A Study of Power Law Distribution of Korean Disaster and Identification of Focusing Events (한국 재난의 멱함수분포와 사회적 충격사건에 관한 연구)

  • Improvements in disaster management has become a global necessity because the magnitude of disasters is intensifying in parallel with the increased disaster damage. The disaster risk in Korea is also increasing due to the emergence of new types of disaster; such as the Middle East respiratory syndrome coronavirus, the increase of complex disasters, and the heightened probability of a catastrophic event due to climate change. This paper aimed to identify the disaster loss-frequency relationship from 1948 to 2014 in Korea by using four types of variables. In addition, this paper found major disasters that resulted in the reformation of disaster response organizations, and inputted the deaths and economic loss attributed to those disasters into the disaster loss-frequency graph. The research result substantiated that the disaster loss-frequency relationship in Korea follows the Power Law and found the coefficients of each Power Function. Additionally, this paper found that most of the reformations of disaster response organizations happened after major disasters that concentrated societies attention and anger due to the high human and economic impact; such events are labelled as "focusing events." These focusing events, with the characteristics of a low probability and high impact, are located in the long tail of the Power Law Distribution. This paper suggests that the effective public policy for disaster response needs to be developed by paying attention to 'low probability and high impact' focusing events that are located in the long tail of the Power Law Distribution.

  • 이 연구의 목적은 민간경비원의 사건충격과 직무스트레스 및 대처능력의 관계를 규명하는데 있다. 이 연구는 2011년 인천소재 공항에서 재직하고 있는 민간경비원들을 모집단으로 설정한 후 판단표집법을 이용하여 최종분석에 이용된 사례 수는 총 239명이다. 연구에 사용된 설문지는 총 67문항으로 구성되었으며, SPSSWIN 18.0을 이용하여 빈도분석, 요인분석, 신뢰도분석, 회귀분석 등을 실시하였다. 설문지의 신뢰도는 Cronbach's ${\alpha}$값이 .779이상으로 나타났다. 결론은 다음과 같다. 첫째, 민간경비원의 사건충격은 직무스트레스에 영향을 미친다. 즉, 침습이 자주 반복될수록 인간관계에 대한 스트레스는 증가한다. 또한, 과각성이 자주 반복될수록 역할에 대한 스트레스는 증가한다. 둘째, 민간경비원의 사건충격은 대처능력에 영향을 미친다. 즉, 과각성이 자주 반복될수록 문제중심적 대처능력은 감소한다. 반면, 회피성향이 지속적으로 작용할수록 문제중심적 대처능력은 증가한다. 셋째, 민간경비원의 직무스트레스는 대처능력에 영향을 미친다. 즉, 직무특성에 대한 무력감이 작용할수록 문제중심적 대처능력은 증가한다. 반면, 역할에 대한 모호성이 높게 작용할수록 문제중심적 대처능력, 사회적지지 추구능력은 감소한다.

Relationships between Special Guard's Incident Shock, Job Stress, and Coping Ability (특수경비원의 사건충격과 직무스트레스 및 대처능력의 관계)

  • The purpose of this study is that incident shock of special guards examines closely impact getting in job stress and coping ability. This study used judgement sampling method after establish special guards who is working at airport of capital region area in 2011 by population, and sample numbers used on interpretation finally were total 239 people. Questionnaire used in this study was consisted of the total 67 question, and executed frequency analysis, Factor analysis, reliability analysis, regression analysis by SPSSWIN 18.0. reliability of questionnaire appeared more than Cronbach's ${\alpha}$ value .779. Conclusion of this study was as following. First, incident shock of special guards affects in job stress. That is, stress about personal relations increases as invasion is often repeated. Also, stress about role increases as hyperarousal is often repeated. Second, incident shock of special guards affects in coping ability. That is, problem central coping ability decreases as hyperarousal is often repeated. On the other hand, problem central coping ability increases as evasion tendency acts continuously. Third, job stress of special guards affects in coping ability. That is, problem central coping ability increases as feeling of helplessness for job characteristic acts. On the other hand, problem central coping ability, social support pursuit ability decreases as ambiguity about role acts high.

Psychosocial Experience in Cheonan Warship Incident Survivors ('천안함 사건' 유가족의 심리사회적 경험)

  • This study is to understand the psychosocial experience in 'Cheonan Warship Incident Survivors'. The study question was how psychosocial experience in The Union of Family Bereaved by Cheonan Warship had been progressed. To answer this question 4 representers ofthe group and 2 reporters had been interviewed using a qualitative research method based on Phenomenology method. From this study the group's experience in had been revealed that they first crisis intervention are to identify and reinforce the strengths and coping skills of a one's family. Second, they gathered their opinion together and assigned the roles to the members, and then, requested what they want responding reasonably. The families' love, the representers' quick judgements and decisions, and the embarrassment of the military and media for the dead, who had been abandoned for long and decayed under the cold ocean, made the national support and respectful treatment possible for the dead and the family. The results of study will be applicable for individuals and groups, who need social work service as an empowerment intervention approach and crisis intervention are to identify and reinforce the strengths and coping skills of a one's family. The social worker's ability to anticipate, understand, and give therapeutic direction to the crisis reaction and the concerns of family members helps to bring around a successful crisis resolution. It is clear to us that wars, suicides, homicides in school settings, disaster and other events are providing unique challenges to social workers who are interested in learning more about the effects such events have on victims of traumatic events.

