Retrieval of Fire Radiative Power from Himawari-8 Satellite Data Using the Mid-Infrared Radiance Method (히마와리 위성자료를 이용한 산불방사열에너지 산출)

  • Fire radiative power(FRP), which means the power radiated from wildfire, is used to estimate fire emissions. Currently, the geostationary satellites of East Asia do not provide official FRP products yet, whereas the American and European geostationary satellites are providing near-real-time FRP products for Europe, Africa and America. This paper describes the first retrieval of Himawari-8 FRP using the mid-infrared radiance method and shows the comparisons with MODIS FRP for Sumatra, Indonesia. Land surface emissivity, an essential parameter for mid-infrared radiance method, was calculated using NDVI(normalized difference vegetation index) and FVC(fraction of vegetation coverage) according to land cover types. Also, the sensor coefficient for Himawari-8(a = 3.11) was derived through optimization experiments. The mean absolute percentage difference was about 20%, which can be interpreted as a favourable performance similar to the validation statistics of the American and European satellites. The retrieval accuracies of Himawari FRP were rarely influenced by land cover types or solar zenith angle, but parts of the pixels showed somewhat low accuracies according to the fire size and viewing zenith angle. This study will contribute to estimation of wildfire emissions and can be a reference for the FRP retrieval of current and forthcoming geostationary satellites in East Asia.

  • The purpose of this study is to analyze the risk of the forest fire, considering the topography and the forest, for establishing disaster prevention measures of cultural heritage, Uireung, over in Cheonjang-mountain. To do that, we estimate the occurrence and spread of the forest fire over in Cheonjang-mountain through a forest fire probability model(logistic regression), using the space characteristic data($100m{\times}100m$). The factor, occurrence of the forest fire, are diameter class, southeast, southwest, south, coniferous, deciduous, and mixed forest. We assume the probability of the fire forest in each point as follow : [1+exp{-(-4.8081-(0.02453*diameter class)+(0.6608*southeast)+(0.507*southwest)+(0.7943*south)+(0.29498*coniferous forest)+(0.28897*deciduous forest)+(0.17788*mixed forest))}]$^{-1}$. To divide dangerous zone of the big forest fire, we make the basic materials for disaster prevention measures, through the map of coniferous forests, deciduous forests, and mixed forest. The damage of cultural heritage caused by a forest fire will be reduced through the effective preventive measures, by forecast a forest fire to using this study.

Frequent Forest Fire in Kosong-Gun, Kangwon Province (고성지방의 산불발생)

  • In this paper, the writer attempts to clarify causes by general man and weather factor on forest fire occurrence in Kosong-Area, 1995-2001. The major results are summarized as follows: The forest fire at Kojin-ri, Sonyusil-ri and Majwa-ri occurred at the same area over 3 times and that Hakya-ri, Songdae-ri and Inhung-ri, at the adjoining land over 3times. In the total 46 times of forest fire, fire frequence was greatest in March(11 time) and April(11 time) followed by November(7 time), January(6 time), February(6 time). December(3 time), October(2 time). Hours on frequent forest fire are from 11:00 till 18:00. Number for forest fire occurrence by causes was greatest in military training followed by burning paddy fields, debris burning, burning agricultural debris, visiting a grave, cigarette and arson. Frequent forest fire in Kosong-Area coincide not only with above normal temperatures, but also with below normal relative humidity. When the strong winds appear at Kosong-Area, the properties of daily surface chart re the south high and north low pressure pattern in the Far East Asia.

Analysis of Forest Fuel Quality by Forest Fire Damage (산림연료 특성별 산불피해도 분석)

