Evaluation of the Spatial Distribution of Water Yield Service based on Precipitation and Population (강수량 및 인구인자를 반영한 수원함양서비스의 공간분포 평가)

  • The study of ecosystem service assessment has been actively researched and developed from Millennium Ecosystem Assessment(MA) and The Economics of Ecosystems and Biodiversity(TEEB). However, current assessments are limited to monetary assessments of ecosystem function and do not account for the effects of environmental factors and socioeconomic status. This study proposes methods to evaluate ecosystem service based on environmental and socioeconomic factors. The study assesses water yield function through the water yield model in InVEST Tool, and evaluates the overall ecosystem service of water yield as reflected by the amount of precipitation and population of the area. Results show that a difference exists between spatial distributions of the ecosystem function of water yield derived from natural conditions such as land cover and soil, and the spatial distribution of the ecosystem service that accounts for climate and socioeconomic factors. The value of ecosystem service increases for an area of higher population and lower precipitation with similar water yield. Thus, the ecosystem service of water yield should be evaluated not only by the water yield function, but also by climate and socioeconomic factors. The evaluation process described for this study should also be applicable to the evaluation of ecological services in other sectors.

Ecosystem Service Assessment of Urban Forest for Water Supply and Climate Mitigation of Seoul Metropolitan Area (환경공간정보를 이용한 수도권의 수자원 공급과 기후완화 기능을 위한 도시림의 생태계서비스 평가)

  • This study assessed the water provisioning and climate mitigation ecosystem services of the urban forest in Seoul and Gyeonggi-do. The ecosystem service assessment is conducted based on natural function, natural function and population, and natural function and the beneficiary of the ecosystem service. Then, the impact of climate change on ecosystem services is analyzed to figure out the sensitivity of the impact on the beneficiary when the natural function of forest destroys under climate change. Gyeonggi-do has higher function-based water provisioning ecosystem service than Seoul. And population-based water provisioning ecosystem service appears to be higher in the densely populated area. On the other hand, beneficiary-based water provisioning ecosystem service by applying both natural water supply function and beneficiary distribution appears different with the result of population-based water provisioning service assessment. In other words, regions with high beneficiary population show higher ecosystem service than those with a low beneficiary population even though they have the same water storage function. In addition, climate change has a negative impact on the water provisioning ecosystem service. Under climate change, water provisioning service is expected to decrease by 26%. For climate mitigation service, regions close to the forest seem to have a low temperature, which indicates their high climate mitigation service. The center of the city with high beneficiary population shows high beneficiary-based ecosystem service. The climate change impacts the forest growth to decrease which affect the beneficiary-based climate mitigation ecosystem service to decrease by 33%. From this study, we conclude that beneficiary-based function and ecosystem service assessment is needed as well as the supply-based classification of forest function suggested by Korea Forest Service. In addition, we suggest that not only supply-based function classification and ecosystem service assessment but also beneficiary-based function classification and ecosystem service assessment is needed for managing the urban forest, which has been destroyed by climate change. This will contribute to revaluing cases where a forest with low natural function but high beneficiary-based ecosystem service, which is not considered under the current forest function-based assessment system. Moreover, this could assist in developing a suitable management plan for the urban forest.

  • This study was conducted to assess ecosystem services provided for Saemangeum agricultural and life sites and surrounding areas and establish measures to enhance them. The ecosystem services in the Saemangeum region were found to be different depending on its land use type. Before reclamation, the quality of ecosystem service in the Saemangeum region was high in all aspects: supply, control, culture, and support service functions. After the reclamation, however, the quality of supply, regulating, and support services declined. Therefore, it is necessary to enhance the quality of regulating and support services provided by semi-natural habitats such as rice paddy and reservoirs to improve the ecosystem service of the Saemangeum agricultural and life site. The suggested service improvement includes transforming natural ecosystems, such as forests and rural areas, and vast agricultural land into rural tourism and ecotourism and strengthening cultural service functions centered on education and research related to agriculture. To this end, it is necessary to utilize large agricultural land and agricultural infrastructure to promote agricultural production and rural tourism and government support for areas where the aging population is a problem.