Psychosocial Characteristics of Infants with Genital Anomalies and Their Caregivers (생식기 기형을 가진 영유아와 모의 심리 사회적 특성)

  • The present study explored psychosocial characteristics of infants with genital anomalies (GA) and their caregivers against normal controls. Participants were female caregivers and infants between the ages of 6to38months diagnosed with hypospadias(HS;n=103) or cryptorchidism (CR;n=49). Normalcontrols(n=131) were recruited and selected via Internet. Caregivers completed measures on parenting stress, coping style, social support, and infant temperament. Within the GAgroups, HScaregivers reported their greatest parental concerns as infant urination/bodily functioning difficulties whereas CRcaregivers reported worries related to surgical anesthesia issues. Both groups reported concern about their children's potential reproductive problems. Per caregiver report, infants with GA had lower ability to self-soothe. HS infants in particular were perceived as exhibiting greater negative emotion. Compared with controls, HS and CRcaregivers overall employed coping strategies more frequently and had lower interpersonal sensitivity and parental distress. However, HScaregivers emerged as experiencing higher stress when compared to the CRgroup. There were no differences in to tal parenting stress and social support scores between groups. Further, CRcaregivers reported lower levels of family discord than controls. Despite temperament-related differences between infants with GA and normal controls, HS and CRcaregivers reported lower parental distress and greater use of coping skills as compared to controls. Clinical implications are discussed.

Citizen Sentiment Analysis of the Social Disaster by Using Opinion Mining (오피니언 마이닝 기법을 이용한 사회적 재난의 시민 감성도 분석)

  • Recently, disaster caused by social factors is frequently occurring in Korea. Prediction about what crisis could happen is difficult, raising the citizen's concern. In this study, we developed a program to acquire tweet data by applying Python language based Tweepy plug-in, regarding social disasters such as 'Nonspecific motive crimes' and 'Oxy' products. These data were used to evaluate psychological trauma and anxiety of citizens through the text clustering analysis and the opinion mining analysis of the R Studio program after natural language processing. In the analysis of the 'Oxy' case, the accident of Sewol ferry, the continual sale of Oxy products of the Oxy had the highest similarity and 'Nonspecific motive crimes', the coping measures of the government against unexpected incidents such as the 'incident' of the screen door, the accident of Sewol ferry and 'Nonspecific motive crime' due to misogyny in Busan, had the highest similarity. In addition, the average index of the Citizens sentiment score in Nonspecific motive crimes was more negative than that in the Oxy case by 11.61%p. Therefore, it is expected that the findings will be utilized to predict the mental health of citizens to prevent future accidents.

"COVID-19 : Our Memory" : A Digital Archive for Social Changes caused by SARS-CoV-2 ("코로나-19 : 우리의 기억" : 코로나바이러스 감염증과 사회변화에 대한 디지털 아카이브)

  • In light of SARS-CoV-2's significant impact, human society has experienced rapid changes in lifestyle that it has not yet experienced before. One way this virus has influenced people's lives is the emergence of the zero-contact society, an initiative for preventing the spread of infectious diseases. As can be seen, the social impact of COVID-19 is widespread. Various issues, such as those about government policy, personal information protection, and health care, are affecting society as a whole. At the same time, factual information is difficult to track and record because of the rapid and transient nature of related events and issues. As such, a method of effectively describing COVID-19 and real-time information is necessary. The "COVID-19: Our Memory" project is an attempt to record the sociocultural impact of the coronavirus infection. This project collects major events and issues classified into several subjects, records those events from a neutral point of view, and develops a digital archive so that all records are accessible. All the data collected and built through the project, the application, including the source code and visualization, are all published to bring about new opportunities for collaboration.

A Study on Community Counter-terrorism (지역사회 대테러활동에 관한 연구)

  • In this study, Horgan(2005)'s argument highlights the centrality to any successful counter-terrorism strategy of understanding the social context in which terrorist ideologies take root. Counter-terrorism refers to the practices, tactics, techniques, and strategies that governments, militaries, police departments and corporations adopt in response to terrorist threats and/or acts, both real and imputed. Pickering et al.(2008) historically explained four counter-terrorism strategies as traditional counter-terrorism model, community intelligence model, belonging model, social cohesion model. It is thus proposed that counter-terrorism strategies are based in established networks within the community and proactively seeks to continually renew these relationships between the community and police. This approach must embrace an explicit recognition of multiculturalism and its political imperative and drive in a policing organization explicitly committed to social cohesion and human rights in both discourse and practice. We, therefore, suggests community tree counter-terrorism approaches, or community intelligence model, belonging model and social cohesion model to apply to counter-terrorism agencies in Korea. These models are on the basis of Pickering et al.'s counter-terrorism models, which by using community policing to boot socially cohesion police are better able to position themselves as mediators to negotiate settlements between the competing demands of different social groups.
