과학기술처(최형섭장관)는 1977년도 전국민의 과학화 추진계획을 3월25일 발표하였다. 1973년 박정히 대통령의 유시에 따라 추진되어온 이 운동은 그 목표를 첫째 과학기술에 대한 국민들의 인식앙양에 두고 있으며 둘째 전국민의 사고와 생활습성을 과학화 하고 셋째 과학기술개발에 전국민의 역량을 집결 참여시키는데 두고 있다 또한 이 운동은 정부, 과학기술계, 산업계, 매스콤 등 범국민적 참여하에 새마을운동과 상호 유기적인 협조로 추진되고 있으며 년차별 시행계획과 실천 등은 과학기술처가 총괄하게 되어있으며 구체적사업은 제시된 방향(과기처 발표) 따라 기관이나 부처별로 추진된다. 한편 과기처는 각부처에 5개항의 협조요망사항을 전달한바 있다 그 내용을 보면 소속훈련기관에 과학화 과정의 설치와 교육자료의 상호교환, 각종행사에 있어 연구기관 및 산업관찰 권장, 잡지 등에 과학화 정신 반영과 모든 제품의 용도 효능 생활소비품등을 상술한 과학적 판단자료 제공을 장려하도록 되어있다

이 연구는 마을문고 창설이래 1980년까지의 문고운동 추진의 기본전략과 행태를 분석하고 해석하였다. 마을문고운동 추진의 전략은 이 운동의 기본목적이라 할 수 있는 문고설치와 육성에 관련된 전략과, 이를 뒷받침하려는 지원목적과 관련하여 사업전개 방법상의 전략으로 구분하여 분석하였다. 이 연구는 문헌자료의 분석, 필자의 체험과 관찰, 관계자 확인 등의 방법을 사용하여, 질적연구 방법으로 진행하였다.

Recently Factory Saemaul Undong is stagnant and spirits of Self-helf, Diligence, Cooperation goes off the public in general our society. After the 1988 year, Factories have a sickely constitution of industrial structure for Saemaul spirits fading. So, it is now a thing of the past in the 1973~87 year's active Factory Saemaul Undong of Korea industrial rationalization movement. Come on the new age 1990's, it make a special study renew method and newly technique of Factory Saemaul Undong promoting for democratic new age.

본고에서는 현재와 같은 자원내쇼낼리즘으로 인한 에너지 위기를 극복하고, 국내의 부존천연자원을 최대한으로 총동원하여 개발해야 한다는 필요성에 입각하여, 농촌산재의 극소수력, 풍력자원을 개발하고, 이와 아울러 저수지, 양수개발시설등을 병용함으로서 경제적이고 신뢰성있는 전력을 농촌에 공급하여 이로써 농촌의 전화, 기계화, 수리화, 치수효과를 도모하고 새마을 운동의 목적을 효과적으로 달성하도록 한다는것은 매우 바람직한 일이라 할 수 있다. 농촌전원개발은 또 과학기술의 발전과 농촌소득증대, 농촌노동력의 효과적 이용등의 견지에서 다목적의 성격을 지니고 있기 때문에 그 자원조사 및 개발을 하루 속히 실현할 것을 촉구하고 기대한다.

최형섭과학기술처 장관은 2월17일 하우 2시30분 박정희대통령 년도순시 업무보고에서 과학기술기반구축의 계속적인 노력과 급변하는 국내경제의 여건에 대응한 산업기술의 전략적 발전.전국민의 과학화운동촉진과 새마을 기술지원에 적극적인 행정력을 발휘하겠다고 75년도 과학기술시책방향을 보고했다. 최장관은 또 두뇌개발과 기능숙달을 위한 국가기술자격법 시행을 전국적으로 확대실시하고 자원개발의 극대화방침으로 소계곡발전,니탄저질탄개발,조력해양,태양력에너지,풍력등을 다각적으로 개발하겠다고 보고했다. 이날 최장관이 밝힌 75년도 과학기술기본시책 방향은 다음과 같다.

