The Effects of Fertilization on Growth Performances and Physiological Characteristics of Liriodendron tulipifera in a Container Nursery System (시비 처리가 백합나무 용기묘의 생장 및 생리적 특성에 미치는 영향)

  • Fertilization is essential to seedling production in nursery culture, but excessive fertilization can contaminate surface and ground water around the nursery. The objective of this study was to find optimal fertilization practice of container seedling production for reducing soil and water contamination around the nursery without compromising seedling quality. This study was conducted to investigate growth performance, photosynthesis, chlorophyll fluorescence, and chlorophyll contents of Liriodendron tulipifera growing under three different fertilization treatments (Constant rate, Three-stage rate, and Exponential rate fertilization). Root collar diameter, height, and biomass of L. tulipifera were the highest at Constant treatment. Like growth performance, seedling quality index (SQI) were higher at Constant than at other treatments, but not significantly different among treatments. L. tulipifera showed good photosynthetic capacity at all treatments. Photochemical efficiency and chlorophyll contents were significantly lower at Exponential than at other treatments. Therefore, Exponential fertilization which is 50% fertilizer of other treatments would maximize seedling growth and minimize nutrient loss.

The External Effects of Mountaineering on Medical Expenses (등산활동의 의료비에 대한 외부효과)

  • The paper aims to estimate the external effects of mountaineering on medical expenses within national economy. Though there is no difference in the participation ratio of mountaineering among sexes or income levels, the ratio of the elderly is higher than that of younger. The medical expenses have negative correlation with mountain climbing times and climbing frequencies, but this correlation is insignificant statistically. Without mountaineering, the medical expenses of Korea would increase by 2.8 trillion Won (4.6%). Therefore the policy to support usual mountaineering must save the medical expenses more than other policies. and the increase of public expenditure on mountaineering can decrease the deficit of government budget through the positive external effects on national medical expenses.

A Study on the Economic Analysis of Chestnut Cultivation in korea (밤나무재배 경제성 분석에 관한 연구)

  • In this study, I aimed to suggest political data on the plantation of chestnut trees given the local features by conducting an analysis on the economic efficiency of the plantation of chestnut trees aimed at chestnut tree plantation farmhouses (total 67 farmhouses) in Chungbuk, Chungnam, Jeonbuk, Jeonnam and Gyeongnam, which are the chief producing place in Korea. As a result, the central area (Chungbuk, Chungnam) was proven to post 2.7 times as many as the average total income, 3.9 times as many as income, and 12.1 times as many as net income per ha when compared with those in the southern area (Jeonnam, Gyeongnam). That is, the southern area demonstrated a very low economic efficiency on the plantation of chestnut trees compared with that of the central area, and this was caused by the reduction of chestnut production and the degradation of chestnut quality due to the aging of chestnut trees. Therefore, it is imperative to consistently renovate aged chestnut orchards and manage them in the southern area.

A Study on Rationalization of National Forest Management in Korea (국유림경영(國有林經營)의 합리화(合理化)에 관(關)한 연구(硏究))

