-style consumer analysis data got a positive response in terms of user satisfaction, and a regression that measures the effectiveness of the service on the company's R&D In the analysis, it was found that there are practical effects for companies by reducing time, reducing costs, smooth communication between developers, securing expertise in consumer analysis, and improving the overall quality of R&D during R&D.

최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.

국가R&D정보는 R&D과제, 참여인력, 성과, 장비정보등으로 구성되며, 특히 R&D과제의 참여인력정보를 기반으로 한 의미기반서비스를 위해서는 인력 온톨로지의 모델링이 중요하다. 온톨로지 모델링을 어떻게 하느냐에 따라서 구현 가능한 의미기반서비스의 범위가 달라지며, 구성하는 데이터에 대한 이해도와 서비스 종류에 따라 모델링을 다르게 할 수 있다. 국가R&D인력정보기반 의미기반서비스는 인력정보의 현황과 특성에 대한 이해를 통해 연구자들이 협력대상 연구자와 평가위원 후보를 쉽고 효율적으로 탐색 활용할 수 있는 정보이용환경을 제공하는 것을 목표로 한다. 본 논문에서는 보다 지능화된 의미기반 추론서비스 제공을 위한 국가 R&D 인력정보의 온톨로지 모델링 및 활용 사례를 제시하고자 한다.

R&D Strategic Planning plays a crucial role in determining success or failure of R&D. However, current automatic services for supporting the purpose merely provide fragmentary quantitative/qualitative analytics, and force domain experts to carry out further manual analysis by themselves. Thus, this study aims at automatically supporting R&D strategic planning with efficiency and effectiveness. To achieve the goal, we design major services in the viewpoint of the relationship between technology and R&D actor, which are essential elements in R&D. 'Trends and Predictions', 'Technology Levels', 'Relationship Paths', 'Roadmaps', and 'Competitors and Collaborators' services were designed and implemented on about 15 millions papers and patents. Future works will include the support of higher level in the hierarchy of strategic intelligence.

With advancement in information technologies and a better mobile environment, the paradigm of service is shifting again from web portals to networked-applications based on individual application programs. Furthermore, as more investment is being made in R&D, the efforts to enhance R&D productivity are becoming important. In this paper, we designed a personalized service model for developing a tool to assist researchers in their R&D activities. To do this, we first compared services and tools in terms of information activities of researchers in R&D. In addition, we also analyzed changes of information environment such as open expansion of information and data, enhancement of personal information protection, popularization of social networking service, very big contents, advances in web platform technology in terms of personalization, and defined some directions of developing a personalized service. Subsequently we designed a personalized service model of research support tool in the views of functions, contents, operation, and defined personalized design goals and principles for implementing it as standard, participation, and open.
