The study aims to evaluate the outcomes of the Centers for Independent Living(CILs) demonstration program and to recommend future directions for CILs in 2006. The framework for the evaluation is a logic model, which facilitates outcome-based performance measurement. The measures associated with the logic model include input, activity, output, and outcomes. The data were collected by interviewing the executive directors of 10 CILs and conducting telephone survey with 231 consumers with disabilities. The study found that 69% consumers acquired new knowledge and skills for independent living. The study also revealed that 87% consumers experienced the positive changes in their lives and 83% consumers were satisfied with the services of the Centers. After using the services, consumers reported significant increases in self-confidence, and in the number and the level of involvement in the activities. In addition, the study found that the employment status of the consumers was improved, and the number of persons who were living in institutions was decreased. The study supports the advancement of policy to institutionalize Centers for Independent Living, and points to the importance of developing the capacity of the Association of Centers for Independent Living to ensure high quality services. In addition, it is suggested that the development of a manual for these services is necessary, and that services should be provided across disabilities and throughout the country, especially in rural areas.

If we followed to be based on the result of survey for researching on the actual condition about e-Learning of the MOE(2004), the critical problem has been suggested managing the quality of teaching and learning materials(37.68%(1775/4717)). If we also reviewed the research of the KICE(2002), the superior material's rate of 70,000 teaching and learning materials of the web site, the educational organization, and teachers was 8.7%. There was some suggestions about the quality problem of the teaching and learning material, but there wasn't the alternative policy: there wasn't the systemic program for managing the message quality of teaching and learning materials. The purpose of this study was to develop the alternative system for managing the message quality of teaching and learning materials. The alternative system of this study's result will be the basic to build the system for managing the message quality of teaching and learning materials. I expect that my system will be the useful tool for managing the message quality of teaching and learning materials.

최근 클라우드 컴퓨팅에 대한 관심이 고조됨에 따라, 이를 활용한 데이터베이스 아웃소싱(Outsourcing)에 대한 연구가 활발히 진행되고 있다. 그러나 아웃소싱 된 데이터베이스는 사용자 개인 정보, 증권, 또는 의료 정보 등 민감한 정보를 포함하기 때문에 서비스 제공자로부터 수행한 질의 결과 데이터가 데이터 소유자로부터 생성된 데이터이며, 정확한 질의 결과를 포함하는지 확인하기 위한 질의 결과 무결성 검증 기법의 필요성이 대두되었다. 기존 질의 결과 무결성 검증 기법은 질의 결과에 포함되는 무결성 검증 데이터의 크기가 증가하여 검증 데이터 전송 오버헤드 증가 및 데이터 노출 위험 증가 문제를 지닌다. 따라서, 본 논문에서는 데이터 보호를 지원하는 암호화 데이터 기반 질의 결과 무결성 검증 기법을 제안한다. 제안하는 질의 결과 무결성 검증 기법은 암호화된 데이터 그룹을 주기 함수를 이용하여 재분할하고, 최종 데이터 그룹 id를 힐버트 커브를 통해 변환한다. 따라서, 검증 데이터 오버헤드를 감소시켜 효율적인 질의 처리를 지원하며, 그룹 id 변경을 통해 검증 데이터 유출 위험을 방지한다. 성능평가를 통해, 제안하는 기법이 기존 기법에 비해 질의 처리 시간 측면에서 평균 2배, 검증 데이터 오버헤드 측면에서 최대 20배의 성능을 개선함을 보인다.

Due to the recent advancement of cloud computing, the research on database outsourcing has been actively done. Moreover, the number of users who utilize Location-based Services(LBS) has been increasing with the development in w ireless communication technology and mobile devices. Therefore, LBS providers attempt to outsource their spatial database to service provider, in order to reduce costs for data storage and management. However, because unauthorized access to sensitive data is possible in spatial database outsourcing, it is necessary to study on the preservation of a user's privacy. Thus, we, in this paper, propose a spatial data encryption scheme to produce outsourced database from an original database. We also propose a k-Nearest Neighbor(k-NN) query processing algorithm that efficiently performs k-NN by using the outsourced database. Finally, we show from performance analysis that our algorithm outperforms the existing one.

음성인식시험은 다양한 사용자의 음성을 입력으로 음성인식을 수행하고 그 결과를 이용하여 시스팀의 성능을 평가하거나, 음성의 특징을 파악하기 위한 중요한 기능으로 음성인식 서비스의 질을 향상시키기 위한 필수적인 요소이다. 본 논문에서 제시하는 음성인식 자동시험장치는 음성인식의 결과를 DTMF 신호로 처리하도록 하여 사람의 개입 없이 빠르고 정확한 결과를 통해 인식율, 인식속도 등 인식기술과 관련된 중요한 정보를 얻을 수 있도록 하였다. 본 논문에서는 한국통신의 기업체 음성다이얼서비스의 음성인식시험을 중심으로 음성인식 자동시험장치의 구성 및 기능에 대해서 설명한다.

