  • 2001년 9 11 테러 이후 미국에서 탄저균을 이용한 생물테러가 발생한 이래 미국을 비롯한 여러 나라에서는 생물무기 및 생물테러에 대한 대응방안들이 준비되고 있다. 따라서 이런 대응방안과 더불어 생물무기를 쓰는 테러리스트의 행동과 위협에 대비를 할 필요가 있다. 생물테러 전염병은 치명률이 높고, 인간 상호간에 전염이 용이하며 치료하기가 어려우므로, 인명의 손실을 최소화하기 위해서는 보건의료기관 등에서 근무하는 보건의료인이 생물테러로 의심되는 병원체 및 전염병을 조기에 인지하는 것이 가장 중요하다. 따라서 보건분야 전문가들은 환자나 일반 대중, 그리고 다른 보건전문가들에게 생물무기와 생물테러에 의해 퍼질 가능성이 있는 질병들에 대해 신중하게 대응할 수 있는 방법들을 교육해야 한다. 질병이 발생했을 때 보건전문가들은 조사에 착수할 역학자들과 협조를 해야 하고, 임상 또는 연구소에 일하는 보건전문가들은 생물무기로 사용될 수 있는 병원체나 생물무기를 생산하는데 사용되는 시설에 접근하는 것을 제한하도록 도울 수 있다. 2005년 질병관리본부 생물테러대응팀에서는 의료인, 다중시설이용 근무자, 보건요원을 대상으로 생물테러 인식도를 조사한 바 있다. 조사결과, 의료인에 대한 생물테러 교육 및 교육훈련의 필요성에 대해 94.2%가 필요하다고 응답하였다. 이런 자료를 바탕으로 하여 국내에서도 생물테러교육의 필요성이 대두되기 시작하였다. 본 연구는 미국, 영국에서 진행되고 있는 생물테러 관련 교육에 대한 관련 자료와 사례를 문헌 분석을 통해 우리나라에 맞는 생물테러 교육에 대한 방향을 제시하고 문제중심학습모듈을 개발하고자 하는데 그 목적이 있다.

  • 본 연구에서는 생물테러 발생 시에 대비한 대국민행동요령 교육 및 홍보자료를 개발함으로써, 국민들의 자발적 이해와 비상시 행동요령을 정확히 인지하게 하여 생물테러 발생에 의한 피해를 최소화하기 위하여, 일반 국민을 대상으로 생물테러감염병에 대한 행동요령을 개발하고 구체적 인지도 증가를 위한 매뉴얼의 컨텐트를 구축하였다. 본 연구를 통해 생물테러에 대한 대국민행동요령을 국민들이 숙지하고 생물테러감염병에 대한 인지도가 높아질 것이 기대되며, 생물테러 위기상황 발생 시 일반 국민들의 적절한 대응을 할 수 있고, 이러한 활동을 통하여 범국민적 안전문화 확산에 기여할 것이다.

  • A bioterrorism attack(BT) attack is the deliberate release of viruses, bacteria, fungi, and toxins used to cause illness or death in people, animal, and plants. Therefore, the healthcare workers are those who will take the main role in BT outbreak situations. The purpose of this study is to investigate current status of education for BT preparedness and response in health-related colleges. It is important to provide the BT preparedness and response to the health-allied students in case of unexpected BT outbreak. The questionnaires were collected from March 10 to June 10 in 2007 via mai l. Approximately 97.6% of the health-related professors answered that they had no experience of bioterrorism education. The contents of the bioterrorism curricula should contain the followings : definition and characteristics of the emergency and disaster, definition of bioterrorism, history of bioterrorism, general characteristics of bioterrorism, etiological agents of bioterrorism, bioterrorism response, systematic response, and medical response. Through these data, we will develop the disaster and bioterrorism preparedness curricula.

A Study on the Management System of Bioterrorism by the Phases of Crisis Management (위기관리단계별 생물테러 관리체계에 관한 연구)

  • The entire world has lived in terror threatened by new-terrorism since the 9.11 terror. Having appeared since 9.11, new-terrorism is new kind of terror targeting victims at random. Bioterrorism is one good example. Since bioterrorism happens secretly, it's hard to identify. The case becomes even harder to detect if it takes the form of a new epidemic. This study set out to apply the four phases of crisis management regarding outbreak and measures of SARS, the latest new epidemic, and to prepare against bioterrorism taking the form of a new epidemic, It also shows the efforts to study what to prepare and what kind of actions to take in case of bioterrorism by applying the four phases. There results demonstrate that the preventive measures against bioterrorism include arranging terror-related laws and identifying and monitoring expected pathogenic organs. In the preparation phases, they should integrate the related agencies, prepare for the standard operating procedures(SOP), execute integrated training sessions among the related agencies, and secure the necessary resources such as vaccine, cures, and exploration devices. In the response phases, they need to set up a rapid diagnosis system, quarantine and then cure the patients, and pursue cooperation from the media and promotions and further an international cooperation system to take appropriate measures. And the final recovery phases should involve offering emergency support by checking the situations and engaging in activities to prevent another terror attack by providing counseling, exchanging information, and analyzing and evaluating the causes.

