The Comparison of Workfare in UK and Australia from the View Point of Social Contract Theory (사회계약론적 관점에서 본 영국과 호주의 근로연계복지 비교연구)

  • The Purpose of this paper is to compare workfare system in UK with in Australia from the view point of social contract theory. There are two kinds of social contract theory - Hobbesian and Kantian theory. In view of these two types, this paper makes a comparative study of New Deal in UK and Mutual Obligation in Australia. The results of analysis can be summarized as follows. Firstly, in this respect of compulsive program formation background, Mutual Obligation and New Deal is all similar with Hobbesian social contract theory. Secondly, With regard to concern for the disadvantaged, Mutual Obligation is among Hobbesian social contract but New Deal is among Kantian social contract. Lastly, concerning orientation of compulsion, Mutual Obligation is close to Hobbesian social contract but New Deal is close to Kantian social contract.

  • 기업환경에서 정보의 무결성은 중요한 보안 요구사항이다 의무분리 정책의 목적은 정보의 무결성을 필요로 하는 연산들을 여러 역할이나 사용자에게 분산시킴으로써 조직 내에서 관리하는 무결성 침해 가능성을 최소화하는 것이며 이것은 상업적 응용분야에서 중요하다. 전통적인 임의적 접근제어와 강제적 접근제어 정책의 대안인 역할 기반의 접근제어 기법은 응용에 따라 보호 객체들에 대한 접근을 역할들로 분류하여 단순한 권한 관리를 제공하며 의무분리 정책을 시행하기에 적합하다. 본 논문에서는 역할 기반의 접근제어에서 기존의 의무분리 안전성 조건의 취약성을 보완하여 응용 프로그램의 실행단위인 클래스에 기반한 개선된 동적 의무분리 기법을 제안하고 상호 배타적인 부트랜잭션들을 포함하고 있는 중첩-트랜잭션을 대상으로 이를 적용한다. 또한 여러 작업들이 동시에 실행되는 환경에서 감염된 트로이언 목마에 의해 발생될수 있는 정보의 유출 문제를 해결하고자 작업간 정보의 비밀성을 보장하는 동적의무분리 모델을 제시한다. 제안한 모델은 기존의 무결성 보장을 위해 제시되었던 Clark-Wilson 모델과 다른 의무분리 모델에 비해 관리가 용이하며, 동적으로 유지 관리되어야 하는 데이터의 양이 적고 객체 접근 확인 절차가 단순하여 구현방법이 용이한 장점이 있다 그리고 기존 의무분리 모델에서 고려되지 않은 병렬 수행 환경에서 작업 사이의 정보 유출 문제를 해결한다.

  • The purpose of this study is to review the business records management and archival system in Korea. Each private enterprise has several reasons to maintain its own records, archives and historical materials. Those are to meet the legal requirements and the social needs. They are for supporting the business activities and protecting the benefits of corporate. It's needed to establish an integrated knowledge, information, records, and communication center, employing the archivists and records managers who have an ethical sense of duty and the knowledge about business records to improve the current system at own storage facilities.

  • As the share of leisure culture increases these days, expectations are rising for the high quality of culture while increasing interest in leisure and tourism. The percentage of the population going on weekend trips to broaden the horizons of elementary, middle and high school students has continued to rise in proportion to the expectations for cultural enjoyment. We expect that visitors' weekend family activities will include relaxing, playing and educational purposes. Recent educational programs have moved from the past where only children were allowed to be onsite, to a shared style in which parents can engage in educational activities, potentially leading to the implicit involvement of family ties and family elasticity. The effects of education are not expressed by the period that ends in a single moment of experience, but by the continuity of training and experience. The same holds true for family affinity, communication and empathy. Providing opportunities for family experience and education is a national responsibility for broken family and restoring solidarity with the growing number of single-person households. Furthermore, it is a duty of museums and galleries today, and it is necessary to come up with methods to enhance family solidarity and family affinity. In particular, it is imperative to develop and provide educational programs for educational purposes at the Education Museum, and to develop " education for family " at the social level. This paper aims to analyze the results of all family participating education programs provided by family education programs at the Education Museum through family surveys and interviews, and to enhance the activation of family types education programs more actively.