최근 우리 사회는 유비쿼터스 컴퓨팅 기술의 발전과 지자체별 u-City 건설 붐에 힘입어 도시민의 삶의 질 개선과, 도시관리 기능의 효율화를 위한 차세대 서비스 사업이 활발히 전개되고 있다. 반면 유비쿼터스 사회에서의 기술 수명주기의 단축과 시장의 급변은 사업 전개에 있어 커다란 부담으로 작용하고 있어 사업 계획 단계에서부터 사업의 타당성에 대한 충분한 고려가 필요하다. 본 논문은 과거의 전통적인 Business로부터 u-Business로의 진화과정을 살펴보고 기술의 발전과 가치의 변화에 따른 u-Business의 성공요인과 u-City 사업의 특징 분석을 바탕으로 u-City 사업 계획 단계에서 적용 가능한 u-City Business Model의 사업타당성 평가지표를 도출하고자 한다.

With the development of information and communication technology, the Internet is more important in the social and economic influence rapidly, and it is no different in the field of health care. As health information on the Internet increasing, the availabilities of health information from the Internet becomes more important with health care professionals and information specialists. the quality of health information on the Internet are continually being presented without any guarantee or judge on the quality. It is needed to provide the right to use of qualified health information through Internet. HONCODE has been established and managed by HON (Health On the Net) Foundation. In this paper, Web sites of thyroid cancer Information are evaluated using HONCODE. They provide domestic medical information on the Internet. Through this, more accuracy and evaluated information could be provided on the Internet about the thyroid cancer.

Recently, the interests of mobile GIS technology is increasing with the spread of wireless network, the improvement of mobile device's performances, and the growth of demands about mobile services. Providing services in a wireless environment with existing wired-based GIS solutions have many limitations such as slow communication, processing rates and screen size. In this paper, we propose a cache algorithm on client side to solve the above problems. The proposed algorithm demonstrates the performance improvement over known studies by utilizing unit time and spatial proximity. In addition, this paper conducts a performance evaluation to measure the improvement in algorithm efficiency and analyzes the results of the performance evaluation. When spatial data queries are conducted, according to our performance evaluation, hit rate has been improved over the existing algorithms.

기후변화로 인한 다양한 문제는 전 세계적인 사항이며, 그 중 물과 관련한 사항은 가장 큰 문제로 주시되고 있다. 물 관련 인프라와 산업이 미비한 국가에서는 다양한 방법을 통해 자국의 물 공급 등 수자원 문제를 해결하려 하고 있으며, 이는 국내에서 물 산업의 해외진출 기회로 작용하고 있다. 본 연구에서는 해외 수자원 인프라 구축으로 인한 실제적인 효과성을 분석하고자 스리랑카 Galle 광역시 상수도 사업을 대상으로 하여 다양한 효과적 측면 중 사회적 측면인 지역주민의 삶의 질 향상, 경제 활성 기여, 성 인지도 제고, 지속가능성 제고에 대해 평가하였다. 지역주민의 삶의 질 향상은 현지의 통계자료 분석, 관계자 면담 등을 통해 취수시간 감소 및 깨끗한 물 공급 달성과 수인성 질병 감소를 조사하였으며, 경제 활성화 기여는 관련 문헌조사와 주민을 대상으로 한 설문조사를 통하여 그 여부를 파악하였다. 성 인지도 제고는 관계자 면담 및 설문조사를 수행하여 여성가사노동 감소 및 여성의 경제활동 참여 증가정도 및 기여도를 분석하였다. 지속가능성 제고는 관련 정책 개선여부에 대하여 조사 및 분석을 수행하였다. 분석 결과 깨끗한 물 공급이 사업 착수 전보다 원활해 졌으며, 수인성 질병 중 하나인 이질 환자가 감소되어 삶의 질이 향상되었다고 사료된다. 또한 상수도 사업을 통한 기간시설의 용수공급이 원활해지고 용수부족 해소 및 관광산업 등 서비스산업 활성화를 촉진시킴으로서 경제 활성화에 기여했다고 판단할 수 있다. 성인지도 제고에 대한 분석은 원활한 물 공급으로 인하여 여성의 물 관련 가사노동 감소에 기여하였으나 여성의 사회참여 기여에 많은 영향을 미치지는 못한 것으로 사료된다. 마지막으로 상수도시설 확충으로 인하여 용수보급률이 증가하고 이에 따라 관련제도를 개선하여 담당 기관의 재무건전성을 제고시킴으로서 지속가능성을 향상시켰다고 할 수 있다. 스리랑카 Galle 광역시 상수도사업의 이러한 성공적인 결과는 해당 국가의 개발정책과 높은 의지와 인구가 밀집되어있고 인구에 비해 급수보급률이 낮은 지역, 관광서비스 산업 밀집지역이 사업대상지로 선정된 요소가 작용하였다고 할 수 있다. 본 연구 결과를 통해 추후 해외 수자원 사업 진출 시 해당국가의 개발정책의지와 대상지역의 현황, 사업으로 인한 다양한 영향력을 고려한다면 성공적인 사업을 수행할 수 있을 것이다.
