Effects on the Functional Status Changes of LTC(Long-Term-Care) Services (노인장기요양보험 급여이용이 기능상태 변화에 미치는 영향)

  • The study was performed to identify the functional status change of beneficiaries of Long-Term Care Insurance and its related factors. We conducted the logistic regression with 17,652 beneficiaries during August and September in 2008. As a result, activities of daily living(ADL), behavioral changes, rehab, instrumental activities of daily living(IADL) and cognitive function, followed by nursing care area were improved in a greater degree. For the institutional service, level-1 beneficiaries was significantly improved in rehab area and level-2 beneficiaries was improved in ADL. For the home-visit care service of in-home services, level-1 beneficiaries was improved in ADL, level-2 beneficiaries was improved in ADL and rehab area, level-3 beneficiaries was improved in ADL, cognitive function and behavioral changes. For the day-and-night care service, level-1 beneficiaries was improved in ADL, IADL, behavioral changes and rehab area, level-2 beneficiaries was improved in behavioral changes, level-3 beneficiaries was improved in cognitive function and behavioral changes. For the short-stay service, level-3 beneficiaries was improved in behavioral changes. By the above results, there was a difference in a functional improvement by level and used services. Therefore, government need to provide the personalized service system based on the objective and comprehensive understanding for health and functional status of beneficiaries.

신용등급변화의 정보기능과 한국주식시장의 효율성

  • 본 논문은 단기신용등급의 변화가 주가에 미치는 영향을 실증적으로 고찰함으로써 신용등급의 정보기능과 우리나라 주식시장의 효율성을 함께 검증하는데 그 목적이 있다. 단기신용등급이 변화한 104 상장기업을 대상으로 한 실증분석 결과, 우리나라의 주식시장이 기업의 재무상태와 영업상태를 수시로 주가에 반영하여 신용등급변화의 발표 자체가 갖는 정보효과는 극히 작다는 것을 보임으로써 주식시장의 효율성이 지지되었다. 신용등급변화의 정보효과가 평균적으로는 영에 가까우나 발표일 이전에 관련 정보가 주식시장에 적게 반영된 기업의 경우 신용등급변화의 정보효과가 크게 나타남을 보여줌으로써 신용등급변화의 발표가 기존 정보의 오차를 수정하는 효과가 있음을 시사하였다.

A Study of Factors Affecting the Grade Maintenance of the non-graded of Long-Term Care Insurance (노인장기요양보험 등급외자의 등급유지 영향요인 분석)

  • The purpose of this study is to analyze factors affecting a grade maintenance of the non-graded group by LTCI(Long-Term Care Insurance, NHIS). The predictors were examined grade maintenance of the non-graded group(non-grade of A, B, C). The results were as follows: this study found that predisposing factors of the grade maintenance of non-graded of LTCI were significantly related to age, sex, death. Enabling factors of the grade maintenance of non-graded of LTCI were significantly related to household state, income level. Need factors of the grade maintenance of non-graded of LTCI were significantly related to dementia, grade of first grading, retry of applying for long-term care assessment. Based on the finding of study, implications and future research directions were discussed for policy considerations.