  • 산림연료 특성별 산불피해도 분석을 위하여 산불피해의 조사지역은 2009년, 2010년 산불이 발생했던 강원도 고성지역과 양양지역, 강릉지역과 삼척지역을 조사 대상지역으로 선정하였으며, 고성군의 경우 숲구조가 유령림인 활엽수림이 2개소, 칩엽수림 1개소, 장령림인 활엽수림 2개소로 총 5개소, 양양군은 숲구조가 유령림인 침엽수림이 1개소, 장령림 침엽수림 2개소 총 3개소, 삼척시의 경우는 숲구조가 유령림인 침엽수림이 1개소 외 대조구 장령림 침엽수림 1개소, 강릉시의 경우 숲구조가 장령림인 침엽수림이 3개소 총 13개소를 각각 대상지로 선정하였다. 산림연료 특성별 산불피해도를 조사하기 위한 조사지 규모는 $10m{\times}10m$로 하였으며, 현장 조사 항목은 조사지내의 산불피해 상태, 조사지 지형특성으로 나누어 조사를 실시하였다. 산불피해 상태는 산불진행방향, DBH, 총수고, 지하고, 고사여부, 편면연소, 밀도, 수간피해율, 수관피해율 등을 조사하였고, 조사지의 지형특성을 알아보기 위해 조사지의 위치(GPS), 해발고도, 사면방위, 산지경사, 지형을 조사하였다. 현장조사를 위한 조사장비로는 조사지의 지형도, 야장, 디지털 카메라, GPS, 수고측정기, 직경테이프, 캘리퍼, 50m 줄자 2개, 2m 폴대, 클리노메타, 바인더끈 등을 사용하였다. 산불사례 현장조사를 통해 임목고사여부, 편면연소, 수간피해율, 수관피해율 등의 산불피해 특성을 분석한 결과 연료의 특성별 유령림과 장령림의 편면연소율은 유령림은 97.3%, 장령림은 16.5%로 유령림의 편면연소율이 장령림보다 80.8% 더 피해를 받는 것으로 나타났으며, 수관피해율은 유령림은 95.4%, 장령림은 19.9%로 유령림의 수관피해율이 장령림보다 75.5%더 피해를 입은 것으로 조사 되었다. 또한 임목고사율은 유령림은 73.8%, 장령림은 24.5%로 유령림의 임목고사율이 장령림보다 49.3% 더 피해를 받는 것으로 분석 되었다.

Long-Term Change of the Amount of Soil Erosion in Forest Fire (산불 피해지 토양침식량의 장기적인 변화에 관한 연구)

  • The purpose of this study was to evaluate the change of the amount of soil erosion by comparisons between burned and unburned area after forest fire. The amount of soil erosion in burned area was more high 11.2 times in year of fire, 8.4 times in 1 later year, 2 times in 5 later year and 1.3 times in 10 later year than in unburned area. The ratio of soil erosion in burned area was reduced to 98% of 10 later year as compared to the year of fire. Therefore, the soil erosion in the burned area almost tended to stabilization like unburned area passing ten year after forest fire. The most affecting factors on the amount of soil erosion in burned and unburned area were unit rainfall, number of unit rainfall and number of rainfall accumulated.

Study on Regional Spatial Autocorrelation of Forest Fire Occurrence in Korea (우리나라 산불 발생의 지역별 공간자기상관성에 관한 연구)

  • Forest fire in Korea has been controlled by local government, so that it is required to understand the characteristics of regional forest fire occurrences for the effective management. In this study, to analyze the patterns of regional forest fire occurrences, we divided South Korea into nine zones based on administrative boundaries and performed spatial statistical analysis using the location data of forest fire occurrences for 1991-2008. The spatial distributions of forest fire were analyzed by the variogram, and the risk of forest fire was predicted by kriging analysis. As a result, forest fires in metropolitan areas showed strong spatial correlations, while it was hard to find spatial correlations of forest fires in local areas without big city as Gangwon-do, Chungcheongbuk-do and Jeju island.

The Behavior Characteristics of the 2005 Yangyang Forest Fire (2005년 강원도 양양산불 행동 특성)

  • To control forest fire effectively, it is necessary to understand forest fire behavior and relevance to forest fire environmental factors. In this paper, the behavior characteristics of the 2005 Yangyang forest fire were analyzed into the spread patterns and severity grades. The spread processes of the forest fire could be divided into two steps. At the first step, the fire ran fast to the east due to the strong west wind and then spreaded out in irregular direction. The maximum spread rate of the fire was 1.21km/hr and the mean was 0.65 km/hr. The result of the fire severity classification indicated that about $80\%$(1,110ha) of the whole study site was extremely burned and the remaining $15\%(211 ha)\;and\;5\%(61 ha)$ were damaged slightly and moderately respectively.