  • Forest ecosystem provides variety goods and services for human being. Unlike goods, forest ecosystem services could not be easily priced by market mechanism. This uncertainty has been caused to conflict in decision-making related forest ecosystem services. Quantification of forest ecosystem services is required to understand the importance of ecosystem services and their contribution to decision-making. As a growing concern of climate change, it is necessary to quantify and calculate carbon storage and sequestration in forest. In this study, for quantifying carbon storage and sequestration, we compared scale, output, input data availability of the models and analyzed the applicability of the models to Korea. The results of this study show that most models are applicable for quantifying carbon storage and sequestration. However, relatively few models are applicable for other regulating services (air quality regulation, flood mitigation, erosion control, water quality, etc.) of forest. This study would be helpful for quantifying regulating services of forest ecosystem research.

  • This review paper examines various terms used for the definitions and classifications of ecosystem services, often times mixed and confused, in the literature and re-establishes the concepts of important terms, including ecosystem functions, services and benefits, to enhance communication among the stake-holders in the process of decision making. The definitions and scopes of ecosystem services are differentiated depending on the policy purposes such as environmental accounting, environmental valuation and natural resource management. The importance of identification and enumeration of final outputs associated with a particular policy is addressed. In addition, the usefulness of an alternative pathway-analysis beginning from benefits, via services and function, to process/structure of ecosystem is emphasized.

Pilot Evaluation for the Introduction of Ecosystem Accounting for Flood Control (홍수조절 생태계 계정 도입을 위한 전국 단위 시범 평가)

  • Ecosystem service accounting must measure ecosystem supply functions, demand, and the actual service flows that occur between them. In order to measure flows, supply and demand relationships must be defined, and a methodology that can objectify complex connections is needed. Although various studies on ecosystem services have been conducted in Korea, but researches on accounting for ecosystem services are not enough. The purpose of this study is to evaluate flood control ecosystem services by applying the EU methodology studied in the Experimental Ecosystem Account (EEA) of System of Environmental Economy Account (SEEA) and explore ways to introduce ecosystem account. To conduct the study, the ecosystem's runoff retention potential, social and economic demand for flood control, and actual service benefit flows formed from the relationships between them were modeled and quantified on a spatial basis. As a result of calculating the actual flow of flood control ecosystem services, the total domestic service amount was calculated to be 165,595 (ha), and it was confirmed that much of it was concentrated in agricultural land. In order to account for domestic flood control services in the future, key spatial data such as land cover maps must be continuously established and managed, and researches on input data and methodologies applicable to various spatial scopes such as national, regional, and unit watersheds are expected to be necessary.

Economic Value Evaluation of Ecosystem Services in Organic Rice-Fish Mixed Farming System in Paddy Wetland (벼-담수어 유기농 복합생태 논습지의 생태계서비스 경제적 가치평가)

  • This study aims to economically evaluate rice production and various ecological services provided by organic rice paddy carrying out rice-fish mixed farming. It was also conducted to find a stable structure for increasing the income of rice-producing farmers and promoting ecological services by evaluating the economic feasibility of organic rice paddy for rice-fish mixed farming. As a result of the analysis of expected effects by ecological service functions according to the types of agriculture in the rice-fish mixed farming, general conventional paddy fields were evaluated to have an effect of continuously decreasing biodiversity such as amphibian reptiles, aquatic insects, bird habitats, experience and ecological education, and vegetation diversity, while the biodiversity of organic and rice-fish mixed paddy fields was assessed to increase. As a result of evaluating the economic value, as the area for fish production increases compared to the common practice and organic paddy fields, rice production decreases, but fish production increases and total income was analyzed to increase. In addition, if the value of ecosystem service functions is assessed in the future, it will increase further. It is hoped that these findings will be used as basic data for solving oversupply problems in the rice industry, preserving safe farm income, and improving sustainable farming and ecosystem service functions.