  • 하천의 수리 및 하도의 특성으로 대표되는 물리적 환경(하도 및 수리 특성)은 생태계 기반으로서 수질특성과 더불어 생물에 미치는 영향이 아주 크다. 따라서 하천의 물리적 환경을 진단하고 평가하는 경우에는 상 중 하류의 위치에 따른 하도의 지형학적 특성과 하천의 규모 및 유량의 크기 등에 따라 하천의 유형을 분류하고 그 유형별 특성에 따라 하천환경의 평가시스템을 구축할 필요가 있다. 1980년 후반 이후에는 세계 각국에서 환경보전, 하천복원 및 하천관리 등 종합적인 하천공학적 관점에서 적용할 수 있는 하천분류체계가 제시되었으며 1990년대 이후 선진국들은 정성적 또는 정량적인 하천의 서식환경 평가시스템을 구축하여 적용하고 있으며 대표적으로 정량적 평가시스템을 운영하는 국가는 독일과 미국이고, 정성적 평가시스템을 운영하는 국가는 영국이며, 호주는 영국과 미국의 평가시스템을 통합한 시스템을 운영하고 있다. 한편, 국내에서는 하천환경에서 생태계 기반인 하천의 물리적 특성(구조)에 대한 평가 및 진단 절차도 없이 시행되고 있는 사례가 대부분이다. 또한 지금까지는 하천의 자연도 평가 연구 등에서 선진국들의 하천환경평가시스템을 여과 없이 적용함으로써 국내의 하천특성을 제대로 반영하지 못하는 문제점을 노출하고 있다. 따라서 국내 하천의 물리환경 평가시스템에서는 생물 서식의 기반이 되는 하천의 하도지형 특성 및 수리특성을 반영할 수 있어야 한다. 하천평가에 앞서 하천유형 분류에 따른 하도특성은 하상경사에 따라서 급경사 하천(high-gradient stream), 중경사 하천(mid-gradient stream), 완경사 하천(low-gradient stream)으로 구분하였으며 하천의 물리환경 평가시스템의 평가영역 및 평가지표는 정량적 평가시스템을 운영하는 독일(LAWA, 2004)과 미국(EPA, 2004)의 연구결과를 참고하여 공통지표를 추출하고, 우리나라의 하천이용 및 정비현황을 반영하여 하천유형을 3가지로 분류하고 각 하천유형에 대하여 3개 영역 10개 평가지표를 5개 등급으로 구분하여 평가시스템을 구축하였다. 하천에 대한 하천 지형특성과 현황을 조사할 항목은 수리 및 하도영역의 6개 항목, 하안영역의 2개 항목, 하천교란 영역 2개 항목으로 3개 영역으로 구분해서 평가하고 그 점수에 따라 1등급은 매우좋음(1등급)상태의 $20>{\sim}18{\geq}$점, 좋음(2등급)상태의 $18>{\sim}14{\geq}$점, 보통(3등급)상태의 $14>{\sim}8{\geq}$점, 나쁨(4등급)상태의 $8>{\sim}14{\geq}$점, 매우나쁨(5등급)상태의 4>점으로 등급을 산정하였다. 매우 좋음의 1등급은 참조하천이며 좋음~매우나쁨의 2등급~5등급은 비교하천으로 구분하였으며 보통보다 높은 경우는 자연하천, 낮은 경우는 인공하천으로 나누어 서식처 기반에 따라 평가체계를 구축하였다. 한국형 하천환경 물리평가 체계가 확실히 구축되기 위해서는 각자의 평가 등급이 적절하게 평가 되는지를 검증해야 하기 때문에, 본 연구에서는 하천유형별 자연하천과 인공하천을 비교 분석하였고 평가 영역별 평가지표를 기준으로 상관분석을 통한 상관성을 분석하고 더 나아가 가중치의 적절성 및 각각의 등급에 미치는 영향을 검토하고자 한다.

A Study on Improvement of Maintenance Strategy based on Analysis of Bridge Safety Grade (교량 안전등급 분석을 통한 유지관리전략 개선 방안 연구)

  • Because bridges are major national infrastructure, regular safety inspections or diagnoses for bridges have been conducted in accordance with the "Special Act on the Safety and Maintenance of Facilities." Accordingly, the condition and safety assessments of the bridge are conducted to derive the condition and safety rating, respectively. A lower result is determined to be the safety grade of the bridge. In this study, the relationship between the condition rating and safety rating, which are the core of the bridge safety grade, was analyzed by the representative superstructure types of bridges, such as RC slab, PSCI girder, Steel box girder, Rhamen, and Preflex girder, to identify the correlation status and range between each rating. A reasonable improvement direction for establishing existing maintenance policies was suggested by proposing an alternative plan to change the proper implementation cycle of the inspection and diagnosis of bridge superstructure types. As a result of the research, it is necessary to adjust the inspection and diagnosis cycle according to the superstructure type and safety grade. In addition, maintenance policies need to be improved through detailed research on more diverse bridge types in the future.

KAPE연구 - 제주흑돼지와 제주일반돼지의 도체등급, 육질 및 물성 특성 비교

  • 본 연구는 식품제조산업 현장에서 원료육으로 많이 사용되는 제주산 돼지고기 중 제주흑돼지가 제주일반돼지에 비해서 돼지도체 등급판정 기준에 의한 비교시 높은 등급이 나오지 않음에도 불구하고 가격이 높게 나오는 현상에 대한 원인을 규명하고자, 제주흑돼지와 제주일반돼지를 구입하여 도체상태의 육질 특성과 정육상태에서의 물성특성을 조사하였다. 도체상태에서 제주흑돼지는 제주일반돼지에 비해 육색의 적색도는 유의적으로 높았다. 돼지고기 정육의 물성을 조사하기 위해 제주흑돼지와 제주일반돼지 중 도체중량이 유사한 도체를 선별하여 분석하였다. 돼지 껍데기에 대한 물성을 조사한 결과 제주흑돼지와 제주일반돼지에서 차이점은 탄력성(springness), 응집성(cohesiveness), 탄성(Resilience)에 유의적인 차이가 있었고, 돼지 생육에 있어서는 탄력성(springness), 응집성(cohesiveness), 탄성(Resilience)에서 유의적인 차이점을 보였다. 이상의 결과를 종합해 볼 때 식품제조 원료로써 제주산 돼지고기를 구매할 때 제주흑돼지는 제주일반돼지에 비해서 도체상태에서 육색의 적색도가 유의적으로 높고, 돼지고기 껍데기와 고기의 탄력성(springness)이 높고, 응집성(cohesiveness), 탄성(Resilience)에서는 낮은 값을 나타냈다. 따라서 생육상태에서 식품제조 원료육으로 돼지고기를 구매할 때 물성항목이 품질평가에 중요한 지표로 활용할 수 있을 것으로 판단된다.

