InterOpto 2000을 다녀와서

  • 지난 7월 10일에서 14일까지 5일간 한국광산업진흥회는 참관단을 구성해 일본 치바현 마꾸하리 멧세에서 열린 ‘InterOpto 2000' 행사에 참여했다. InterOpto 2000'은 일본에서 열리는 최대규모의 광산업박람회로 국내업체로는 동우옵트론, 삼성정밀화학, 포엔티, 도남시스템 등 4개 업체가 참여했다. 참관단은 'InterOpto 2000' 참관과 함께 일본광산업관련업체 견학, 일본광산업기술진흥협회 (OITDA)와의 상호교류 업무협의, 광산업 박람회 개최관련 자료 및 정보수집 등의 업무를 수행했다. 또한 광산업 관련 세미나에 참석해 광산업의 동향과, 기술현황을 살폈다.

  • 대한인쇄문화협회(회장 김남수)는 지난 1월 12일 인쇄문화회관 5층 회의실에서 서체 기증식을 가졌다. 이날 기증식은 (주)릭스코(대표이사 김재욱)와 (주)헤움디자인(대표이사 김진덕)이 자체 개발한 서체를 각각 20종, 총 40종을 대한인쇄문화협회에 무상기증하기로 합의한데 따른 행사였다. 2월 1일부터 인협의 회원사들은 폭넓은 범위에 걸쳐 활용도가 높게 서체를 사용할 수 있게 되었으며 향후 경영에도 적잖은 도움이 될 것으로 보인다.

  • 서울대 약대 김진웅교수는 다양하고 강력한 분석과 상호결합 실험을 통해 얻어진 천연물성분의 각종 자료를 데이터베이스화하는 연구를 진행하고 있다. 김교수는 최근 여러 계열의 천연물에서 초임계 유체 추출법을 접목하여 성공시킨 바 있는데 지금까지의 연구결과를 토대로 앞으로 초임계 유체기술을 이용한 고부가가치 천연 의약품 추출 정제기술을 개발해 산업화에도 일조할 계획을 세우고 관련업체와 구체적인 협의를 진행하고 있다.

  • 국내 금강유역의 경우 충남 서부와 북부지역을 중심으로 강수량 부족과 가뭄이 빈번히 발생하는 것으로 보고되며, '14년에도 강수량이 부족하였고, '15년에는 제한급수에 돌입하는 등 가뭄 피해가 최대 3년에 걸쳐 다년 발생하였다. 가뭄 발생 시 댐은 가뭄 대응단계별 용수공급조정기준에 따라 생공용수 여유량, 하천유지용수, 농업용수, 생공용수 순으로 감량 후 운영된다. 이중 하천유지용수는 수 생태계 및 하천과 관련이 있는 다양한 자연 자원의 보호와 보전을 위해 하천에 남아 흘러야 하는 물로 정의되며, 환경 및 생태계에 관한 중요성이 커짐에 따라 가뭄 시에도 하천이 유수의 정상적인 기능과 상태 유지를 위해 필요한 용수이다. 용수공급조정 기준은 지금까지 총 5차례 개정되었으며, 가장 최근인 '19년에는 가뭄 주의단계시 하천유지 용수 감량기준을 기존 하천유지용수 "100% 감량"에서 "최대 100% 감량"으로 개정되었다. 이를 통해 다양한 의사결정이 가능해졌지만, 한편으로는 구체적인 기준이 제시되지 않아 이해당사자 간 상호 협의를 통해 감량(주로 50%)하는 실정이다. 이러한 상호 협의의 과정은 다양한 이해당사자들의 의사를 반영할 수 있는 과정이긴 하지만 수자원의 부족은 직접적으로 주민들에게 심각한 피해로 이어지기에 보다 정교하고 합리적인 기준의 설정이 필요하다. 본 연구에서는 의사결정 과정에 활용할 수 있는 하천유지용수 최적 감량 방안을 제시한다. 본 연구에서 제시하는 방안은 각 이해당사자의 향후 체계적인 의사결정을 위해 근거를 제공하는 것이 목표이다. 이를 위해, 하천유지용수의 공급에 따른 편익과 가뭄 위험도 간의 관계를 규명하고, 관계에 따른 하천유지용수 감량 정도에 따른 피해를 추정한다.