A Study on Problems with the ROK's Bioterrorism Response System and Ways to Improve it (생물테러 대응체제의 문제점과 개선방안 연구)

  • Bioterrorism is becoming more attractive to terrorist groups owing to the dramatic increase in the utility and lethality of biological weapons in line with today's cutting-edge biological science and technology. The Republic of Korea is facing both internal and external terrorist threats, as well as the possible biological warfare by North Korea. Therefore, it is essential to establish an effective bioterrorism response system in the ROK. In order to come up with the adequate response system for the ROK, an in-depth study has been conducted on the current bioterrorism response system of the U.S. whose preparedness is considered relatively adamant. As a result, the following facts have been found: (1)the legislation with regard to bioterrorism has been established or amended according to the current situation in the U.S., (2)the counter terrorism activities have been integrated with the Department of the Homeland Security as the central agency in order to maximize the national CT capacity, (3)Specific procedures and instructions to cope with bioterrorism have been made into manuals so as to enhance the working-level response capabilities. Next, the analysis on the ROK's bioterrorism response system has been performed in various categories, including the legislation system, task role distribution, cooperative relations, and resource application. It turned out that the ROK's legislation basis is relatively weak and it lacks the apparatus to integrate the bioterrorism response activities on the national level. The shortage of the adequate response facilities and resources, as well as the poor management of manpower have also emerged as problems that hinder the effective CT implementations. Through an analytical and comparative study of the U.S. and the ROK systems, this paper presents several ways to ameliorate improve the current system in the ROK as follows: (1)establish the anti-terrorism law, which would be the basic legal basis for the bioterrorism-related matters; and make revisions to the disaster-related legislation, relevant to bioterrorism response activities, (2)establish an integrated body that has a powerful authority to coordinate the relevant CT agencies; and converge the decentralized functions to maximize the overall response capacity, (3)install the laboratories with a high biosafety level and secure enough of the strategic medical stock-pile, (4)enhance the ability of the inexperienced response personnel by providing with a manual that has detailed instructions.

  • Bioterrorism intends to cause mass casualties and social panic by means of malicious pathogenic microorganisms. Environmental decontamination becomes very important as a follow-up measure if that happens. Conventional methods for decontamination is that aqueous disinfectants are being sprayed for killing or not spreading microorganisms with the purpose of preventing infection. However, these procedures are not enough to perfectly sterilize space or surface inside of building, requiring additional measures such as surface disinfection or gas treatment methods. This article deals with the issues about the present decontamination procedures, global trends, in order to formulate suggestion for advanced environmental decontamination.

  • 이 연구는 9.11 테러 이후 발생한 뉴테러리즘 중 가장 잔혹한 생물테러리즘을 예방하기 위한 대비체계중 검증체계를 구축한 실태를 확인한 논문이다. 생물테러리즘을 위기로 인식하고 예방하기 위해서는 대비체제를 잘 구축하여 관리하면서 실질적으로 가동하는 여부를 확인하는 활동이 필요하다. 생물테러리즘을 예방하기 위한 체제는 우선 테러리즘을 예방하기위한 법체계가 구축되어야 하고, 생물테러리즘에 사용되는 전구물질을 통제하는 법체계가 갖추어져야 한다. 그리고 이러한 법체계를 수행하기 위한 각종 조직들이 갖추어지고, 조직들이 활성화되어야 한다. 본 연구결과 한국에는 테러리즘을 통제하는 상위법령이 없는 상태이나 국제적인 요구에 부응하기 위해, BWC의 협약에 언급된 직 간접적인 이전금지, 제조, 획득, 권유, 조장 등을 금지하기 위해 생물테러리즘을 예방하기 위한 여러 법령을 제정하고, 이를 시행하기 위한 조직이 구성되어 활동 중이다. 또한 생물테러리즘에 사용될 수 있는 물질과 장비들은 산업계와 학계에서 연구목적으로 또는 의료약품 생산을 목적으로 필요로 하는 것이므로 생물학 물자 및 장비의 유통질서를 확립하고 확인하는 것이 필요하다. 이를 위한 조직이 활동 중이다. 생물무기 보유여부의 신고, 이의 폐기, 평화적 용도로의 전환사용 등에 대해서도 추진 중이다. 또한 이를 국제적으로 확인하는 체제를 구축하기 위한 국제적 협력이 계속 되어야 할 것이다.

  • Recently keeping pace with globalization, many international conferences and athletic games are being held in Korea. After 911 terror in New York in 2001, Korean government dispatched Zaytun Division in Iraq and this fact has also led to voice concerns that Korea should be prepared to protect from terrors of chemical, biological, radiological, nuclear, and explosive(CBRNE) emergency as soon as possible. It is important to develop the CBRNE emergency medical training for fire officers in Korea. So I propose the curriculum.

Countermeasure to the Stages of Crisis Management in the Bioterrorism (생물테러리즘의 위기관리방안)

  • This study aims to examine terrorism by biological agents. These days terrorism evolved so rapidly that more than one terror occurs a day in global society as we are on the edge of so-called New-terrorism. One of new examples of new terrorism is Bioterrorism by biological agents. In order to address Bioterrorism we should conduct a study to examine things to be prepared at ordinary times and future plans. As an effort to develop countermeasures against Bioterrorism, anti-terrorism laws should be made on Prevention phases anti-terrorism funding laws as well. Other Bioterrorism laws need to be made. On Response phases initial reaction task force should be ready for making positive initial reaction. A special hospital for CBR(Chemical, Biologlcal, and Radiological) warfare needs to be designated to practice medicine. Biological~safety-Levels should be constructed by IV levels. Effective public promotion network should be built. On Recovery phases evaluation system needs to be suggested and international cooperative network should be established.