‘웰빙(Well-Being)’이라는 단어를 접한 것은 얼마 되지 않았지만, 웰빙처럼 강력한 생활 트렌드를 만들어낸 경우도 흔치 않다. 어찌 보면‘잘 살아보세~ 우리도 한 번 잘 살아보세~’하던 1970년대 새마을 운동 컨셉과 비슷한 이 트렌드는 음식, 건강, 패션, 인테리어는 물론 여가 활용 등 생활 속 곳곳의 모든 것에 대해 웰빙 열풍을 만들어내고 있다. 시중에 나와 있는 책들은 물론이고, 하다 못해 패스트푸드의 햄버거 상품에 이르기까지 웰빙을 들고 나서면서 웰빙은 트렌드를 넘어서 일종의 브랜드까지 되는 현상을 보인다. 모바일 환경에도 웰빙 컨셉이 도입되고 있다. 모바일이라는 것이 생활 속에서 뗄래야 뗄 수 없는 도구라고 한다면, 마땅히 가장 먼저 웰빙 컨셉을 도입해 변화할 환경 중 하나라 할 수 있다. 단순한 통신 도구로서의 역할을 벗어나 웰빙 상품으로 탈바꿈하고 있는 모바일 환경에 대해 살펴본다

The QC circle is a small group organized for accomplishing the company's purpose of improving constitutions of the enterprise, developing the capabilities of the mem-bers and improving human relations. The present study intends to investigate the current situations and problems of the QC circle and to develop most effective models for QC circle movement in Korea. For this purpose the author surveyed 93 QC circles and interviewed more than 20 QC circle members and managers. The author has concluded that it is necessary to: 1. establish the authority and duty of the QC divisions. 2. train the top and middle management, especially the indirect divisions manage-ment. 3. motivate the QC circle members for achieving their purpose.

This paper was done as an exploratory study aiming to identify the relationship between small group characteristic factors and perceived performance in the Village Development Committee (VDC) in Saemaul Undong project in Laos. The data were gathered from 166 members in 17 VDCs in Vientian province, however 135 questionnaires were used in analysis. Structure Equation Model was applied in the analysis with Amos 21. The major finding of this study were as follows; firstly decision making was more influenced by task cohesion than social cohesion, secondly organizational citizen behavior was influenced by both task cohesion and social cohesion. However, social cohesion had more influence than task cohesion, thirdly the VDC members learned their technical knowledge from decision-making process, and influenced to their perceived performance level and to VDC sustainablity, and fourthly in overall, committee members implemented their jobs based on task-oriented.

세계적으로 가장 강력했던 농촌운동 중 하나로 이상촌운동을 들 수 있다. 동서양을 막론하고 수세기 전에 이미 농촌을 이상적으로 개발하여 행복하게 살기를 바라는 꿈을 꾸었고 그 꿈을 현실화하기 위하여 이를 하나의 사회운동으로 계획하여 실천하려고 하였다. 서양에서는 영국의 토마스 모어가 1516년 "유토피아"를 발표하면서 시작되었고, 이어서 로버트 오언을 이어 세계 각국에 다양한 형태로 번졌다. 중국에서는 기원전 6세기 노자의 소국과민사상과 4세기에 도연명의 무릉도원이란 이상사회를 그렸다. 한국의 대표적인 이상촌은 허균이 쓴 소설 홍길동전에 나오는 율도국과 박지원의 허생전에 나오는 공도, 그리고 중요한 이상촌 운동으로는 구한 말기부터 조국을 구하려고 전국 각지와 만주와 미주에 이르기까지 일어났던 신민회의 이상촌운동이 농촌을 지키는데 기여했고, 농민들에게 모범이 되어 일제의 탄압과 착취에 저항하고 참고 살아가는데 기여했을 뿐 아니라 한국의 독립을 쟁취하는데 희망을 주었다. 그 운동은 해방 후에도 가나안농군학교와 새마을운동으로 이어져 조국을 근대화시키는데 그 바탕이 되었다.

The first national QC Circle Convention sponsored by Industry Advancement Administration in 1975 was the beginning of employees group activity from a national point of view. Subsequently some events such as the firs Nationwide Factory Seamaul activity small Group Convention, which was supervised by the ministry of Trading and Industry and Factory Seamaulundong promotion Center, paved the way for proliferation of the group activity through all kinds of manufacturing. Although since November 1982 these two conventions has been united, many problems have been disclosed that are against the basic principles more or less. Worker's group activity is, essentially, a trouble shooting oriented voluntary small group within their working place to improve the surroundings creatively. In practice, however, many groups are so typical and so impetuous of the material effect that it is worried to be inclined to outform rather than contents. To prevent this point it is recommended that worker's group activity be promoted continuously and on the basis of the original principle of small group activity to obtain practical and rich results, and systematically to be more effective and active considering the managerial environment and the intellectual level of the consisting members.
