Korean government had used public 'credit guarantee schemes' (CGS) as a counter-cyclical measure. However, it is still controversial about the effectiveness of policy financing on the SMEs. Criticism on policy financing involves the argument that supporting enterprises hampers competition and innovation of SMEs by increasing their dependence on the government and delays the exit of marginal firms. In this paper, we investigate how to effectively build up the rationale of running public CGSs. At the same time, we propose the ways to coexist of public credit guarantee and market-based private finance system for SMEs. First, CGS, as a counter-cyclical function, must coexist with the private financial system by compensating the market failure caused by pro-cyclical behavior of the private financial market. Second, CGS has the comparative advantages, compared to both the interest rate policy of the central bank and fiscal policy of the government. The credit guarantee is the symptomatic treatment that could revitalize the economy shortly by providing liquidity. Also, knowing that CGS is provided based on the leverage ratio defined by outstanding guarantee divided by capital fund, public 'credit guarantee' (CG) has an advantage that is free from the risk of government deficit. Third, the reason for existence of the CGS should be founded in supporting services for SMEs, available only in a public sector that is difficult to expect from private banks. In this regard, it is desirable to strengthen the publicness of credit guarantee over the support for start-ups, growing companies, the improvement of productivity, increase of exports, a long-term investment in facilities, the employment-creating businesses, and innovative enterprises.
This study is to explore experience on the inter-organizational linkages for vocational rehabilitation of people with psychiatric disabilities and to find out predictors affecting the linkages. This study used triangulation a way as to combine the advantages of both the qualitative and the quantitative approach. The qualitative approach is based on grounded theory by Strauss & Cobin. The quantitative research used the samples of 122 organizations, and was analyzed by multiple regression & logistic regression. The results are as follows. First, as results of in-depth interview, interviewees perceived linkage experience as 'turning the eyes on the other organization in community', namely 'the pursue of collaboration'. This concept is classified four types: initiative, cooperative, authoritative and passive type. Second, according to Tobin(1986)'s five phase of the closeness of inter-organizational linkages, our linkages were found to be in third phase, "coordination". Finally, predictors of the attempt of having linkages & linkage strengthening were analyzed by logistic regression & multiple regression. 'The experience of professional training on people with psychiatric disabilities' and 'the resource dependency' have statistically significant relation with the attempt to have linkages. 'The length of current service', 'the experience of professional training on people with psychiatric disabilities', and 'recognition about other organizational activities' are significantly related to strengthening linkage. Based on the results of this study, alternatives for promoting inter-organization linkages for vocational rehabilitation of people with psychiatric disabilities were proposed.
The purpose of this study is to identify and empirically study the factors that significantly influence amount and types of Informal caregiving to severely disabled elderly who have functional limitations. For this research, a set of caregivers living with the severely elderly were surveyed. Among collected data, data for 211 caregivers were used for this study. The results suggest that a variety of factors determine informal caregivers do systematically determine their allocation of time to the provision of elderly care. The results of four OLS regressions using data surveyed are as follows. First, The hypothesized role of income is supported in model 1 of the four regression models. Second, the technological components of informal care production significantly influences caregiving hours include the number of ADLs and IADLS needs help, the number of caregivers in the team, the utilization of formal services. Third, any component of production technology of household goods do not significantly influence caregiving hours. Fourth, the components of preferences significantly influence caregiving hours include caregiver's participation in market work, willingness money to pay market-purchased care for the elderly.
Social care service has grown much with the introduction of Long-Term Care Insurance, but it remains difficult to answer in the affirmative to the question: are we providing sufficiently good care? This study has its purpose in figuring out what conditions are necessary to realize good care in our society. The study has used focus group interview (FGI) as a way to acquire realistic knowledge on the conditions that create good care and its deterring factors. The focus group interview, which targeted long-term care workers and facility heads, was conducted three times from January through March 2014, with each session taking about 3 hours. The analysis showed that the components of good care were mutual understanding and recognition through active interaction, making a good relationship based on mutual trust and respect, professionalism of care worker with flexible judgment that provides customized services, professionalism of center manager with appropriate intermediation, and the tripartite partnership among family, elderly, and care worker. Meanwhile, the deterring factors of good care were identified as devaluation of care labor, ambiguous job description and abuse, unprofessionalism of care worker and manager, inappropriate interference and indifference of family, and the structural constraints on long-term care environment.
