4차 산업 육성과 포용적 성장을 위한 보증기관의 새로운 역할

  • 4차 산업혁명의 도래로 산업 유형은 어느 한 종류로 단정하기 어려운 융복합적 형태로 변화를 거듭하고 있다. 뿐만 아니라, 과거 성장 중심 경제발전 모델이 저성장과 함께 양극화, 고용불안과 같은 다양한 사회문제를 야기함에 따라 새로운 발전 패러다임에 대한 관심과 요구도 그 어느 때보다 높아지고 있다. 이러한 일련의 환경 변화는 과거 제조업 중심의 경제성장을 주도해왔던 한국 공적보증제도에도 혁신을 촉구하고 있다. 신용보증기금은 2018년 현재 총 보증잔액 50.5조원을 보유한, 한국에서 가장 큰 규모의 공적보증기관이으로 지난 1976년 설립 후 40여 년간 산업육성과 시장안정이라는 두 가지 정책적 목표를 달성하기 위해 다양한 산업 분야와 기업에 신용보증을 제공해왔다. 1997년 IMF 외환위기, 2008년 글로벌 금융위기 등 국가적 위기 때마다 시장안전판 역할을 성공적으로 수행하며 한국경제가 신속히 위기에서 벗어나는데 공헌하기도 했다. 그러나 이제 신용보증기금은 과거의 성과와 역할에 얽매이지 않고, 급변하고 있는 경제 기술환경 속에서 또 다른 역할을 모색하고 있다. 구체적으로는 중소기업에 대한 보증지원이라는 기존 역할에서 한발 나아가, 혁신생태계 조성, 데이터뱅크 플랫폼 구축, 사회적가치 확산을 위한 전사적 사업구조 혁신을 단행하고 있다. 본 보고서에는 환경변화에 부응해 새로운 역할을 수행하고자 노력하는 신용보증기금의 활동과 성과를 담았다. 여기에 제시된 신용보증기금의 사례들은 벤처캐피탈이 활성화된 서양 국가들과 달리, 정책금융 역할이 상대적으로 중요한 아시아 지역의 중소기업 금융 활성화에 효과적인 정책적 시사점을 제공할 수 있을 것으로 기대한다.

Evaluation on Watershed Natural Habitat Assessment for Conservation of Brachymystax lenok tsinlingensis in Naerin Upstream (내린천 상류 유역 열목어(Brachymystax lenok tslingensis) 서식지 자연성 평가)

  • The objective of this study was to evaluate biodiversity and natural habitat environment of freshwater ecosystem. Our aim was therefore to produce a set of biodiversity and habitat indicators based on multi-parameters of water quality and biodiversity by analyzing the characteristics of the results by indicators. We selected four indicators a) anthropogenic disturbance, b) habitat diversity, c) biodiversity, d) ecosystem structure. The fishes cohabiting with Brachymystax lenok tsinlingensis were Rhynchocypris kumgangensis and Zacco koreanus. As a result of the anthropogenic disturbance evaluation, it was analyzed that vegetation embankment showed a more stable environment in the tributary than the main stream, and other disturbance was not confirmed As a result of the habitat diversity evaluation, it was analyzed that habitat evaluation index showed a high score of 200 more on average, showing an optimal habitat condition. As a result of the biodiversity evaluation, it was analyzed as a clean habitat condition with a high proportion of sensitive species, abundant dissolved oxygen, and little pollutants. As a results of the ecosystem structure, the ecological health condition metrics and appearance of endangered species showed large score deviation, but it was analyzed that the stream ecosystem health was generally excellent. There was a slight correlation between the habitat environment and the results of the nature habitat evaluation according to the appearance of the B. lenok tsinlingensis.

Ecological Characteristics and Their Implications for the Conservation in the Taehwagang River Estuarine Wetland, Ulsan, South Korea (울산 태화강하구습지의 생태적 특성 및 보전을 위한 제안)

  • Estuarine wetlands, which form a distinctive brackish water zone, serve as important habitats for organisms that have adapted to and thrive in this environment. Nonetheless, excessive development and utilization result in artificial disruptions that alter the distinctive functions and attributes of estuarine wetlands. To collect the basic data for the conservation of estuarine wetlands with excellent ecosystems, we investigated the vegetation distribution characteristics and biota status of the Taehwagang River Estuarine Wetland. Data from vegetation surveys have shown that 25 plant communities of six physiognomic vegetation types, including willow vegetation, lotic and lentic herbaceous vegetation, floating/submerged vegetation. In the upper reaches, where topographical diversity was high, various types of wetland vegetation were distributed. In terms of biodiversity, a total of 696 species, including 7 endangered wildlife species, were identified. Due to good ecological connectivity, tidal rivers are formed, brackish water species including various functional groups are distributed around this section. The inhabitation of various water birds, such as diving and dabbler ducks, were confirmed according to the aquatic environment of each river section. The collection of ecological information of the Taehwagang River Estuarine Wetland can be used as a framework for establishing the basis for conservation and management of the estuarine ecosystem and support policy establishment.