  • 인도네시아 산불에 의한 연무는 동남아시아 인접한 국가들에 있어서 심각한 환경문제 중 하나이다. 국제적으로 심각한 문제를 야기하는 인도네시아의 산불은 건조기에 강수량이 적게 내리는 극심한 가뭄 조건에서 발생한다. 건조기 강수량을 모니터링 하는 것은 산불 발생 가능성을 예측하기 위해 중요하지만 산불을 사전에 예방하고 영향을 최소화하기에는 부족하다. 따라서 산불에 대한 선제적 사전예방을 위해서는 수개월의 선행예측 기간을 갖는 조기경보 시스템이 절실하다. 따라서 본 연구는 인도네시아 산불에 대한 선제적 대응을 위한 강수량 예측시스템을 개발하고 예측성을 평가하여 동남아시아 지역의 화재 연무 조기경보 시스템의 시제품(Prototype)을 개발하는데 있다. 강수량 예측을 위해서 APEC 기후센터의 계절예측정보의 활용 정도에 따라서 4가지 서로 다른 방법을 통합하여 사용하였다. 예측정보 기반의 방법들로는 대상지역의 강수량 예측을 위해서 대상 지역 상공의 계절예측 강수자료를 보정을 통해 직접적으로 사용하는 SBC (Simple Bias Correction) 방법과 대상 지역 상공의 강수 예측자료를 사용하는 대신에 지역 강수량과 높은 상관 관계를 보이는 다른 지역의 대리변수를 예측인자로 사용하는 MWR (Moving Window Regression) 방법이 있다. 또한 예측자료의 사용 없이 과거자료 기반의 기후지수(Climate Index) 중에서 지체시간을 고려하여 지역 강수량과 높은 상관관계를 갖는 경우 예측에 활용하는 관측자료 기반의 CIR (Climate Index Regression) 방법과 예측기반 MWR과 관측기반의 CIR 방법에서 선정된 예측인자를 동시에 활용하는 ITR (Integrated Time Regression) 방법이 사용되었다. 장기 강수량 예측은 보르네오 섬의 4개 지역에서 3개월 이하의 선행예측기간에 대하여 0.5 이상의 TCC (Temporal Correlation Coefficient)의 값을 보여 양호한 예측성능을 보였다. 예측된 강수량 자료는 위성기반 관측 강수량 및 관측 탄소 배출량 관계에서 결정된 강수량의 임계값과의 비교를 통해 산불발생 가능성으로 환산하였다. 개발된 조기경보 시스템은 산불 발생에 가장 취약한 해당지역의 건조기(8월~10월) 강수량을 4월부터 예측해 산불 연무에 대한 조기경보를 수행한다. 개발된 화재 연무조기경보 시스템은 지속적인 개선을 통해 현장 실효성을 높여 동남아국가 정부의 화재 및 산림관리자들에게 보급함으로써 동남아의 화재 연무로 인한 환경문제 해결에 기여할 수 있으리라 판단된다.

Evaluating Impact Factors of Forest Fire Occurrences in Gangwon Province Using PLS-SEM: A Focus on Drought and Meteorological Factors (PLS-SEM을 이용한 강원도 산불 발생의 영향 요인 평가 : 가뭄 및 기상학적 요인을 중심으로)

  • Although forest fires are more often triggered by artificial causes than by natural causes, the combustion conditions that spread forest fire damage over a large area are affected by natural phenomena. Therefore, using partial least squares structural equation modeling (PLS-SEM), which can analyze the dependent and causal relationships between various factors, this study evaluated the causal relationships and relative influences between forest fire, weather, and drought, taking Gangwon Province as our sample region. The results indicated that the impact of drought on forest fires was 27 % and that of the weather was 38 %. In addition, forest fires in spring accounted for about 60 % of total forest fires. This indicatesthat along with meteorological factors, the autumn and winter droughts in the previous year affected forest fires. In assessing the risk of forest fires, if severe meteorological droughts occur in autumn and winter, the probability of forest fires may increase in the spring of the following year.

A Study on the Improvement of Safety Management by Analyzing the Current Status and Response System of Forest Fire Accidents (산불사고 현황과 대응체계 분석을 통한 안전관리 개선방안 연구)

  • Purpose: The purpose of this study is to present the direction of improvement of safety management by reviewing the current status of forest fire accidents that are becoming larger throughout the year and the problems of the response system. Method: Domestic and foreign literature survey and statistics of recent forest fire accidents by Statistics Korea investigated and analyzed the cause, number of damage, and suggested ways to improve forest fire safety management through domestic and foreign forest fire response systems. Result: Through the analysis of the causes of recent wildfires and overseas response cases, measures to improve the safety management of wildfires in terms of hardware, software, and humanware were derived. Conclusion: The plan to improve forest fire safety management was classified into three main categories and presented, and it should be embodied through further related research.
