In a period of rapid change, transition and re-definition of care concept, this study reviewed social policies on care providers in the UK. In the face of care crisis, the British government has made a radical reform of the care system and enacted new legislations. In the UK social policy, care providers are classified into carers and care workers. Carers mean informal caregivers and care workers are those who are paid for providing care as part of a contract of employment. Recently, the United Kingdom has given carers recognition and reward. To enhance the status and right of carers, the Carers (Recognition and Services) Act 1995, the strategy document Caring about Carers 1999, Carers and Disabled Children Act 2000, and Carers (Equal Opportunities) Act 2004 have been enacted. At the heart of the policy for carers is the idea of active citizenship, carers-friendly employment and work-life balance etc. In case of paid care worker, government's focus seems to be on quality of employment. The government has established a new national infrastructure for quality. The five national bodies founded on Care Standards Act 2000 has been established. The UK government has realized care work would play an important part in job creation strategy. In this article, we have presented several criticisms and issues of current care policy in UK.
A cyber crime has been evolving, as other crimes have. Beyond physical damages such as financial crimes in the cyber world, it has evolved into psychological forms like cyber-bullying. In today's crimes, measures that consider psychological effects of crimes are highly regarded in that fear of crime is considered as well as visible crimes. Accordingly, cyber bullying, which causes psychological damages, needs to be treated very importantly. Because the characteristics of cyber crime is caused by different circumstances from the real world, measures should be taken in different aspects. Rather than physical damages, which can be found in the conventional crimes, cyber crimes cause psychological damages, so the effect that has on inflicting should be specified. Especially, in the environment that virtual reality is ubiquitous through smart phones, it is very difficult to establish measures by considering all the causes of general cyber crimes. Therefore, this study estimated what affects cyber bullying by focusing on personalized faith factor among social bond theory, which can control cyber crimes. As a result, self-controling faith was verified to have a negative effect on cyber bullying, so faith is a very important factor in personalized environment. Thus, it is suggested that the characteristics of cyber space and education of humanism, which can affect individuals' faith should be emphasized.

This study was conducted to identify factors influencing depression symptoms among college students. To accomplish this, a self-administered questionnaire was distributed to 546 college students from October 1st to November 30th, 2015. Univariate analysis, logistic regression, and multivariate regression analysis between variables were then conducted using depression symptoms as the dependent variable and other relevant factors as independent variables. The level of depression among the subjects differed significantly according to personal attributes, family life and school life characteristics, as well as health related behavioral characteristics. The risk of depression was significantly higher in the lower group than the higher group of family and friends social support, the lower group than the higher group of self-esteem, the lower group than the higher group of locus of control, and in the high risk stress group than the normal stress group. Factors influencing depression symptoms included religion, social support from family, social support from friends, interpersonal dependency, locus of control, and stress were identified as significant variables, indicating that depression among college students is related to diverse elements including sociodemographic characteristics, social support from family/friends, interpersonal dependency, locus of control, and stress. Depression symptoms significantly increased when social support from family or friends, low psychological behavior characteristics are low, and when stress is high. Thus, it is necessary to understand factors related to depression and reduce them to decrease depression levels of college students.
This study examined influence of strengths of family life and satisfaction with school life on adolescent psychological well-being, particularly targeting at high school students in the rapidly changing IT-based society. In order to investigate influence of factors related to home and school as the main living spaces on improving adolescent psychological well-being, a survey of 251 students at K academic high school in Busan was conducted and then multiple regression analysis was carried out. Firstly, the analysis showed that adolescents' sharing time at home could make a positive impact on their positive interpersonal relationships. It also showed that family bonds could have a positive impact on adolescents' positive interpersonal relationships, the goal of life, and personal growth, and thus satisfaction in communication at home was a factor that could be helpful to environmental control. Secondly, it indicated that adolescents' satisfaction with school life was a factor that had a positive impact on self-acceptance, environmental control, and the goal of life among the sub-factors of psychological well-being. It turned out that peer relationships could have a positive impact on positive interpersonal relationships, likewise school lessons and peer relationships could have a positive impact on autonomy. According to the results of analysis, factors related to strengths of family life and satisfaction with school life could affect adolescent psychological well-being. Therefore, these findings can be applied to establishing major youth policy.
This study aimed at examining the effects of the environmental aspects of work-family role conflict on child-rearing attitudes of working mothers. To accomplish study purpose, 267 working mothers were asked to fill out the survey questionnaires. The research results were as follows. First with regards to the effects of both direction of work-family role conflict on child-rearing attitudes of working mothers: the work interference with family conflict was negatively related to affectionate child-rearing attitudes of working mothers; the work interference with family conflict was positively related to rejection child-rearing attitudes and control child-rearing attitudes of working mothers; and the family interference with work conflict was negatively related to autonomic child-rearing attitudes of working mothers. Second, in terms of the effects of the three types of work-family role conflict on child-rearing attitudes of working mothers: the work family strain-based conflict was negatively related to affectionate child-rearing attitudes of working mothers; the work family strain-based conflict was positively related to rejection child-rearing attitudes and control child-rearing attitudes of working mothers; and the family work strain-based conflict was negatively related to affectionate child-rearing attitudes and autonomic child-rearing attitudes of working mothers. Based on these results, suggestions and implications were provided.
