Domestic and Foreign Case Studies on ICT Convergence for Mental Heath Improvement and Suicide Prevention (정신건강 증진과 자살예방을 위한 ICT 융합 국내외 사례 연구)

  • Depression and mental illness across all age groups, and steady increasing in suicide rate are our major social problems which cause dramatically decreasing government competitiveness. While Korean government has implemented various policies to improve mental health and prevent suicide, it faces revealing issues in progress on implementation and referral management systems. The current research examined domestic and foreign cases to understand the actual status and directivity of ICT convergence plan in terms of mental health. The United States and the United Kingdom have provided convergent ICT service, telepsychiatric care to senior citizens in rural areas, children and adolescents, socially disadvantaged class, etc. In Korea, emergency-notice devices are installed to prevent suicide for single elderly people, and diverse mobile health devices are developing to cure depression and Alzheimer's disease. ICT convergent mental health care service is needed to save socioeconomic costs and realize universal welfare for an aging society. Social consensus on sharply conflict issues, medical law and medical devices about telepsychiatry service, effectiveness studies on users' unique psychiatric characteristics by life cycle, and region-specialized strategies for the least densely populated rural regions with lower access to medical care should be considered.

  • This paper develops the argument that the 'Healthy Cities Approach' extends beyond the boundaries of officially designated Healthy Cities and suggests that signs of it are evident much more widely in efforts to promote health in the United Kingdom and in national policy. It draws on examples from Leeds, a major city in the north of England. In particular, it suggests that efforts to improve population health need to focus on the wider determinants and that this requires a collaborative response involving a range of different sectors and the participation of the community. Inequality is recognised as a major issue and the need to identify areas of deprivation and direct resources towards these is emphasised. Childhood poverty is referred to and the importance of breaking cycles of deprivation. The role of the school is seen as important in contributing to health generally and the compatibility between Healthy Cities and Health Promoting Schools is noted. Not only can Health Promoting Schools improve the health of young people themselves they can also develop the skills, awareness and motivation to improve the health of the community. Using child pedestrian injury as an example, the paper argues that problems and their cause should not be conceived narrowly. The Healthy Cities movement has taught us that the response, if it is to be effective, should focus on the wider determinants and be adapted to local circumstances. Instead of simply attempting to change behaviour through traditional health education we need to ensure that the environment is healthy in itself and supports healthy behaviour. To achieve this we need to develop awareness, skills and motivation among policy makers, professionals and the community. The 'New Health' education is proposed as a term to distinguish the type of health education which addresses these issues from more traditional forms.

Inconsistent Welfare Attitude and NOOMP (복지태도의 이중성 - '눔프'현상과 집단별 차이 -)

  • This paper is about the NOOMP(Not Out of My Pocket) phenomenon, the inconsistent welfare attitude for an expansion of welfare system and increase of financial resources. By analyzing the scale and influential factors of the NOOMP to the main welfare programs, focusing on the class, gender, and age group, the paper tries to investigate the relationship between the NOOMP and the inherent stratification structure of each programs. This paper uses the Additional Survey of Welfare Attitude in 2013 Korea Welfare Panel Survey. As a result of analysis, low level of NOOMP phenomenon has been observed in welfare programs for whole society members such as health policies, pension, employment policies, compared to those of targeted programs for the poor, aged, or disabled. In addition, high probability of each group of 'low incomer', 'female', and '20s or less'to the NOOMP phenomenon has been appeared, therefore, high relevance of the NOOMP and the stratification structure of welfare programs have been confirmed. These results indicate that the transition to the universal welfare programs and the improvement of welfare programs for more equal structure are needed to reduce the NOOMP phenomenon.