  • Needless to say, the management of national forest in all countries is very important in view of the national mission and management purposes. Korean national forest is also in particular significant in promoting national economy for the continuous increasing of the demand for wood, conservation of the land and social welfare. But there's no denying the fact that the leading aim of the Korean forest policy has been based upon the conservation of forest resources and recovery of land conservation function instead of improvement of the forest productive capacity. Therefore, the management of national forest should be aimed as an industry in the chain of the Korean national economy. And the increment of the forest productive capacity based on rationalized forest management is also urgently needed. Not only the increment of the timber production but also the establishment of the good forest in quality and quantity are to bring naturally many functions of conservation and other public benefits. In 1908 Korean national forest was historically established for the first time as a result of the notification for ownership, and was divided into two kinds in 1911-1924, such as indisposable national forest for land conservation, forest management, scientific research and public welfare, and the other national forest to be disposed. Indisposable forest is mostly under the jurisdiction of national forest stations (Chungbu, Tongbu, Nambu), and the tother national forests are under custody of respective cities and provinces, and under custody of the other government authorities. As of the end of 1971, national forest land is 19.5% (1,297,708 ha) of the total forest land area, but growing stock is 50.1% ($35,406,079m^3$) of the total forest growing stock, and timber production of national forest is 23.6% ($205,959m^3$) of the year production of total timber in Korea. Accordingly, it is the important fact that national forest occupies the major part of Korean forestry. The author positively affirms that success or failure of the management of national forest controls rise or fall of forestry in Korea. All functions of forest are very important, but among others the function of timber production is most important especially in Korea, that unavoidably imports a large quantity of foreign wood every year (in 1971 import of foreign wood-$3,756,000m^3$, 160,995,000 dollars). So, Korea urgently needs the improvement of forest productive capacity in national forest. But it is difficult that wood production meets the rapid increase of demand for wood to the development of economy, because production term of forestry is long, so national forest management should be rationalized by the effective investment and development of forestry techniques in the long view. Although Korean national forest business has many difficulties in the budget, techniques and the lack of labour due to outflow of rural village labour by development of national economy, and the increase of labour wages and administrative expenses etc. the development of national forest depends on adoption of the suitable forest techniques and management adapted for social and economical development. In this view point the writer has investigated and analyzed the status of the management of national forest in Korea to examine the irrational problems and suggest an improvement plan. The national forestry statistics cited in this study is based on the basic statistics and the statistics of the forest business as of the end of 1971 published by Office of Forestry, Republic of Korea, and the other depended on the data presented by the national forest stations. The writer wants to propose as follows (seemed to be helpful in improvement of Korean national forest management). 1) In the organization of national forest management, more national forest stations should be established to manage intensively, and the staff of working plan officials should be strengthened because of the importance of working plan. 2) By increasing the staff of protection officials, forest area assigned for each protection official should be decreased to 1,000-2,000 ha. 3) The frequent personnel changes of supervisor of national forest station(the responsible person on-the-spot) obstructs to accomplish the consistent management plan. 4) In the working plan drafting for national forest, basic investigations should be carefully practiced with sufficient expenditure and staff not to draft unreal working plan. 5) The area of working-unit should be decreased to less than 2,000 ha on the average for intensive management and the principle of a working-unit in a forest station should be realized as soon as possible. 6) Reforestation on open land should be completed in a short time with a debt of the special fund(a long term loan), and the land on which growing hardwood stands should be changed with conifers to increase productivity per unit area, and at the same time techical utilization method of hardwood should be developed. 7) Expenses of reforestation should be saved by mechanization and use of chemicals for reforestation and tree nursery operation providing against the lack of labour in future. 8) In forest protection, forest fire damage is enormous in comparison with foreign countries, accordingly prevention system and equipment should be improved, and also the minimum necessary budget should be counted up for establishment and manintenance of fire-lines. 9) Manufacture production should be enlarged to systematize protection, processing and circulation of forest business, and, by doing this, mich benefit is naturally given for rural people. 10) Establishment and arrangement of forest road networks and erosion control work are indispensable for the future development of national forest itself and local development. Therefore, these works should be promoted by the responsibility of general accounting instead of special accounting. 11) Mechanization of forest works should be realized for exploiting hinterlands to meet the demand for timber increased and for solving lack of labour, consequently it should promote import of forest machines, home production, training for operaters and careful adminitration. 12) Situation of labour in future will grow worse. Therefore, the countermeasure to maintain forest labourers and pay attention to public welfare facilities and works should be considered. 13) Although the condition of income and expenditure grows worse because of economical change, the regular expenditure should be fixed. So part of the surplus fund, as of the end of 1971, should be established for the fund, and used for enlarging reforestation and forest road networks(preceding investment in national forest).

  • Forestry economics in Japan faces the problems of severe decreasing of timber demand and increased importing of foreign timber. Moreover, lack of labour and heavy wages in forestry cause the failure of normal forest management in Japan. In the situation, it is necessary for enhancing the forest production to reorganize the forest resources, to optimize the amount of importing foreign timber, and to greatly expand the new forest road, reforestation, government subsidy and poritical financial support for the foresters. At present, improvement of mangement of national forest as well as public function of forest are being discussed for the forest production on the government basis.

산지자원화(山地資源化)와 초지조성(草地造成)에 관한 소고(小考)

  • 첫째, 산지자원화(山地資源化)의 정의(定義)를 정립(定立)해 보았고 둘째로 초지조성(草地造成)의 현황(現況)을 고찰하여 부실초지(不實草地)가 되었던 원인 중 삼림생태학적(森林生態學的)인 측면(側面)에서의 실패요인(失敗要因)을 검토(檢討)하여 보았다. 세째, 우리나라 삼림생태학적(森林生態學的)인 측면에서 초지조성(草地造成)이 성공할 수 있기 위해서는 어떤 방향으로 계획(計劃)을 수립(樹立), 추진(推進)하는 것이 바람직할 것인지에 대해 몇가지 문헌을 기초로 하여 고찰하여 보았다. 그 결과 과거(過去)의 초지조성(草地造成)이 부실(不實)하였던 원인(原因)을 제거할 수 있고, 임업인(林業人)들이 우려하는 초지(草地)가 또다시 황폐지(荒廢地)로 되돌아 갈 악순환(惡循環)의 전철을 답습(踏襲)하지 않고 산(山)도 웃고, 하천(河川)도 웃고, 초지(草地)도 웃을 수 있는 즉, 국민경제향상(國民經濟向上)과 복지증진(福祉增進)에 이바지할 수 있도록 우리나라 입지환경(立地環境)에 알맞은 초지조성모형(草地造成模型)(가칭 한국형(韓國型) 초지조성모형(草地造成模型)) 일초지구(一草地區)와 수림대(樹林帶)가 지형(地形)과 입지환경(立地環境)에 알맞게 적절히 배치(配置)될 수 있는 방법(方法)의 연구(硏究)가 시급한 것으로 사료되었다.

