본 고는 미래의 핵심산업으로 부상하고 있는 멀티미디어 산업을 전략적으로 육성하기 위해 필요한 국내 산업기반으로서 멀티미디어폴리스에 대한 정책방안의 도출을 목적으로 하고 있다. 먼저 광주의 첨단과학산업단지, 인천의 송도 미디어밸리, 대전의 창업기업, 파주의 출판문화정보산업단지, 서울의 양재/포디어 산업 관련 산업단지에 대한 실태를 파악하였으며, 멀티미디어 조성에 따른 시사점을 도출하였다. 나아가 멀티미디어폴리스를 조성함에 있어서 고려되어야 할 사항들을 신규단지 조성 필요성, 조성주체, 조성지역으로 구분하여 고찰하였다.

This study investigates the way in which to what extent the creation of industrial park effects on regional economy, particularly in terms of employment. We carry out empirical research with the case of industrial parks being under construction in Gimhae, Yangsan, Haman and Geochang in Gyeongnam. First of all we analyze the number of jobs and the existing location of firms, which are currently confirmed to move to industrial parks. Then we attempt to evaluate employment effects given to its focus on the relevancy of employment, the possibility of employment retention and the quality of jobs. The findings are as follows. It is estimated that the relevancy of employment is higher in Haman and Geochang than in Gimhae and Yangsan. On the contrary, when it comes to the possibility of employment retention, it seems to be that Gimhae and Yangsan are more favourable than Haman and Gimhae. Regarding the quality of jobs, jobs created in the period of constructing industrial park tend to be by and large temporary, but regular jobs tend to be more and more increased during the period that full-scale production activities are operated.

Industrial parks have played a pivotal role in leading and sustaining economic and regional development in Korea. It is conventionally known that industrial parks induce a variety of effects in regional economy from a formation stage to an operational stage. Notwithstanding it is surprising that there is almost no literature on economic effects of the formation and operation of industrial parks. In this paper we attempt to measure economic effects of the formation of industrial parks in Gimhae, Sanmak (Yangsan) and Haman in Gyeongnam. The formation stage of industrial park is divided into a site renovation stage, a firm location stage and an operational stage. This research shows that economic effects of the formation of industrial parks can be different by the characteristics of individual industrial park. Particularly, the main sectors of industry to be located in an industrial park can be to a great extent influential for the effects of the new creation of industrial park on productive inducement and job creation.

The aim of this study is to provide basic concept for recycling-industrial park, such as necessity of recycling industry, role of park, construction scheme, etc, in metropolitan area. For this study, questionnaire survey, examination of regulations and walk over survey on industrial parks were conducted. In metropolitan area, recycling industry made incomes of 445 billion won per year and supplied work place for 44 thousand persons. Based on present status and questionnaire analysis, waste recyclers had difficulties in securing factory site, impending the term of contract, NIMBY and proper treating a lot of solid wastes and wastewater, and construction of recycling-industrial park was supposed to be a tool to overcome those problems faced to waste recyclers. By considering the availability of existing industrial park, constraints of constructing new park in metropolitan area, potential recycling amounts and low opinion of moving in to parks, it is reasonable that Inchon-kanghwa district or Seoul adjacent district is potential sites, area for recycling-industrial park are within 640 thousand Pyong, and plastic recyclers are main invited item.

In this paper, we suggest the IT industry complex strategy based on previous study on the success factor and success strategy for the promotion of IT industry in Yongin city. The strategy factors are evaluated by the three groups(IT firms, local government official worker, professor) which have an influence on IT policy, and the priority and important rate of strategy analyzed by AHP. The results of this research extracted through expert inquiry and survey contribute to assist planners and policy-makers in supporting IT industry by providing useful information about the suggested strategy.

황해경제자유구역은 환황해권 첨단기술의 국제협력 거점 조성이라는 비전과 국제수준의 첨단기술산업 클러스터 육성, 대 중국 수출입 전진기지 및 부가가치물류 육성을 목적으로 2007년 지정되어 사업이 추진 중에 있다. 황해경제자유구역 반경 15km 이내에 7개의 산업단지가 입지하고 있어 충남 서북부지역의 산업집적도는 날로 증가하고 있는 추세이다. 그러나 이를 지원할 주요 인프라 중 하나인 물류단지 시설은 전무한 실정이며 황해경제자유구역을 포함한 충남 서부지역의 물류거점 개발은 매우 미약하다. 본 연구의 목적은 첫째, 서해안 지역 물류거점 단지 조성의 필요성을 검토하고, 둘째, 물류단지 규모 및 성격을 부여하며, 셋째, 물류단지 도입기능을 설정하고자 한다. 연구목적을 달성하기 위해 물동량 수요예측과 주변지역 연계방안을 토대로 황해경제자유구역의 배후물류단지의 필요성과 조성방안을 제안하고자 한다.

In order to derive site selection planning factors in reforming aging industrial complex into urban high-tech industrial complex, this study selected key planning factors based on the problems of creating the urban high-tech industrial complex, innovation system theory, and external effect theory. And combined with Delphi research, the final planning factors were selected. As a result of the study, total 19 final factors were derived from 4 areas which includes efficiency planning factor utilizing the advantages of old industrial complex regeneration to maximize the efficiency of the project, corporate demand factor via increasing pre-sale rate and strengthening competitiveness, human resource planning factor by maintaining work force of the tenant to utilize and promote accumulated knowledge, and cooperative relationship building factor by enhancing connectivity with neighboring areas. These planning factors will help revitalizing the local economy through the resolution of regional conflicts caused by low distribution rates and development imbalances, which have emerged as problems in the creation of urban high-tech industrial complexes.

본 연구는 대표적인 지식기반산업인 생명의료산업클러스터인 첨단의료복합단지 조성정책의 형성과정을 분석하고자 한다. 첨단의료복합단지는 미래첨단산업육성정책, 국가산업진흥정책 그리고 지역균형발전정책이 첨예하게 대립했던 첨단의료산업 발전정책과 그 산물로서 2005년부터 시작한 첨단의료복합단지의 건립과정에 대한 경과를 분석하여 그 과정, 절차 그리고 결과를 분석해 보고자 한다. 첨단의료복합단지를 둘러싼 정책형성과정에 대한 분석은 단지 하나의 이벤트나 사건으로 머물지 않고 우리나라의 미래첨단산업정책, 국가신성장동력육성정책, 및 지역균형발전정책 등과 밀접히 관련되어 있다는 데 그 의의를 두고자 한다. 분석결과 첨단 의료산업분야의 정책형성 과정은 여러 정책행위자들이 간여하였다. 특히 해당 정책형성과정은 경제발전과정에서 보여준 한국 산업정책 고유특성이 반영된 합리적 행위자로서의 정부역할이 강하게 나타났다. 아울러 분석결과 다양한 정책행위자의 역동적인 역할이 정책형성의 여러 지점에 반영되었다는 점을 조명하였다.

Rural Industrial Complex(RIC) is considered as one of the most important sources of off-farm income in Korea. But RICs has many problems since it was beginning development. In 2008, RICs in Gyeongsangbuk-do are 56 place, and are 836 corportations in RICs. Employee is total 20,109 persons. Competitive power of RICs weak location condition, small business, lack of infrastructure, institute. The main focus of this paper is to derive policy suggestion for Gyeongsangbuk-do RICs. We investigate the operation status of Gyeongsangbuk-do RICs. It is necessary that RICs be promoted in light of revitalization program.