The Effects of Information Competency of People with Disabilities on Life Satisfaction : Mediating Effects of Social Capital (장애인의 정보화 역량이 생활만족도에 미치는 영향: 사회적 자본의 매개효과)

  • The purpose of this study is to elaborate the underlying mechanism by which information competency of those with disabilities influences their level of life satisfaction through a mediator, social capital built up through online and offline activities. To this end, the research conducts mediation analysis, comprised of three sets of regression by using the data of the "2018 Report on the Digital Divide." The results demonstrate that the information competency of those with disabilities has a significant effect on their level of life satisfaction; the higher the information competency, the greater the social capital. In addition, social capital partially mediates the relationship between information competency and life satisfaction. The policy implications from this study indicate that the efforts to improve information competency of those with disabilities should be made in a way that facilitates social interactions and community participation.

The Role of Occupational Therapist in Disaster Management (재난상황에서 작업치료사의 역할에 대한 고찰)

  • Objective : In October 2016, the most powerful earthquake, magnitude 5.1 and 5.8 struck the city of Gyeongju in Korea. Although it did not take a toll, this implicates potential disaster in the future. Taking this earthquake, this paper considers the healthcare system responding to disaster in non-government organization and other countries, and investigates the roles of occupational therapist in disaster management. Methods : This paper reviews literature related to healthcare system and roles of occupational therapist in disaster response. Results : Humanitarian recovery mission of Red Cross impacted and facilitated the recovery of vulnerable population including children, elderly and people with disabilities in disaster response. It was also emphasized by occurring large population with disabilities after disasters so that the concept of rehabilitation and occupational therapist's role was required. Occupational therapy practitioners play an important role in the stage of disaster preparedness, response and recovery and their target population is children, elderly and people with disabilities. Conclusion : The most of NGO and counties take the concept of rehabilitation into healthcare system responding to disaster. However, the system in Korea stays in emergency level. It is important to take the humanitarian recovery and rehabilitation concept to disaster relief. the survivors would be able to return to their normalcy and health life.

Characteristics of Lifelong Learning Policy and Developmental Tasks of South Korea (한국 평생교육 정책의 유형화와 발전과제)

  • The purpose of this study is to classify the lifelong learning policy implementation process of lifelong learning in Korea according to the policy making decision models and to suggest developmental tasks. Korea's lifelong learning policy came to a full-fledged start with the enactment of the Lifelong Education Act in 2000. The Lifelong Education Act proposed the establishment of an open educational system as a strategy to realize the lifelong learning society. According to the Lifelong Education Act, the Korean government has developed several lifelong education policies such as providing learning opportunity for the underprivileged, facilitating lifelong learning city project, building lifelong learning culture, recognizing of experiential learning result, funding lifelong learning hub university, launching lifelong learning supporting administrative etc. The Korean lifelong system is characterized as Allison's (1971) governmental/bureaucratic, Ziegler and Johnson's (1972) legislative, Griffin's(1987) social control and Green's (2000) state-led models which make policy through the coordination between the government and the parliament and control bureaucratic power and educational qualifications. Lifelong learning policies should be managed in terms of supply and demand at the learning market. In addition, the state has to strengthen lifelong learning through supporting NGOs' activities and adult learners' tuition fee for the disadvantaged group of people.