출생 및 사망신고체계의 현황과 발전방향

  • 국민건강 수준과 문제점의 파악, 보건사업의 기획 및 평가를 위해 정확한 출생과 사망에 관한 통계자료가 필수적이다. 그러나 출생신고 이전에 신생아가 사망하는 경우에 대부분 출생과 사망 모두를 신고하지 않아 영아사망률을 비롯한 보건통계를 산출하지 못하여 합리적인 보건사업의 기획 및 평가가 어려우며, OECD 회원국으로서 제시해야 할 기본적인 보건통계를 제시하지 못하고 있다. 또한 현행 출생신고자료에는 신생아와 산모의 건강상태에 관한 자료가 없어 보건서비스제공과 모자보건관련 역학적 연구에 활용 가치가 거의 없다. 지역보건의료정보화, 예방접종기록전산화, 미숙아 및 선천성기형아 등록 등 각종 등록 및 전산화사업이 진행중이나 이러한 사업들이 독립적으로 진행되고 있어 같거나 비슷한 자료의 중복 입력하게 되고, 상호 연계가 되지 않아 자료의 활용성이 낮고, 그 어느 사업도 전체 분모를 파악할 수 없는 단점이 있다. 이러한 문제들은 전산정보체계의 확립으로 해결할 수 있다. 약 99%의 분만이 의료기관에서 일어나고, 정부의 초고속 통신망을 비롯한 의료기관과 보건소의 전산화가 빠르게 진행되고 있어 전산정보체계를 위한 여건이 성숙되고 있다. 분만의료기관이 산모의 거주지 보건소로 직접 출생신고를 하면 보건소는 적기에 산모와 신생아에게 필요한 보건서비스를 제공할 수 있고, 보건소가 읍 면 동사무소로 출생신고 자료를 전송하면 산모는 동사무소에 가지 않고도 출생신고를 할 수 있으며, 보건통계자료수집과 출생신고관리에 필요한 인력과 시간을 절약할 수 있고, 정확한 생정통계를 얻을 수 있고, 예방접종기록과 미숙아 및 선천성기형아 등록은 쉽게 해결되고, 완전한 보건사업대상자의 database를 구축할 수 있어 평생건강관리체계의 기틀을 마련하게 된다. 이러한 전산신고체계를 확립하기 위하여 연자 등은 정부의 연구용역사업으로 전산프로그램과 표준신고양식과 신고체계를 개발하여, 포항과 천안시에서 2000년 3월에서 8월까지 시험 운영하였다. 시험운영결과 출생신고율은 99.9%이었으나 신생아사망의 전산신고율은 11.1%로 낮았다. 그러나 일단 출생신고된 신생아의 사망은 반드시 확인될 수 있는 것이 본 신고체계의 큰 장점이었다. 전산신고의 중요한 장애 요소는 현행법상 의료기관이 출생신고를 직접 할 의무가 없으므로 신고를 강요할 수 없고, 의료기관의 일손 부족으로 출생신고서를 충실하게 기재하지 못하는 것과 의료기관간의 전산화 수준의 차이가 심한 것이었다. 의료기관이 직접 신고를 하도록 하기 위하여 모자보건법 등 관련법 개정이 필요하며, 의료기관의 출생신고자료 송부에 대한 정당한 보상이 있어야 할 것이다. 의료기관 간의 전산화 수준의 차이는 data warehousing과 on-line analytical processing과 같은 기술을 이용하면 해결 가능할 것이다.

A Concept Analysis of Caregiving Satisfaction in Family Caregivers of Patients with Dementia (치매환자 가족돌봄자의 돌봄만족감 개념분석)

  • The study was conducted to identify and clarify the conceptual definitions and attributes of caregiving satisfaction in family caregivers of patients with dementia. The hybird model was used to perform the concept analysis of caregiving satisfaction. Results from both the theoretical review and a field study including 7 participants were included in final process. The concept of caregiving satisfaction was found to have three dimensions with seven attributes. Caregiving satisfaction by family caregivers of patients with dementia was defined as positive of aspects of caregiving usually experienced in three dimensions such as interpersonal dimensions (accomplishing a duty, reciprocity, strengthening of the relationship), role performance dimensions (feeling of accomplishment, emotional reward, emotional comfort) and meaning of role dimensions (positive meaning-making). Based on the results, a tool for measuring caregiving satisfaction among Koreans family caregivers of patients with dementia and effective programs for enhancing caregiving satisfaction should be developed in future studies.

  • Minnesota state law requires County Extension Committees (CECs). The County Board of Commissioners appoints committee members. Extension Educators are responsible for using CECs to assure the value of Extension work in the County. This paper will explore underlying values, principles and practices that can effect the utilization of CECs in ways that benefit the work of Extension and make the process a good experience for CEC members and Extension Educator. The paper is based primarily on readings in the Journal of Extension, interviews with two Extension Educator, and information provided by the University of Minnesota Extension Service for CEC members.