  • The attributes related to the health condition of RC deck slabs are analyzed to help us identify and rate the safety level of the bridges in this study. According to the related reports the state assessment for the outward aspects of bridges is the important and critical part for rating the overall structural safety. In this respect, the careful identification for the various state attributes make the field inspection and structural diagnosis very effective. This study analyzes the influence of the state attributes on evaluation classes and the relationship of them by the inductive reasoning, which raise the understanding and performance for evaluation work, and support the logical approach for the state assessment. ID3 algorithm applied to the case set which is constructed from the field reports indicates the main attributes and the precedence governing the assessment, and derives the decision hierarchy for the state assessment.

A Study on the Evaluation Criteria of Pavement Condition Using Investigation Equipment of Bicycle Road (자전거도로 조사장비를 이용한 포장상태 평가 기준 연구)

  • The purpose of this paper is to establish an evaluation criteria for pavement condition in bicycle road. The suggested criteria would help in the activation policy of bicycle use. The conventional evaluation criteria is difficult to be applied for the bicycle road since the bicycle road is sensitive to changes in the driving environments such as obstacles and bumps. This study presents the evaluation criteria that is suitable for bicycle road. The criteria was suggested in 5 grades through the impact acceleration range of RMSI (Road Monitoring System using ICT). The grades of the criteria are divided into a range of grade A to E. The grade A is a very good condition, while the grade E is a state that requires immediate maintenance. This study were confirmed the validity through the survey of user's satisfaction. According to the results of survey, the grade A was shown correlation of 91%. The grade E requiring immediate repair was presented correlation of 94%. It showed that the results of surveying the bicycle road users are highly correlated with the suggested criteria for pavement condition. It showed that the criteria are highly correlated with the survey results. Suggested criteria using the RMSI is expected to be effective for maintenance of the bicycle road. In addition, it is expected to ensure the serviceability and safety for the bicycle users.

Analysis on the Use of Welfare Services of Elderly Long-term Care Grade Accredited and Unidentified (노인장기요양 등급인정자와 등급 외자의 지역사회복지서비스 이용 실태분석)

  • Elderly people want to live in the community even if they are in poor health. However, there is no integrated care support system suitable for the health and functional status of the elderly. So the elderly are choosing living facilities. The purpose of this study is to explore exploring whether the elderly are applying for a long-term care certification. First, mild geriatric patients were mainly using home care services such as visitation care. However, some of the milder elderly were enrolled in nursing homes. And the service that does not fit the functional status of the elderly is used. Second, it is concentrated on the use of visiting care services. Third, elderly people outside the class did not receive sufficient help for daily life, and the use of community welfare services such as the elderly welfare center was low. As a result, long-term care admitters are not able to continue to live in the community even though their health and functioning status is mild, and elderly people out of grade are unable to properly use the necessary community care services. The condition is likely to deteriorate.

The Examination of Load Carrying Capacity Based on Existing Data for Improved Safety Assessment Method of Expressway Bridges (고속도로 교량의 개선된 안전성 평가방안을 위한 실측자료에 기초한 공용 내하력 검토)

  • The safety of expressway bridges was estimated by checking the external condition rank based on the nondestructive inspection and material test and by measuring load carrying capacity based on the result of load test. Although the load carrying capacity of the bridges was clearly low compared to the design standard, it was examined that many of the bridges have good external condition rank relatively. Also, it can be assured that load carrying capacity shows a considerable difference according to various condition even though the bridges have similar construction year and a structural type. Therefore, this study showed various problems of the current safety measurement of expressway bridges by considering the status of the expressway bridges, external condition rank, and method of safety diagnosis and repair, rehabilitation for maintenance. Based on the existing data of over 400 expressway bridges, the load carrying capacity was analyzed quantitatively considering bridge type, serviced life, design live load, external condition rank and traffic count as variables. The result of this study will be expected to provide the basic information for a reasonable safety assessment of expressway bridge.