소득에 따른 사학연금 일부지급정지(소득심사) 개선에 관한 연구

  • 본 연구는 퇴직소득심사제가 근로의욕 등 노동시장에 미치는 영향과 제도적 형평성 측면에서 국민연금과의 비교를 통해 검토한 후 개선방안을 제시하였다. 동 연구의 주요결과를 요약하면 다음과 같다. 첫째, 퇴직소득심사제는 퇴직 후 연금소득을 감소시킬 우려가 있는 것으로 분석되었다. 그러나 연금소득이 감소된다는 것은 추가적인 소득으로 인해 예상된 연금소득이 감소한다는 의미이나 전체 노후소득은 줄어드는 것이 아니라는 점에서 심각한 문제가 아니고, 또한 그 대상자 규모가 적다는 점에서 현 단계에서 제도의 존폐를 논하기에는 다소 이르다고 판단되었다. 다만, 제도가 저소득층에 대해서도 일괄적으로 적용되므로 취약계층에 대해서는 별도의 개선논의가 필요한 것으로 보았다. 둘째, 퇴직소득심사제는 지급정지 연수 적용과 연기연금 존재 여부 등 특수직역연금과 국민연금에 있어서 차이가 있다. 제도의 특수성도 간과되어서는 안되지만 일반적인 사항에 대해서는 두 제도의 동질화가 필요한 것으로 판단된다. 셋째, 연금소득에 대한 과세와 심사대상소득 확대 등의 문제와 관련하여서도 개선의 여지가 있는 것으로 파악되었다. 즉, 퇴직소득심사제는 적용과정에서 추가적인 세부담을 유발할 가능성이 커서 이중과세의 논란에 직면할 우려가 있다. 또한 경제적 능력에 대한 정확한 평가를 위해 소득유형을 근로, 사업소득에 국한하지 않고 금융소득까지 포괄하여 종합적으로 평가할 수 있도록 제도개선이 요구된다고 하겠다.

A Study on the Factors Influencing the Intention to Use the Housing Support Policy of 2030 Households in Seoul: Considering Characteristics of Household and Policy (서울시 무주택 청년가구의 주거지원 정책이용 의사 영향요인 분석: 가구 및 정책특성을 고려하여)

  • This study investigates what influences the 2030 households' intention to utilize housing support policies for the younger generation. Using the logistic regression model, our empirical results show that the 'the recognition of youth housing support projects', 'the housing occupation', 'employment type', 'housing type', and 'age' factors have a significant effect on the intention to use the housing support policies. Specifically, the intention is positively associated with economic activity, one-room residence, monthly rent, employment status during the Covid-19 period, and policy recognition, while negatively related to age. In addition, willingness to use the housing support policies is greater when respondents lived in a studio, lived on a monthly rent, recognized the policy, and improved their employment status. The results suggest that housing support programs need to be expanded and improved. Moreover, information on housing support policies should be efficiently delivered to eligible households, and more sophisticated housing support policies should be provided for young people early in their careers.

The Role of Housing Cooperatives in the Process of Neighborhood Regeneration (도시 빈민 주거지 재생에서 주택협동조합의 역할에 관한 연구)

  • This study was investigated on the basis of the role of housing cooperatives in sustainable regional business networks(SLEN) in regeneration of residential aged area where the urban poor live. For the analysis, input elements of human capital, social capital, financial capital and ecological capital were examine. For the process, the organization's structure, sustainable business and social networks, and for the result, the stability and community characteristics of the living and the payment possibility of housing construction cost were examined. Through this study, what kinds of issues can be from the housing coop's project in terms of sustainability, and what is the most important factor in order to overcome former mentioned issues were intended to find. For analysis literatures were reviewed and the in-depth interviews and survey were conducted with site visits. The result of this study finds that housing coop have community characteristics through active participation of residents during the regeneration process but the land, as financial and ecological capitals, and housing construction funds were poor. This was investigated that it makes groundless the sustainability of the project and the possibility of the payment. In order to overcome, land concession, inexpensive lental and active funning for housing construction to housing coop is required because housing coop is aiming to supply of social housing for low-income and vulnerable groups.

Analyzing Mortality Rate and Social Costs of Climate Vulnerable Groups caused by Heat Waves in Korea (폭염 발생에 따른 취약계층의 사망률 변화와 사회적 비용 추정: 7대 광역시의 65세 이상 고령층을 중심으로)

  • The critical temperature and the rate of increase in excess death caused by heat waves in the age group of 65 years and older are derived. The value of statistical life method was used to quantify economic damages, and the willingness to pay after 71 years of age for 10 years was measured based on the dichotomous choice contingent valuation method survey. The result shows about KRW 481,110,000 is required annually to reduce the possibility of death by climate change to 1/1000.