  • Objectives: Immunizations have been one of the most effective measures preventing from infectious diseases. It is quite important national infectious disease prevention policy to keep the immunizations rate high and monitor the immunizations rate continuously. To do this, Korean CDC introduced the National Immunization Registry Program(NIRP) which has been implementing since 2000 at the Public Health Centers(PHC). The National Immunization Registry Program will be near completed after sharing, connecting and transfering vaccination data between public and private sector. The aims of this study was to evaluate the immunization module of non-chart system in private clinic with health information system of public health center(made by POSDATA Co., LTD) and immunization registry program(made by BIT Computer Co., LTD). Methods: The analysis and survey were done by specialists in medical, health field, and health information fields from 2001. November to 2002. January. We made the analysis and recommendation about the immunization module of non-chart system in private clinic. Results and Conclusions: To make improvement on immunization module, the system will be revised on various function like receipt and registration, preliminary medical examination, reference and inquiry, registration of vaccine, print-out various sheet, function of transfer vaccination data, issue function of vaccination certification, function of reminder and recall, function of statistical calculation, and management of vaccine stock. There are needs of an accurate assessment of current immunization module on each private non-chart system. And further studies will be necessary to make it an accurate system under changing health policy related national immunization program. We hope that the result of this study may contribute to establish the National Immunization Registry Program.

Children's eating behaviors and teachers' feeding practices during mealtime at child-care centers (어린이집 급식시간 중 영유아의 식사행동 실태 및 보육교사의 식사지도 방법)

  • Purpose: The aim of this study was to investigate children's eating behaviors and teachers' feeding practices during mealtime at child-care centers. In addition, it focused on the difference of teachers' feeding practices on children age under 2 years ( ${\leq}2$ years old) and 3 years and older (3~5 years old). Methods: A total of 169 teachers working at childcare centers in Geumcheon-gu, Seoul, Korea, completed self-report questionnaires in December 2013. The questionnaires were composed of questions on children's eating behaviors, feeding practices; 'Explain', 'Praise', 'Modeling', 'Indulgent', 'Insist' and 'Reward', interaction with home, and a range of demographic information (analysis rate: 51.2%). Results: Approximately 59.2% of teachers had not taken a class on feeding practice and the average score for nutrition knowledge was 14.6 out of 30 points. The most undesirable eating behavior of children during mealtime was 'eating while walking around (36.7%)' both ' ${\leq}2$ years old' and '3~5 years old'. Regarding feeding practices according to children's undesirable eating behaviors during mealtime, there were differences between age groups. When children did not eat all of the foods that were served and did not clean up silverware or seats after having food, teachers caring for '3~5 years old' practiced 'Explain'. However, percentages of those who practiced 'Indulgent' and 'Modeling' were significantly higher in teachers caring for ' ${\leq}2$ years old' than '3~5 years old'. Conclusion: These findings indicated that teachers caring for children lack education and knowledge about nutrition and feeding practice. In addition, verbal feeding practices, like explain, were mainly used by teachers. As a result, for teachers, guidelines and programs for learning about age appropriate feeding practice during mealtime at child-care centers may be needed.

Satisfaction and Preference of School Milk Program of Elementary School in Ulsan (울산시 초등학교 우유급식 만족도 및 기호도 분석)

  • This study examined the satisfaction of a school milk program as well as the preference of school milk and flavored milk. The subjects of this study were $4^{th}$ , $5^{th}$ and $6^{th}$ grade students in 4 different elementary schools, who were attending the school milk program in Ulsan. The survey was conducted from April 10, 2009 to April 30, 2009. Of the 403 questionnaires distributed, 347 responded and analyzed (usage rate: 86%). The results were as follows. Of the 347 respondents, 53.9% were boys and 46.1% were girls. 34%, 31.1% and 34.9% of the students were $4^{th}$, $5^{th}$ and $6^{th}$ graders, respectively. Second, 80.1% of the students reported 'have milk everyday', and 89.9% of the students reported 'have milk as it is'. Third, the overall satisfaction with the school milk program was 3.32 based on a 5-point likert scale, the 'guidance of nutrition teachers and class teacher' was 3.21 and 'taste of school milk' was 3.37. There were significant positive correlations between the school milk satisfaction variables and overall satisfaction (p<0.01). Fourth, the preference for school milk was 3.33. The preference for flavored-milk were 3.63 (coffee milk), 4.44 (chocolate milk), 4.16 (strawberry milk), 4.26 (banana milk) and 3.53 (black bean milk). Fifth, to improve the school milk program, 85.9% of students wanted a provision for flavored milk. In conclusion, schools need to find a way to increase the satisfaction of the school milk program and the preference of school milk to increase the milk intake of students. Nutrition education for students and parents should be conducted systematically and choices for various kinds of milk and milk products should be given to the students.
