  • 자연재해는 전 세계적으로 몇 조원에 이르는 피해를 주고 있으며 근래에는 기후변화로 인한 이상기후현상으로 집중호우의 빈도가 증가하고 있으며 홍수, 산사태 토석류 등 발생빈도가 늘어나고 있는 추세이다. 최근 2011년 서울에서 발생한 우면산 토석류의 피해와 강원도 일부 지역의 피해로 인해 많은 피해가 일어났으며, 국가에서는 산사태 피해를 최소화하기 위해서는 장기적으로는 위험한 지역에 구조물을 설치하는 등 예방사방을 실시하고, 단기적으로는 위험요소의 제거와 위험지역의 예측을 통한 경계피난체재를 철저히 할 필요성이 강조되고 있는 실정이다. 특히, 강원도는 산지로 이루어져 있으며, 매년 집중호우나 태풍이 지나간 다음, 많은 양의 강우량으로 인해 산길을 지나는 도로에 토석류로 인해 길이 막혀 이동이 불가능 하게 되거나 산지 아래에 있는 건물이 산에서 쓸려서 내려오는 토사와 나무에 의해 파괴되어 물질적인 피해를 입는 영상이 뉴스를 통해 많이 접하고 있다. 본 연구에서는 토석류에 대한 전반적인 특성을 설명하고 체계적인 관리가 필요하다. 연구 지역은 춘천지역을 대상으로 SINMAP 모델 기법의 조도계수와 특성을 고려한 위험지도를 작성하였고 산사태 일부 지역에 대한 위험도 평가를 하였다.

  • This study utilized high quality three-dimensional geospatial information produced by high-resolution Digital Aerial Photograph and Airborne LiDAR data in order to analyse landslides and debris flows induced by the heavy rainfall in Chuncheon area. Also, this study analysed correlation between the established landslide hazard map and the landslide factor effect and reviewed the analysis result of debris flows on the area where landslides with debris flows occurred frequently. Finally;the study proposed ways to renew the established landslide hazard map effectively and utilize the high quality three-dimensional Geospatial information on the landslide risk area.

  • GSIS(geo-spatial information system), particularly when utilized in hazard management decision, is one of hazard analysis tool. Data of GSIS input from digitizing or scanning of map or aerial photos. This paper focuses upon the hazard prediction in GSIS and RS analysis to assess map, aerialphotos, satellite imagery and soil map. This study found computation of hazard area analysis. the results is formed as raster data model of quadtree. Authors knew more accurate results of overlay. This paper shows building up integrated data base as well as search of hazard area in aerial photographs.

  • 최근 지구온난화에 따른 기후변화로 인해 집중호우와 태풍의 영향으로 토석류를 동반한 산사태가 빈번하게 발생하고 있다. 산지에서 짧은 시간동안 강우가 집중되어 발생하는 토석류는 고수위의 홍수파를 형성하며 유목 및 흙, 자갈 등이 함께 유동하여 주변도로와 하류지역의 민가나 하천구조물에 큰 피해를 발생시킨다. 특히 강원도 지방도로의 경우 대부분이 산지와 급경사지로 이루어져 있어 집중호우시 산사태나 토석류에 매우 취약한 실정이다. 이러한 피해를 사전에 예방하기 위해 국내에서는 부처별로 다양한 풍수해 관련 재해지도를 작성하여 제공하고 있지만 표준모델이 없고, 서로 다른 형태의 지도를 관리하고 있어 재난 발생 시 도로관리에는 효율적인 활용이 어려운 실정이다. 따라서 본 연구에서는 재난 시 효율적인 지방도로 관리를 목적으로 다양한 재해지도의 중첩을 실시하였다. 또한 도로에서 빈번하게 발생하는 재해를 분석한 결과 산사태와 토석류가 높은 비중을 차지하였으며, 해당 재해지도를 중첩하여 지방도로 중심의 재해지도를 작성하였다.

  • 최근 발생하고 있는 국지성 집중호우 및 돌발홍수로 인해 강원도와 경상북도 등을 중심으로 산지하천유역의 산사태 피해가 급증하고 있으며 발생면적은 연평균 402ha에 이르며 연평균 피해면적은 80년대에 비해 2000년대 들어 3배 이상 증가한 것으로 보고 되고 있다. 본 연구에서는 산지하천 유역의 토사유출재해 취약성 분석을 위해 GEOMania GMMap 기반으로 구동되는 산사태 분석모듈(HyGIS-Landslide)을 개발하였다 HyGIS-Landslide는 산림청의 산사태 위험지도 제작에 사용된 위험지역 평가기준을 참조하였으며 DEM을 이용하여 경사인자 및 사면인자를 생성하고 수치지질도, 수치임상도 산림입지도 등과의 연산을 통해 위험등급에 대한 분류결과를 제시한다. 또한, 과거 산사태 발생지역에 대한 맵핑 경과가 존재하는 경우 산사태 위험지역 분류결과를 과거 사상과 중첩하여 분류정확도를 확인할 수 있도록 제작되었다.

