Effective Corporate Electronic Record Management with KM Governance (KM 거버넌스 기반의 기업 전자기록물 관리 최적화 전략 연구)

  • Since 1990s, major corporations and public organizations have actively implemented their own knowledge management, by which they develop new businesses and enhance organizational efficiencies. However, their knowledge management processes are sometimes isolated or mismatched with their record management systems and reveal many problems to operate and maintain them effectively. This paper analyzes the current status and problems of corporate knowledge management. Next, it proposes the necessity and the methods to integrate knowledge management and records management in order to transform corporate records as useful knowledge resources. Aligning corporate record management strategies with knowledge management policies enables to improve the management of corporate electronic records. Especially, the implementation of record retention schedule based on the life cycle management of records is emphasized as a KM governance strategy and method to manage corporate records effectively.

  • Facility Management (FM) phase in building lifecycle management is the most crucial phase concerning building value and life cycle cost management. Nevertheless, systematic and rational FM process is not yet constructed, leading to failure of facility value and cost management from accurate and proactive FM. This is because there has been minimal approach regarding construction of optimal FM process based on rational FM data analysis. The purpose of this study is to provide optimal FM process with quantitative FM data analysis method using spatial data. This study investigated existing FM data structure and derive the limitation of it from both expert interview and practical FM material analysis. As a solution for this limitation, this study provided optimal FM process with MTBF (Mean Time Between Failure), which is quantitative FM data analysis method. The effect of the provided process was validated with a case study. It is expected that this process allows rational and objective FM data analysis, resulting in accurate and proactive FM. And it is expected that it can be used as a useful basic data for developing an effective system for the FM process.

A Study on Building Maintenance Institutionalization by Comparing with the Foreign Countries' Cases (국내외 건축물의 유지관리 운영실태의 비교분석에 의한 건축물 유지관리 제도화 방안 연구)

  • Under the 'Sustainability Paradigm', the building maintenance system is getting more important because more efficient maintenance means more sustainable building. This paper aims at improving present building maintenance system by comparing with the foreign developed countries' systems. The comparing countries are selected according to the level of building maintenance. As the results, 4 countries including USA, England, Germany, and Japan become the benchmark. The results show that building maintenance regulations are various by social, economic, and cultural characteristics. In addition, though building maintenance policy must be established, first of all, the related regulations and policy targets are prepared before the enforcement of maintenance regulation. The results provide some policy implications: 1. Building maintenance must be controled under the condition that a building can guarantee the safety of people and function of it. 2. Building maintenance system should contribute to the desirable urban environment and architectural culture.

Development Strategies and Feasibility Evaluation of Maintenance Operation System for Railway Bridge Based on Ubiquitous-BIM Technology (Ubiquitous-BIM 기술 기반의 철도교량 유지관리 운영체계 구축 전략 및 타당성 평가)

  • Due to the issues such as omission of data, document based management, maintenance based on measurement data and wire-based network, it is difficult existing maintenance system for railway bridges to act to diverse characteristics of site and environmental changes in real time. With these reasons, there are many constraints in establishing active maintenance strategies for railway bridges. To solve these issues, this study suggests an integrated maintenance business model based on practical utilization and information management based on BIM technology to build a smart maintenance operation system based on ubiquitous computing for railway bridges. To secure its development and practical applications, a quantitative evaluation by questionnaire analysis was performed. Therefore, it is expected that the suggested model will be utilized as a framework model in order to build the smart maintenance operation system from collection of maintenance data to action for railway bridges.

COVID-19 Related Personal Information Issues and Countermeasures from the Perspective of Record Management (기록관리 관점에서 본 코로나 19 관련 개인정보 이슈와 대응방안)

  • At a time when Korea and the rest of the world recently faced the unprecedented situation of "COVID-19," the view of actively "disclosure" of information to prevent the spread of infectious diseases is at odds with the view of "protecting" personal information as these social measures are coupled with the infringement of individuals' basic rights. In order to see the nation's response to the infectious disease crisis, we examined the current status and characteristics of public records according to crisis alert levels based on the manual for responding to infectious disease. Especially we analyzed the types and disclosure status of records containing personal information. For detecting personal information-related issues on news media, we collected online news articles and performed text anlaysis. Through this, we reviewed the problems of record management including personal information and suggested improvement points from the perspective of the life cycle of records: collect, manage, and dispose of them.