  • 토지피복의 분류는 토지표면의 물리적인 지표면의 상태를 나타내는 자료로 환경, 행정, 수자원, 재해 등 다방면으로 이용되고 있다. 특히 수자원과 관련하여 식생의 증산과 토양의 증발을 통칭하는 증발산과 유출, 토양수분 등과 연관되어 있다. 광범위한 토지피복의 산정에는 경제성 및 주기성 등의 장점으로 인하여 인공위성 영상을 이용하는 기법이 적합하다. 위성영상분류법은 훈련지역의 선정 여부에 따라 감독분류와 무감독 분류로 나누어지며 각각의 알고리즘의 특성에 따라 더욱 세분화된다. 본 연구에서는 Landsat-TM (Thematic Mapper) 영상을 이용하여 감독 분류와 무감독 분류를 각각 적용하여 한강유역의 토지피복을 수역, 시가, 나지 습지, 초지, 산림, 농지의 7가지 부분으로 대분류로 산정하고 비교하였다. 두 경우의 정확도는 각각 91.6%, 90.9%의 비슷한 정확도를 나타내었으며, 세부적으로 우리나라의 대부분의 면적에 분포하는 산림, 농지, 시가, 수역의 정확도가 높게 나타났다. 또한 각 항목별로 정확도를 비교하였을 때 감독분류가 무감독분류에 비해 다소 정확한 것을 확인할 수 있었다. 추후 외부자료를 도입하면 비교적 낮은 정확도를 나타낸 초지, 습지, 나지의 정확도를 보완할 수 있을 것이다.

Selection of Desirable Species and Estimation of Composition Ratio in a Natural Deciduous Forest (천연활엽수림(天然闊葉樹林)의 경영대상(經營對象) 수종(樹種) 선정(選定) 및 구성비율(構成比率) 추정(推定))

  • Based on the community structural attributes, such as species composition, diameter and height distribution, topographic position, and species diversity in the natural deciduous forest of Mt. Gari area, this study suggested desirable species and composition ratio to achieve ecological management of forests so as to maintain forest stability and enhance economical values. The results are as follows : 1. Twenty-five tree species were growing in the study forest. Of these Quercus mongolica, Pinus densiflora, Juglans mandshurica, Quercus serrata, Cornus controversa, Acer mono, Fraxinus rhynchophylla, and Tilia mandshurica were selected for desirable species through the evaluation of dominant and dominant potential. Kalopanax pictus, considered to be highly valuable species, was also included. 2. Taking account of different species composition pattern by topographic positions, we select as desirable species of J. mandshurica, C. controversa, Q. mongolica, A. mono, T. mandshurica, and F. rhynchophylla in the valley area, Q. mongolica, Q. serrata, A. mono, T. mandshurica, F. rhynchophylla, and K. pictus in the mid-slope area, and Q. mongolica, P. densiflora, Q. serrata, and Fraxinus rhynchophylla in the ridge area. 3. Based on the estimation of species diversity index for the overstory components, the reasonable forest stability levels of the indices were estimated at 1.96, 1.68, 1.94, and 1.27 for whole forest, valley, midslope, and ridge, respectively. 4. The recommended species composition ratios in the study forest were suggested Q. mongolica to be 30%, A. mono, F. rhynchophylla, Q. serrata, and T. mandshurica to be 10%~15%, J. mandshurica, P. densiflora, and C. controversa to be 5%~10%, and K. pictus to be 5%.

Designing Payments for Environmental Services on Genetic Reserve Forest in Korea (생물다양성서비스 지불제 도입방향: 산림유전자원보호림을 대상으로)

  • Payments for Environmental (or Ecosystem) Services (PES) are emerging as new conservation policy tools. The basic concept underlying PES is that users pay to providers of environmental services for ensuring the continual provision of services based on the voluntary contracts. The purpose of this paper is to introduce the concepts and types of PES and to design a pilot PES scheme for biodiversity/ecosystem conservation on Genetic Reserve Forest in Korea. Genetic Reserve Forest is one of the protected areas designated in Korea to maintain forest biodiversity. PES is designed for the pine forests only in Genetic Reserve Forest, which corresponds to 943 ha. Service providers are to manage their forests based on the contracts in ways that maintain and enhance forest biodiversity and receive the payments in return. The payments are calculated as the sum of management, monitoring, and opportunity costs, resulting 1,140,378 won/year/ha (it corresponds to approximately $1,227 based on the 2007 average exchange rate 1$ = 929.2 won). Because PES are relatively new policies, however, more work needs to be done. Future work includes researches on the correlation between forest biodiversity and management practices and the economic evaluation of forest biodiversity. In addition, enhancing awareness on PES and education of stakeholders are warranted to further develop the scheme.
