지역사회경찰활동은 범죄와 무질서, 그리고 범죄에 대한 두려움을 줄이고자 고안되었고, 또한 지역사회의 명백한 요구와 수요를 충족시키기 위해 나타나게 된 하나의 철학이며, 전술이 아니라고 할 수 있다. 지역사회 경찰활동의 기본적 목표를 단순한 범죄의 사후적 통제로부터 더 나아가 범죄예방, 범죄에 대한 시민의 두려움 감소, 공공서비스 강화를 통한 시민생활의 향상으로 확대하여 사전적 예방에 중점을 두고 있다. 우리경찰에서는 현재 지역사회 경찰활동에 관한 여러 가지 정책을 시행해오고 있으며, 이러한 지역 사회경찰활동과 더불어 조현오 경찰청장의 경찰성과주의는 2010년 6월 이후 커다란 이슈가 되어 현재 경찰조직에서 사용되는 평가의 척도로 사용되고 있다. 본 연구에서는 사후적 대처의 성격이 강한 경찰성과주의와 사전적 예방활동의 성격이 강한 지역사회경찰 활동의 주된 내용을 살펴보고, 두 정책의 괴리현상에 대한 문제점을 살펴보도록 한다.

이동통신서비스의 증가와 관련 산업의 비약적인 발달은 필연적으로 그 매개체인 이동통신사업용주파수 수요의 폭발적인 증가를 가져왔는데 현재의 주파수배분표는 그 공급이 매우 제한적임을 보여주고 있다. 이러한 변화에 발맞추어 전파관리의 패러다임도 바뀔 수밖에 없는데 기존의 국가관리체제에는 변함이 없을 것이나 이미 할당받은 주파수이 이용을 활성화하기 위하여는 시장 기반의 거래로 그 관리철학이 바뀌어야 한다. 그 제도적 뒷받침을 위하여는 우선 주파수할당시의 용도와 기술기준을 주무부처가 일일이 지정해야 하는가에 대한 근본적인 검토가 필요하고 주파수 양도 임대시 정보통신부장관의 승인제도는 그 법문에 맞게 최소한의 것에 행사되어야 한다. 이는 배분된 주파수대역에서의 주파수이용기술의 발전을 민간레벨에서 촉진시킨다는 의미에서도 매우 중요한 것이다. 더불어 주파수 할당을 비롯하여 전파자원의 분배는 행정절차법이 정한 그 것에 따라야 하며, 나아가 일정한 전파자원의 분배는 관리주체인 정보통신부가 아닌 제3의 독립기관이나 국회의 소관사항으로 하는 것이 바람직하다.

개인과 조직을 둘러싼 환경은 급변하고 있다. 이러한 상황에서 최근의 세간에 화제가 되고 있는 애플(Apple) 컴퓨터의 스티브 잡스와 아바타(Avatar)의 영화감독 캐머린의 리더십 특성을 확인하는 것도 흥미있는 일이다. Apple과 Avater의 신화는 첫 글자 'A'를 가지고 나타낼 수 있는 'A리더십'의 결과라고 할 수 있다. A리더십의 특징은 창조와 혁신을 통해서 끊임없이 차별적인 제품을 개발하는 데 있다. 현재, 우리나라의 기업가 정신을 대표하는 혁신과 도전의 정신이 퇴색한다고 걱정을 하고있다. 이에 기술이 보편적으로 평준화된 시대에서 최신 기술을 응용한 기본 기능에 차별적인 감성과 철학, 예술이 녹아있는 A리더십을 통해서 새로운 변화를 모색해야 한다. 이를 통해서 고객이 행복감을 맛볼 수 있게 해야 한다. A리더십에 관한 내용을 정리하면서 환경변화에 대비하는 것은 발상의 전환, 창의적인 아이디어, 끊임없는 혁신과 도전 마인드, 그리고 공격적인 실행으로 고객이 감동할 수 있는 제품과 서비스를 제공하는 것이 중요함을 확인하게 된다.

본 연구는 비영리기관인 교육기관에 있어서 마케팅 패러다임이 어떻게 변화되고 있는지에 대한 포괄적인 내용을 검토해 보는데 주안점을 두고 있다. 마케팅개념이 주로 영리기관을 중심으로 소비자의 욕구만족이라는 개념으로 받아들여져 기업은 내적으로 효율적인 생산과 제품에 초점을 두는 경영철학을 견지하면서 기존의 마케팅 패러다임인 마케팅믹스 사고로 접근해 왔다. 그러나 최근 기업이 성장 발전하기 위해서는 고객의 현재적 욕구뿐만 아니라 잠재적 욕구까지도 미리 찾아내어 충족시킴으로 고객을 창조하고 더 나아가 고객을 감동시키고 지속적 관계유지를 위한 마케팅 패러다임으로 이동하고 있다. 비영리기관인 교육기관에 있어서도 마케팅개념의 도입과 전개과정은 영리기관의 마케팅패러다임의 변화와 일치하고 있다. 본 연구에서는 교육기관에 있어서 기존의 마케팅믹스 사고로 접근한 비영리 마케팅과 서비스마케팅을 재음미 해보고 새로운 통찰력을 제시해 주고 있는 마케팅패러다임의 변화와 새롭게 등장한 관계마케팅을 비영리기관인 교육기관에의 적용에 대해서 향후 구체적 연구에 대하여 문제제기를 하고 있다는 점에서 큰 의의를 찾을 수 있다.