The Neccesity of Evaluation Criteria Selections for Korean Rare and Endangered Plant Species (우리나라의 희귀 및 멸종위기식물 평가기준 선정의 필요성)

  • Present problems of the Korean rare and endangered plant species evaluations are discussed. It is proposed that the evaluation criteria for Korean rare and endangered are urgently needed in the future. The translation of new proposed criteria into Korean should be discussed in order to avoid confusion in the future. The draft of a new criteria system for rare and endangered plant species. prepared by the S. S. C. (Species Survival Commission) of I. U. C. N (International Union of Conservation of Nature) are introduced. The proposed draft for the criteria being developed by the S. S. C. of I. U. C. N. are Extinct, Extinct in the Wild, Critical, Endangered, Vulnerable, Susceptible, Safe /Low Risk, Insufficiently Known, and Not Evaluated. It is expected to take the more time to be technically developed further and also officially recognized by the I. U. C. N. for the practical use in the future.

Flora and Conservation Counterplan of Sonjook Island (손죽도의 식물상과 보전대책)

  • Sonjook island is located Samsan-myeon, Yeosu-si, Jeollanam-do. All of field information was collected from January 2001 to November 2002. The vascular plants recorded as total 584 taxa, 5 forms, 60 varieties, 519 species, 365 geneta, 113 families. Sonjook islands shows the typical vegetations including the lower area of temperate region of Korean peninsula and evergreen broad-leaved forests, Pinus thunbergii forest. The Korean endemic plants were recorded as 13 taxa (5 variety, 8 species, 10 genera, 10 families), 4 taxa as rare and endangered plants (Psilotum nudum (L.) Griseb., Milletia japoniea A. Gray, Arisaema negishii Makino, Sarcanthus scolopendrifolius Makino). The naturalized plants were 23 taxa (20 genera, 9 families, 8.2% among the total naturalized plants in Korea. This area is ecologically important place that Korea endemic plant, rare and endangered plants ranges much than area. On the one hand, threat from degraded by environmental pollution that share of naturalized plant rises gradually augment. Strong conservation policy and development control should be considered.

Trophic Level and Ecological Niche Assessment of Two Sympatric Freshwater Fish, Microphysogobio rapidus and Microphysogobio yaluensis Using Stable Isotope Analysis (안정동위원소 분석을 활용한 멸종위기종 여울마자와 동서종 돌마자의 영양단계 및 생태적 지위 평가)

  • In ecosystems within limited resources, interspecific competition is inevitable, often leading to the competitive exclusion of inferior species. This study aims to provide foundational information for the conservation and restoration management of Microphysogobio rapidus by evaluating species' ecological response to biological factors within its habitat. To understand this relationship, we collected food web organisms from site where M. rapidus coexist with Microphysogobio yaluensis, a specie ecologically similar to M. rapidus, and evaluated the trophic levels (TL), isotopic niche space (INS), and the overlap of INS among fishes within the habitat using stable isotope analysis. Our analysis revealed that the M. rapidus exhibited a higher TL than M. yaluensis, with TL of 2.6 and 2.4, respectively. M. yaluensis exhibited a broad INS, significantly influencing the feeding characteristics of most fish. Conversely, M. rapidus showed a narrow INS and asymmetric feeding relationships with other species, in habitats with high competition levels. This feeding characteristics of M. rapidus indicate that the increase in competitors sharing the similar resources lead to a decrease in available resources and, consequently, is expected to result in a decrease in their density.

Distributions of Endangered Fish Species and Their Relations to Chemical Water Quality-Ecological Stream Health in Geum-River Watershed (금강 대권역 대표 멸종위기 담수어류의 분포 특성 및 이화학적 수질-하천 생태건강도와의 관계분석)

  • The objective of this study was to analyze the distribution of endangered fish species and elucidate their relations on chemical water quality, physical habitat conditions and ecological stream health. The dominant species in the watershed was Pseudopungtungia nigra (Pn), Gobiobotia macrocephala (Gm), Gobiobotia brevibarba (Gb), Liobagrus obesus (Lo), and Iksookimia choii (Ic) in the order. The species of Pn designated as "critical endangered species (I) (CER)", was most widely distributed species among the endangered species, so the designation of the species should be re-evaluated. The endangered species was most popular (4 species, 384 individuals) in the Cho-River region of eighteen lotic regions. According to the analysis of chemical tolerance limits in the habitats with endangered fish species, biological oxygen demand (BOD) and total phosphorus (TP) was analyzed as "very good" (Ia) and "good condition" in the chemical criteria of the Ministry of Environment, Korea. Also, chemical conditions, based on ammonia-N ($NH_{4+}$), total nitrogen (TN), phosphate-P ($PO_{4^-}P$) were much better in the habitat with endangered species (Hw) than the habitat without endangered species (Ho). In the meantime, the species of Ic showed wide ranges on the chemical tolerance, so physical habitat conditions, such as the size of substrate particles (sand) and hydrological regime, were considered as more important factors than the chemical water quality, if the water quality is not largely degraded. The endangered species were also more distributed in the high-order (4-6) streams than the low-order (1-3) streams. The evaluation of ecological stream health, based on multi-metric model of the Index of Biological Integrity (IBI), showed the large difference between the Hw (21.6, fair condition)and Ho (30.5, good condition), indicating that the habitat maintained well chemically and physically had higher distributions of endangered species. Overall, the designation of CER on the Pn should be re-evaluated due to wide-distributions, and the protections from water pollution and the habitat conservations on the endangered species are necessary in the watershed.

