This study is aimed to provide the basic data for improve plan of industrial safety and health education for industrial disaster prevention. The self-administered questionnaire were given to 167 manufacturing industry workers of 5 manufactural workplace in Kangwon province during the period from March 15th to April 15th, 2010. As a results, The rate of 76.6% in manufacturing industry workers have educational place for industrial safety and health education, but their industrial safety and health education was established in the workplace office, about 44.3%. Industrial safety and health education almost was done by means of lecture. Industrial safety and health education for manufacturing industry worker was done without thinking about general characteristics and kinds of work of manufacturing industry workers. The results of this study indicate that industrial safety and health education are needed to improve the problems. To improve the industrial safety and health education, it is necessary to be established industrial safety and health education thinking about general characteristics and kinds of work of workers.

The causes of accidents occurring in chemical plants vary, but 96% of industrial accidents occurring worldwide are caused by workers' unsafe behavior. The International Labour Organization (ILO) has announced 20 elements of workers' anxiety-warning behaviors that occur on multiple occasions at industrial sites in order to warn them of the risk of accidents caused by workers' anxiety-driven behavior, and to prevent industrial accidents, workers' anxiety-driven behavior should be controlled under stress In this study, major types of unsafe behavior were analyzed on the basis of information on the accident investigation history of domestic workspaces in order to find out how workers can manage their unsafe behavior. Based on the results of the analysis of the major anxiety war behavior, the root cause of causing anxiety war behavior was analyzed using the Swiss Cheese Model, and each root cause management method was proposed.

안전은 관리자도 경영주도 아닌 근로자가 중심이 되어 시작될 때 진정한 안전문화가 형성된다. 오늘 찾은 삼성건설 목동트라팰리스 현장이 바로 그런 곳이다. 각종 자연재해의 위험을 미리 예견한다고 하여 영물로 알려진 쥐는 안전을 상징한다. 그래서 인지 2008년은 그 어느때 보다 안전에 대한 관심이 고조될 것으로 예상되는 가운데, 근로자 중심의 건설안전문화를 형성하고 있는 삼성건설 목동트라팰리스 현장에서 우리나라 선진안전의 희망을 보았다.

우리나라는 지난 20여년간 산업화 지향정책을 통하여 비약적인 경제성장을 이룩하였음에도 불구하고 그 이면에는 너무나도 많은 희생이 치러졌음을 묵과할 수 없다. 이러한 희생 가운데 눈여겨보아야 할 부분으로 산업재해를 들지 않을 수 없다. 성장의 기치하에 능률만이 우선되는 상황하에서 인명은 극도로 경시되었고 이는 무수히 많은 산업재해를 양산하기에 이르렀다. 1991년도 1년 동안의 산업재해만을 보더라도 대상 근로자 7,922,704명중 1.6%에 달하는 128,169명이 산업재해로 인한 부상 및 사망재해를 당했다(노동부, 92 노동통계연감). 1992년에는 91년에 비하여 약간 감소한 추세를 보이고 있으나 산업재해자가 107,435명으로 여전히 산업재해자가 많음을 보여준다(서울신문, 93. 4. 6).

산업안전 문제는 과거 기업의 인사노무 관리에서 뒷전에 밀리는 경향을 보였으나 요즘은 다르다. 사업주와 근로자의 안전에 대한 인식이 높아지며 산업재해 예방은 기업 인사관리의 주요 관심사의 하나로 자리 잡았다. 그러나 영세 소규모 기업들은 산재 예방에 대한 투자 여력 부족에 따라 아직도 산재가 매우 빈번하게 발생하고 있는 실정이다. 이런 점에서 한국산업안전공단이 주도적으로 영세 중소기업의 산재예방을 위한 시설투자 자금, 환경 개선 자금을 지원하는 '클린사업장 조성사업(클린사업)'은 실효성 높은 재해방지 프로젝트로 평가되고 있다. 인쇄업계의 관심도 매우 크다. 재해예방과 작업환경 개선에 도움을 주는 이 사업은 구인난 해소에도 크게 기여하고 있다.

지난 2009년도 산업재해로 인한 인명 손실은 18,905건이었고 554명이 사망했다. 또한 산업재해로 인한 경제적 손실액이 17조 3천억원에 달할 정도로 막대해 큰 주의가 필요하다는 인식이 확대되고 있다. 사업주는 재해를 보험으로 해결할 수 있다는 인식을 갖고 있으나 인명·경제적 손실은 사회 전체적으로 큰 부담이다. 사업주는 작업 전 붕괴위험 및 낙하위험 여부를 꼼꼼히 점검해야 하며 근로자는 사업주가 행한 안전상 보건상의 조치 준수는 물론 무심코 지나칠 수 있는 사소한 위험요소도 간과하지 않아야 한다. 본지는 산업현장 안전에 도움이 되도록 현장의 사고위험 유형과 위험요인을 연재한다.

독일에서는 근로자의 건강을 예방하고 유지하고 질병을 조기발견하기 위하여 근로자에 대하여 산업의학적 예방검진을 법적으로 규정하고 용어의 정의 및 검진방법과 그 단계에 대하여 자세히 명시하고 있다. 산업재해보상보험조합(Berufsgenossenschaft)은 예방검진을 수행하는 기관이면서 동시에 감독하는 기능을 가지며 각 유해인지별 예방검진조항을 규정하고 제시하고 있다. 다음은 소음에 관한 산업의학적 예방검진규정(G 20)을 정리한 것이다.

The proportion of elderly people over 50 years old in the total population of Korea increased from 29.2% in 2010 to 34.8% in 2015. As a result, the proportion of construction workers over 50 years old compared to the total construction workers increased from 20.1% in 2010 to 27.0% in 2015. In this aging society, the construction industry has faithfully carried out the business objectives and budget execution of measures to prevent disasters against elderly workers, but there was a limit to the fundamental prevention of disasters. Because the countermeasures for the prevention of construction disaster are considered on all ages rather than elderly workers. This study investigates the safety and health status of elderly workers at construction sites and suggests the plans to reduce disaster. In particular, to reduce disasters of rapidly growing elderly workers, the authors reviewed the related literature and safety regulations, statistics on the causes of industrial accidents, statistics on the status of industrial accidents, and applied to 3,549 workers who participated directly in the construction activities. The authors surveyed the actual situation of safety and health, presented the comprehensive disaster reduction measures by analyzing the current status and problems of disaster prevention projects. If the countermeasures proposed in this paper can be reflected in the actual policy, it is expected that the countermeasures will be possible to reduce the disaster of the elderly workers at the construction site, which is gradually increasing.