6시그마는 현재 전 세계를 강타하고 있는 경영철학이며 그 적용분야가 산업 전 부문에 이르고 있다. 현재까지 국내에서의 6시그마 활동을 보면 대부분 제조업 중심으로 이루어져 왔다. 그러나 실제로 우리나라 산업을 살펴보면 서비스업이 차지하는 비중이 대단히 높으며 그렇기에 충분한 연구가 이루어져야 할 것이다. 이에 본 연구에서는 대표적 서비스 기업인 A호텔에서 진행된 6시그마 프로젝트 중 에너지 비용절감 프로젝트에 관하여 소개하고자 한다.

With the advent of the 4th Industrial Revolution, the modern economy is transforming into a service-oriented economic society, and there is a growing need for companies to reorganize organizational culture, values, and human resources to suit the changing environment. Especially, even when times change, human capital is the most important factor in maintaining sustainable development and Corporate value, since all work is done by people. Therefore, in this study, in order to recognize the importance of human resources and verify the appropriate human resources for the changing service economy era, we reviewed the literature and that drew the human resources suitable for the recent service economy era Based on this, an empirical study was conducted on whether the suggested human resources factors were useful. To this end, a feasibility analysis, reliability analysis, correlation analysis, confirmatory factor analysis, and reference validity were conducted by dividing into a preliminary survey and a main survey. As a result, it was finally drawn with 30 items, 7 factors. The results of this study are expected to be used as basic data in various fields of research on human resources in the service economy era, and in-depth empirical studies are needed in the future.

This study was conducted to design a financial system for the sustainable life of mankind. Human society faces a constant crisis and leads a life while overcoming it. The polarization is intensifying in the process of overcoming the economic crisis or crisis caused by the virus. In a society adopting the capitalist economic system, it is a common phenomenon that polarization intensifies with the passage of time, but since the intensification of polarization can destroy human society as a community, active countermeasures are required. The purpose of this study was to prevent the deepening of polarization by redesigning important financial-related systems from the perspective of human life and maintenance of human society. Through the history of mankind, monetary and financial systems related to sustainable society have been analyzed, and a financial system model that is ideal for the modern and future society and is sustainable in the long term has been derived. The conditions for a long-term sustainable financial system should be a model that can solve the problems of the current system, such as deepening polarization, and a model that is faithful to the characteristics of the modern economic society and the essence of sustainable life. And it can be sustainable only if it is based on the common principles of human society. It should be a model that guarantees core values such as growth and equality that human society demands. After analyzing the problems of the current economic system and analyzing the conditions required for the new system, the basic axioms that the new financial system should be based on were presented, and a desirable model was derived based on this. The structure of the derived model and the specific operation model were presented. In the future, follow-up studies are needed to concrete this model.

A paradigm of medical industry is changing quickly to u-healthcare according to entry toward an aging society and improvement of quality of life(QoL). The change toward u-healthcare is meaningful since meaning of healthcare is redefined by prevention and management instead of medical service such as diagnosis of disease and treatment. However, the interest about u-healthcare is only concentrated to derivation of new healthcare service, development of medical measurement appliances(Sensors), and integration and standardization of medical information. Therefore, in this paper, the main ai of this study is trying to realize and implement u-healthcare technology through primary philosophies of ubiquitous composition such as Disappear Computing, Invisible Computing, and Calm Computing and development of user-centered technology.

Picture books, as a genre, are characterized by conveyance of ideas through linguistic texts, visual texts, and the complementary interactions between them. The writer of a picture book develops and delivers his or her ideas with textual contents written in a unique style, while the artist conveys the writer's ideas through pictures where things, objects, and figures are imbued with various emotions. Understanding a picture in a picture book requires an understanding of both the structure shown on the surface and the underlying structure that adapts and visualizes the philosophy and ideas of the writer. In light of the discussion above, this study proposes a method to help librarians improve their understanding of visual literacy for picture books, as visual literacy is required for the provision of readers' advisory services regarding picture books. This method, which is based on behavioral psychologist Rudolf Arnheim's theory of visual thinking, is expected to help librarians write picture book reviews or other secondary materials.

The purpose of this study was to provide the customized-service program for the family of dementia patients as an family-function reinforcement program. This study was designed to develop the therapeutic recreation program for the family supporting senior with dementia. The therapeutic program consisted of assessment, planning, implementation, evaluation. This study found the followings. First, this study shows the possibility of implication of the therapeutic recreation for the family supporting senior with dementia. Second, the therapeutic recreation program has a strong theoretical background. Third, the therapeutic recreation program has the clear goal, performing activity, intervention strategy. The therapeutic recreation program for the family supporting senior with dementia that this study provides would be valuable basic data for future studies.