The primary goal of this study was to investigate factors affecting job satisfaction of injured workers who returned to work. There are two types of injured workers' returning to work returning to pre-injury job and getting a new job. After separating the two types of workers we conducted the multiple regression analysis on the data from the Workers'Compensation Insurance Panel of the Korea Workers' Compensation and Welfare Service Corporation(2014). The sample consisted of 1,333 occupationally injured workers who were finished with medical treatment(693 workers returned to previous work place, and 640 workers found new work places). Main results are as follows. First, injured workers who got new jobs were vulnerable to sustainability to job, work status, average monthly wage as well as job satisfaction compared with injured workers who returned to pre-injury job. Second, gender, educational level, skill fitness, average monthly wage, welfare benefits, family income/leisure life/residential environment/social relation satisfaction, and maintenance of relation with business owner during medical care were related to job satisfaction of injured workers who returned to pre-injury job. Third, gender, work status, skill fitness, continuous work possibility, average monthly wage, family income/leisure life/social relation satisfaction, substitute worker for assigned task during medical care and maintenance of relation with business owner during medical care affected on job satisfaction of injured workers who got new jobs. Based on these findings implications for policy and interventions were discussed in regards to job satisfaction of injured workers.
「Security Services Industry Act」made in 1976 for the purpose of contributing to the good operation of services industry by establishing the requirements for promotion, development and systematic management of services industry has been since 26 times of overall revisions. After the period of quantitative growth, the growth slowed down. However, by raising the criteria for permission of services industry through creation of a rule for the group civil petition, by raising capital, by institutionally compensating for diverse punishment regulations, by realizing the training hours for new security guards, by permitting private education, etc, the reliability and professionality of a security guard job has been to be recovered.
The OCB(organizational citizenship behavior), spontaneous extra-role behavior of social workers, plays very important role in the provision of qualitative service for the clients and the organizational performance of social welfare agencies. Starting from the importance of OCB for the effective organizational management, this study focuses on the effects of antecedents such as organizational justice(procedural and distributional) and trust in supervisor on the OCB. This study collected data from 360 social workers and 59 their supervisors working in the community welfare centers, paired the self-reported data and the supervisor-rated data, and analyzed the data through the SEM (Structural Equation Modeling) method. The findings of the study show that organizational justice(procedural and distributional) has no direct effect on the OCB, but indirect effect on the OCB through the mediator of trust in supervisor, and that procedural justice has more effect than distributional justice. This study suggests that the management of spontaneous behavior of social workers is not a separated fragmentary phenomenon but should be understood and managed comprehensively in the continuation of the perception of organizational members for the organizational management, the resulting affectivity toward their supervisor, and their behavior in the organizational life.
The purpose of this study is to explore and describe of the reality of working poor in Korea. In spite of the increasing attention to the working poor, usual definitions of the working poor have some measurement questions. The definition of the working poor should focus on the key dimensions of work and poverty. This study defines working poor as all "persons who have devoted prior 6 months to working or looking for work and who lived in families with incomes below the poverty threshold". This study also defines poverty threshold based on the both concept of absolute and relative poverty. According to this definition, the working poor are almost equally divided between men and women and the majority of them are of prime working age. These characteristics of working poor are seems to be quite different from common sense. Also, serious deficiencies of human capital contribute to the employment problems of the working poor. Their education levels are much less than those of the working non-poor. The distributions of the employment status, occupation, and industry show also that the working poor are highly concentrated in a few low-wage jobs.
This qualitative study is designed for the reconstruction of the experience of single mothers in poverty based on the bottom-up approach. Welfare dependency is identified as vital help to protect their own and children's lives, through their stories telling that welfare services provided by government and community take care of them "in place of their husbands", and "raise them up by hand." What is self-sufficiency to them is more of a process-orientation through welfare dependency than a state out of it, and a way to look through building their self-esteem and working to discover their self-worth except their economic power. Restoring their potential to self-sufficiency through dealing with their psycho-social stresses and expanding services for them related to child-care(education) and occupation ability development for long-term self-sufficiency, rather than hasty focusing on welfare exit, should be built on the foundation of helping them self-sufficient. In order for the self-sufficiency program to overcome the participant's images of "subordination and stigma" and to convey the original meaning of "welfare to work", the performance and evaluation system of self-sufficiency programs that reflects the insider's perspectives on their participation motive and process, and the self-sufficiency program customized for their needs and interests should be encouraged to develop.
This study is to explore how the stakeholder views the community needs in a different way in the local district of Korea. The researchers delivered the 3 independent questionnaires to the three types of the community people who are residents, social service providers, governmental officials in charge of local social services. An in-depth analysis was performed to identify the different perspectives of the stakeholder toward the community needs on the basis of the combined approach with the order ranking method and two independent sample T and Z tests. As the result, the three noticeable findings were discovered as follows: First, while the social service providers reported the community needs at the most serious level, the residents expressed the community needs at the least serious level. Second, the stakeholder showed more diverse opinions for the needs of the service activities than the community problem. Third, there was a difference among the stakeholder in the degree of consensus according to the two different analysis methods. The researchers discussed the implication of the major findings in relation to the community needs assessment, and suggested the practical recommendations to improve the activities of the community needs assessment for the community welfare planning in Korea.