A risk analysis of water courses and landslide using contour maps -Focusing on Mt. Seonggo in Cheonan City- (등고선지도를 이용한 수로 및 산사태 위험 분석 -천안의 성거산을 중심으로-)

  • Due to the topographical and climatic features of Korea, there is a strong possibility of a landslide. Recently, many landslides, caused by the improper land development, frequently occured at the mountain area every summer. Cheonan has been recognized to be relatively safe against landslide, but with the increased risk factors, systematic analysis of the landslide is required. In this paper, the topographical features of Mt. Seonggo in Cheonan City were extracted using contour maps, and water courses and basin areas in heavy rain were computed using the results. Conclusively, Mt. Seonggo areas were relatively safe in the view points of the length of water courses and rain-inflow, but in case of some narrow areas, sustainedly observation was required. Meanwhile, a contour map is proper to analyze the risk of landslide in the 1'st level in that it is more cost effective than other types of digital map.

An Evaluation of Damage Scale on the Local Governments in Gangwon-do using Landslide Risk Maps (산사태 위험지도를 이용한 강원도 지자체의 피해규모 산정)

  • This study predicted damage areas due to landslides in Gangwon Province and estimated the scale of damage to roads, buildings, and forests on the local government level. By using old research findings to predict landslides, the study established techniques to make maps for landslide vulnerability, occurrence possibility, and risk. The scale of damage to roads, buildings, and forests was estimated at the local government level by making a landslide risk map for 100mm, 200mm, and 300mm of accumulated rainfall. The scale of damage to roads, buildings, and forests was estimated to be greatest in Hongcheon-gun, Jeongseon-gun, and Hongcheon-gun, respectively, in case of 100mm~200mm accumulated rainfall, in Chuncheon City, Pyeongchang-gun, and Hongcheon-gun, respectively, in case of 200mm~300mm accumulated rainfall, and in Hongcheon-gun in case of 300mm accumulated rainfall or more. Those estimation results of scale of damage by landslides at the local government level will help to set priorities in landslide prevention and provide basic data for budget decisions.

Landslide Risk Assessment Using HyGIS-Landslide (HyGIS-Landslide를 이용한 산사태 발생 위험도 평가)

  • Recently, forest soil sediment disasters resulting from locally concentrated heavy rainfall have been occurring frequently in steep slope areas. The importance of landslide hazard map is emerging to analyze landslide vulnerable areas. This study was carried out to develop HyGIS-Landslide based on Hydro Geographic Information System in order to analyze forest soil sediment disaster in the mountainous river basin. HyGIS-Landslide is one of HyGIS components designed by considering the landslide hazard criteria of Korea Forest Service. It could show the distribution of landslide hazard areas after calculating the spatial data. In this system, the user could reset the weight of hazard criteria to reflect the regional characteristics of the landslide area. This component provided user interface that could make the latest spatial data available in the area of interest. HyGIS-Landslide could be applied to the surveyor's compensation score and it was possible to reflect the landslide risk exactly through it. Also, it could be used in topographic analysis techniques providing spatial analysis and making topographical parameters in HyGIS. Finally the accuracy could be acquired by calculating the landslide hazard grade map and landslide mapping data. This study applied HyGIS-Landslide at the Gangwon-do province sample site. As a result, HyGIS-Landslide could be applied to a decision support system searching for mountainous disaster risk region; it could be classified more effectively by re-weighting the landslide hazard criteria.

Analysis of Landslide Hazard Area using Logistic Regression Analysis and AHP (Analytical Hierarchy Process) Approach (로지스틱 회귀분석 및 AHP 기법을 이용한 산사태 위험지역 분석)

  • The objective of this study is to analyze the landslide hazard areas by combining LRA (Lgistic Regression Analysis) and AHP (Analytic Hierarchy Program) methods with Remote Sensing and GIS data in Anseong-si. In order to classify landslide hazard areas of seven levels, six topographic factors (slope, aspect, elevation, soil drain, soil depth, and land use) were used as input factors of LRA and AHP methods. As results, high-risk areas for landslide (1 and 2 levels) by LRA and AHP of its own were classified as 46.1% and 48.7%, respectively. A new method by applying weighting factors to the results of LRA and AHP was suggested. High-risk areas for landslide (1 and 2 levels) form the new method was classified as 58.9%.

Estimation of Landslide Risk based on Infinity Flow Direction (무한방향흐름기법을 이용한 산사태 위험도 평가)

  • In this study, it was conducted a broad-area landslide analysis for the entire area of Kyungsangbuk-do Province based on spatially-distributed wetness index and root reinforcement infinity slope stability theory. Specifically, digital map, soil map and forest map were used to extract topological and geological parameters, and to build spatially-distributed database at $10m{\times}10m$ resolution. Infinity flow direction method was used for rain catchment area to produce spatially-distributed wetness index. The safety level that indicates risk of a broad-area landslide was classified into four groups. The result showed that areas with a high estimated risk of a landslide coincided with areas that recently went through an actual landslide, including Bonghwa and Gimcheon, and unstable areas were clustered around mountainous areas. A comparison between the estimation result and the records of actual landslide showed that the analysis model is effective for estimating a risk of a broad-area landslide based on accumulation of reasonable parameters.
