Proposals and Passages of the Legislators' Bills in the 17th Assembly: Committee Preference and Negotiation Group Affiliation (17대 국회의원의 법안 발의와 처리결과: 국회의원의 상임위원회 선호도와 교섭단체 소속여부를 중심으로)

  • This study aims to examine whether committee preference and negotiation group affiliation have an effect on proposals and passages of legislators' bills. Previous studies points out predominances and reflections of partisan interests, but analytic result shows legislators' preferences work on introductions and passages of bills through committee and negotiation group as assembly institutions. The rates of proposals and passages were high in the committee that legislators would like to belong to. The same result was found in negotiation group affiliation. However, active activities of legislators works in only their committees, not in a general meeting. This result shows that committee and negotiation group are significant institutions of national assembly.

Evaluation of Standing Committees in Korean Assembly: Focusing on Specialization and Representation. (국회 상임위원회의 운영: 전문성과 대표성의 재평가)

  • This paper introduces two concepts, specialization and representation, to evaluate activities of standing committees in Korean Assembly. Previous studies have criticized the committees based on frequent change of committee membership. After analyzing the empirical data of Finance and Economy Committee, it turns out that different from the previous arguments, the committee reaches the high level of activities in the perspective of specialization and representation. Changing of committee membership, after considering direction of the change and period of leaving the committee, is less happened than they are supposed. If voting by proxy or absentee voting were allowed, the frequency of the changing membership would be decreased. Study on Finance and Economy committee reveals that the extent of participation of the committee members is similar to the that of the floor meeting and that the number of participants and hours for each meeting display the characteristics of deliberative democracy of committee. Unanimous decisions outnumber majority ones. Therefore, this paper insists that standing committees in Korean Assembly works much better than what they have been criticized

  • IFLA(국제도서관협회연맹)의 어린이/청소년 도서관분과(Libraries for Children and Young Adults Section)는 전세계의 어린이 및 청소년을 위한 도서관 발전에 초점을 맞추고 있다. 뿐만 아니라 평생학습의 중요성, 어린이의 독서, 그들의 정보를 제공받을 권리에 대한 인식을 고양시키고 있다. Institutional Development of the U.S. House: Reforms in Legislative Rules (미국 의회 의사규칙의 역사적 진화와 이론적 쟁점)

  • This paper describes the changes in legislative rules in the U.S. House of Representatives and discusses the roles of legislative rules in public policy making. I argue that much of reform experiences in the U.S. House provide good references by which the National Assembly of the Republic of Korea may follow for its reforms. For this, I summarize primary reforms of legislative rules in the U.S. House and discuss dynamics in power distribution between committees and party leadership. These reforms are then reviewed on the basis of political stability, protection of minority rights, and legislative deliberation.

Who Would Amend the Procedural Rules in the Legislature, and Why? An Analysis of Legislators' motivations to Propose Amendments of the National Assembly Law in the 19th Korean National Assembly (누가, 왜 국회법을 개정하려 하는가? 제19대 국회 국회법 개정안 발의 분석)

  • This study analyzes the revision bills of the National Assembly Law in the 19th National Assembly in which the National Assembly Advancement Act was enacted, with the question "who are involved in the revision of the procedural rules, and what motivates them?" The cosponsor network analysis focusing on primary sponsors of the revision bills shows that the network was constructed by party affiliations. A small number of members with high degree centrality attempted to cooperate with each other at the cosponsoring stage, but the legislation did not pass through the related committee. In addition, this study tests the four competitive hypotheses (the committee hypothesis, the distributive politics hypothesis, the ideological distance hypothesis, and the partisan affiliation hypothesis) about the motivation to propose amendments by using the regression models which include newly measured variables. Only the committee hypothesis and the partisan affiliation hypothesis are empirically supported. This implies that partisan consideration is still significant in amending the National Assembly Law even after the National Assembly Advancement Act, and thus party leaders' willingness to seek bipartisan compromises is at the heart of problem-solving.

An Analysis on Congressional Voting Behaviors based on the Whole Reform Bill on the Law of Local Educational Self-Governing (국회의원 투표 행태 분석: 지방교육자치 관련 법안을 중심으로)

  • This study aims at examining what factors have an effect on congressional voting behaviors. In particular, the study closely investigates the Whole Reform Bill on the Law of Local Educational Self-Governing because the bill attracts a lot of attentions. Above all, the bill contains direct election of superintendents of educational affairs and members of a board of education. Likewise, the education committee is converted into a standing committee of the local assembly due to the passage of the bill. The reason the study mainly focuses on the bill is because in general, bills on the floor are approved with significant high in favor; however, the bill was passed with opposition. The study examines factors having an influence on legislators' voting decision. Statistical results show that the ruling party played a significant role in passing the bill. Also, the results exhibit that legislators with high careers and proportional members were in favor of the bill compared with other legislators. Although the study examined only particular bill passed by the National Assembly, it gave an opportunity to look at voting behaviors of legislators. Hopefully, the study contributes to the understanding of congressional voting behaviors.

Unhappy Start but Happy Ending?: Three Conditions for the Success of the 21st National Assembly in the Era of Polarization (제21대 국회 개원 평가와 전망: 양극화 시대 국회 운영의 성공조건)

  • This article purposes to investigate opening process of the 21st National Assembly in the middle of severe conflicts between two major-parties, and predict the changes it will bring to the operation of the National Assembly. With incumbent party's taking all leadership positions of standing committees, it broke the practice since 13th National Assembly, that is, distribution of the standing committees based on the seat-ratio. It means that our National Assembly has entered a new phase in the decision-making process. While the incumbent party, with overwhelming victory in general election, emphasizes that it should dominate legislative process to support the government, the out-party claims that they should take leverage to check over government. Two opposing trends are characteristically observed in the operation of the Korean National Assembly. First of all, due to the experience under authoritarian regimes, the National Assembly has been institutionalizing decision-making processes in the direction of enforcing cooperation between parties. On the other hand, the polarization in political parties has been stronger, making it difficult to reach consensus between parties. This article claims strongly that the 21st National Assembly need to find a balance amid such two-conflicting trends. To do so, three necessary conditions are proposed: observing decision-making procedures, securing diversity within party and National Assembly, and deliberative legislative activities.