This study examines the use of medical care by the poor through analysing KNHANES III databases, and the focus of the study is on under-satisfaction of medical needs and the impact of the medicare system. The results of analysis are summerized as follows; the poor had generally suffered from poor health condition, and did not have economic resoure to satisfy the medical needs. But, the beneficiaries of the medicare used much more medical care than non-poor. The result of logistic regression suggest that the medicare affected significantly on increase of uses. Consquently, the medicare system effectively made up the lack of economic resoure of the poor. However, the Medicare did not sufficient to satisfy all the medical needs of the poor. Over 20% of the poor had experinced the abandonment of meical care uses, "the lack of econmic resource" was most important reason. The result of logistic regression suggest that all the poor such as Medicare I and Medicare II beneficiaries, and near-poor class had much more probabilities of giving up the use of medical care than non-poor. It is necessary to raise up the benefit level of the current medicare system such as the reduction of non-secured medical cost, the alleviation of user's burden etc.
The purpose of this study is to examine that basic pension entitlement affects the subjective well-being(SWB) of the elderly. For controlling unobserved heterogeneity, we used fixed effects model for longitudinal data. The data used for this study is KLoSA from 2006 to 2016. The research results are as follows. SWB of non-basic pensioners was higher than for basic pension beneficiaries. Second, when the demographic variables were controlled, SWB of the basic pension recipients was higher then that of non-beneficiaries. Third, the factors affecting SWB were economic satisfaction, marital status, family financial support, employment status, subjective health status, daily life restrictions, gender, and age. Fourth, the effect of basic pension on SWB was positive at the lowest income quartile. The results of this study shows that the basic pension system has a positive effect on the SWB of elderly despite the low benefit level. Therefore, it is necessary to expand the basic pension system to solve poverty problems and improve the quality of life for the aged. Also, various aspects of social support for the low-income vulnerable elderly are needed. Lastly, It was suggested that the benefit level of the basic pension should be raised to have a substantial effect on the low-income class, which is a key policy subject.
The purpose of this study was to develop and examine the effectiveness of 'Coping Resources Improvement Program' designed for emerging adults experiencing psychosocial difficulties during college to work transition. Based on transition model of Scholossberg(1995), the program was developed to intervene in 4S (Situation, Self, Support, Strategy) required in the transition. Participants included 31 job applicants who are senior or above and were assigned to the experimental group (N=10), comparison group (N=10), and control group (N=11). Data to verify effectiveness were collected pre-, mid-, and post treatment. Results indicated that the level of coping resources and psychosocial difficulties in the transition changed significantly after the program and those changes were still maintained after a month in the experimental group. However, there were no statistically significant changes on job-search burnout and career-adaptability in all groups. The implication and limitation of the study and the suggestions for the future studies were discussed.
Most previous research on safer sex and condom use has been mainly focused on individual's dispositional factors such as attitudes, perceived control, intention, and etc. However, a few researchers recently started to propose that condom use is not a matter of individual behavioral decision but a product of serious interactive negotiation processes and condom negotiation would be the proximal key-determinant of condom use behaviors. The present research categorized condom-negotiation strategies and preferences of Korean college students and examined relationship between the strategies and other sex-related concepts. 186 participants' strategies on a free-response questions of condom negotiation revealed 7 types of persuasion strategies for condom use; Pregnancy risk, responsibility, care for partner, withholding sex, sexual disease, direct request, and sexual satisfaction (in order of preference). 6 types of persuasion strategies for condom avoid were abstracted: Pregnancy free, Sexual satisfaction, responsibility, direct request, unfaith toward condom, and withholding sex (in order of preference). It is very interesting phenomenon that despite a broad consensus on the need for social worker to take cultural aspects into professional practice, thus to be a culturally competent, a number of materials criticising the concept of cultural competence have emerged in these days simultaneously. The main purpose of the study is to clarify such phenomenon, which means that this article is trying to analyze the contents of such critical discourse on cultural competence and the validity of those contents. The result of the study finds out that most of the arguments can be categorized into three aspects: epistemological, ethical, ontological, and that most of the main ideas of the critical discourses have been borrowed from a branch of critical social work theories, especially highly influenced from Foucault and Derrida. This article argues that critical discourses have some significant problems which make a conflict with traditional values and tenets in social work as a human service profession. First, epistemologically, the critical discourse fails to differentiate the matter of discovery from that of justification, which brings the cultural competence to the brink of agnosticism. Second, ethically, insisting that there should be no foundational criteria for cultural hierarchy in term of rightness or goodness, the critical discourses reveal their intrinsic limitations in solving ethical dilemmas and conflict in real world, which can be considered as a kind of evasion of responsibility in disguise of cultural relativism. Third, in practical vein, critical discourses are largely in effective in specifying the concrete model to realize their own ideas, and furthermore they unintentionally promote context-blind perspectives that eclipses the significance of structural and systematical impacts on the cultural identity.
