본 논문에서는 도로명과 건물 번호에 기초한 새주소 체계를 우편 물류 환경에 도입하므로 발생되는 문제점과 영향 요소를 기술하며 각각의 영향 요소에 대한 구체적인 대응을 모색한다. 새주소 체계는 우편물의 접수 및 구분 및 배달 과정에서 모두 영향을 주며 현재의 정보 시스템이나 우편물 구분 장치에도 직.간접을 영향을 주어 단기적으로는 새로운 주소 체계를 관리하는 우편 주소 관리 시스템 도입이 요구되고, 아울러 기존의 지번 주소와 새주소의 매칭 테이블 구축 및 집배구 수작업 구분 환경 개선 등이 요구되며, 중.장기적으로는 새주소 DB 구축을 통한 우편물 구분 장치의 새주소 인식 기능 개선 및 새주소 체계에 적하한 우편번호 및 집배구 체계 도입이 필요하다.

본 연구는 제천시 새주소 부여사업에서 추진된 새주소 부여를 위한 수치지도상의 건물 및 도로의 데이터베이스와 주 출입구 조사 및 입력, 도로구간 설정, 도로명 제정 및 입력, 건물번호부여 등의 작업과정을 통하여 도시공간정보의 체계적인 관리와 활용을 위한 새주소 관리 시스템 개발에 대한 것이다. 본 연구를 통하여 지방 중소도시의 새주소 관리시스템 개발과 구축은 클라이언트 서버 기반의 GIS 기능을 충분히 활용하여 관리시스템을 설계하고, 관리시스템의 데이터베이스를 객체지향 형으로 구축에 의한 WEB-GIS로 구현하여 새 주소의 안내 및 생활지리정보서비스의 다양할 기능을 추가할 수 있도록 개발하였다. 그 결과로 제천시의 새주소 관리시스템은 기존의 GIS DBMS의 접근방식을 개선하여 다양한 새 주소의 도로와 연계된 건물의 위치정보를 신속하게 이용할 수 있는 그 효용가치를 크게 높일 수 있었다.

우리나라의 지번체계는 인구증가와 경제발전에 따른 도시의 팽창과 각종 개발사업에 따른 토지의 등록, 분할 및 합병 등이 빈번하게 발생함에 따라서 불규칙하고 불합리하게 지번이 부여되어 왔다. 이에 따라 선진국과 같은 체계적이고, 합리적인 주소체계의 필요성이 꾸준히 대두되어 왔으며 정확성, 일관성, 유통성, 경제성, 검색성 등의 여러 가지 특성을 갖출 수 있는 도로방식에 의한 도로명과 건물번호를 체계적으로 부여하는 새로운 주소체계를 도입하기로 하였다. 이러한 이유로 필요성이 높아지고 있는 새주소 관리 시스템은 크게 4개의 부시스템으로 나누어지는데 본 논문에서는 이러한 4개의 부시스템 중에서 도로 관리 시스템 대하여 새주소 부여 체계와 원칙에 따라 설계하고 MAPINFO 와 MAPBASIC 언어를 이용하여 구현한다.

현행 토지 지번 중심의 주소체계는 불규칙적인 지번의 배열으로 상호 연계성이 부족하여 사회적 비용이 발행, 이러한 문제 해결하고 국가경쟁력을 높이고자 선진국과 같은 체계적이고 합리적인 주소체계와 정확성, 일관성, 융통성, 경제성 등을 갖출 수 있는 도로방식에 의한 도로명과 건물번호를 체계적으로 부여하는 새로운 주소 체계를 도입하기로 하였다. 이에 본 논문에서는 새주소 사업에 있어 핵심이 되는 새주소 관리 시스템과 관리시스템의 부 시스템인 도로명판관리 시스템에 관하여 제시한다.

Address and location information is gaining importance as a channel between business entities and customers. However, as the new address scheme, which is based on street name and building number, is deployed, various problems occurred in the areas of postal service, logistics and management of customer information. And therefore it is necessary to make plans for integration and application of address information and location information. In this study, we clearly identify the problems when the governments and companies manage the address and location information under the circumstances of new address system. And we suggest improvement plans from the viewpoint of code scheme and database linkage.

Internet GIS represents the GIS technique that, by integrating Internet and GIS technique, provides geographic information services through Internet environments, Internet GIS suggests that one can search and analyze spatial data through WWW under the dynamic client/ server computing environments, In this paper we introduce the development of a new address management system using GIS technique and a new address information system using Internet GIS, The new address system, which is based on stress name and building number along the street, is developed to complement the current address system which is based on cadastral system, The new address management system is developed for the management of address change due to establishment of roads, construction and destruction of buildings etc using a GIS, The new address information system presents the Internet GIS system which provides people with geographic and address information. By implementing the new address information system it is possible to share GIS data, increase the efficiency of implementation of GIS system, and maximize its usablity.

The purpose of this study is development of the management system for convenient use of new address guide system for systematic management and use of spatial information gained by mapping of numerical map of building and road to large basic new address, survey and input of main gate, decision of the road session, naming and input of road name, grant of numbering of all houses and buildings, new address guide, real life geographical information and added information service on Web-site in Jecheon-city area. In this study, the development and establishment of new address management in local cities are designed by making full use of GIS function of client server based system. In the result, the effectiveness of new address management system of Jecheon- city could be highly increased owing to not only citizens' easy access but also easy availability of various informations necessary in life by developed its system.

New Address System have been defined by section belonging to a road To manage this New Address System the relationship between road and section must have consistency and convenience. So, It have to be designed not only logical relation but physical relation for The relationship between road and section. To make New Address Management System considered the relationship, It must be design database considered the relationship. This paper focuses on the geographical characteristics and the spatial distributions and patterns of the road names in the new address system for which all the 183 road names of Cheongju City has been used. All 183 road names in Cheongju City and their textural information are analyzed and classified into four main categories and six divisions as sub-category. Each type is mapped and its spatial patterns are discussed in order to identify the interaction between the road name and the geographical characteristics of each type. From the discussion stated in the paper, it can be inferred that the road name is not only a representative place name in an area, but also presents an important geographical feature reflecting the toponymy of the cultural and historical backgrounds of an area. Therefore, it is necessary to recognize that for road naming, various aspects such as geographical backgrounds and characteristics should be considered. These are directly related to the publicity and utilization of the road names to the public who is still unfamiliar with the new address system to be used. Finally, various geographical topics and approaches such as toponymy and spatial analysis are proposed for further geographical research, which will contribute to the extent of geographical research scopes.
