  • Plastic supply and recycling are increasingly becoming matters of social concern. In our country, Extended Producer Responsibility(EPR) system has been adopted in 2003 to expand recycle and reuse of waste resources at producer side, and due to expansion of the EPR system, amount of the mixed plastic waste generation has been drastically increased. Plastic-plastic separation is most fundamental technique to achieve effective plastic recycling. This paper reviews recent developments in plastic-plastic separation techniques and describe future tasks. The mechanisms of each separation which contain gravity separation, electrostatic separation, flotation, and separation of automotive shredder residue are described, and commercial scale and lab-scale results are introduced.

  • This study examines why follow-up investigative programs about the sinking of the Cheonan Patrol Combat Corvette(ROKS Cheonan) have not been produced, despite much speculation surrounding the cause of the sinking since November 2010, when KBS investigative program, In-Depth 60 Minutes which had covered the incident was aired. We have uncovered four reasons through a series of in-depth interviews with producers and reporters, as follows. First, Korean military authorities monopolized relevant information, while the producers could not prove or confirm the validity of the findings of the JIG(Joint Civilian-Military Investigation Group)'s report because the facts had been revealed partially and selectively by the authorities and the press' scientific investigation were rejected by the authorities. Second, the crew of In-Depth 60 Minutes was subjected to severe disciplinary action by the Korea Communications Commission. This caused a chilling effect, - it broke the producers' resolve to further explore the reason behind the sinking. Furthermore, the screening of the investigative documentary, Project Cheonan Ship was cancelled without prior notice, presumably by the power of the State and markets. Third, the reorganization and shake-up of personnel by broadcasting stations' presidents appointed by the power of the State crushed the spirit of PD Journalism. Finally, the "red purge" factions stigmatized by the political or military, or the mainstream press, caused the producers or broadcasters to engage in self-censorship. The idea has been used in Korea as a smoke screen to deflect public attention. Nevertheless, the producers hope to shed light on the Cheonan sinking incident and to prove reasonable doubts by pursuing follow-up investigations.

  • Controlling fashion waste throughout the entire product lifecycle is critical in a circular economy. This study explored the possibility of establishing a public recycling system for fashion waste. Since consumer interests and participation are essential, theoretical research, social-text analysis, and quantitative research were conducted to identify consumers' perceptions of the public recycling of fashion waste and circular fashion. Data were collected via an online survey among women in their 20-30's living in Korea, and 304 samples were used for data analysis. The results were as follows. First, consumers' perceptions of recycling fashion waste were composed of recycling difficulty, the need for public recycling, and the need for EPR. Circular fashion perception comprised favor, environment protection, attractiveness, economics, quality and hygiene risks, and lack of diversity. Second, the reuse-recycle attitude and need for EPR affected the favor of all types of circular fashion products. Third, environmental concerns impacted attractiveness, and the favor significantly affected the purchase intention of all types of circular fashion products. In particular, quality and hygiene risk negatively affected the purchase intention of used-fashion products, while attractiveness positively impacted the purchase intention of upcycled-fashion products. The results implied that discussing the public recycling system of fashion waste and EPR policy is imperative. The results also showed the need to classify different types of circular fashion products, such as used, upcycled, and regenerated fashion items, to examine consumers' perceptions. In addition, the recycling of the fashion waste scale developed in this study could be used for further research.

  • Recycling of bottom ash from municipal solid waste (MSW) incinerator has been strictly limited due to its composition of high level chlorine and other unfavorable substances. The composition of MSW has been, however, changed after the introduction of garbage-bag sales system, extended producer responsibility (EPR) policy and the prohibition of direct landfill of food waste. Recent waste shows reduced moisture and chlorine content, increased calorific value due to the separation of food waste, incombustible materials and PVC. The main purpose of this study is to investigate the trend of composition changes of MSW incinerator bottom ash and to compare the analytical results with those before the separation system was introduced. CaO content of bottom ash, one of the major component of cement clinker, increased from 26.7% in 2001 to 34.0% in 2006. The chlorine content showed a dramatic decrease from 1.84% in 2001 to 0.00655% in 2006, which is closely compatible with that of the fly ash of coal-utilizing thermal power plants, which is mainly due to the changes of MSW composition. It is eventually considered that there is a possibility of utilizing the incinerator bottom ash as a raw material of cement clinker feed substances.

Among waste home appliances, refrigerator comprise 30.7%, television 37.8%, washing machine 22.9% and air conditioner 0.3%. Local government collected 46.2% of waste home appliances, producer and agent collected 49.7%, recycling center 4.1%. Seventeen percentage of waste home appliances are reused, 65% are recycled, and 18% are landfilled or incinerated. To improve the recycling activity of waste of home appliances, it is important to establish private reuse and recycling organization. It is also necessary to improve waste deposit and refund system for efficient recycling by decent financial support. Extension of a term of usage is another method to minimize waste home appliances. Finally, intensive education for consumer is necessary for waste minimization. Some portion of recycling and treatment cost can be allocated to the local government and large private business can shred and recycle waste home appliances.

  • Recently, it is increasing a amount of installed solar-cell rapidly, and end-of-life photovoltaic(ELP) modules are generated in according to the reduction of cell efficiency largely. Recycling of ELP modules are begun at an advanced nation already, but there are bring about environmental contamination and resource recovery problems owing to not treated ELP modules because of economic cost completely. First of all, there were researched basic study for treatment conditions of used solar cell inspection, dismantling of aluminum frame, crushing / grinding & separation of tempered glass, removal of back sheet & EVA film, leaching & precipitation recovery of valuable metals and treatment of waste water. Therefore, we establish optimum conditions through carried out of designed apparatus, installation of equipment, test operation & trouble shooting in scale of 1ton/day pilot plant test. Following to economic review, it does have the economic efficiency until to the case of tempered glass recovery, but does not have the economic value in case of total processes until to recover the valuable metals. However, there are guaranteed economic value if we are gained a large amount of the expenses through EPR supported system. It was confirmed the commercialized possibility of ELP modules recycling if there were established on the collecting ELP modules, reusing criteria, economical technology, enactment of directives and enforcement of EPR supported system efficiently.

  • The number of used oil refining companies has been increased and it causes shortage of the volume of used oil per recycling company. In addition, the number of used oil collecting companies has been increased and it caused excessive competition among companies with excessive costs. Companies use not only proper used oil but also low quality used oil because of shortage of supply. It is the reason of environmental pollution. Also excessive competition brings high cost of refined oil and it becomes a burden on the consumer. Therefore, the recycling improvement plans of used oil is needed because of these causes. First of all, importing used oil from the developed countries of OECD is the one of solution to secure a used oil supply. However, imported used oil should meet the international quality standards and it is examined twice by international authority institute such as K-petro in both exporting and importing countries. Second, the cost would be reduced with the relaxation on regulations of used oil refinement. However, regulation to sediment and water should be separated. Sediment should be kept within 2% and water should be kept within 5%. It is the way to relax the regulations of used oil refinement with preventing environmental pollutions. Finally, the standard of used oil for heater should be regulated strictly. To prevent pollutions, used oil for heater is limited to high quality waste lubricating oil. Also the air pollution prevention device has to be installed on heater.