Comparative Study of Fish Community in the Urban and Nature Stream by Habitat Type (도심하천과 자연하천의 서식처 유형별 어류군집 비교)

  • 도심하천에서 채집된 어류는 총 7과 17종 315개체가 확인되었으며, 자연하천에서 채집된 어류는 6과 21종 1,033 개체가 조사되었다. 도심하천에서 출현한 한국 고유종은 치리(Hemiculter eigenmanni)와 얼룩동사리(Odontobutis interrupta) 2종(11.8%)이었으며, 생태계교란야생동물에 속하는 종인 배스(Micropterus salmoides)가 폐쇄형 하도습지에서 출현하였다. 자연하천에서 출현한 한국고유종은 쉬리 (C. splendidus), 배가사리(Microphysogobio longidorsalis) 등 총 13종(61.9%)으로 고유종의 빈도가 높았고, 멸종위기 II급에 속하는 종인 묵납자루(A. signifer)와 가는돌고기(Pseudopungtungia tenuicorpa) 등 2종(9.5%)이 조사되었다. 두 하천의 군집분석을 비교한 결과 도심하천이 자연하천에 비해 우점도와 균등도 지수가 높게 나왔다. 이와 같은 결과는 도심하천과 자연하천이 같은 유형의 서식처이지만 도심하천의 경우 양안 수변대와 제방구축, 하천정비, 고수부지의 시멘트화 등의 원인과 오염원의 유입, 풍부한유기물 때문인 것으로 판단된다.

Development and Outlook of Restoration Ecology as an Ecology for the Future (미래를 위한 생태학으로서 복원생태학의 발전과 전망)

  • Human being has extensively invaded, occupied, and used the natural environment as a consequence of the advance of civilization. Mankind has increasingly modified the environment for his own benefit. Such modification has not only caused the extinction of many other species but also, caused human being himself to confront to serious environmental problems. The recognition of this fact by human is expressed in the establishment and development of restoration ecology. This new study fold is, in fact, an "Eco-technology" directed towards healing of damages to the environment. The goal is to reestablish processes and functions in a damaged site, imitating the way of healing works that an integral natural system carries out. Ecological restoration uses different treatments and approaches according to extents of the existing damage and to the specific goal to be achieved. An ecological diagnosis is, therefore, required prior to restoration practice. The cost and efforts to achieve a proposed goal can be significantly reduced when a restoration plan is formulated upon the results of well-conducted ecological diagnosis. Under such perspectives, restoration ecology is a practical science, which aims to solve the problems of the real world based on the existing ecological principle. Furthermore, restoration ecology offers opportunities to test the ecological concepts and theories obtained by means of the former ecological studies. Human being exploited natural environment excessively for his comfort on one hand but damaged it inevitably on the other hand. Such intensive resource utilization and continuous environmental damaging will extend into the future and ultimately jeopardize the survival of humankind if no prompt action is taken. In the present situation, we must not continue such lives without any preparation. We have to cope with the environmental crises approaching near us by pursuing the ecological restoration that reduce the unnecessary use, recruit the deficient part, and strengthen the weak portion in our environment. Restoration ecology could be recognized as the ecology for the future in such viewpoints.

A way of thinking in Ecological Philosophy and the meaning of Forest (생태철학적 사유방식과 산림의 의미)

  • Considering the long time that modern man has been autonomous, it can be said that the brutal human violence prevalent around the globe today is an 'exceptional situation'. Behavior such as killing animals or devastating the natural environment are thought to be unavoidable. However, if human beings have been 'social animals' pursuing connectedness and seeking meaning in the relationships of others beyond themselves since the beginning of time, how can the incredibly powerful violence which humankind has inflicted on plants, other animals, or the earth itself be explained? With this in mind, I propose the following arguments. First, the crisis of consciousness in the loss of hope for the future of mankind under the technology of modern Western civilization has already come to a dead-end causing Western philosophers to think of ways to discover new opportunities, apparent as ecology and ecological philosophy. Second, as reality has become governed by the technology of modern Western civilization and ecological philosophical rationality fails to co-exist with this reality, an understanding of ecological philosophy should be deepened and continued. In this context, I will investigate the existential conditions for human life to continue in the future in consideration of ecological philosophy and the meaning of Forest.
