Present address system in korea was originally applied as a lot number system for the purpose of collecting taxes since 1910's, which has been changed irregularly by development of the urban areas. This unreasonable address system has disadvantaged the social welfare and the industrial structure, such as visiting, communication, delivery, sightseeing, marketing, transportation, etc. Therefore the new system, which would be rational and scientific, has been deeply demanded for the better services of spatial information and administrative efficiency of government. Korean government has launched the new address project as part of strengthening measures for national competitiveness since 1996. This paper would discuss the grant scheme of road name and building number in Cheongju city and evaluate the construction process of the new address management system.

The purpose of this study is development of the management and guide system for convenient use of new address guide system for systematic management and use of spatial information gained by mapping of numerical map of building and road to large basic new address, survey and input of main gate, decision of the road session, naming and input of road name, grant of numbering of all houses and buildings, new address guide, real life geographical information and added information service on web site in Jecheon-si city area. In this study, the development and establishment of new address management and guide system in local cities are designed by making full use of GIS function of client server based system. A guide system is designed the same database as management system, and it is transformed into Web GIS environment and developed in order to add the various functions of life GIS as well as new address guide. In the result, the effectiveness of new address system and guide of Jecheon-si city could be highly increased owing to not only citizens' easy access but also easy availability of various informations necessary in life by developed its system.

우편물량 처리에서 병목현상의 원인이 되고있는 수작업에 의한 순로구분 작업을 원활하고 신속하게 처리하며 집배원의 업무 부담을 경감시키기 위해 자동화가 시도되고 있다. 이러한 자동화된 순로구분기의 개발에 있어 순로구분에 필요한 주소 데이터 베이스를 관리하기 위해서는 각 배달지점에 대한 고유한 ID 부여가 필요하다. 따라서 본 논문에서는 아직 체계화되지 않은 한국 주소의 배달점 코드 설계 방안에 대해서 연구하였다. 먼저 해외 각국의 배달점 코드할당 방법을 알아보고, 배달점 코드의 기본 정의 및 설계 방향을 제시한다. 그리고 각 주소의 고유한 배달점 코드를 설계하는데 있어 여러 가지 방안을 제시하고 각 대안별 장단점 및 설계 방법을 제시하였으며 적합한 설계 방안을 선정하였다. 또한 기존의 주소체계뿐만 아니라 도입 예정인 새주소 체계와의 적합성도 고려하였다. 본 논문에서 제시한 우편번호 앞 3자리와 6자리의 일련번호를 연결한 배달점 코드가 현재의 한국 주소체계 뿐만 아니라 새주소 체계에도 적합할 것으로 판단된다. 마지막으로 몇 가지 적용 사례를 통한 제안한 방안들을 검증해 보았다.

현행 주소는 지번 주소체계로서 많은 문제점이 지적되고 있다. 이에 새로운 주소 체계의 도입이 시급한 실정이다. 따라서 효율적인 도로 중심체계의 도입으로 사용자의 편의와 경제적 파급효과를 누리고자 한다. 새주소 관리 시스템은 돌 중심 주소체계에 따른 건물, 도로, 도로명판, 이력 등의 효율적 관리를 위해 구축했는데 특히 건물관리를 중점으로 본 논문에서 서술하였다.

Stereo bird's-eyes-view was prepared for 3-dimensional view of various forms of Jecheon city, and 3-dimensional simulation was applied to it so as to show it in moving pictures in spatial. In manufacturing stereo bird's-eyes-view, perspective technology was used in image-making technology, and the basic material images are prepared as fellows: used EOC Images from Arirang-1 satellite, created DEM whose error was optionally geometric corrected after drawn from the contour line of the map on a scale of l/5,000 manufactured by national geography institute as a national standard map, and classified road lines which were manufactured as a road layer vector file of a map on a scale of l/l,000 and then overlay it over the three dimensional image of target area. Especially for the connectivity with address system to be used in new address, an arterial road map on a scale of l/l,000 that had been manufactured to grant new address was used in maximum in road network structure data of city area in this study.

The technique of birdeye image generation of terrain through the use of satellite digital images and digital maps are very important elements and have applications in planning establishment as well as the actual design of several construction work in complex fields. This paper studies stereo perspective image generation as a possibility through 3-dimensional analysis combined with digital elevation data and remotely sensed images. For this, first of all, ortho-images generated by very accurate GCP and DEM from contour file makes 3-dimensional terrain analysis possible and allows stereo-viewing at the highway construction planning sites. So, we developed the technical methods for the 3-dimensional approach on the planning sites of highways by use of perspective orthoimages. From this research diverse terrain analysis is possible through stereo perspective image generation, and can leads to various application in road construction through gain study results from access to realtime virtual spatial on the objects area in korea.