  • This study aims to examine whether Marine sand mining business is Maritime Traffic Safety Audit and priority between Maritime Traffic Safety Audit and Sea Area Utilization Impact Assessment because development and action to use in the ocean is ambiguous, it is overlapped with system of environmental aspect, and priority is not designated. Therefore, the way to improve to settle the overlapping problem etc. between Maritime traffic Safety Audit and Sea Area Utilization Impact Assessment was suggested and legal ground for sand mining is suggested. Because management department for Maritime Safety Act and Marine Environment Management Act is Ministry of Oceans and Fisheries, the solution for this is both embodying co-experts on each committee for determinant of system with maintaining contact and radical revise of law. If revised, the possibility of accident in ocean is decreased, and it can be a way to protect marine environment.

  • 1. The experiment was carried out to control the unfilled fruits in peanut with lime and potassium application. 2. There was increased tendency in branch length and numbers in accordance with the increased amount of lime and potassium, but the decreased tendency was found at over applied conditions of them. 3. Fresh weight of vegetative part was increased along with the increased amount of lime application by 100kg/10a. 4. Increased lime and potassium within the certain amount decreased the ratio of unfilled fruits. These fact raised were considered due to not only the increased number of two filled shell but the decreased number of one filled or unfilled shell. 5. Seed weight was influenced by both lime and potassium but lime seemed to have more effectiveness. Interaction between lime and potassium on seed weight was highly significant. 6. For the control of unfilled shell and obtain higher yield, it desirable to apply 15kg/10a of potassium and 100kg/10a of lime with optimum amount of nitrogen and phosphorous.

  • This paper introduces the progress and remaining tasks regarding the establishment of the record center led by the Ministry of Justice since 2015. The establishment of the record center requires long-term and repetitive mutual and organic agreements, reviews, and feedback processes that involve internal and external parties from multilateral areas. This paper is a summary of the major proceedings and results of each field. The cases introduced in this paper regarding the establishment of the Ministry of Justice Record Center are expected to be a useful and valuable resource for other institutions seeking to establish a record center.

  • Integrated Pollution Prevention and Control(IPPC) has become an idealistic environmental prevention concept in developed countries and corresponds with principles of Industrial Ecology. The concept of emissions regulatory integration is a key factor for an integrated environmental management system. While most EU member countries have a cross-media regulatory system, Korea has a media-specific regulatory system which was found to have significant environmental management problems. The purpose of this study is to integrate the emissions regulatory system by resolving difficulties through procedural, organizational, and substantive analysis of integration. To this end, the following research was performed: The first task was to determine the target of the integrated emissions regulatory system. In connection with this, the "IPPC directive" of the EU and the "PPCA 2000" schedule 1 of the UK, as well as environmental laws in Korea were compared and analyzed. The second was to design a regulatory system model. This model was divided into three groups after considerations were made regarding the time it would take for the pre-application,application, and permission stages. Lastly, on the basis of this research, a revised bill for an integrated emissions regulatory system was suggested. Nevertheless, substantive analysis of integration focused on BAT requires supplementation in order to make the integrated emissions regulation system operate normally as an environmental management policy and regulation method. To this end, the specific characteristics of Korean society, culture, and law should be actively considered.

  • The technological risk has two major aspects. The one is technological aspect of the risk which consists of rules of nature and rational behaviors of humans. The other is social aspect of risk which consists of human values and nonrational and emotional behaviors of humans. So the technological risks should be called and treated as the technological and social risks. Because of these, not only technological professionals but also public people should have the chance to participate in the management of technological risks.