  • Ecosystem services are contributing to human welfare by enabling us to maintain our survival and quality of life. A metod of quantifying ecological functions is needed. We discussed the introduction and applications of ecosystem services to applied ecological engineering. The concept and assessment system of ecosystem services were applied to the economic valuation of river, the construction of blue-green-white network in urban area, ecological restoration, and integrated water management in Korea. The conceptual framework and assessment of ecosystem services can be used to promote value of ecological protection and restoration, helping stakeholders understand the benefits of ecosystems and increasing applications of the applied ecological engineering.

  • 다수의 국가에서 농촌이 쇠퇴하는 현상을 확인할 수 있으며, 특히 경작 포기지의 비율이 빠른 속도로 향상되고 있다. 일본에서 경작 포기지의 증가는 농작물의 국내 자급률 감소, 농지의 중요한 기능 중 하나인 자연재해 방지 기능의 상실, 그리고 농촌 지역사회가 계승해 오던 다양한 형태의 무형적 자산의 소실 등을 야기하였다. 농지와 농촌 지역사회 활동의 보존은 지속가능한 개발을 위해 필수적인 요소이다. 생태계 서비스는 농지가 보유한 기능 중 하나이며, 일본의 중산간 지역 직불제는 농지의 보전과 농촌 지역사회 활동을 지원하여 생태계 서비스 보존 및 유지에 일조하기에 생태계 서비스에 대한 지불(PES)이라 볼 수 있다. 본 연구의 목표는 중산간지역 직접지불제도의 혜택을 받는 지역과 RCP8.5 시나리오 하에서의 자연재해 피해액 간의 관계를 파악하여 직불제의 효율성을 간접적으로 검증하는 것이다. 본 연구의 대상지는 일본 홋카이도의 농지 전체이며, 2005년, 2010년, 2015년의 강우량 예측 패널 데이터와 농업 센서스 패널 데이터를 이용하여 한계효과를 구하여 분석하였다. 분석 결과, 중산간지역 직불제 해당지역이면서 농촌 지역사회 활동이 활발할수록 자연재해 피해액이 적었다. 따라서 특히 중산간지역 직불제 해당지역일수록 재해피해 감소를 위해 농촌 지역사회 활동이 필수적으로 요구된다. 본 연구의 의의는 중산간지역 직불제의 효율성을 자연재해 피해액을 통해 검증한 데 있으며, 향후 직불제의 효율성에 대한 논의에 기초자료로 활용될 수 있다.

Institutionalization of the Value of Ecosystem services (생태계 서비스 가치의 제도화)

  • This study is going to contribute the activation of ecosystem services written in the 3rd National Basic Plan for Nature Conservation(2016~2025) in Korea. Meanwhile we considered the benefits that the nature has given to the humankind as free goods or services which we may consume traditionally without due payment therefore. But on account of the expansion of cities and expedition of development, as the carrying capacity of the nature has been breached, people have come to try to restore and enhance artificially such vulnerable capacity. It is necessary to compensate the opportunity cost which the land owners or occupiers have to pay for conservation and maintenance of natural capitals which yield the ecosystem services. Therefore the institutionalization of ecosystem services should be established that the consumers who enjoy such services should share the interest from enjoying services with the land owners or occupiers who produce the ecosystem services, under the legal system which will make it possible to connect the benefit sharing with the conservation of environment. However it is the first task that the present legal system could not realize the fair and equitable benefit sharing between the producers and consumers of ecosystem services. And the second task in such legal system is that the value of ecosystem services could not be fully considered in the process of development planning. According to the analysis of this study, the institutionalization of ecosystem services in the government side and the civilian side could be realized to somewhat extent, although not sufficient. Especially the transactions of ecosystem services through the private contract among stakeholder are possible in the course of development planning or without any relevancy to a development project. The final task in the institutionalization of ecosystem services is how to assess the ecosystem services and to value the economic benefits therefrom on the basis of what kinds of procedures relating to some development processes. To overcome such difficulties, it is necessary that the state, trend and change of ecosystem services confronting with a developing project should be assessed concretely at the threshold of development. It is possible to integrate the ecosystem services into the environmental impact assessment(IEA), not by way of the Act of IEA, but by way of the Decree thereof.
