It was announced that 'making a better wellbeing city program' is a new core quality of life policy of Roh Mu-Hyun government. The policy is comprehended as a sign of regional policy changeover, that give empathize to human ware oriented governance from hard ware oriented physical elements input policies. To be effective, It is important to introduce a institutionalization of dynamic social relations in regional community such as participations of civil society. In the case study of Jinju city, a medium scale city located in southern part of Korean peninsular, Invitation of the innovation city, initiated by the alliance of city government and growth coalition, was making progress. Through alliance of labor unions and citizen associations, the public management of public bus companies were succeeded. But the restoration of historical places were suffered a setback by conflicts of interests with development profits. In these contexts, it is insisted that the core of 'making a better welling being city program is introducing of human ware oriented regional policies, such as institutionalization of citizen associations participation.

'최선을 다하는 삶이 아름답다.' 결과도 중요하지만, 충실하게 엮어 가는 과정을 더욱 소중하게 생각하는 유종근 전라북도지사의 생활신조다. 경제학자이자 경제 행정가로서 국제적으로 이름을 날리던 유지사가 정치에 입문한 것은 군부독재에 맞서는 과정에서 자연스럽게 현실정책의 문제, 그리고 정치적인 문제까지 관심을 갖게되면서이다. 그래서 유지사는 도민과 함께 해 온 지난 5년여 동안, 도민의 소득 수준을 전국 상위권으로 향상시키고, 전라북도를 문화ㆍ환경ㆍ복지ㆍ관광 등 모든 분야에서 삶의 질이 앞서가는 퓽요로운 지역, 세계에서 가장 살기 좋은 지역으로 만들기위해 아름다운 최선을 다해 왔다. 도민과 하나된 힘으로 '새천년 새전북인' 운동을 내실있게 추진해 가겠다는 유지사의 확신과 자신감에 찬 모습에서 발전된 전북의 모습이 느껴져 왔다.

The purpose of this qualitative research is to compare the community service and situation of SH apartment in Yangcheon-Gu and PHA apartment in Minnesota in order to grasp the requirement for livable community. For the study, depth-interview method was used to collect the data. Throughout this research, we found the ways to create a livable community as follows: Rental apartments are supplied by Seoul Housing agency in Korea while in US by PHA, an independent government agency. Both of them are in direct management. There are five main topics to be discussed. First, as a main supplier of services, it is Yangchun-Gu's social welfare center in Korea, while PHA in US. Second, as a mean of giving services, Korean residents visit the welfare center. On the other hand, PHA apartments enforces service-to-customer policies. Third, as a Korean service, they are consultation targeting families, children, teenagers, disabled, olds, education, medical examinations, rehabilitation and free meals. In US PHA apartments, they are medical health professionals, social worker, beauty salon or barber shop, bus to shopping area, bookmobile, OK card program, CHSP, ASI, ALP, personal care, senior/congregate dinning and etc. Fourth, both Korean and US have same hindrance for the 'livable community' policies which is funding and conflict of residents. Fifth, both Korean and US think that the key for the success of 'livable community' are resources, service and residents. The differences between Korea and US concerning service conditions such as supply of rental apartments, management and services are caused by cultural, ethnic and economical differences. From another point of view, Korean apartments are predicted to have similar problems like PHA apartments, and preparative attitude for this is needed.

This research was conducted to analyse how a community building around empowerment changes the resident's cognition depending on level of their participation. 'Livable hope community building project' in Gonju-Shi, Chungcheongnam-Do was chosen as an example case. As a result of analyzing influence of residents' participation on their cognition changes, the residents with higher level of participation had bigger changes in cognition in terms of individual and relational aspects. In detail, the residents with one time of participation in livable hope community building activity showed a change in cognition in a way that they realized the reality of the rural area and felt the necessity of community building to overcome this. The residents with more than 3 times of participation had cognitional change on current status of village where they are living in. Lastly, the greatest cognitional changes in all perspectives occurred among the residents with more than 5 times of participation. They had a firm cognition that the participation and cooperation of the residents are important to make community building successful. Conclusively, community building around empowerment influences recovery of rural community as it changes cognition of residents and acts as a mediator for resident unity. Therefore, it is expected will bring new changes to rural area, help recover rural community, and affect improvement of rural competitiveness.

This study was performed to propose a improvement guide for the region of Seosan located at the north-west part of Chungnam province. Thus, this study recognizing that urban revitalization design of Seosan should be established based on inheritance of regional history and traditional culture. This study was processed with following procedures and methods. First, this study drew the recent trends and effective ways as proportion system of urban revitalization design through collecting and analyzing literatures. Second, performed to the survey of the consciousness consider urban environmental settlement of residents in Seosan using a statistical method. Third, carried out case studies as urban revitalization design of central area in Seosan.