  • 최근 건설사업시장의 개방과 건설사업관리제도(이하CM)의 도입으로 국내 건설업계 및 생산시스템에도 많은 변화가 일어나고 있다. 이에 따라, 건축물의 초기시설비는 물론 유지관리 및 최종 폐기단계까지의 비용을 종합적으로 고려한 건물생애주기비용(이하 LCC)에 대한 중요성이 증대되었으며 특히 기계장치의 유지관리비 중 많은 부분을 차지하는 공기조화시설 부문에서 LCC가 주로 검토되고 있다. 그러나 국내에서는 공기조화 설비의 LCC에 대한 절차 및 기준 등이 미비하여 효과적인 LCC분석이 이루어지지 않고 있다. 본 연구는 최근 수행된 국내 공기조화 설비분야의 LCC분석 사례를 조사하여, 국내 공조설비의 LCC분석의 문제점을 분석하였다. 또한 사례 분석을 중심으로 공조설비의 LCC분석 절차를 제시하고 이 절차에 따라 7개의 사례를 비교분석하였다. 그 결과, LCC측면에서 최적 대안을 선정하는 경우 각 대안 별로 뚜렷한 차이를 보이고 있는 에너지비용과 초기투자비를 주된 비용요소로 고려하는 것이 가장 효과적인 것으로 나타났다.

A Study on the Automated Estimating System using BIM based Library (BIM 기반 토목 라이브러리를 통한 견적자동화시스템에 관한 연구)

  • The BIM techniques which manages information over the life cycle of construction project based on the 3-dimensional model are developing in the direction of integrated construction management including planning, design, analysis, estimation, 3D simulation and so on. The estimation model based on the BIM has different detail level and model information. In this study, the LOD of estimation model is catched for the bridge structures. The library classes are defined with construction information classification system, and the quantities of resources are calculated by class parameter using Microstation API. Finally, the automated estimation system using BIM based library is verified by the integrated model for adjustments of level of detail.

  • In Korea ranking sixth out of The world's greenhouse gas emissions, all Korean public buildings have to implement obligatorily renewable energy systems for energy production to reduce the greenhouse gas emissions from the energy consumed in operation, maintenance and management of buildings. The optimum combination and application rates for each energy source emerge from analyzing the trend of previous studies and the energy consumption is simulated by using a dynamic energy simulation program and the initial investment costs, the energy costs, the maintenance costs, the replacement costs emerge based on the calculated result. The result show that the total life cycle cost of 100% gerthermal is the lowest with \ 2,105,974,344 on the analysis results.

Development of Deterioration Prediction Model and Reliability Model for the Cyclic Freeze-Thaw of Concrete Structures (콘크리트구조물의 반복적 동결융해에 대한 수치 해석적 열화 예측 및 신뢰성 모델 개발)

  • The initiation and growth processes of cyclic ice body in porous systems are affected by the thermo-physical and mass transport properties, as well as gradients of temperature and chemical potentials. Furthermore, the diffusivity of deicing chemicals shows significantly higher value under cyclic freeze-thaw conditions. Consequently, the disintegration of concrete structures is aggravated at marine environments, higher altitudes, and northern areas. However, the properties of cyclic freeze-thaw with crack growth and the deterioration by the accumulated damages are hard to identify in tests. In order to predict the accumulated damages by cyclic freeze-thaw, a regression analysis by the response surface method (RSM) is used. The important parameters for cyclic freeze-thawdeterioration of concrete structures, such as water to cement ratio, entrained air pores, and the number of cycles of freezing and thawing, are used to compose the limit state function. The regression equation fitted to the important deterioration criteria, such as accumulated plastic deformation, relative dynamic modulus, or equivalent plastic deformations, were used as the probabilistic evaluations of performance for the degraded structural resistance. The predicted results of relative dynamic modulus and residual strains after 300 cycles of freeze-thaw show very good agreements with the experimental results. The RSM result can be used to predict the probability of occurrence for designer specified critical values. Therefore, it is possible to evaluate the life cycle management of concrete structures considering the accumulated damages due to the cyclic freeze-thaw using the proposed prediction method.

Evaluation Method of Green Construction Technologies Using Integrated LCC and LCA Analysis (LCC-LCA 통합 분석에 의한 친환경 건설기술 평가방법)

  • Green technologies of buildings are spreading for saving resource and energy consumption during life cycle of buildings. However, selection of optimized the technologies for applying projects is needed a lot of time and costs. Therefore prioritization is necessary to apply the technologies for buildings. An evaluation of economic value for the technologies is significant for prioritization of the technologies, however, the current evaluation system of economic value for technologies is not reflected the accurate features of the technologies. Green technologies have the objectives for reducing the emission of CO2 and saving the cost during the whole lifecycle of buildings. Thus the evaluation of economic feasibility for green technologies is needed to include the economic value from improving the environment. This paper developed the economic evaluation method integrated with LCC and LCA to accurately analyze the economic value for green technologies. Moreover, this paper drew the priority of the technologies by conducting case studies with the integrated method and analyzing the results with AHP. The conclusion of case studies, Green technologies is worth more if to include the economic value from improving the environment. Then in analysis of priority, Green intelligent component technologies were rated the highest. The conclusion of the study is able to utilize the supporting tool for making decision to select the optimized technologies for the projects and precedence study for developing future research of prioritization for green technologies. The future study for improving the developed method will supplement the various evaluation factors and apply the detailed weight to analyze the priority of green technologies.
